public respond to what with expected to do we were encouraged to some extent by the government to hope to mark the date by hopefully by having holding in some places did street parties what message is that sense of the public who retold fleet listening to the advice do we follow it don't week so all we really surprise what was the least breaches of the so i was ok just saying that it's really good to talk to thank you so much for your time perfect timing because now we're going to have the british prime minister who's going to be questioned on his plan to lift the lockdown and we can now go live to the house of commons last witness did the leader of the house argue the degree of latitude is allowable for the bar however the secretary of state himself is referred to peta of late to the value of parliamentary scrutiny and written questions and letters to ministers are integrity to such groups and i accept the department of health and social purposes many

challenge but i am sure resources are crossed why told me mobilized is for them in maintaining proper standards of accountability while i think it is right for me to call for improvements within government i also want to make a plea to all honorable members to be targeted and considered in the written questions that the table at this time i'm to avoid swapping departments with questions on fast moving situation which will be superseded before they can be answered i know call the prime minister who should speak to know more than 10 minutes of prime minister. to mr speaker with michelle make a statement about the next steps in our battle against corona virus and how we can with the utmost caution gradually begin to rebuild our economy and reopen our society for the last 2 months the british people who faced a grave threat with commonsense compassion and unflinching resolve we have together observe the toughest restrictions on our freedoms. in memory changing our way of
10:32 am
life on a scale unimaginable only months ago all our efforts have been directed towards protecting our n.h.s. and saving lives tragically many families have lost loved ones before their time and we share their grief yet our shared effort has adversity to a still worse catastrophe one that could have overwhelmed the n.h.s. and claimed half a 1000000 dives every day dedicated doctors nurses and social care workers army medics and more have risked their own lives in the service of others and they have helped to cut the reproduction rate from between 2.6 and 2.8 in april to bring your point 5.9 today the number of coated patients in hospital has fallen by over a 3rd since easter sunday our armed forces joined the n.h.s. to build new hospitals on timetables that were telescoped from years to weeks almost doubling the number of critical care beds and ensuring that since the end of
10:33 am
march at least a 3rd of always being available our challenge now is to find a way forward the preserves our hard won gains but easing the burden of the lock down and i'll be candid with the house this is a supremely difficult balance to strike there could be no greater mistake than to jeopardize everything we've striven to achieve by proceeding too far and too fast we will be driven not by hope or economic revival as an end in itself but by data and science and public health and so the government is today submitting to the house a plan which is conditional and dependent as always on the common sense and observance of the british people and don't continue reassessment of the data that picture varies across the regions and home nations of the united kingdom requiring a flexible response different parts of the u.k. may need to stay in full lockdown longer but any divergence should own. the short

term because as prime minister of the u.k. i am in no doubt that we must defeat this threat and face the challenge of recovery together our progress will depend on meeting 5 essential tests protecting the n.h.s. reducing both the daily death toll and the infection rate in a sustained way ensuring that testing and p p e can meet future demand a global problem but one that we must fix and avoiding a 2nd peak that would overwhelm the n.h.s. a new u.k. wide joint bio security center will measure our progress with a 5 stage kogut coded alert system and the combined effect of all measures so far has been to prevent us from reaching level 5 a situation that would have been in which the n.h.s. would have been overwhelmed and to hold us at level full thanks to the hard work and sacrifice of the british people by following the social distancing rules we're
10:35 am
now in a position where we can move in stages to where i hope the scientific advice will tell us that we are down to level 3 but this will only happen if everyone continues to play their part to stay alert and to follow the rules we must also deal with the epidemic in care homes where a tragic number of the elderly and vulnerable have been lost and while the situation is thankfully improving there is a vast amount more to be done and of course we need a world leading system for testing and tracking and tracing victims and their contacts so i'm delighted that barrenness hobby the chair of n.h.s. improvement has agreed to take charge of a program that will ultimately enable us to test hundreds of thousands of people every day all this means that we have begun. our descent from the peak of
10:36 am
the epidemic but our journey has reached the most perilous worked very wrong move could be disastrous so at this stage we can go no further than to announce the 1st careful modification of our measures step one in moving towards a coded alert level $38.00 shift in emphasis that we can begin this week. anyone who cannot work from home should be actively encouraged to go to work in sectors that are allowed to be open should indeed be open but subject subject to social distancing these include food production construction manufacturing the just 6 distribution scientific research and to support this and to explain this again we're publishing guidance for businesses on how to make these workplaces safe coded secure. people who are able to work from
