a majority in the u.s. house of representatives votes to impeach don't trump over what they call his incitement of violence and the u.s. capitol last week that makes him the 1st u.s. president to be peached twice during his term in office. despite the pressure of the moment exhausted national guard troops are pictured at the capitol building in the wake of last week's storming by trump supporters. grim footage from a german crewman torreon highlights the extent of a resurgent pandemic in europe as berlin is accused of stockpiling

vaccines at the expense of other member states and. you know what you see in the restroom takeaway food for me i'm sure the food. the leader more in the u.k. police crackdown on lockdown violators but are caught on camera apparently breaking the very rules they are supposed to be enforcing. our broadcasting live direct from our studios in moscow this is our to international i'm sean thomas glad to have you with us now we start with breaking news from washington d.c. the house of representatives has voted to impeach president trump just a week before his term in office officially ends this time they cues him of inciting his supporters to storm the capitol last week here is what some of the
6:02 pm
debate looked like earlier. donald trump is the most dangerous man to ever occupy the oval office the tyrant president not just about impeachment anymore it's about canceling as i've said canceling the president he must go he is a clear and present danger to the nation that we all know the houses action today will only extend the division longer than necessary let's come together impeach the president for this high crime against the republic. for this we can cross live to our t's kaleb kaleb very much a dramatic end to the trump presidency he only has a week left in office where do things go from here while the votes are in at this point donald trump will be impeached the charge is inciting insurrection and $232.00 members of the u.s. house of representatives voted to impeach donald trump on that charge the highest
6:03 pm
vote for impeachment in all of us history 10 of those who voted to impeach trump were members of donald trump's own party now before the vote was taken place donald trump dismissed these allegations said he has been the victim of forces that seek to undermine his presidency this is trump on the beach this is really a continuation of the greatest which is your politics it's the big deal and i think it's a good thing cement is dangerous to our country and it's causing tremendous anger. now emotions are still running high in the aftermath of last week's attack on the u.s. capitol by trump supporters after one of donald trump's rallies number of his supporters went into the u.s. capitol property was destroyed and people lost their lives it was very ugly now earlier we heard from the white house they did issue a statement urging any of their supporters who do protest to do so in a lawful way not by engage in violence or break property or do anything that would
6:04 pm
be illegal or unlawful or rowdy or were violent but at this point even some strong republicans feel that donald trump should be removed from office for his actions in citing his supporters liz cheney who is a member of the house of representatives from wyoming gave this statement about why it is she voted to have donald trump impeached. that has never been agreed to be trailed by a president of the united states of his office and his oath to the constitution. so at this point we have $15000.00 national guard that are deployed at the u.s. capitol some of them actually slept in the u.s. capitol building on the stone floors and on benches they will be in washington d.c. until the inauguration of joe biden they are there to make sure there are no further disruptions or attempts to interfere with government activities now all
6:05 pm
eyes are on the u.s. senate where a trial will be convened i decided to get into the details of this about how exactly donald trump is going to be impeached and the legal questions involved in that charge of inciting insurrection take a listen. certainly nothing new in the rage against trump for democrats but now they've got former trumpet ministration officials to back them up. we want to avoid the risk of criminalizing political differences but that understanding has nothing to do with what happened at the capital it's impossible to characterize trumps incitement of the riot as having anything to do with a legitimate exercise of his executive power just the opposite so how exactly does this take place procedurally what is the process by which a 2nd impeachment will go down. for democrats this is about removing donald trump from politics for life with a conviction in the us senate they are hoping to move very quickly and seize the
6:06 pm
moment where so much is in their favor so what exactly is the legal basis of the democrats impeachment article. it gets a little bit shaky is donald trump legally accountable for what his supporters did on capitol hill are the words he used to allegedly incite them the kind of thing you can get prosecuted for back in 1948 the national board of the communist party was sent to prison for excerpts they had published from the writings of karl marx and lot of your latin however the u.s. supreme court changed their mind in 1957 in the famous yates vs the united states ruling doubtlessly dictators have to stamp out causes and beliefs which they deem subversive to their evil regimes but governmental suppression of causes and beliefs seems to me to be the very antithesis of what our constitution stands for in 1969 the us supreme court ruled that a leader of the ku klux klan had the right to advocate what he called acts of
6:07 pm
revenge and against members of congress on television in 1982 the us supreme court ruled that the end he was not responsible for acts of violence and vandalism that were carried out by people who got fired up by speeches at their rally so if the window of freedom of speech is this wide open even regarding speech that leads to violence how can donald trump be legally held accountable for what some of his supporters did on capitol hill emotions are running high right now many americans are so upset by what they saw on capitol hill that legal details might get lost. now we can cross the live to charlie rose dean of the college of law at ohio northern university thank you very much for being with us here on our to international weather to be here now if we get right down to it the 2nd impeachment comes just a week before trump officially leaves his office some may ask is there actually
