a closer look here at this nation some 580 americans have now died due to complications from the virus now in an effort to fight those rising numbers here in this country the u.s. national guard has been activated in new york california and washington state and almost half of all the u.s. cases are all in new york state. here in the nation's capitol republicans and democrats are still clashing in the senate over the coronavirus rescue bill and fronsac is joining us now she's been following the fireworks coming out of capitol hill all day again so very what can you tell us some and all of there is some growing 1 optimism now from the key negotiators of this deal as this relief bill is now going into phase 3 now after the bill failed to pass sunday night and again monday night before treasury secretary stephen minucci and senate minority leader chuck schumer left capitol hill last night the 2 thought that there were just a few details left to resolve and they were hopeful that the senate could actually wrap up negotiations this morning however it's now just

a little past 2 pm local time and still no vote in fact senators are still debating on the floor as we speak but senate majority leader mitch mcconnell says that they are at the 5 yard line and have only a few more steps to get this thing passed the clock has run out. the bowser. the hour for bargaining as though this were business as usual. expires. american people need our democratic friends. or so the republicans have in their coping $1000.00 relief bill americans would get payments of $1200.00 per adult $500.00 per child $350000000000.00 towards small businesses which would actually push billions toward hospitals in the unemployment insurance system along with a $500000000000.00 program for businesses states and cities but democrats say this $1.00 trillion dollar economic rescue package doesn't go far enough to get health

care and unemployment a 2 americans and gives a $500000000000.00 quote slush fund for corporations when that money really should go to hospitals medical workers and supplies that's where on monday speaker of the house nancy pelosi she introduced a new democratic bill where corporations would not be allowed to use taxpayer money for stock buybacks it would boost unemployment insurance strengthen child tax and earned income tax credits and inject $40000000000.00 into schools and universities now many say this is a power move by palosi to pressure the senate to reach a deal finally but now president trump actually says after meeting and speaking with menuhin and minority the minority leader chuck schumer that a deal is near now it's estimated there could be yet another vote tonight making this the 3rd go around the senate has voted on this relief bill if a deal is voted and passed today it will take some time to draft a final legislative text however in order to vote today senators must grant a unanimous consent to do so reporting in washington fair in front back r.t.

administration is poised to invoke the defense production act for the 1st time this week he's rachel blevins is joining us now with more details to this so rachel how will the d.p.a. impact this current situation while manila reports are now claiming that the trumpet administration is set to use the defense production act for the 1st time to obtain more than 60000 coronavirus test kits this according to the administrator for the federal emergency management agency who said the decision was made because there are some test kits the government needs to get their hands on you also sort of language from the d.p.a. will be inserted and to a mass contract for 500000000 masks while invoke the defense production act in an executive order issued last week this appears to be the 1st time his administration is putting it to use however trump did take to twitter tuesday morning where he said the defense production act is in full force but haven't had to use it because no one has said no millions of mass coming as a backup to states now the defense production act which was signed into law back in
2:06 pm
1950 during the korean war gives the federal government the authority to direct private companies to meet the needs of national defense that the president use loans and other incentives to boost production of materials and it has been invoked during war natural disasters and as a response to terrorism while the defense for. duction act does not fully nationalize private companies it does give the president the power to force companies to prioritize government contracts trump previously claimed he did not need to invoke the d.p.a. because companies like ford general motors and tesla were already shifting their priorities to make ventilators and other metal products in response to the coronavirus pandemic but while the shifts in production could take months to come about some lawmakers and state officials argue that the u.s. should have invoked the long ago because the federal government has more leverage when it comes to their purchasing power new york governor andrew cuomo said on
2:07 pm
twitter we need the federal government to use the defense production act so that we can get the medical supplies we desperately need we can't just wait for companies to come forward with offers and hope they will this is a national emergency right now the u.s. is facing shortages of everything from coronavirus testing kits to surgical mouse states across the country have reported a lock of basic supplies and the c.d.c. has responded by encouraging health care workers to improvise by using materials like bandanas in place of the mask they desperately need and right now the united states ranks 3rd in the list of countries with the most confirmed coronavirus cases and while the trumpet ministration appears poised to gradually invoke the defense production act the increasing shortage of supplies has raised questions about whether the u.s. will be prepared for the worst of the virus when it hits reporting in the newsroom rachel blevins archie. and as nations across the globe struggle with how to cope