10:37 am
home as we continually said should do so people who cannot work from home should talk to their employers about returning this week and the difficulties that they may or may not have anyone with kobe had symptoms obviously or in a household where someone else has symptoms should so if i say that we want everyone travelling to work to be safe so people should continue to avoid public transport wherever possible because we must maintain social distancing which will inevitably limit capacity instead people should drive or better still walk or cycle. with more activity outside our homes we would now advise people to wear a cloth face covering in enclosed spaces where social distancing is not always possible and you're more likely to come in contact with people you don't normally
10:38 am
meet the reasons face coverings can help to protect each other and reduce the spread of the disease particularly if you have coronavirus like symptoms but this does not mean i'm a stress this is does not mean wearing medical facemasks 2 are at peace 3 which must be reserved for people who need them. we have all the right so far with onerous restrictions mr speaker on outdoor spaces and exercise and this is and this is where i i've my own brother a friend of dejection said because i know he's a keen swimmer mr speaker and unfortunately we can't do anything for swimming pools but we are we can do something for lakes in the sea and this is where we can go significantly further because the there is a lower risk out from an outdoors than indoors so from wednesday there will be no
10:39 am
limits on the frequency of outdoor exercise people can take you can no walk sit and rest in parks you can play sports and exercise and you can do all these things with members of your household and your own household all with one other person from another household provided you observe social distancing and remain 2 metres apart i do hope that is clear mr speaker and i'm unconscious people to come back and ask questions of it in more detail i'll be very happy to answer which will increase the fines for the small minority who break the rules starting at 100 pounds that doubling. with each infringement up to $3600.00 you can drive as far as you like to reach not to a spate space subject to the same rules and the law and gardens of the devolved
10:40 am
administrations and i'm sorry to say however mr speaker that we should continue to ask those who are clinically vulnerable including pregnant women and people over 70 or those with preexisting chronic conditions to take particular care to minimize contact with those outside their households and we must continue to shield people who are extremely vulnerable they should i'm afraid remain at home and avoid any direct contact with others i know that easing restrictions for the many will only increase the anguish of those who must remain shielded so the government will look at every possible way of supporting the most vulnerable mr speaker all of our precautions will count for little if our country is reinfected from overseas so i give notice that we shall introduce new restrictions at u.k. border requiring 14 days of self isolation for international arrivals while
10:41 am
respecting our common travel area with aren't every day we shall monitor our progress that if we stay on the downward slope and the are remains below one then and only there when it becomes safe to go further and move to the 2nd step this won't happen. until the 1st of june at the earliest but we may then be in a position to start the phased reopening of shops to return children to early years settings including nurseries and childminders to return primary schools to school in stages giving priority to the youngest children reception and years one and year one and those in year 6 preparing for secondary school and to enable secondary school pupils face exams next year to get at least some time with their teachers i am dish and i stress this is conditional this is because for all primary school pupils to return to the classroom for a month before the summer break to this is we are publishing guidance on how schools might reopen safety step 2 could also include allowing cultural and
10:42 am
sporting events behind closed doors for broadcast which i think would provide a much needed boost to national morale but nothing can substitute mr speaker of the human contact and so the governors are sage when and how we can safely allow people to expand their household group to include one other household on a strictly reciprocal basis finally mr newt no earlier than july mrs b. unconscious you wanted me to run into the wind of an i may take 10 minutes to get public crowd to stand it would catch me to speak of would it be in order if i requested that my interrogation could continue for a little bit longer in orbit in order for me to make all these points and that no earlier than july we may be able to move to step 3 if an only if supported by the data and the best scientific advice we would then open aim to aim to reopen aim to it son remain in businesses including potentially hospitality cinemas and addresses as well as places of worship and leisure facilities and this will depend
10:43 am
on maintaining social distancing and new ways of providing services so we will face and pilot any reopening is to ensure public safety and i must be clear again if the data goes the wrong way if the alert level begins to rise we will have. no hesitation in putting on the brakes delaying or reintroducing measures locally regionally or nationally mr speaker our struggle against this virus has placed our country under the kind of strain that will be remembered for generations but so too has the response of the british people so to have written to the british people from dedicated shop workers keeping our supermarkets open and ingenious teachers finding new ways of inspiring their pupils to the kindness of millions who have checked on their neighbors delivered food for the elderly store shing month amounts to charity in these and in so many other ways we are seeing the indomitable spirit of britain and mr speaker let me let me summarize by saying that people should stay