6:08 pm
a point to any of this. i think the counter-argument is that there is a huge well we're moving really experiencing so in the history of our nation that we have no experience or any gold in real on everyone's phone. and vision upon it so we're dealing with a set of circumstances who are frankly or 1st impression now you're absolutely right everybody around the world saw what was happening in real time. to the senate now is where this all goes the senate republican leader mitch mcconnell has already ruled out a trial before trump leaves office can a president legally actually be tried after he leaves office is there a precedent for this. we've never impeach someone both for who has already left office but it's an open question given the fact that impeachment a conviction could result in a lifetime ban from future serving of public office i think it's something that we
6:09 pm
will see congress losing all where the oh now trump is convicted in the senate trial what legal effect would that have on him as we just mentioned you touched on it just a bit ago about not being able to hold public office in the future but what other penalties that could be imposed well normally it would be removal from office since he will have already concluded his term what conviction in the senate would do is open the door to an additional vote on a majority basis only determining whether or not he would be banned from. future public office and i think the odds are very high that that goal would be successful if the larger hurdle is 1st accomplished of an actual conviction and. now. given the fact that we're in political turmoil right now and certainly a crisis unprecedented in the united states the nation is also still the grips of
6:10 pm
a pandemic with millions in need of assistance will trying an ex-president be the best use of the senate's time at this point. what you go to remember what the senate is doing in trying someone who has been impeached is one of the core constitutional responsibilities that s the united states constitution it falls to the executive branch primarily to deal with the implementation of coronavirus policies regulations and the like i don't see where the executive branch of the biden ministration is going to in any way be negatively impacted by an impeachment in the senate in fact there are reports even with plans to be able to do both things at once should be interesting to watch they'll be a lot of coverage on news now. regardless of what happens in the senate donald trump is also right now potentially facing several criminal charges both federally and on the state level what can happen in these counts as far as well in the state
6:11 pm
prosecutions if they make it to trial there's absolutely no bar he can't be pardoned for it at the federal level and if the state of new york for instance were to decide that they were going to proceed forward with indictment in trial he would get his day in court just like any of the defendant on the federal potential federal charges is going to come down to whether or not president truck chooses to do something that no president has ever done attempt to self harm which he's actually been advised not to do by every legal adviser that he's raised the issue with or he doesn't attempts or if he does not self pardon i think the odds are actually lower that he will be prosecuted federally if he self pardons he's actually challenging the validity of a self card by the president and my assessment is that the united states is not
6:12 pm
going to be interested in allowing someone to commit crimes and then pardon themselves or go out the door if the stuff. now we've heard talk about the 14th amendment about acts of sedition we've heard talk of the 25th amendment with vice president. removing him from office because he's unfit in this time before he actually supposed to leave on the 20th we've had now had the impeachment in the house what about some people are saying his best option is to actually negotiated an agreement of resignation and try and get a pardon through mike pence what are your thoughts on that. i think that that is rationally the best process possible for president trying to avoid prosecution at the federal level i also think given his behavior since the conclusion of the u.s. election on the 3rd of november there is 0 chance that he will request that he will
6:13 pm
resign and come to sort of a racial vice president bent and after last wednesday i am not at all sure the vice president pence would provide him with a pardon even if he had the opportunity to do so. a lot of talk from supporters of the president about moving on and it's now time for the country to heal and we shouldn't be dwelling on these things what are your thoughts on this movement to move past this and the country coming together and unity i wouldn't quit it to something as simple as getting a splinter in your hand or finger we've all had a splinter right and it hurts going in but we know that if we don't endure the pain of taking it out it's going to hurt a lot worse when we have the infection what we're dealing with now is an injury to the psyche of the country that has to be dealt with through the process of law it would be a mistake not to address this now because then there are so many questions that we would never know the answer to and we've already learned that in the absence of
6:14 pm
facts opinions wrong while we have to do this we really don't have a choice all right very interesting to hear thoughts on this very important conversation charlie rose dean of the college of law at ohio northern university thanks for being with us here on our to international glad to do it have a good day you too. right now as congress pursues removing trump for a 2nd time tech giants have already erased the president's online presence you tube has now joined the likes of amazon facebook and twitter in suspending donald trump's social media pages as well as purging fallon's of his followers claiming they could incite violence it follows last week's storming of the capitol building in washington d.c. which some leading politicians and mainstream media have been branded have branded as domestic terrorism as the social media giants continue to crackdown on the president earlier my colleague mickey aaron spoke to legal internet and politics

