this is our to u.k. when live from central london welcome to our viewers from around the world we're just waiting for the british government's daily coronavirus press briefing given today by health secretary matt hancock coming your way in just a few minutes from now meanwhile the headlines this hour. the prime minister calls on the global community to help fund research into a coronavirus vaccine that's a c 1st mr scott that publishes plans to test track and trace ahead on the u.k. wide enough but i'll be talk to a medical expert about the plan shortly. link to the government plans to reopen the british economy could include businesses staggering shifts banning hot desking and providing protective kids when social distancing isn't an option. we could be on

the to do the sanchez his extradition case pushed back to september keeping him behind bars for over 18 months. and some restaurant owners consider legal action against insurance refused to cover losses incurred due to the pandemic we get from the founder of code that claims it's a group for small business owners and. the prime minister is calling on the global community to help fund research into a covert 19 vaccine as britain looks set to ramp up testing tracking and tracing of cases this is the government's plan to reopen the british economy could mean companies making sweeping changes to workplaces well before we hear from the government's daily briefing let's now turn to the he's joining me now with the
12:02 pm
latest. all do we know about the track and trace approach. well the health section at hancock last week that the tracking traced system will the tracking trace that knowledge would be essential to the government's strategy to deal with coded 19 which would involve people downloading an app that would then allow the government to see who they've been around who they've been in contact with and potentially they could have contracted coded 19 schrum and north of the border because they didn't scottish 1st minister confirming that government's approach to will be centered around the use of contact tracy. today i want to outline what will be a key part of the approach we take when we have sufficiently suppressed the vitus and are able to start moving into the next phase and that is called the taste trace isolate approach or. for short
12:03 pm
a test trace isolate approach will only work if you the public are willing to do. so it's really important to start building your knowledge of and confidence in such an approach that as part of that good up conversation you know that i'm keen to have. now tracking trace technology has raised some concerns among a case that we're going to up to now as we can now cross live to the government's briefing from downing street. good afternoon and welcome to the downing street coronavirus daily briefing i'm joined today by professor jonathan van tam the day deputy chief medical officer and by john newton our coordinator for testing and today i want to update you with the latest plans for our program of test track and trace how we're going to use this massive testing capability that we've built in order to get our down and keep our down before do that i
12:04 pm
just want to remind you of what we're trying to achieve our plan is to slow the spread and to protect the n.h.s. . so that the n.h.s. is always there for you and your family whenever you need it whether for corona virus or anything else. that goal is working the number of spec critical camp beds in the n.h.s. is 3413 on the latest figures there have been 1000002 191000 tests for corona virus including 85186 tests on sunday yesterday 190584 people have now tested positive for corona virus an increase of 3985. 13258
12:05 pm
people are in hospital with corona virus and 28734 people have died that's across all settings an increase of 288 that figure. is lower than at any point since the end of march but as with testing these reported figures tend to be lower over the weekend so we do do expect that number to rise and remember this is not just a number but it is a constant insistent reminder that we must go further and faster in our national effort in dealing with this virus. over the last month we've built a national testing infrastructure capable of over 100000 tests a day to day capacity stands at 108000 this means we're now in a position to start implementing the next part of our plan track and trace the aim
12:06 pm
of test track and trace is to hunt down and isolate the virus so it's unable to reproduce and crucially test track and trace allows us to take a more targeted approach to lock down while still safely containing the disease creating this system is a huge national undertaking of unprecedented scale and complexity we've already taken britain's small but brilliant diagnostics industry and taken it to global scale we're building an army of human contact traces who command the phones and find the contacts and support people and of course we're developing the contact tracing app which can help us deliver test track and trace on the mass scale that we need across the country the app which takes full consideration of privacy and security has already been tested in closed conditions at an r.f.
12:07 pm
base and today i can announce the next steps from tomorrow we will begin to pilot test track and trace only isle of wight starting with health professionals and rolling out this week to all citizens i'm grateful to the huge enthusiasm shown by islanders who who know that by participating in this pilot they're at the forefront of helping get britain back on her feet. where the isle of wight goes britain follows the island has a single n.h.s. trust one local authority with the responsibilities for public health a relatively low number of covert cases and because it's an island we can run this trial in proper scientifically controlled conditions comparing the effect with the effects and what's going on on the mainland before we roll it out to the rest of the country so here's how to work last week we put in place the testing capability
12:08 pm
on the island from tonight the contact tracing capability will go live and then tomorrow and h s staff on the island will be able to download the app and from thursday each one of the $80000.00 households on the island will get a letter from the chief nurse with comprehensive information about the trial islanders will then be asked to install the app once you've installed the app it will start logging the distance between your phone and other phones with an app nearby it's been designed with a form of bluetooth that conserves power so the app won't drain your battery and this log of proximity information will then be securely stored on your phone if you become unwell with covert symptoms you inform the n.h.s. via the app of the app users who you've had significant contact with in the last few days will then be sent an overt by the n.h.s.
12:09 pm
along with advice about what to do a test altering function will then be built in if you're watching this and you live on the isle of wight i have a simple message please download the app to protect the n.h.s. and save lives by downloading the app you're protecting your own health you're protecting the health of your loved ones. and the health of your community i know the people of the isle of wight will embrace this with enthusiasm because by embarking on this project and by embracing test track and trace you will be saving lives. the pilot is in for important so we can help make sure the app works as well as it possibly can alongside the contact tracing system and with your help we'll learn a lot we'll use it to make things better and we want to hear from you i want to