10:44 am
alert by working from home if you possibly can by limiting contact with others by keeping your distance to 2 metres apart where possible washing your hands. or washing your hands regularly and if you or anyone in your household has symptoms you all need to safe to self isolate because if everyone stays alert and follows the rules we can control the virus keep the rate of infection down and keep the number of infections done and that is how we will be able to speak or to save lives and to save livelihoods as we begin to recover from the current virus and i commend this statement to the house what i'd like to say is to the leader of the opposition please take an extra minutes to thank you through to the opposition kissed on the 6 minutes a thank you mr speaker can i thank the prime minister for advance copy of his statement and for advanced copy of the type of the office said through an hour or
10:45 am
so ago after taking time to speak to me and other opposition leaders yesterday before his speech and can i stop ike knowledge of just how difficult the decisions are that mouthful to be taken we do recognize how difficult they are what the country needs at this time. it's clarity and reassurance but at the moment both are in pretty short supply and at the heart of the problem it seems is the promise to made a statement last night before the plan was written or at least finalized and that has caused considerable confusion so yesterday off the new there was a number 10 press release that said for a monday today anyone who can't work from home for instance those in construction manufacturing should be actively encouraged to go to work so it's from that but it was today was the start day and that was for construction of manufacturing a few hours later the promise to make the statement there was no express reference
10:46 am
to time for. today in the command document page 25 it says that these policy changes apply from. and the list has been expanded from construction and manufacturing to other sectors so now we have a start date of wednesday in a wider range of sectors that are going back to work on wednesday so far so good one of the key issues and this will be guidelines in place to ensure safety of the workforce they were being consulted on last sunday they were vacant had big gaps it said under protective equipment just said to be inserted or to be added. in the document i've seen it says that workplaces should follow the coated secure guidelines which are humans and guidelines as soon as practicable but under page 20 to 22 it says they will be released later this week so we know we're going to some people go back to work on wednesday the guidelines of not being published their
10:47 am
parents are going to be released later this week so can i just ask the prime minister will look guidelines the safety guidelines be ready for wednesday which realistically means to morrow if workplaces could be ready for them for wednesday morning if not is he seriously asking people to go back to work without the guidelines. have the guidelines now been agreed with businesses and trade unions that was the attempt was going on sunday a week ago and to the guidelines only pine england. can i don't turn to getting to work because this is the other issue of some concern the prime minister said last night that the the people shouldn't rely on public transport. the command paper now page 26 says the government is working with transport providers to bring services back to pre-k. bit 1000 levels as soon as possible so bring the service back to their old levels and says social distancing guidelines on public transport must be rigorously followed so ramp up the service new guidelines for social distancing but again we
10:48 am
learn from page 2640 those guidelines not ready and they're coming late in the week well are they coming to morrow ready for wednesday or later in the week because otherwise people will be using public transport operators required to operate to guidelines that don't yet exist and they can use that for england only and have those guidelines been agreed with the transport providers and the relevant trade unions mr speaker one other point about work there is a real concern that the promised might be able to terrify for those that have got childcare responsibilities with schools not going back till june and i understand the conditionality behind that should think it back to work on wednesday or not because they're in a quandary as to what to do because i did turn to international travel last night the prime minister said in a speech that he was proposing to impose quarantine you know people coming into the country by air. well given that 100000 people of arrived in the u.k. since the start of lockdown why is that only being introduced now and is it only
10:49 am
for those arriving by air because the command paper now says it's for all international arrivals so does not mean all ports again is that england or the u.k. but it then goes on to say these international travel measures are the koren see will not come into force on wednesday unlike the other policy changes but will be introduced as soon as possible so when's that going to be. the prime minister also said we're going to be true by the science the data of public health so what is the scientific evidence of the public health basis behind the measures announced and the stay alert message. and finally the prime minister will know that there's not consensus see the old messaging now on policy between the u.k. government and those in wales scotland northern ireland not something i'd only wanted to see but now we're in a position raises serious concerns the real danger of divergence again.