experts about whether the platforms are indeed too powerful they just won an election given to see how far they can push this this is a stress test to see how far the law will go how long how much people will tolerate and are going to go as far as they can because drunk with power they know which way the wind is blowing donald trump is no longer going to be in the white house almost all of these companies face antitrust suits that are going to be decided by the biden department of justice and so now there is going to be less of a priority to maybe make these arguments internally that donald trump and his account should be protected but these are self interested actors eighty's over the years that they are now controlling pretty much the entire communications system all over the wall but it will be a matter of telling the full since she pulled the move on to other parts of the will credit party companies like twitter facebook anonymous and can do this to their own president and they do it anywhere in the well to any government they
6:16 pm
don't like. oh certainly so. they that the largest problems within these companies is that there really is no actual basis for which they are operating there is no bible there is no constitution there is no their terms of service are often edited and malleable and even then subject to vague enough to be subject to the whims of internal discussions within the company this it means that we have to rewrite the 1st amendment in this country because this is a quote private company that 99 percent of all the people on the planet use our laws are outdated and unless that is changed nothing will change at least in this country and that the question of who should be more the rating perhaps the saudis this should be a form of duration but it needs to be transparent so the state of affairs at the moment they don't know who makes those were the rationed do you think of

a creative intended to end like this with a massive bans and censorship. of course absolutely look there was so much involvement in not only private equity but in government sponsored this was never intended to be good those dean going to giants and being exposed to all the actually are this is a mission statement to give everyone the power to create and share ideas and the information age the glee without barriers now people used to believe this does anyone believe that anymore i don't think so the question that i have is are we now bifurcating the internet are we going to totally solve select from the point of adolescence or before or to be handed down by our parents to our children that we now only go on social networks and only interact with people and they're only hosted on servers that either are liberal or conservative or possibly even more extreme versions of that that to me is

a dystopian vision that i think is something that is closer today then i've ever known it my left the u.s. secretary of state's last big foreign diplomatic trip has fallen flat the plug has been pulled on my palm pay a visit to europe apparently because officials there are refusing to meet with him here's our friends correspondent. well the trump era is coming to a close not only with the social media blackout for. things such as you tube and twitter but also it seems the cold shoulder for many of the cabinet take mike is the u.s. secretary of state who is due to be in europe on wednesday for some high level meetings including with the general secretary of nato he said in a tweet just a few hours ago that he was really looking forward to those meetings essentially his sworn song for his counterparts in europe but at the very last minute the plug 8 was pulled on the trip more you will the u.s.

state department says the player who was a man who didn't recognize the victory over by the u.s. election last year is now the man who wants to make sure that there is a smooth transition we are fully committed to the completion of a smooth transition process to be finalized over the next 8 days as a result we counseling all planned travel this week including the sixty's trip to europe it's a very different take. in the e.u. with apparently pompei you being pursued. and the european commission saying that officials didn't want to meet him they didn't elaborate on not but we've also heard from diplomatic sources there was a sense of embarrassment around the idea of being in europe given that although he had condemned the violence of those crowds who stormed the capitol building in washington last week he hasn't said whether president from being a cause a factor in that however the luxemburg foreign minister he said the trumpet egg

them on the trumpets a criminal a political pyromaniac who should be sent to the criminal court he's a person who was elected democratically but who isn't interested in democracy in the slightest and it also seems that there were other reasons to save face and to cancel those meetings because had meetings gone ahead with officials in that there was a problem that would have. to be addressed and this is the compensation of the jewish families whose artifacts were stolen during the holocaust in the 2nd world war i dispute between washington and luxembourg now for a very long time and give you that some have suggested that those who stole the capitol building in washington last week were neo nazi sympathizers this could have put pompei you in a bit of a pickle it seems the trump administration will come to an end not in a blaze of glory but in a coup of some very lax like. former british diplomat dr william mallinson

thinks declining such meetings shows a failure of diplomacy. it is very rare that meeting of the council that short notice and it does show that currently relations are bad between the european union as a whole and united states policy making under the trump administration in normal diplomatic factis meeting should never be cancelled what has happened is a failure at any rate in diplomacy and i suspect in this case in morning u.s. diplomacy because they won't be bumping who wants to come he wasn't invited at the last minute it was just i'm sorry to say blatant showmanship but pompei has showed himself he stuck his neck out and i think they've cut off his head. it's cruel to say that he within just a bit you watch march international. join

