3:01 pm
live from our international news center in moscow this is our welcome wherever you're watching us from today my name's o'neill we begin with some breaking news on the program from turkey and iran 140 people injuries after a passenger plane overshot the runway while istanbul's. port this we're looking right now. images from there the boeing 737 sustained extensive damage to his fuselage to the main body of the plane which burst into flames during the crash the governor of. all 183 people on board. crew members were evacuated and the plane belonged to pegasus early lines and was arriving from another city is near it's not clear what caused
3:02 pm
the accident although reports suggest that story may or may have played a role what you're looking at there by the way in the corner of the right corner that's the cockpit totally. detached from the plane the tail as well has been broken off too so it's a plane that's basically broken in 3 we know that's a big chain or a port has been temporarily closed to flights they're being directed to guess the bowl airport 11 just after 2 minutes past 11 pm right now and see services as you can see continuing to work out the site. the other day what democratic party has revealed early results from its key caucus vote almost 24 hours by the way later on expected with 71 percent of results though ports one person with a slight lead with 27 percent we will get into that in just a moment but it is the beginning of the race to see who will run in this year's
3:03 pm
u.s. presidential election against donald trump but the party has been left reeling from glitches in its new mobile app which was meant to deliver results to have a nightmare scenario and if so what do you do about it these are probably the most prepared we've ever been as a party for these caucuses and we've run through a few different scenarios but i can tell you were ready iowa was the starting pistol and settle for race and at the end the prize is becoming the presidential nominee and that the finish line they stand around and wait to find out who won is precinct caucus results started coming in the iowa democratic party ran them through an accuracy in quality check it became clear that they were in consistencies with reports the underlying cause of these inconsistency is was most immediately clear and required investigation which took time this is an embarrassment all they had to do was count the votes the polling stations counted
3:04 pm
the votes all they had to do was add together the tallies what a 10 year old could do in a calculator the democratic party couldn't this mess was cool. by a new app designed to speed up vote counting made by a secretive company called shadow inc that i suppose was the 1st clue the party is saying on one hand we had inconsistency with the data then they say oh but the data is fine and it wasn't a problem with the app so that won't what was a problem with because we also know this take the app aside and say ok the absa failure didn't work you had precincts chairs who were calling back to the democratic headquarters last night some of them on the phone for 2 hours on hold waiting to call in and say one of these guys only had 6 people at his caucus site he's going to get 6 votes as though it's over to the headquarters and he's on hold for 2 hours and can't get anybody who contracts
3:05 pm
a company called shadow to build an open transparent voting app democrats the people who shouted loudest about russia threatening american elections that breaking news russian hackers tried to hack wisconsin's election system russia's hacked into a lot of things russian hackers the kremlin clan it certainly looks like they're at it again and with an eye towards helping this president to combat strums popularity democrats created 2 organizations acronym and paquin him to flood the internet and t.v. with trump and anti russian propaganda trump spent $10000000.00 on a commercial for tonight's super bowl we fixed it for a new president trying. to steal your veteran's setting isis prisoners free losing don't they we can fight ladies and gentlemen the worst is yet. here comes the incompetence part these groups
3:06 pm
a pact with people who ran and sank hillary clinton's campaign including shadow inc founded by a former clinton campaign manager. they've spend fortunes and amateur of propaganda and apps that don't work all that tod in the money the effort is just to see trump have the last laugh when will a democrat stop blaming russia russia russia instead of their own incompetence for the voting disaster that just happened in the great state of iowa it's sad. all the complaining and moaning about how russians were out to ruin american elections most of the russians that did it it was the democrats their paranoia and competence they turned liberals and democrats against each other screaming and shouting accusing each other of foul play of russia could never do the democrats did we've
3:07 pm
heard the people who are responsible for this catastrophe in iowa the democratic establishment claim that it was russia's intention to undermine integrity in our voting systems in our election process the question is who really threatens us elections and now i think a lot of voters within the democratic party are finally seeing what the real threat is and it's with it's within the heart of the democratic party establishment the more that we talk about the reality of our election systems the more this russia gate hysteria just begins to fall on deaf ears and voters particularly younger voters who are social media savvy reject it angrily. well let's stay stateside because in a matter of hours the u.s. senate is to vote on convicting president trump in his impeachment trial there are 2 articles against the president abuse of power and obstruction of congress despite
