i was doing my best to get back to school which side will have the strongest appeal . landlines the 16th of september russia tells germany to stop politicizing the alleged poisoning of alexina valmy some in the e.u. parliament called for sanctions against moscow describing the incident as a kremlin assassination attempt. hers officials encourage people in great britain to snitch on their neighbors he follows a new rule out trying to prevent the spread of the coronavirus. he is a place that. i would place. on him in some way. i would as coronavirus cases in the u.k. the country's testing system is overwhelmed with flight medics having to wait days

and travel hundreds of miles to get swabs coming up we hear directly from one of the doctors affected. 16 all around them each way it's just. it's not just. my house land this is what. u.s. president donald trump confirms he put a target on the back of syrian president bashar al assad but the assassination didn't go ahead because of his former defense secretary. a little over a good afternoon from russia live from artie's world news headquarters here in moscow but it was kevin owen here with a wednesday afternoon round up for the 1st of all moscow's top diplomat a surge berlin to stop politicizing the alleged poisoning of aleck's in the veld
5:02 am
the foreign minister sergei lavrov speaking with his german counterpart school certainly wasn't he did though in the european parliament at least where any piece pointed the. rush it and picks up the story well at least a phone conversation between the 2 ministers is better than nothing because at one point the talks got canceled altogether when. chose not to fly to berlin after the russian side realize that decided to cut down the planned time for their conversation to one and a half hours an update on the russian foreign ministry website shows that the chat wasn't easy at all so here are moscow's key points russian officials are and will be open to all 'd kinds of cooperation with germany and european countries on this very difficult incident that of alexei no volley now russia is still a very keen to get all of that medical data of the tests that are to get to the
5:03 am
bottom of this and finally moscow officials keep repeating if you refuse to share the findings that will be taken as a straight forward signal to moscow especially given the fact that some of that data has been shared with other european countries and heat for the vision from satisfying the stated requests will be perceived as a lack of desire on the part of our partners to help establish the truth in the framework of move jet save and comprehensive investigation of what happened. so berlin has been trying to force the russian side to deal with all this through the organization for the prohibition of chemical weapons that is an international body that germany says has all the findings but the russian top diplomat told his german colleague that this shouldn't stop the russian and the german governments from talking to each other bilaterally in or outside the o.p.c. w. now moving on to how the issue is being treated by the european union i can tell
5:04 am
you that on tuesday the and the volley health incident that's only being described as nava chalk poisoning by the countries has made all the way inside the walls of the european parliament but just as an example of how russian diplomats are trying to knock on all kinds of doors in europe i can tell you that just before the emmy peas began debating the matter russia's mission to the european union came up with 9 blocks of questions flagging and consistencies and how berlin sees this matter some of them include what is the law or the rationale behind the kremlin or the russian authorities alleged plan or scheme to poison the like seeing a volley with novacek or a substance of a similar type or why is it being stated by european officials that military grade
5:05 am
nerve agent nava chalk was only developed in the soviet union or later russia while extensive work on it was carried out by nato countries as well now here's another part of that statement by moscow's mission to the e.u. not claiming to be experts in toxicology we still consider it necessary to draw your attention to multiple inconsistency is regarding this case claims that whatever evidence may be transmitted to russia only with the patient's consent i'm not compatible with numerous political level statements made in germany whoa he was still comatose. despite these concerns voiced by russian diplomats the vast majority of m e p's only had russia to blame without providing any evidence and it all went down to discussing sanctions against moscow in the meantime the health of alec saying the volley has improved significantly that's the good news he doesn't need
5:06 am
a ventilator anymore he can walk and he's even back on social media having posted a photo of him and his family and side to the german hospital. the possible sanctions that were discussed in the e.u. parliament that was slamming the brakes on the north stream to pipeline project austria though objected to that as a response stressing that the energy links are purely economic venture one moreover that would greatly benefit europe we discussed the issue with current plans so austria's former minister of foreign affairs as well as french m.e.p. cherry mariani it went against the grain of opinion in the parliament it seems. it was a little bit disappointing because i see there was no reason the borer position except 'd me and a. few members said ok if there isn't bush than leaving office mr not only 1st make a serious investigation to know who is guilty and don't set don't name of guilty
5:07 am