10:50 am
this is clear from the document that he provided to me an hour or so ago page $27.00 says travel to outdoor spaces is now permitted irrespective of distance. we must respect the different rules in scotland wales and northern ireland does that mean one can travel to the border but not presumably be on the border where there are differences which makes it foresman extremely difficult and clarity really difficult so what can we do what could he do to ensure that we exit lockdown as one united kingdom just as we entered it mr speaker 3 lots of questions but so far precious few answers the country neat. people need reassurance above all else they need to in the next 48 hours so can the promise to now please provide that clarity i miss smith thank you very much mr speaker and i'm grateful for all the questions that the right on the gentleman has raised and and as the spirit in
10:51 am
which he's raising and and let's be absolutely clear the what we're trying to do now i think he he was was good enough to refer to it so we're moving from a situation in which the the people of this country have had the overwhelming impression there's a very clear and simple piece of advice mr speaker that we all have to obey which is broadly speaking stay at home and to be in this country have by and large follow that advice in perhaps more. in fact in more small furry than many other populations around the world but thanks to their efforts what's happened is that we've got the disease of progress with speaker in fighting the disease we've got the the are done and we need now to begin as it were to ignore which the progress that has been made and to take the small limited steps that we can with the are down where it is and that's what the government is is trying to do
10:52 am
when clearly when you when you're coming out of a message that is so gurus from simple stay at home there will inevitably be complexities that he's these royally alluded. to let me let me try and deal with some of the the issues that he that he raised what we're saying now is that. you should stay at home if you can but go to work it if you if you must if your job dozens allow you to go to work complain he really raised a property the issue people who don't have the right childcare mr speaker and we will we will count on employers to be to be reasonable they if people can't go to work because they can't get the childcare that they need then plainly they aren't paid from going to work and they must be defended and protected on that on the basis of their kids can't get go to school because the schools aren't bad then plainly they can't go to work and i think people with common sense businesses
10:53 am
employers with common sense do understand that i think it's incumbent on all of us to get that and to get that message across but i think one thing that was perhaps missing from his analysis with the speaker was the simple fact that over the last couple of months actually plenty of businesses from construction to manufacturing office businesses of all kinds actually have been proceeding and they have been working they've been doing so in a way that respects social distancing that is coded a compliant as possible and so to answer his specific questions about the time scale for the publications of our of our guidelines we will be publishing the guidelines on and put places of employment today tonight transport will be out tomorrow and we're being very very consistent in what we've said throughout this period from the very beginning we said that you should stay at home if you can go
10:54 am
to work if you must what's changed now is the emphasis and the encouragement that we're giving to people as it were to follow the initial guidance the initial guidance of march the 23rd i think. mr speaker about. the. science it's going to be to be based on and to and only how we've reached the conclusion that we have as i said last year is right as i said as i told the house the the reproduction rate of the disease is now between point 5 and 1.9 it varies across the country as he rightly says and that's why so live coverage there from the house of commons with the promise reacting to the leader of the opposition over various questions concerning the lock down and easing of lock down now well for reaction to the prime minister's statement now joined by broadcaster and lib dem politician jonathan freed jonathan good to see you so at last the clip off is there
10:55 am
we're moving forward to lift the lockdown but i think it's a bit bold. least there was some clarification which absolutely was necessary following the prime minister's televised address last night which match so many questions unanswered and frankly his holman's in the house of commons just now was also typical glorious last year invader is as well as a few details but not that many from a very lengthy document the general public is not going to see that lengthy document that would have been helpful if he had been more specific about some of the changes because many people will still be very confused after what you set and kissed dollar he went straight for workers' rights didn't he but but of course this is a very uncertain time no one can guarantee safety work can they 100 percent safety during this very extraordinary time the country's facing. that's right there's the
10:56 am
issue of safety how can how social distancing can function in many well many situations but also i was rightly pointed out by can stand on the issue of getting to work it's all very well if you live in a small village or a small town and have a car you can go to by car than in big cities such as here in london many people like me don't have a car we don't need one we've always used public transport and what we saw this morning was to drains again absolutely packed because people thought they had to go back to work and there wasn't it isn't possible to have social distancing so that's really very difficult choice that many people are going to have to make and i quite understand why some of the trade unions are saying it's still not say all right the trade unions may say that but of course we have to bear in mind the economy has to reopen at some point doesn't it and the government is being guided by the science.