3:08 pm
the drama it's widely accepted that donald trump will be acquitted since his removal from office demands 2 thirds of the senators to vote against him the majority of the senate belongs to the republicans who are only likely to vote against their president. so happy to say live on the program legal analyst jennifer muster joins us from the u.s. jennifer is this in the bag for president or are you expecting something dramatic. you know i would not say yet i'm never going to say it's in the bag i'm never going to say there's 100 percent certainty that trump will be acquitted you know we're always going to be hopeful and keep watching but the fact is this and this is what it comes down to at the end of the day any single senator no matter what political party they're on that it has a background in law or as an attorney or any knowledge of the law as the history
3:09 pm
and could understand what donald trump's legal team the arguments they are making could not vote to convict donald trump on any of these impeachment charges there were there were not facts it is not only completely unconstitutional but the precedent that it would lay for future presidents i mean you would just see a continual back and forth of congress taking out politicians they don't like from the presidency it would completely undermine the american democratic system so we hope to see today a bipartisan vote that means some democrats whoever that would vote to acquit because there were not enough facts to show impeachable offenses there has been a both of excitement the house and there are today republican mitt romney says he will vote to convict the president do you think it's possible all the republicans could follow him he's quite a big name isn't the. he is a big name unfortunately here we've seen a lot of personal disagreements personal animosity between senator romney and the
3:10 pm
president so i don't think it was a surprise to many people it hasn't come as a surprise like i said i don't see senator obama he has no background in as an attorney or with the law so personal disagreements or political disagreements could certainly get in the way there and one of the biggest problems when you're serving in a capacity that requires you to understand the legal process like senator romney it is a very tough thing to have senators as part of that legal process that don't understand how the laws work because and it's easier for them to make partisan or political decisions so i don't see many more republicans of course there are a couple swing republicans they've talked about what i'm most interested in are some of the democrats that haven't yet announced that they're going to vote to convict and fact we haven't heard any swing votes come out saying that they're going to vote to acquit the president they haven't come out before hand but some of the swing votes specifically the ones to look out senator manchin of west virginia . and senator cinema of arizona who of course won
3:11 pm
a lot of attention last night with a lot of americans by going against her party wearing white all the women everybody sitting in scowling to to applaud the american people and the president so senator senator said in the mansion will be 2 democrats when votes to be looking at but i don't see any more republicans voting to convict is not the big hope that this is going on so long that the democrats are hoping the fool be more mitt romney's more republicans in the senate who will twist it's very very unlikely it begs the question why go through such a rigmarole if he knew the muff was so against them had little chance of a conviction. it is a great question and i think a lot of people are asking that americans are asking that you know just as we've seen americans are tired of hearing russia russia russia they're tired of hearing all of these things it's the same people the same democratic establishment that keeps yelling russia russia trump this trump that now you crave it's always the
3:12 pm
same thing at some time the boy who cried wolf becomes a reality and the american people are seeing that so i don't know now what the democrats in the house what the democrats in congress are hoping to accomplish there is a in american justice system there is a way that we do things there is precedent there is law and it seems and we saw this is especially with the state of the union last night like the democrats in congress most of the democrats in congress right now just have a complete antipathy they hate the american way of life they hate the american legal system they don't want anybody to be investigated for perhaps criminal activity if they're if they're against donald trump if they're a democrat and so it's just very hypocritical and that's what i think the american people are waking up to thanks for coming on the program jennifer jennifer the most her legal analyst from the united states this hour. a surprise temporary political alliance has been formed in a german state the ruling centrist party and right wing politicians have joined
3:13 pm
forces to a regional left wing premier no it defies repeated declarations by the national party in charge they would not work together with the far right peter all of us spoke to her. it's not often we're talking about high drama in german politics but it's fair to say that it's been shaken to its very core by the election of a new state premier in turn into well this is after the far right until immigration party alternative for germany essentially played the role of king maker. the free democratic party candidate thomas kennedy will be the new state premier it's worth noting his party only picked up 5 seats in the election that was held back in october of last year but with the backing of a day along with people members of the christian democratic union angler merkel's