before investigation everybody understand that there is some idea between this sanction to stop or to continue the last 3 years through exhibited not for europe europe want to be independent there is dissolution it's continued not through to and how the direct relation with russia oath we stop this to get a loan or what we do it's the only solution for europe we'd be too to buy a share of gas from america and i seen the interest of europe as 2 of the various approaches for gas that has always been the mantra was of the german chancellor angela merkel to say this is a purely commercial project and i have been read to rating also while i still have to smile as does nobody build a pipeline to annoy somebody it's all about the mom and as of the mont we have a nearly completed construction pipeline and now all of a sudden overnight seemingly terms of trade should be changed to practice once
5:08 am
a bandaid to very old concept treaties have to be kept have to be preserved and desirable to consider as the biggest collateral damage who wants to come to a. contract of such a wide you know with china company if it all and i can change everything. with the u.k. now in the eye of the storm is covered 19 numbers pick up again sadly british employees have told the public to keep their eyes peeled for rule breakers earlier this week the so-called rule a 6 came into force across great britain limiting the amount of people who can gather together many though of very worried about snitching on their neighbors. it's open to neighbors to do exactly that through triple through the non-emergency number and if they are concerned or they do see that kind of thing then absolutely it's now the law they should be concerned yesterday yes they should should ring in and report that near it will just inundate us with calls does he think we have an endless supply of officers who can just go out to these things it will be hundreds
5:09 am
and hundreds of calls coming in from curtain twitches the new rules include fines for people meeting in groups bigger than the 6 exemptions are covert to secure events and households of more than 6 people work in educational institutions are also exempt but with the police already spread thin many a question just how these measures are going to be enforced in practical terms we are londoners are very themselves would be willing to call in suspected rule breakers. oh no i'm not going to shut. up in here man if someone. i would place the chill out in tears and basically what i think you know i would inform the police but expect the police to do their job not asking us the public to enforce perfects of the governmental rules that i don't agree with i phones on what they're doing. people will probably not enforce it when you say 7 people who are
5:10 am
having a birthday party but will want to force it hit 240 people have no rage i guess prevention. took me off the server class sticks there was so much food as there were the calls to 4 more neighbors have met with scrutiny some do see the proposed measures as a necessary step in order to try to put a stop or at least try to the covert pandemic we put the issue up for debate there will be quite a lot of breaches some through ignorance some through mistake some just straight forward through my i'm not going to do it people need to understand why they're doing what they're being asked to do the courts understand that things are a good idea otherwise they won't comply with them i don't believe that we should be snitching on an a because i think we need to be encouraging people to take personal responsibility and use their common sense and this is a time of politicians to let us down maybe the pound and the economic spending is being put the head of public safety and how well you know the message is coming
5:11 am
from politicians who knew how dangerous this was and they delayed so did long and we knew if we look at the flu pandemic from the night in 20 that it comes back up the summer darley heart so we need to all share fortunately unfortunately some don't act socially responsible a are malicious about it some are just old for careless some just last one way or the other we rely the police aren't everywhere we rely on the public reporting the more egregious examples the word. examples so that the police can deal with them and all our safety personally i wouldn't shot somebody if the next thought is just not the way we do things it is not the british way it's not cool or the police it's that you know they are being spread very thin at the minute resources are tough that a tough job to be we don't need to have examples of police dishing out. tickets and . fines for people who are trying to congregate if it was plainly a family saw a gathering and some of those kids maybe not if it was
5:12 am
a raucous raucous drunken party of the sort that maybe would attract calls about disturbance in the 1st place anyway rick regardless of coded and then maybe as our judgment taste if you peter. people call the police about disturbances and noisy parties and things like that anyway and i suspect a lot of those will be reported now with tell you i think we all want to avoid living in some kind of dystopian or wearily and nightmare where we've got you know like you found out for us that there are people on the street spying on each other and and consing monitor or thing and this is about safety only saving a life not only life and public health aspect the public safety aspects were an awful awful long way from. that so some doctors in the u.k. have described the country's coronavirus testing system which is currently overwhelmed amid a spike in daily cases frontline medics themselves say they're having a huge problems trying to get checked we spoke to dr sophy rowland from the u.k.'s
5:13 am
