percent of children in foster care are there because of physical abuse in the managing attorney at the family defense practice bronx defenders a public defender nonprofit summed it up like this with the vast majority of parents who have children in the foster system their children are there not because they've done something abusive or home full or abandoned them they're there because of related stressors to poverty and the challenges are real for stars parents on trial for child neglect or abuse lack legal protections and representation due process protections are thrown out of the window of the children separated from their parents and placed in foster care 25 percent of foster youth will have interactions with the criminal justice system within 2 years of leaving care and nationally according to the u.s. department of health and human services nearly a quarter of children in foster care are black while black children make up less than 14 percent of the total popular. in urban areas like new york city things are even more stark in 201922 percent of kids in new york city were black but the 56

percent of children that were removed from their families and put in foster care were black and parents feel powerless caseworkers can enter their homes with no warrant children can be removed without a court order and criminalization of poverty funnels the cycle in many cases family services organizations get it all wrong in testimony in new york a.c.s. revealed that around 20 to 25 percent of emergency removals in 2018 were borst once they went to court. well that was a powerful report thank you for doing that as you know it's interesting when you look at that we all know real black lives matter but when you brought up this group black families matter it's interesting just how important. it is and this is a group that has been organizing now for close to a decade even though they're not necessarily receiving national attention and in large part it was developed by moms like mrs middleton mr mcmillan in this story who had their children removed at no fault of their own without any types of

recourse largely because once they enter the system it is very very difficult to get out a don't think that most people realize that these individuals are not given the basic rights that most people who actually get arrested are given they're not read miranda rights their children can be removed based on one person's sole decision and it's really frustrating because even when they're giving court appoint appointed attorneys these attorneys have no background in family court or family law so these parents are trying to figure their way out through this system that was designed basically to penalize them and them what's worse too is or tell me too is that the caseworkers are basically a judge jury and for lack of a better term executioner when it comes to these kind of cases that there's not really a peer review group to look at who's doing water or anything like that absolutely not in the fresh ration here and i think that comes from a lot of families in the article at least was that they were referring this basically having their children moved as if they had gotten the death penalty these are people whose children are removed to the likelihood if you're

a black child removed from your family a reunification is near 0 so they are fighting they are fighting against this and as noted these caseworkers are people who are making split 2nd decisions based not on the fact that a child was abused there are no signs of bruises there anything like that largely they're making this decision based on what they consider this of the household so if you're a parent in poverty you might not always have a ton of food in your house there may be something in your refrigerator that has gone bad there may be some old furniture there they are making these decisions. based on typically a euro centric idea of what it takes to have a family that is holistic and those decisions are ones that have really put black families at risk the support for the euro centric idea of what is original rather successful family the statistics of this really blows my mind when you really get into the boats and bolts of this what and i have to ask why are we seeing this so focused on the black community and communities of poverty and things like that across the country will so it's actually black and brown communities holistically

but we're seeing this focus and it happened it started to happen in the late eighty's early ninety's with the crack epidemic so a lot of different advocacy groups decided that it would be best for them to start really cracking down on people who had drug addiction problems so we saw in large cities detroit chicago new york l.a. all of these different court reporters and social workers to go in and basically decide that because the pierrot was addicted to something that now these children needed to be removed or because the parent was a suspected of being addicted to something the children need to be removed but the numbers are ridiculous we're talking in large cities where you might have 56 percent of black children being taken outside of the home and if you are an african-american child the chances of you ever being reunited with that family is slim to none and then a foster care system you're never really adopted so it becomes a vicious cycle you talk about a pipeline to prison most exactly what you're creating with this definitely needs to be rebuilt. with nearly a 1000000 pieces of debris circling our atmosphere experts have long been concerned