3:14 pm
party he was able to win the election in the in the state parliament by just one solitary vote well it's been described by the outgoing state premier who lost the election he's the representative of the left party as they discussed sting charade in fact the left party going on to slam the free democrats saying that they've essentially achieved power by joining forces with fascists the christian democratic union as i mentioned americans party well their party leader callum bauer who is widely tipped as a potential to successor to mrs merkel as chancellor of germany has said that their local party representatives acted without the authority of central office this is not a good day this is not a good day for touring this is not a good day for the political system in germany but what this is dawn is it sparked protests across germany including here in the german capital impromptu
3:15 pm
demonstrations outside of the free democratic party headquarters some very angry scenes there as they came out to slam the f. f. to appear for what many see as breaking one of the most optimal. in german politics of doing it deal or getting into bed with a day at their party leader christie and linda was speaking to the press saying well certainly doing his best to distance himself from alternative for germany. eve support comes as a surprise because it is not motivated by an agreement on substance but purely tactical the f.t.p. does not negotiate or cooperate with the d. there is no basis for cooperation who do not support the goals and values of that party thomas kerik although accepting the vote of their representatives has said that he won't be entering into any type of coalition government talks with
3:16 pm
alternative for germany but it's worth noting just how serious this is being taken here without war and senior figures from within the christian democratic union describe the free democrats as having played with fire and set of politics in germany a place while i discuss the surprising i'd come with petter bistro on from the alternative for germany party itself. the question is what would the voters of on to. bring in people who said quite clearly we would like to have a conservative coalition and that this is the majority we have this is this. they have behaved majority and the communists and the socialists they were just ignoring it they wanted to build the government without having having a majority so they failed and how they are driving mad. but
3:17 pm
in a normal situation the air you have to deal with that would get the 2nd chance to build the government after the communists were not able to do that. and just because all the other parties with a book a thing on us we have to do it this way of course it's a battle of this where you. have not. next hour we hope to hear from a representative from germany's left party now that's the i stood throwing a premiere at belongs to should be interesting to get. the u.s. navy has expanded its nuclear arsenal by deploying new low power warheads on submarines capable of launching ballistic missiles currently on patrol in the atlantic they say the decision was made in an attempt to contain russia while the pentagon claims it will in the worth the chances of a nuclear war russia's things as a dangerous move department identify the requirement to modify
3:18 pm
a small number of submarine launched ballistic missile warheads to address the conclusion that potential adversaries like russia believe that employment of low yield nuclear weapons will give them an advantage over the united states and its allies and partners this reflects the fact that the united states is lowering the nuclear threshold thereby allowing itself to conduct a limited nuclear war and ensuring its victory in any such conflict well the weapon deployed is the w $7062.00 low yield thermo nuclear warhead out $5.00 to $7.00 kilotons it is considerably less powerful than the $100.00 kilo tall model already in service on u.s. submarines already there's plenty more models available the trump administration requested the new warhead and the $28.00 to nuclear posture review. all right let's make sense of all this i'm very happy to say we can bring on to the program security analyst former u.k. army officer charles hsu bridge charles welcome this has been described as
3:19 pm
a high risk strategy by the pentagon you're a few. yes it is it has absolutely high risk i mean on the face of it reducing the size of nuclear weapons sounds an attractive option and should surely be welcomed by everybody the problem is this is. the deterrence upon which to me it's upon which the post 2nd world war order has been based has meant for some 70 years there's been a very clearly established very well defined borderline between the use of non-nuclear weapons and the use of nuclear weapons and the problem is with this is that the lower you take. we say that you reduce the yield that's to say the explosive power of these type of weapons the more tempting it may be for commanders for the united states for example in this case deploying this weapon system to use in circumstances which wouldn't have merited the deployment and use of the
3:20 pm