doctors association she said she and her colleagues i'm to travel sometimes hundreds of miles to get tested. i do that but just of the 3 weeks ago i knew i need to check straight way i looked into the website and the nearest text was sent white actually 60 miles and most honest upright i feel that doesn't mean he could not but i wasn't well enough to make that distance and so i checked again late seventies stead of his text me out of whack tonight it just outside london that would be 860 mile round trip with their each way it's just that it's not just to general public it's trying to test its doctors and from my house where this is well said i'll study was all $250.00 doctors and we found that 10 percent were on a test. and some of the office to drive someone maybe 260 mile round trip was done well and to be able to get attached another dose is a having to make decision about let's try wait to see if test comes up which that
5:14 am
means that i. and these tests are so important no check this this is the covert 19 state of affairs the figures in the u.k. at the moment in the past few days the daily number of new cases across britain succeed in 3000 is not good coronavirus tests are running short of the country's 10 worst hotspots for the disease and to make matters worse of course knock on effects of this so many of them because of the rising number of infections hospitals for a start to cover the council operations the patients away with labs struggling to clear the backlog of tests so there is the u.k.'s health secretary has admitted that the country's covert testing system is facing the enormous challenge as he puts it which will take weeks to resolve met hancock earlier said only those eligible for a test should get well meaning those are actually only showing symptoms of being told to get one by their doctor he also stressed the need to prioritize the most vulnerable. over the summer when demand is low we were able to meet all
5:15 am
requirements for testing whether priorities or not but as demand has risen so we're having to prioritise once again and i do not shirk from decisions about prioritization they're not always comfortable but they are important so i mean i think it's quite clear that. we we're now getting it all to and we need it is going to schools that there is lots about that when to let let's have a call without actually knowing whether it is or whether it's it was vitally important that. the changes to train system is up and running probably have asked and that doesn't seem to be the case. a trio of news in brief an environmental emergency has been described in the brazilian state of matter grosso since the start of the year there fires have produced vast tracks of wetlands to an area comparable if you work it out to try and get a grasp of it to the size of half a belgian brazilian region suffering its worst drought in 47 years with manmade
5:16 am
fires also being blamed. opposite end of the spectrum. sadly is battering ever more parts of america it's a big one it's not strengthened and is about to make landfall in southern alabama it's already whipping up extreme winds and washing sideways rains causing power outages amongst a lot of other problems because of its slow speed it's feared the hurricane could cause historic they're worried and life threatening even more so levels of flooding . greece is got its hands full it's certainly building a new camp for the thousands of migrants on the island of lez boss the previous count was burnt down in a suspected arson attack last week police arrested 5 migrants on suspicion may be of involvement. coming up campaign in support of u.s. troops to draw attention but for all the wrong reasons after the jet sit features are identified as belonging to another country. i wonder who that country could

no dares thinks. we should ask. again donald trump has confirmed he wanted to assassinate the syrian president bashar al assad despite 2 years of flat denials that the option was even discussed in a new interview then the us president confirmed the killing would have happened he said if it wasn't for opposition from his former defense secretary jim mattis is it true that after assad guess children for the 2nd time that it was you they wanted to take out assad that you had
5:19 am
a good side on him i would have rather take him out i could have all said mattis didn't want to do it such as the assassination of president assad by the united states never even discussed the book is total fiction washington says bashar al assad committed crimes against his own nation including multiple alleged chemical attacks with syria and its military ally russia have always denied any involvement done to mcadams the executive director at the wrong paul institute says trump flippant admission now could have dangerous consequences. that is made early in 2018 that the u.s. had no evidence that assad was the heinz either the attack or the cain she couldn't act attacked in syria in a fact or only source of evidence were the white helmet who were basically working with al-qaeda in syria so we're going to believe al qaeda over russia and assad who are busy trying to fight al qaida but there's a real danger in this that is sort of a lawless and this for
5:20 am
a long time frowned upon even though the cia has done its its best to do assassinations but as legally and officially frowned on the idea of assassinating foreign leaders the assassination of solo money of course in iran was a huge exception it hasn't gone very well for trump who hasn't got iran coming on its knees begging for a deal after that on the contrary so all this talk of assassinating people in reality what it does is puts u.s. troops u.s. diplomats and just plain old americans overseas in a lot more jeopardy than they than they need to be there's a lot of tough talk and actually has negative consequences for the u.s. . a recent ad released by the trump campaign calling on people to support u.s. troops has gone viral but it seems not for the reason it was meant to regulate observers spotted russian fighter jets.

