. we begin this hour with breaking news out of corpus christi texas that is where officials are now calling a shooting at a u.s. navy air base terrorism related earlier this morning shots rang out at the base around 6 15 am local time f.b.i. officials confirm the suspected gunman is dead but a 2nd person involved in the shooting remains on the loose investigators say the shooting unbolted near the entrance gate and that's when the base went into immediate lockdown officials say one navy sailor was shot but he was wearing body armor and the base now secure but it's still not clear why the f.b.i. is labeling this incident terrorism related. and president trump has confirmed that the u.s. will pull out of yet another treaty this. time it's something called the open skies

treaty so in short it's a pact to help reduce the risk of military miscalculations that could ultimately possibly lead to war when nations do recon flyovers now the president says it's russia that led him to pull out of the agreement meanwhile a new meeting is set between trump's new arms control negotiator with his russian counterpart this meeting aiming to limit russian and chinese nuclear arsenals so joining us now to discuss boom bust co-host and investigative journalist that's one i spent 1st let's start with the specifics of what exactly this treaty covers yeah it's actually a pretty old treaty it goes all the way back to 1992 when the law when you were still in diapers i don't know. it goes like a long ways it was actually negotiated by george h.w. bush and then secretary of state james baker and so what they did is essentially created a treaty was right around the fall of the soviet union the emergence of this new russia and essentially what the treaty does is it allows for fly overs between

those 2 countries the united states and russia and it allows countries to fly over russia and russian planes to fly over the united states the problem is is that the trouble ministrations been getting angry saying that the russians will not allow the u.s. to fly over certain cities and so they're complaining that that has not been happening and so they say they're going to pull out of the agreement as a result of that so now president trump also just said this. we have a treaty as the other side doesn't adhere to it in many cases their old treaties older grievers said we pull out also so i think what's going to add that is we're going to pull out and they're going to come back you want to make you feel we've had a very good relationship lately with russia as you can see that with respect to oil is what's happening with oil. all right so you were the president there what did russia actually do or fail to do that prompted the president to make this decision

and then go on this this little short tirade there. yes so essentially what the president apparently was angry because in 2017 there was a russian aircraft that actually flew over one of his golf courses in new jersey and appeared early that angered the president also we know that russian planes do fly over the united states at certain times again that's according to this treaty they're allowed to do so the claim that's being made by some intelligence officials is that by doing that essentially what the russians are doing is they're putting themselves in a position where they can do mapping of certain facilities and they'd be able to locate certain facilities the problem with that theory is that you can go on to google and you can do the same thing without having to fly a plane over to be much more cost efficient just a math everything through satellite and through google so it doesn't really make sense that that's what's happening it seems like what the real concern is the real frustration is is that there are a number of russian cities that the russians will not allow certain planes to fly

over and members of nato are angry because they're saying they want to be able to fly over those cities and according to those members of nato they want to see what russians are doing in terms of military movements and they're not being allowed to do so so that is not that is not what the treaty is supposed to allow right the treaties opposed to allow flying over civilian areas not over military areas russians cannot fly planes over you right military air space ok so that's what the complaint is but what trump says he's going to get a better deal now right i mean he always thinks he's going to get a better deal then but i mean has anybody told him and other world leaders for that matter that there are 16 year olds that have really nice expensive drones that can map whatever they want i mean apart from maybe flying over the pentagon or something they can pretty much a map out the president's golf course that they want you know i was in italy they could set up again with. satellite technology you don't have to fly a plane over anything you just do it all from space. now bed president trump says

as you just mentioned that he thinks this will push them to come to the negotiating table but this is the 3rd treaty that the president has pulled out of 1st the iran nuclear deal than the one after treaty so what does this mean for the country as a whole and what does what does it mean for russia. well it's a really good question i mean what does it mean for russia at this point does that mean great harm to the russians probably not there's a great harm to the united states probably not a lot of these treaties now one thing trump says which is true a lot of these treaties are very old treaties and so when you're going back to 1902 the treaty was made at the time that the soviet union had just fallen as they said in russia was a fairly young country certainly the russians are going to want to different kind of deal right now based on where they are just as the americans certainly want to different kind of deal also the united states was not engaged in theaters of war around the world in 1902 the way they are today so there is a big difference in terms of just the geo political scape of the world right now and i think the other thing that's important is that as we're looking at this it

seems like trump does want to jump out of a lot of different treaties right now i'm not sure exactly what the tactic here is other than to say he's making deals because that's what he fancies himself as this great deal maker maybe that's ultimately what it's about is posturing for november to say sure good all the deals i've made over this amount of time short and lastly ben this new meeting between the arms negotiators of russia and the u.s. it 10 days sounds like american unilateral as i'm trying to only limit russia and china's nukes as it pertains to the new start accord how are you reading it yeah i think i think that's pretty accurate i mean the reality is is that the start agreement is obviously it's a cold war agreement right it was designed essentially to protect the united states and russia or the soviet union at the time for mutual destruction and so now we see that yes he's working on these other deals but as you said where is the deal with pakistan where is the deal with india you know where is the deal with israel and some of these other countries that have nuclear weapons and so there's big