massively powerful systems that they currently have thinking perhaps that they might reduce civilian casualties and so on the problem is this is that then you've crossed that threshold into nuclear war and then you would provoke a response that would then rapidly escalate to a full strategic nuclear exchange which of course up to now has been considered extremely unlikely because nobody wants to cross the threshold of using a nuclear weapon there's another problem as well with the deployment of this on the missile. shall we say the system that's being used at a moment in the it's been deployed on 2 nuclear submarines simplistic missile submarines and that is of course if one of these weapons was to be launched against russia a low yield weapon there's no way for the russians themselves of course to know that that isn't the full size 100 killer and even more size warhead that would provoke an all out general nuclear war and so therefore unless there was some kind of trustworthy method of transmitting that. information to actually russia doesn't
3:21 pm
need to worry because only deploying a weapon against you that's low you know the whole theory appears to be flawed in this case that was going to be mine exploited that you've really just answered and gone beyond it i was going to say the pentagon sais charles that it's a deterrent against russia will it achieve that goal but what you're saying it could do the very opposite. absolutely and the worry is and some of the worry for those i think i've served in military and so on will know that the lower yield of the weapon. there is a temptation only more temptation to use it perhaps in extreme circumstances but that wouldn't of merited or produced a temptation to use much larger scale weapons but also there might be a temptation to delegate the authority to use these weapons for example you can well imagine a situation where if for example president trump feels that international tension is rising and time is of the essence in these issues that he could delegate for example the use of these so-called you know wield weapons to commanders in the
3:22 pm
field and therefore you've lost political control or together and of course also the other aspect is that many of these weapon systems already exist not in on seaborne platforms so for example united states already has relatively low yield weapons that can be deployed for example craft should the need arise ok just on the weapon itself we've got a few moments is charles does does it give the u.s. any military advantage globally. well it would enable the deployment of quite considerable firepower in a very short space of time that's true but let's not forget to american military already has colossal conventional firepower that it can deploy and which it could be expected to deploy in any region or crisis situation that would presumably arise over a matter of time. really this doesn't really see the strategic talents aspect that it's being marketed as being an answer to there's another aspect here is one that
3:23 pm
is that it's not been based the rationale for the deployment of this system on the idea that russia has promoted or is as admitted that it will be using nuclear weapons perhaps low yield weapons. on a 1st strike basis but actually putin himself has gone out of his way again and again to emphasize that russia. it does not have that. not yet it has a capability of course but it doesn't have that strategic doctrine of using nuclear weapons in a 1st strike manner the problem becomes again is that in a crisis this the use of such weapons would have crossed that threshold and it's very difficult to then to say there's another threshold to actually somehow between the use of this low yield nuclear weapon and a perhaps a slightly higher yield nuclear weapon there's no such threshold exists that is similar to the threshold between not using neka nuclear weapons in the 1st place and then deploying them no matter how low the year what color and of course the consequences of that could be a chain that would become uncontrollable you know that's always the fear isn't that
3:24 pm
charles thanks very much for your time your thoughts as well this hour a security analyst and former u.k. army officer in charge to bridge. a sex abuse scandal in french sports scene piracy prosecutors open up an investigation after a former ice skating champion broke her silence after 30 years in her recently published book sorra a big ball accuses her ex coach of rape the claim was triggered by pouring of support from the country's top athlete. we've pulled it pulled but then fortunately not the surprised one suit the truth becomes chilling and isolated keys becomes many the monster is omnipresent hominid victims remain locked in a state of shame and fear how many cases could have been avoided we can no longer be silent it is time to act collectively and realize that breaking the silence also means servant sport well with the scandal growing in the wake of the claims and

indeed the reaction there francis sports minister and the man that the resignation of the figure skating federation president who in fact herself previously made controversial statements on the issue picking up the story for us this hour charlotte devinsky. when a minister makes a public pronouncement you probably would hope that they had checked all of the facts just like when in 2017 france's former sports minister declared that at the height of me too there wasn't a problem in her sphere the former uk fencing champion must now be considering for laying on her sought after the latest explosive revelations of rape by sports coaches have emerged they've been made by frances 10 times the national skating champion sara a bit bull in a new book she accuses her former coach year of regularly raping her in the