12:10 pm
stress and this is really important that this trial does not mean the end of social distancing on the isle of wight or anywhere else for that matter we will only change the social distancing rules once off 5 tests are met so our end with the instruction that we all know please step home protect the n.h.s. and save lives or if you live on the isle of wight stay at home install the app protect the n.h.s. and save lives. and now turn to professor van dam to take us through the day's jobs . thank you secretary. so let's begin again with so we've been hearing from the health secretary matt hancock with the government's daily press briefing on corona virus and he now also the government's tracking trace applebee trial on the art of white from tomorrow and he also said
12:11 pm
that the $288.00 daily death toll the the smallest daily rise since the end of march. is with us still so. early there is is this what we expected from the health secretary this afternoon. well there was already plenty of talk today in the media around the government's track and trace strategy we heard not hancock they're talking about the i don't white it should be used as a kind of testing ground for which the government can roll out a trial the east part that at that having raised serious concerns amongst a number of cybersecurity experts over $17177.00 of them to be exact signing the joint letter joint statement drawing attention to the fact that the kind of technology the government is hoping to use that could centralize uses data could violate users' privacy and can also be used for surveillance way beyond the
12:12 pm
and of the coded 90 crisis and earlier today at the c o n n h s x the group which are rolling out the use of the tracking trace technology was questioned by employees including john the cherry of the s.n.p. there's no personal details and tapped and the data is being heard security so. that they people might use their credit confidence that they won't be identified person the flight you need to 1st half of the ports call it. what we've chosen that very carefully because on the one hand it's lousy asked for example to know that there is a growing issue of proximity events. and sensually spread of coded in particular areas now other options explored by the government include the rollout of
12:13 pm
a vaccine for 90 not something which boris johnson the prime minister said his government was putting lots of attention and money towards. to win this battle we must work together to build an impregnable shield around all our people. and that can only be achieved by developing and mass producing a vaccine the more we pull together and share our expertise the faster our scientists will succeed. but what what then about the lockdown and particularly concerning businesses yes the government have stated that they do want and eventually led to the lock down at least an easing of those lockdown measures and this might come through the form of a number of troops aren't all changes to the way businesses work including keeping social distancing measures in place companies providing their employees with p.p.
12:14 pm
equipment but of course the government concerned that would put a strain on the n.h.s. and their ability to source p p while also seeking if there are other ways that governments based private business going to ducks for example that spaced out working and started working time other locked out of course also has its opponents there were protests over the weekend outside scotland yard the metropolitan police headquarters in central london with many of the excesses that violated the social distancing rules some of them trying to draw a link between flight coronavirus which is as of yet ups and substantiated why only science is really showing that helps there are those within the country with the opposition to those who look down measures some of them with valid concerns perhaps others with not quite so that its concerns is thank you very much indeed for that update welcome organists i'm not joined by dr antony renshaw from international
12:15 pm
s.l.'s it's a medical services company as they get to see their 1st your reaction to this launch of the government. is it going to work it's going to have to rely on these sensible and reliable you solve of british citizens as an. it is it is absolutely and but i think we have to return to the the reason why it's been rolled out and that's because we've seen that contact tracing is one of the central tenants of the successful response and and we certainly seen evidence of good contact tracing contributing to our government's willingness to ease restrictions alongside an additional testing quarantine measures and continuing distancing measures so i think if it were to be taken up it would be a successful. trial and hopefully we could
12:16 pm
mimic and the successes that have been seen in other countries that strain singapore and others but. some will say has come a little bit too late we should have started with this as soon as possible. so i think that you know governments and individuals managing this are placing very difficult decisions that this time and each country has managed things in its own way and so you know what what countries are doing they're learning from the best efforts of other neighboring countries and those overseas and coming to their own conclusions. or force that about those who are concerned about the privacy implications. sure you know and i think the government has spent a lot of time doing this that there's clearly a need to make sure that the information is how only for the purpose in which it was collected and it should be held for
12:17 pm
a shorter period of time it's possible and then white and an appropriate point and so certainly is a very very key consideration. to roll out if you advise the government on the law . is the phased approach correct is that how you would suggest. yeah i mean i think the phased approach is is there so that we are safe guarding against a 2nd wave and it really very much depends on a number of moving parts and and each and ate each measure that will be relaxed will be tracked and monitored too to see what the outcome of that is and each country that is easing restrictions is doing the same and i think it will take some time to understand which of the restrictions that have been has been
12:18 pm
the most effective and that certainly a phased approach is thought to be a sensible approach at this point and mosques or face coverings will they be required in public are they necessary. i think that our understanding of the role of face conference has evolved and clearly there is a need to preserve the use of medical facemask and respirators to the health care professionals and other high risk groups that need and that gradually over the last few weeks certainly and more and more countries and are starting to use that are their response and i think as we see the new norm let's say of measures that we can all do as individuals or as. employers and we may see masks and face kind of rains continue beyond this initial period or to antony renshaw we really appreciate your
12:19 pm
time thank you for being with us. still to come out of this. puffs and restauranteur distance of a legal action against insurance are refused a couple losses in cut due to the saying that hospitality business is risk of disappearing because of that given the founder of claims it's a group for small business owners. who. join me every thursday on the alec simon show and i'll be speaking to get a little the politics sports business i'm show business i'll see you then.