10:57 am
well this is the mantra of the government keep saying of course and the threat to the economy is huge it's already taken a massive hit and we will be seeing tens of thousands of businesses going out of business even with the now. incremental lifting of the lockdown so my heart goes out to them but sincerely it's got to be done can stay and there's got to be some hope it's got some light at the end of the tunnel but i have to say our other tend to agree with the scottish 1st minister nicolas tangent who's the much more cautious about tending lock down and also ridiculing wants is the most absurd new slogans stay alert wilderness does that mean that top of the very briefly then you would err on the side of caution as nicholas stern is doing so how would you. perhaps adjust to an easing of measures here in england just briefly. so i think clearly the house has to be opening of some new shops.
10:58 am
very very cautiously read into we see the tax rate coming that it's more than $200.00 deaths in the latest figures it's not low enough yet to really be going. into any stage not just stage not done removals on friday i wish it was but i think we have to learn only side of caution really good of you to join us thank you so much for being with us well that's all for this hour i'll be back in just a few minutes with more in the u.k. government's plan to lift what down and the issues and problems the opposition leader and the leaders of the developed nations have been hot. just a few minutes. negative rates are coming and a lot of people say well you can't go negative on the world reserve currency they also said you can ever print
10:59 am
a negative oil futures contract they said you can never print and negative interest rate on a sovereign bond that's already happened and i think about warren buffett for a 2nd i mean i pity him at this point because he says he doesn't like stocks and he's hiding out in cash but his cash is about to go negative returns but negative interest rate on his cash is going to be losing money on his cash pretty soon and he said i would never own gold and i would never own big point so the only 2 life boats for warren buffett at this point are gold and decline and he's based out of pride he's going to stick on his negative interest rate cash and he won't buy stocks so he's already underperformed the s. and p. for 15 years this is going to end up his career as basically a glorified money market fund that was a round trip to nowhere that everyone will just forget about. 35 years ago that was a global solidarity to annihilate. the scourge of fascism from the air the soviet
11:00 am
union and its western allies prevailed against nazi germany today such global solidarity is we missing in base the courage. in what yanks this very necessary solidarity welcoming our viewers from around the world live from central london this is all to u.k. . the prime minister admits that parts of the country could come out of knocked down at different times as the opposition leader accuses the government of failing to produce covert 19 safety guidelines for workers that support scotland and wales disagree with the government's plans daming the measures are risky i'll be joined shortly by professor and health protection. and the russian president announces the working period will end tomorrow but the panel mass gatherings will remain in place we'll be getting reaction from moscow. british police call for more clarity on the revised measures saying many people are acting as if the restrictions have already been scrapped we hear from
11:01 am
a former officer. and also this how the government considers changes to its context tracing nappanee concerns about privacy and security. the prime minister has admitted that different areas of the country could come out of lockdown at different times after leaders of the regional government said his plans were too risky that's his opposition need to secure stellar accuses the government of failing to guarantee workers' safety i'll take a shot it was dashed he joins me in the studio with all the latest poll in this war he is the exit strategy looking like so of course we have now been knocked down for exactly 7 weeks and our strengths the prime minister changed the official line somewhat from step 5 to stay. also putting forward a strategy of trying to ease these lock down mesh as it is. difficult balance though boris johnson's words himself by trying to allow the public to regain some
11:02 am
