and could understand what donald trump's legal team the arguments they are making could not vote to convict donald trump on any of these impeachment charges there were there were not facts it is not only completely unconstitutional but the precedent that it would lay for future presidents i mean you would just see a continual back and forth of congress taking out politicians they don't like from the presidency it would completely undermine the american democratic system so we hope to see today a bipartisan vote that means some democrats whoever that would vote to acquit because there were not enough facts to show impeachable offenses there has been a both of excitement the house and there are today republican mitt romney says he will vote to convict the president do you think it's possible all the republicans could follow him he's quite a big name isn't the. he is a big name unfortunately here we've seen a lot of personal disagreements personal animosity between senator romney and the

president so i don't think it was a surprise to many people it hasn't come as a surprise like i said i don't see senator obama he has no background in as an attorney or with the law so personal disagreements or political disagreements could certainly get in the way there and one of the biggest problems when you're serving in a capacity that requires you to understand the legal process like senator romney it is a very tough thing to have senators as part of that legal process that don't understand how the laws work because and it's easier for them to make partisan or political decisions so i don't see many more republicans of course there are a couple swing republicans they've talked about what i'm most interested in are some of the democrats that haven't yet announced that they're going to vote to convict and fact we haven't heard any swing votes come out saying that they're going to vote to acquit the president they haven't come out before hand but some of the swing votes specifically the ones to look out senator manchin of west virginia . and senator cinema of arizona who of course won

a lot of attention last night with a lot of americans by going against her party wearing white all the women everybody sitting in scowling to to applaud the american people and the president so senator senator said in the mansion will be 2 democrats when votes to be looking at but i don't see any more republicans voting to convict is not the big hope that this is going on so long that the democrats are hoping the fool be more mitt romney's more republicans in the senate who will twist it's very very unlikely it begs the question why go through such a rigmarole if he knew the muff was so against them had little chance of a conviction. it is a great question and i think a lot of people are asking that americans are asking that you know just as we've seen americans are tired of hearing russia russia russia they're tired of hearing all of these things it's the same people the same democratic establishment that keeps yelling russia russia trump this trump that now you crave it's always the

a high risk strategy by the pentagon you're a few. yes it is it has absolutely high risk i mean on the face of it reducing the size of nuclear weapons sounds an attractive option and should surely be welcomed by everybody the problem is this is. the deterrence upon which to me it's upon which the post 2nd world war order has been based has meant for some 70 years there's been a very clearly established very well defined borderline between the use of non-nuclear weapons and the use of nuclear weapons and the problem is with this is that the lower you take. we say that you reduce the yield that's to say the explosive power of these type of weapons the more tempting it may be for commanders for the united states for example in this case deploying this weapon system to use in circumstances which wouldn't have merited the deployment and use of the

massively powerful systems that they currently have thinking perhaps that they might reduce civilian casualties and so on the problem is this is that then you've crossed that threshold into nuclear war and then you would provoke a response that would then rapidly escalate to a full strategic nuclear exchange which of course up to now has been considered extremely unlikely because nobody wants to cross the threshold of using a nuclear weapon there's another problem as well with the deployment of this on the missile. shall we say the system that's being used at a moment in the it's been deployed on 2 nuclear submarines simplistic missile submarines and that is of course if one of these weapons was to be launched against russia a low yield weapon there's no way for the russians themselves of course to know that that isn't the full size 100 killer and even more size warhead that would provoke an all out general nuclear war and so therefore unless there was some kind of trustworthy method of transmitting that. information to actually russia doesn't

need to worry because only deploying a weapon against you that's low you know the whole theory appears to be flawed in this case that was going to be mine exploited that you've really just answered and gone beyond it i was going to say the pentagon sais charles that it's a deterrent against russia will it achieve that goal but what you're saying it could do the very opposite. absolutely and the worry is and some of the worry for those i think i've served in military and so on will know that the lower yield of the weapon. there is a temptation only more temptation to use it perhaps in extreme circumstances but that wouldn't of merited or produced a temptation to use much larger scale weapons but also there might be a temptation to delegate the authority to use these weapons for example you can well imagine a situation where if for example president trump feels that international tension is rising and time is of the essence in these issues that he could delegate for example the use of these so-called you know wield weapons to commanders in the

field and therefore you've lost political control or together and of course also the other aspect is that many of these weapon systems already exist not in on seaborne platforms so for example united states already has relatively low yield weapons that can be deployed for example craft should the need arise ok just on the weapon itself we've got a few moments is charles does does it give the u.s. any military advantage globally. well it would enable the deployment of quite considerable firepower in a very short space of time that's true but let's not forget to american military already has colossal conventional firepower that it can deploy and which it could be expected to deploy in any region or crisis situation that would presumably arise over a matter of time. really this doesn't really see the strategic talents aspect that it's being marketed as being an answer to there's another aspect here is one that

is that it's not been based the rationale for the deployment of this system on the idea that russia has promoted or is as admitted that it will be using nuclear weapons perhaps low yield weapons. on a 1st strike basis but actually putin himself has gone out of his way again and again to emphasize that russia. it does not have that. not yet it has a capability of course but it doesn't have that strategic doctrine of using nuclear weapons in a 1st strike manner the problem becomes again is that in a crisis this the use of such weapons would have crossed that threshold and it's very difficult to then to say there's another threshold to actually somehow between the use of this low yield nuclear weapon and a perhaps a slightly higher yield nuclear weapon there's no such threshold exists that is similar to the threshold between not using neka nuclear weapons in the 1st place and then deploying them no matter how low the year what color and of course the consequences of that could be a chain that would become uncontrollable you know that's always the fear isn't that