12:22 pm
back because of fears and concerns that your innocence and his lawyers would not be able to be physically present but what that does mean is that the wiki leaks founder julian assange will essentially at that point have been in the prison just behind me for well over a year without trial and essentially without even presenting any evidence in court now as we know he is wanted he is wanted by the united states to be extradited that they want him to face trial he's been indicted by the united states on 17 counts under the espionage act they want him to face trial for spying and publishing classified documents relating to the war in iraq and afghanistan was one of conspiracy to hack government computers to publish these documents if found guilty in the united states he would face and sentence be guilty and be sentenced to 175 years behind bars of course here in the united kingdom june of songs restored back into the public eye last year. where british police dramatically and infamously

hold him out of london's ecuadorian embassy where judas so it was seeking political asylum for almost 70 is he then was put hits about prison serving a 50 week sentence for skipping bell and 2012 and since then his campaign is and supporters have been incredibly and increasingly concerned about judas on just how we know he's been in and out of the medical ward here in prison he's even even been allegations of torture behind bars for doing this on the grounds now this added pressure this. pressure of the coronavirus crisis and it's because of private 19 that the judge has ruled that this will need to be extended well into september due to all of the. complications that have come with coronavirus essentially shutting down the judicial system however covert $1000.00 hasn't entirely shut down the system we've just heard from the justice minister earlier today who said that still almost 50 percent of official proceedings in court are still going ahead so many