sort of normality and allow them some freedoms but also the crew should they try to not to see of resurgence of the virus make sure there isn't a 2nd peak and a 2nd wave of 19 now and his latest statement or a stance and saying just now in the house of commons he was explaining these lifting of these lockdown measures in slightly more detail saying that they can go no further than these small modifications until the data and science allows that now specifically he was speaking there that it will be conditional across the united kingdom and various different parts of cross the u.k. could be lifted at different measures and so the government is today submitted to the house a plan which is conditional and dependent as always on the commonsense and observance of the british people don't continue reassessment of the data that picture varies across the regions and home nations of the united kingdom requiring
11:03 am
a flexible response different parts of the u.k. may need to stay in full knockdown longer but any divergence should only be short term because there's probably so the u.k. no doubt that we must defeat this threat and face the challenge of recovery together. well the government has also been taken to task pacifically by the leader of the opposition to his specifically saying that there is a complete lack of clarity when it comes to this latest easing of the lockdown meshes now he's speaking specifically on who should go to work and when they should go back to work saying that there really also need to be guidelines for what places initially yesterday there was thoughts of people might have to go back to work in some capacity those that call out from time as of today and now it seems like that could be as of wednesday but still is that enough time for all these workplaces to get this base is ready for their work force and. really want to see some guidelines
11:04 am
being put in place to ensure that it's a safe space to do so also another are common that's a cast of a mention on all of that is who would look off to some of these people's children considering of course that primary schools are only going back to school as of june and these are issues that sickest ahmed writes just a few minutes ago. in the document i see he says that workplaces should follow the coded secure guidelines which are students and guidelines as soon as practicable but on the page 20 to 22 it says they will be released later this week so we know we're going to some people go back to work on wednesday the guidelines have not been published their parents are going to be released later this week so can i just ask the prime minister will look guidelines the safety guidelines be ready for wednesday which realistically needs to morrow if workplace a could be ready for them for wednesday morning if not is he seriously asking people to go back to work without the guidelines have to go i don't see how bean
11:05 am
agreed with businesses and trade unions that was the attempt was going on sunday we could go into the guidelines of your point england. so let's take a look in closer detail exactly what the government is saying it's actively encouraging people to go back to work if it's not possible to work from home that's jobs in industries such as manufacturing confusion and i do say as to when there's also confusion about how to get to work as well as advice is to avoid public transport but encourage to walk or cycle and wear a mask now depending on how the next few weeks go the government may allow children in primary school to return at the beginning of june that would include reception year one and year 6 in terms of secondary school unlikely to be allowed back before september and 12 children could be the 1st as they have big exams next year as for hospitality services restaurants and cafes could open an early july but there was no mention of pubs reopening also nonessential retail could open soon from
11:06 am
wednesday the public will be allowed more time outdoors and that's not just for exercise firstly the government and now allowing unlimited outdoor exercise and you will be allowed to sit with one individual even someone from outside your household but you must maintain that social distance of 2 meters as to travel restrictions that they're not being lifted and those returning from abroad will have to current team for 14 days questions though as to what exactly that means whether it's by air or is that across the board when it comes to the u.k. borders now boris johnson though he did make quite clear and did stress that all of these measures that have been relaxed by the prime minister could be reversed and the brakes would be put on if need be at any time there is indeed a 5 to corona virus alert system which is driving the government's policy as you can see on your screen the government wants to get it to the lowest level which is one currently the u.k.