you. are welcome back to the international or europe is suffering a new surge in coverage cases with france germany and spain registering some of the highest of daily rates and footage emerging from one of germany's worst affected regions is highlighting just how bad the situation has become some 300 bodies are piling up in a queue for a criminal saxony the coffins stacked one on top of the other are often simply labeled with words like cold and infectious risk. now this comes as the european union struggles to maintain unity over covert vaccine purchases brussels is urging
6:24 pm
member states to keep 2 blocks centralised distribution scheme but not all seem to be keeping to the agreement as artie's peter oliver reports. the european union's one for all and all for one vaccine plan as co-op against the problem of members self interest when it comes to obtaining the jobs germany has snapped up an extra 13000000 doses of the pfizer vaccines being criticized by its partners for doing so it is selfish behavior to buy medicine by yourself disrespecting common decisions is another example of the german policy of respecting their own interests above the interests of other e.u. countries berlin insists it is playing by the rules and that those extra doses won't be sent out until the vaccine is being dispatched across the rest of the european union germany says the real problem lies with problems when it comes to
6:25 pm
production it's not correct to see the germany secure vaccines at the expense of other countries. that would see it we have ordered enough vaccines and the question is how can they be produced how fast they can be produced and if we would have ordered more it would not have been possible to produce it quicker the shortage is due to the lack of production capacity it isn't just germany that's being accused of looking out for itself cyprus is courting israel for vaccine delivery saying that the european union isn't forthcoming with the new doses to provide a mass switch to rollout the initial indications were very encouraging but at some point there was a setback in its effectiveness 2 companies came up with the vaccine 1st phase of buying to commit done but the number of vaccines is not enough for rapid mass vaccination e.u. commission president has live on the line is telling member states to cut it out into it to the plan that they all agreed on we have all agreed legally binding that
6:26 pm
there will be no parallel negotiations no parallel contracts so the framework we are all working. in is a framework of 27 together and we are negotiating together we are procuring and together we are bringing forward this vaccination process brussels is calling on member states to come clean about any site deals they may have going on the president has asked commission acuity this to send a letter to all health ministers asking them to provide us with all the necessary transparency on the way in which they are complying with the provisions of our vaccines charter g. in terms of contacts or lack of contacts rather with with those pharmaceutical companies that we have been or are negotiating with the commission on doing
6:27 pm
themselves any favors demanding transparency from member states when it comes to vaccine procurement when they are being a lot clearer on who will get what when the $27.00 agree that brussels would negotiate on their behalf the accusation is that that is being undermined by member states looking out for number one as we see the the e.u. were very slow compared to other countries both in their regulation approvals bowls and there are a vaccination campaigns and. again no surprise that there is one set disaffection we we indeed have of across the across the whole front we have a very poor performance by the european union here but the central administration of the european union all they managed was to secure so the $100000000.00 doses for a population of $450.00 so taking into account that you need 2 doses per
6:28 pm
person this was one 3rd of the population for which the vaccine was secured because of some budget constraints it is officially said so no wonder that the e.u. population is not very happy with that performance 'd in brussels. police in the u.k. are increasingly finding people who break the lock down restrictions leaving home without a reasonable excuse could mean a 200 pound fine rising to 6400 pounds for repeat offenders but as shoddy edwards found out enforcement is very inconsistent and officers are sometimes forced to back down and have even appeared to have broken the rules themselves. despite the u.k. being in a full scale national lockdown kovac 900 cases a soaring and death rates are constantly hitting records the public has been ordered to stay at home once again but it seems not everyone is sticking to the rules and with breakers rule makers have given the police more power to clamp down

on the law if you do not play your part our selfless police officers who are out there risking their own lives every day to keep us safe they will enforce the regulations and i will back them to do so to protect our n.h.s. and to save lives and england and wales police of issued 8000 penalties since november but leading by example isn't exactly the strong point you know where you sit down in the restroom. service only on through the 3rd. so what are you doing right now. some offices are not as eager to abide by the rules as they are to enforce them to women who drive 8 kilometers to meet up for a walk and found themselves surrounded by police their offense carrying coffee that means of a picnic so they were fined $200.00 pounds each in fact they were strictly following

the rules as peace later admitted receiving the fines and giving a half hearted apology. martin do you know who. is an operational marker and if it's not take out coffee spreading kind of it it snowballs chip shipley's of starch and throws with $200.00 pounds fines there have been 2 reports. snowball spain thrown last night between 11 and 11 30 pm this is obviously not a justifiable reason to be out of your house this behavior is likely to result in a 200 pounds fixed penalty notice for breaking the lockdown rules the treat to since been deleted after dozens of angry complaints but still the message is stay at home we're going to keep the rules on the course review where we have to tighten them we will but we have rules in place we're ready now is the moment for maximum digits matching the observation observance of the groups although the prime minister himself a spot it's like telling