campaigners for genocide would argue that he should be put to the top of that priority that the. pubs and restaurant owners have joined forces to take legal action against insurers who refused to cover the losses incurred due to the lockdown this insurers are trying to get out of paying claims leaving many businesses to the brink of bankruptcy the hospitality industry is likely to be among the last to reopen once locked down measures are lifted the many to fear this will force them to close the doors for good little furnish on the rare things the businesses do have a strong claim in times of crisis they expect their insurance to respond yes i'm hearing time and time again that insurers that either stonewalling i'm fairly limiting or simply point blank refused to pay out and a business interruption policies insurance does cover physical damage force closures including those due to disease however they only covers some businesses

and this is his claim that some insurance companies have simply ignored some claims made in recent weeks insurers however insisting that an international pandemic is not covered by business interruption policies while underwriters claim that losses are impossible to cover without government backing in this case well for more on this i'm now joined by founder of covert claims a group to support small business owners james orange will james thanks for being with us obviously that's all about the hospitality sector what about you though tell me about how your business has been affected. thanks for having me and so our i own a house a local drawing room in east london we've been affected even before the lockdown came into the school where we saw the the disease starting to arrive in the country and the government was putting out warnings they hadn't yet closed businesses but we were seeing a decline in bookings and increasing cancellations and of course on the 23rd of march like many businesses we were required to cleanse will you be able to survive

this. so it's. been shown so it's really makes a lot more typical we've been getting support through the business through grants peace to see that the the balance bad loans have started today and seem to be working much better than the c. bills came in that really wasn't working at all but that doesn't really help with all the costs that a big accrued back rent and all the normal costs are going to do when we have no income and our insurance that we paid extra for for extended b. our coverage was supposed to cover that choice so please don't name the insurance company but what sort of dealings have you had with them what's the response even been getting from them so we put in a claim we were told that under the terms of our policy that training wouldn't be valid and that the insurer didn't recognise cohabit 19 as a notifiable disease even though he's been added to the government's official list

of diseases i don't when we saw that this problem that we had we started to speak to other small business owners and i found that many many countries were having the same response i think very few issues that actually paid out and so we set a code it came to groups to you know the grassroots campaign group to represent the interests of all small businesses because this is an unprecedented time to simply can't predict or even plan for these kinds of claims and of course insurance companies said that if we all have every single claim we were gallagher. so it's interesting that they say that and the association of british insurers and multiple statements that say that only a small minority of companies have this kind of coverage and then they say that it would bankrupt them both things can't be true and so no one's asking that they should pay or times to all businesses or even all businesses with basic business instruction is that those that create extra for extended use into interaction and

that's what so we need clarity and that's what we expect to caricom and james also support he had as a result of setting up this action group and how likely might legal action be to succeed. so we've had a huge amount of interest among hundreds of people under small businesses directly affected i signed our open letter we're going to be presenting that this week to the a.b.i. and other interested parties and we've had many people use heart template reticent elected they're on p.b.s. and so we're watching closely how am pays responding and solute been very helpful and our last course of action really is to take legal action want to see how the x.t.s. court case unfolds and we're also hopeful that actually the a.b.i. it will will see sense insurers will start to pay out some claims to those to the extent to be likable without school and just

a final thought something that hairdressers could be some of the 1st to open again and many of us of course are praying that they'll be one of the 1st to open again but is that possible they really maintain social distance and can it be safe to get a headdress of. so we'll obviously who want to follow the government's guidelines that we can wear masks with them advise and so these are sort of things we're expecting but we don't have to go home and guidelines of natural the timing and so we can define it that we think that we can be reasonably safe if we are going to things where you can't meet. so just funny with the talk of easing a lockdown beginning in the announcement on sunday very much praying that you of course will be opening quite soon and you can survive hopefully despite what you've been telling us if it's your job able to open the next couple of weeks or so maybe the next month you'll just about carry on through so i think the real challenge for all any business is observing social existence use what level of income it can generate whilst those measures are replaced the salary out plenty of customers who

are very keen to come and see us but really you want to serve a limited number of customers at any one time that reduces our income it rents state to say you need costs in same as if. the sums to do is add up in the same that's going to be lasting challenge i think for many cities all businesses across the country so we expect the not to be used to continue the quite some time very valid interesting point you went on there thank you very much indeed james our ensure for joining us here thank you and that's it for now i'll be back with more news and often at. than afshin rattansi we're going underground from.