11:07 am
is on level 4 it is based on the number of cases and the reproductive number and the system will try and help the government choose when to impose a lockdown. and how strict they should be. should be in order everyone though is agreeing with the government's message on this no not everybody is agreeing with boris johnson's latest statement or on any easing just yet as the numbers are still very high indeed so there's been a leap of $210.00 deaths in the last 24 hour period yes that's much lower than when the u.k. was at the peak but still some argue it's not a low enough to justify the easing of the measures just yet that brings the total to $32065.00 deaths across the united kingdom now all leaders of the devolved nations they don't seem to be on the same page as boris johnson particularly the 1st minister over in whales mark drake that he's criticized the government also says there's been a lack of clarity and he fears that relaxing these measures could even lead to an
11:08 am
increase in cases across wales we've heard from the 1st minister over in scotland nicholas sturgeon should believe that boris johnson's measures would not be safe for scotland and thinks they're far too risky i want to reiterate that those announcements do not apply yet here in scotland that is nor let me strange for any political reason is because the scottish government is not yet confident that these changes can be made safely in scotland yet without running the risk of the virus potentially running out of control again scotland's don't restrictions remain in place for and their key message remains the same we need to stay at home. so the government will face a difficult task of trying to have a united front x. kind of accounting she idea thank you very much indeed for all of that well let's discuss this further i'm not joined by professor of health protection paul hunter
11:09 am
paul thank you love being with us now well what do you think about this strategy is there enough in this plan to really take us forward well it out clearly i am dreadful document yet as it's only just come out in in the last few minutes i think listening to the prime minister though i think the reality is that the changes at the moment seem to be quite minimal and probably won't have a big impact on on reducing safety however. i think we do have to be cautious about how we introduce relaxations over the few next few months we have to do it step by step so that we can see what works and what doesn't and we actually also need to look very carefully at what's going on elsewhere in europe. seems to be occasionally a reticence to compare ourselves with europe but i think on this particular
11:10 am
instance we've got to really see what's happening as as go back because many in the know the government has repeatedly said it's following the signs but a number of key issues the science is still far from clear and we're still far short of a consensus on what the signs actually say is not so you really are cautious on this ult we hear it despite the fact we're seeing the death rates and the infection numbers going down quite significantly absolutely saying africa if we do lift the restrictions then there is this talk of a 2nd wave so there is it. could spread again. sorry about that. you're saying sorry every chance a 2nd wave could come again or you're selling very very cautious of us get out and and so we have to be until and unless we get an effective vaccine there is always a risk of a 2nd wave as we as we. reduce these restrictions i think. i
11:11 am
think some of the they must be said some of the things that the prime minister said does to me make sense and it will make a lot of difference to some people being able to spend a little bit of time outside with with a close family member who you haven't seen for several weeks as long as you don't get too close will be will make a lot of difference to a lot of people start for examples mass gatherings public transport saluki transit and those are a long way away and i suspect and i would not support. any of those happening until and well until well into the autumn if then really i think what the work that we abolished last week suggested that school closures and mass gather banning mass gatherings and also. closing certain businesses the sort of things like bars restaurants were probably the most important across europe in controlling

the disease and i think if we got once we starting to relax those we have to be very cautious indeed a lot of the opposite about the lockdown measures saying that it was actually imposed too late hour yes yeah and i think what we what we did in the u.k. . we impose measures of multiple measures in the same time close schools we banned mass gatherings and we issued stance on borders effectively all the same time and and i and i have no doubt that what we did then was right at the time but if we don't buy out 2 weeks earlier they're. reduced substantially the number of deaths that we're seeing at the moment and actually we will probably be in a position out that we would be only about making. more free then then we are able to at the moment because of those that extra burden just very

briefly what advice do you give to people because they're still very worried about it here into the easing of the lock down going to work for example going out of the because they're scared of getting this virus but what are the dangers well. well there at that the main it depends to a certain extent on. whether or not you're in one of the vulnerable groups if you're not in a vulnerable group the main risk but not the only risk is that you can actually spread that infection to loved ones to family friends who may well be vulnerable and actually could die as a result of your. laxity in in in that i think for most healthy young people the risk of severe disease is is not that great but certainly we don't want them to read the disease to people who will attention die as a result of that i think find out what they they've got the governments advice is we need we will need to look at they said the next few days and hopefully there