the image had been brought thousands of times already it's been used all over the
5:22 am
place so if this was the work of designers then they obviously didn't check their work very thoroughly as with many stock images my friend and i collaborate he does the 3 d. models like the airplanes and i take photographs i take pictures of people and composite them with other images what's funny about this one is that it features landscapes from many different countries. the ground is from france the skies from russia and the mountains are from greece upon closer inspection any experienced person could instantly tell that this is a composite this is a stock image it's not something high quality if the trim campaign had come directly to me i would have created something far better somebody should be hired to check these sorts of things especially as there aren't just russian soldiers in this image there are german soldiers and pretty much every soldier in the image is from a different country of course you have to know these things but even if you can't identify the make of plane you can definitely recognize the rifle.

is going to be in trouble and finally after months of delays and disagreements afghan peace talks brokered by the us start an indoor over the weekend and while nothing substantive came out of the 1st session of face to face talks between the afghan government of the taliban it is good news nonetheless for donald trump in a big hurry to come good on election promises made 4 years ago as the one quarter explains. the clock is ticking on the next u.s. presidential election and donald trump's looking to score political points with a peace deal that promises to end america's longest ever war in afghanistan washington's very optimistic about the talks already being held with the taliban in qatar they are truly in a momentous occasion. afghans. at long last chosen to sit together and chart a new course for your country. this is a moment. we must dare to hope but on pales optimism doesn't seem to match
5:24 am
with political reality. washington knows it's got to deliver a deal to the war weary u.s. public at any cost so it conveniently neglected to consult afghanistan's government when drafting the agreement until this issue. there was a consensus on that is a nice but not on the cost of even u.s. officials aren't exactly thrilled about it we're not happy about the release of some prisoners but hey times almost up for trump and the president's got to fulfill his promises he's already had 4 years to take care of this one the longest war in american history by far even close will be over within 19 years. i think
5:25 am
that's enough we will not dictate to the afghan people how to live or how to govern their own complex society better late than never sure but trump's administration is only promising full withdrawal by 2021 if there is not another setback of course who knows if that will be too little too late for americans fed up with the war or for the afghanis who are possibly even more unhappy about their country's military occupation. the americans must leave now what have they done staying here for so long was did they bring for us have once been basically given before the us arrived in afghanistan we had our own government in the i think of the american sleeve now there won't be too many changes in terms of security was going to put us on earth but it's better if the americans leave our country our leader must take action if he makes a good decision it will be beneficial for us we can provide for ourselves but if the us stays we cannot. we will never need to beg we can be rich and build our

country and being america's longest war has proven to be easier said than done for many years but now that it might serve the current administration as a boost to secure another term who knows what could happen the united states made it up and in order to. get bin laden stated to be the last in line behind the 911 terrorist attacks bin ladin wasn't by istanbul united states killed him that was 2011 so that's what was 10 years ago so there's a real question what. earth was the united states doing all of its time in afghanistan when of course it was in the business of nation building which successive us administrations says oh no no we will never do that and we're not going to get involved in nation building work because that's what he was involved in whether it will result in the last peace in afghanistan that's of course anybody's guess but what's important is the final with the role of the united