2:08 pm
with this new coronavirus reality like in the u.s. the u.k. is seeing the same type of panic buying at their stores now defra the department for and vironment food and rural affairs over in the u.k. back in 2018 released a food system report barely a page long at least to the public ensuring all was good and well but experts say the u.k.'s food supply chain. is at risk following breck's it but now further complicated by this novel coronavirus so joining us to discuss former u.k. m.p. george galloway so george we've heard a lot about potential death tolls for those who fall ill from covert 19 projections on transmission and what have you but we've heard very little on this topic that could potentially be more catastrophic in the long run and that is food insecurity right now only about 53 percent of all food consumed in the u.k. is produced in the country nearly the other half comes from outside its borders
2:09 pm
there was a lot of uncertainty about how the u.k.'s good supply might be impacted after brock's it but george now we have this virus how can the u.k. go back to being more self-reliant. well all the as solid has melted into in the teeth of this epidemic this pandemic who knew we didn't have face masks even for our doctors and nurses who knew that we might actually run out of food who knew the panic buying which is essentially legalized looting would leave the supermarket shelves absolutely bare from our own 7 am. in the morning i've just been in to supermarkets from my own family's necessities there's nothing to be found manila people are descending like hordes of locusts on everything and ticking away much more than they can possibly
2:10 pm
need a lot of food will be going to waste rotting because it can't possibly be eaten the amount that it's been bought in then there's the issue you've just highlighted the actually not just 50 percent nearly of all britain's food comes from outside of the country but when you talk about fruit and vegetables it's 80 to 90 percent coming from outside the country is this green and pleasant land where it never stops raining and turns out we can't even grow our own fruit and vege that is incredible george 80 to 90 percent i couldn't imagine i would have never guessed with that beautiful english countryside and we've heard president trump rail about america's trade gap with china we all know that we know that it's imbalanced the u.k. has its own food trade gap of about 22300000000 pounds in the wrong direction with 46800000000 imported interview k but only 22500000000 went out so how
2:11 pm
does this food gap impact the economy overall for britain's. well if you took whiskey of the equation the guy would be very much greater turns out the 4 things that you put in your mouth whiskey is by far and away our biggest export is extraordinary here we are on the island surrounded by fish whether it never stops where our country is green from north to south these 2 west we are unable even to feed ourselves never mind think about selling our products elsewhere beef production many people think the british beef is a mark of 'd excellence 1 but not as many people are buying as our buying scotch whisky saw we need to recalibrate this as so many things once if this coronavirus epidemic is over because we are naked
2:12 pm
that are the mare sea of blind forces over which we have no control. not what breaks it was supposed to be about so i'll be arguing for a very decisive shift to buying british eating british growing british making british that's what we have to do every country has to be secure in the basics within itself otherwise that at the mercy of things and of 'd people that are entirely beyond our control that's right george cohen 1000 has really laid bare the structural weaknesses in food supply chains not only in your country but across the globe so what are your thoughts on great britain's majestic systems and how delivery is unable to meet demand currently. well but for the truckers
2:13 pm
of course we'd all be dead so the teamsters and their british equivalent need to get organized and make sure that they are properly valued because without trucks we'd be no where we've got to look at things afresh i think mandela we eat too much we eat too much of the wrong things we don't eat enough of the right things i've just been giving my own children a lecture on this day we too much process food we don't eat enough of the things that we need and we too much of the things that we don't when this is over i tell you everything is on the table every hearing about our lives and the way we organize our society is on the table absolutely georgia and lastly we know that boris johnson is obviously busy trying to deal with this virus outbreak but has there been any new movement on the next steps for practice it or post back that i
2:14 pm
should say. when everything is on ice so far as that's concerned it's not officially been called off but it seems inconceivable that there's much work going on between britain and brussels right now on what the final picture will look like . it's probably not going to be done by the end of this year but frankly not much is going to be done by the end of this year the whole political agenda has been turned upside down all right we will leave it right there as always appreciate all of your insights george galloway thank you my friend. u.s. secretary of state my comp aoe is in afghanistan meeting with officials there hoping to save a peace deal agreement we're going to discuss that next with our guest and then over at sports regina hamm takes us to an update from the i.o.c. and japan agreeing to postpone the summer olympics will be right back.