11:14 am
will be additional advice questions and answers from the government that addresses a lot of these questions i think one of the problems is that we you know we see this general advice but then people say well how does that relate to my situation you know i want to do this it doesn't say that in the guidelines how can i interpret the garden's know whether i can do something that i really need to or want to do for the i think we are very good to talk to you on this and thank you for sharing us sharing your thoughts with us live here marty kay professor paul hunter thank you very much my pleasure to. have a look at how the virus is affecting the home nations over 223000 have now tested positive for the 32000 have lost their lives that's an increase of 210 since yesterday scott nowhere else of individual reported 5 more fatalities and for a global picture of the virus according to johns hopkins university which collates

non-essential businesses had little impact on the spread of the virus across the country the stay at home gardens was also found to have little effect however at some measures were deemed to be effective closing schools did help reduce the incidence of coronavirus off to a certain time like period and the ban on mass gatherings also had a positive effect. well it comes as figures from the office for national statistics look at patterns between jobs and virus related deaths that show that the death rate varies heavily depending on the sector a person works in the fatality rate among men is also higher than amongst women and security guards are significantly more likely to die of covert 19 with a death rate of over $45.00 per 100000 taxi drivers and chauffeurs are also more than twice as likely to suffer a coronavirus related death and care home workers are also more risk a death rate of over $23.00 per 100000 people whenever the rate of death among

n.h.s. workers was found to be in line with national averages well for more on the fact that some of these lockdown measures appear to have been futile i'm now joined by policy research expert dr joshua moon joshua thanks for being with us now the government says what it's doing is simply being led by science so what so why in for some of these measures that are deemed to be ineffective. there's 2 components of the so the 1st is this issue of the high uncertainties science lead is exactly what it says it's being led by science but when the science is uncertain so the measures that you try to enforce and so while the the research from the university of east anglia does suggest that some measures are more effective than others to base an entire country's strategy on a single paper is possibly not the best idea that being said there's certainly something to question around this kind of science lead narrative that we're being

given by the u.k. government and it's clear from the issues around the u.k. scientific advisory group for emergencies that we've seen in recent days in the strategic delays that we saw in kind of the early response that the definition of science in the science led strategy is actually incredibly narrow and doesn't represent a kind of wide range of expertise as that could be in for me decision makers interpretating science advisers such it perhaps these measures are more political than scientific. partially with a pandemic everything is so uncertain and complex that the scientific and the political r r. . necessarily kind of stuck together and tangle with one another you can't make decisions based purely on science because even if you have definite numbers for the risks and benefits then there are still uncertainties there are things that you don't know that you don't know but even on top of that you still have to make value

judgements around what risks are and are not acceptable for the general population and what benefits are worth trading those risks. and so effectively all decisions in how to respond to this pandemic are political and scientific what there's no way to easily divide that it what advice or what should the government do in reaction to this particular report how perhaps should it now go about is in the lock down bearing in mind what perhaps it didn't need to restrict people doing in the 1st place. i think partially comes back to what the government is already doing which is starting with small measures and then looking ahead and seeing what kind of answers they are given in terms of the feedback from kasan death rates they have to make a move before they can understand the impact of that move full distance occulus country . and so we also have to remember that some of these measures are going to be

dependent upon one of the u.e.a. study finds that wearing masks is less effective than other measures but without masks the social distancing measures made themselves also be less effective and just one model for the other study that shows that some jobs are putting people more at risk of what measures could be integers there to keep people safer because obviously these measures need to be introduced as quickly as possible. but this this is personal protective equipment and social distancing these jobs are all harder to do with proper social distancing because they require close interaction with people but are also male dominated fields which i think is why we're seeing this death rate in men and. in this case face masks of people going to be all necessary to reduce the cases and deaths that all the risks associated with these with these jobs isolating to talk to you thank you so much your time joshua dr joshua mood thank you for being with us live on r.t. . the russian president has announced that the normal working period will end