2:15 pm
when almost seemed wrong when old rules just don't hold. any new gold yet to shape out these days the constant activity. and engagement equals betrayal. when so many find themselves worlds apart and we choose to look for common ground. over the past 5 or 6 years very aggressively people have sold dollars to buy these
2:16 pm
emerging market currencies because they can get a better yield on those currencies suddenly when all liquidity disappears during heisenberg uncertainty for x. market to schroedinger's cat of markets everyone is then short dollars to buy those dollars back because they're losing catastrophic play on all their non dollar plays in the market and this is causing a runaway freight train of the u.s. dollar going higher. details are now emerging from secretary of state my pompei is meeting in afghanistan with president musharraf gandhi and his chief rival abdullah abdullah the u.s. is blaming ghani and abdullah for the failure to form a unity government with the taliban and now it appears the punishment will be
2:17 pm
cutting a $1000000000.00 from afghanistan's annual aid package normally valued around 4 and a half 1000000000 meanwhile for troop members in the u.s. led coalition in afghanistan have tested positive for covert 19 nationalities of those troops have not yet been released but this complicates the conversation on troop withdrawal from the country so joining us for more former pentagon official mike maloof my good to see you from a far so do secretary pompei o is now meeting with the taliban in doha after he's obviously met with gandhi and abdullah how are you anticipating that's going to go 2 given that gandhi and abdullah are locked in this power struggle abdullah still rejecting the election results months later. well i think the taliban will just wait us out it's to their advantage to for their government to crumble and it's and that's that makes it even more imperative for those 2 for a dollar and danny to come to terms we had this months before when gandhi was 1st
2:18 pm
elected and abdul of finally agreed to take the number 2 spot and now they know he claims that there was. irregularities and in the most recent election right even though the even though the commission. said that ghani had won so i think they're going to have to come to terms or they're going to lose a $1000000000.00 and that they in dollars and that aid is very very critical and from the u.s. standpoint they need we need a unified government to deal with the taliban and the effects of disarray. it's a divide and conquer for the taliban so it suits their purposes right or right and like the u.s. is basically just punishing the afghanis for not playing nice with one another they're subtracting this $1000000000.00 from the aid package but if he says they can have it back if they change course if they change their ways what might that
2:19 pm
look like. well i think it will have to get back to the fact that gandhi was certified as the duly elected president not withstanding all the alleged irregularities that have occurred and get back to doing the business of state and an unfortunate way that's not occurring right now it really is to the u.s. interest that they have a unified government and it really could really upset the whole u.s. timetable if you will and placement peace so-called peace plan if if they are in disarray because one of the requirements is that you have enter afghan negotiations but if their government is in disarray the question will be who will be the. later yeah both the dollar and danielle their own right inauguration and that which was bizarre right you and i discussed that i mean from my understanding of dull i has a lot of support internally at least amongst the different tribes there and
2:20 pm
obviously ghani has international support so who who should when mike. well. i think i think we need a get get the unity government going real fast adalah needs to basically agree to. respect the ultimate decisions and at least until after they've come to terms with dealing with the taliban on an interim afghan basis and then they can have their their their shoot out wait a little while a little later but right now we're at a very critical so let me let me answer to that point if the taliban is the key player here who does that taliban like do they like gandhi or do they like adela. neither one they want they want. the taliban only controls about 32 percent of the country even if in a perfect world the taliban was able to come to some kind of terms you have as you pointed out other tribes throughout the country that are biting at the bit to
2:21 pm
a certain leadership so even if taleban were to come up with and establish their afghan emirate as what's the islamic emirate the chances are the high chances are that there will be further other breaks of violence by other tribes further divisions there and lastly michael you know this isn't over oh i'm sure it's not and we've also discussed the u.s. troop withdrawal from afghanistan before on this show many times many would obviously just be shifted over to saudi arabia but that was for coronavirus now at least for coalition troops have tested positive for the virus how do you think that changes the calculus of troops on the ground. well it's going to delay any troop withdrawal number one number 2 the ones who came down with. the virus were just recent. arrivals in the country and they have to be screened and so
2:22 pm
and those that leave will also have to similarly go through a process so but i think i think overall the policy of the united states is to continue a measured withdrawal along the lines of they originally had but undertake these additional precautions because the u.s. does one up but again if the unity government cannot be a unity government within afghanistan that creates even further problems for any peaceful exit and i think that this is going to portend to be a very long drawn out process and it could be result in further violence longer than 18 years all right we'll leave it right there and always appreciate your expertise mike maloof we will see you thank you over the internet thank you. thank you. elsewhere around the world u.s. marines and iraqi forces began a major joint military exercise about $4000.00 u.s. troops participated in those exercises called made a fury at the u.a.e.
2:23 pm
. military base where part of the drill was to seize a model city complete with multi-story buildings while refinery and even a central mosque element tensions with iran u.s. officials deny the exercises were intended to provoke tehran which is only 186 miles away. all right we know drones can do a lot of things but check this out a spanish company has developed a drone called drone korea project which allows a drone to drop seeds from the sky to help fight the forestation and this drone in particular is dispersing seeds over in spain as you can see there and can transport up to a half 1000000 seeds on each flight that is pretty cool. right. head over to the world of sports with regina hamm sitting at the sport's h.q. regina we said earlier the olympics are being postponed beyond the fall there's an official statement what's the latest you know after back and forth we've gone

2:25 pm
summer games were affected by this but they continued on organizer eyeing summer 2021 as a potential rescheduling date but the games will actually still be called the olympic and paralympic games tokyo 2020 i.o.c. president thomas bach expressed that athlete spectator and organizer health was the key point in postponing the games but the one silver lining gives everybody hope the flame will stay on display and stay lit. until the game's opening ceremony next year. it was a dramatic finish at an almost empty shoutin race course as the hong kong derby saw one where us and a local jockey making quite a name for themselves as most famous race saw golden 60 and hometown 8 events and how falling behind absolutely right out of the gate aussie rider blake shane he's. and it making a daring move to raise and put golden sixty's chances of victory in the dust but the final 300 meters was all over the magic happened 289 to one odds playa del
