international start this hour with breaking news tonight because the u.s. president joe biden has described russia's vladimir putin as a killer he was responding to a direct question from a journalist adding that he'll pay the price for meddling in the 2020 us elections so let's get more on this now from. he joins me in the studio quite a headline this but is there any context around what was being said well andrew this is a just quite a headline this is indeed i guess it is fair to say breaking news a groundbreaking statement from president joe biden and this puts a massive question mark over what exactly the relations between the president of russia and the president of the u.s. are going to be starting from this point but i just want to make sure we all understand what happened it was an interview to a.b.c. and this killer of state. and wasn't something joe biden said on his own again he

was responding to a question from the journalist and let's just have a look at what this exact moment looked like during that interview you know vladimir putin you think he's a killer. or do so what price must he pay the price she's going to pay will you'll see shortly. we mention that you know you will find out how who will pay but what could be the consequences well we don't know yet and the very important thing at this point is that for now we still don't have the reaction from the kremlin but you do realize that calling someone a killer this isn't something you hear that often on such a high level between leaders of such 2 important international players and we do remember that no matter how bad the relations between moscow and washington were in the previous years under various administrations the leaders still met in this

particular case like i said now there's a massive question mark they have had a phone conversation already and by the way joe biden referred to that phone conversation in that interview we already know that but whether they are going to make meet after this we don't know definitely that's something that is going to be very difficult to negotiate and surely we are still waiting for for the reaction from the russian side we already have the reaction from the russian diplomats i'll come back to that a bit later but 1st of all like you said let's look at the context because this interview comes right as. a u.s. intelligence report was being released 'd it's an unclassified report on russian meddling wow yet again but we're not talking about the relay elections in 2016 we're talking about the elections that happened last year and the report is saying that vladimir putin was actually overseeing an entire medling campaign let's take

a listen to some of the extracts from that report. we assess that russian president putin authorized and a range of russian government organizations conducted influence operations aimed at denigrating president biden's candidacy and the democratic policy supporting former president trump undermining public confidence in the electoral process and exacerbating satiate political divisions in the u.s. so there you have it yet again 4 years on where hearing the same line pretty much but now donald trump is no longer in the office though but like i said we don't have any reaction from the kremlin yet the russian diplomats though did speak out from the russian embassy in washington and like russia's been saying all along they believe that the u.s.

intelligence community isn't providing any proper proof of this and they believe that these accusations are groundless the documents prepared by the u.s. intelligence community is another set of groundless accusations against a country of interfering in american internal political processes washington continues to practice megaphone diplomacy with the main goal to maintain a negative image of russia. it was abundantly clear that the relations between washington and moscow weren't supposed to be smooth or weren't going to become any better after the handover at the white house but the question was to what extent things are going to get worse and we know that for example when it comes to security the treaty on the nonproliferation in well it was some kind of mutual step towards each other from

the 2 countries so we did see at one point. some light at the end of the tunnel but then with this kind of interview with this kind of rhetoric we don't know what's going to happen next so i remember here in russia conversations are already starting on whether the 2 leaders are going to meet when that's possibly going to happen like i said now this is all being undermined by that kind of rhetoric and also we are hearing about new plans from various sources in the white house to introduce a new round of antiabortion sanctions so this could be the beginning of that this could be the 1st sign that some kind of punitive measures against russia could be on the way ok yet more sanctions ok thank you ali that was our seats that we can get. you he's an independent journalist and joins us at short notice we appreciate it lee thanks for coming on let's just start with this accusation this amazing

comment from joe biden that president putin is a killer there's no context really yet full context under what circumstances that that response was given but what's your reaction. can you hear us. ok i'll just ask the question quickly again what's 1st what's your reaction to joe biden statement that putin is a killer. well that's a bit funny in a way and it's a compliment in a way too because in business or in politics when you say this politician is a killer it means he's very efficient so that's something and if you read his whole declaration it should he says you know this president putin and. you know if he did something wrong it will pay for it but he still wants to conclude

a deal on nuclear arms so i think it's just for the gallery just talk. seems to be sort of substantial commentary about the allegations of russian meddling to the russians are saying look we've heard this all before this is 26 thing it's the same record that's being played here you know providing any concrete evidence in it is that a fair enough statement a fair enough response when you look at actually what's being said and what evidence has been provided well that's i think it is a fair response in the sense that. there have been allegations that there was an american spy kremlin circles and thanks but nothing as materialized and it's still the same rehashed accusations even if there were some some messages sent to america by russian hackers and everything how can you be sure that the kind was involved you know this is. very much exaggerated and it came at

a time when the democrats wanted to kill donald trump on the war and killing in this census is real for the democrats in america they want to destroy president trump and so they used everything possible and one of them of course was that the great satinder great. the devil that russia uses could be responsible for their defeat that's what it comes to. the us as i said look it's looking more sanctions to be placed on russia as a result of this alleged meddling what sort of sanctions would you expect and what sort of impact could that have on relations going forward. but mr biden is very careful in everything he said he said one and the other you know not to close these options and the door so he says sanctions yes ok but this doesn't concern the

europeans for the moment it's only america the dead have implied sanctions on individuals they could include more individuals that could be forbidden to travel to the west and traffic counts in the west so what most of them don't anyway so. if they go further there will be thinner careful about oil about. you not that they don't want to get involved into a. war off of sanctions that go too far in terms of economics they still want to sell to russia and to to buy things from russia so it will only be probably gesticulations. individual stuff will be punished. and going back to what you said at the start of this interview linked to this and there's no indication that they won't go ahead and talk about sort of. destroying nuclear arms and perhaps come to agreements that on certain. deals that have been

there before it looks like that on the big issues they still do want to cooperate. yes president biden mention the fact that he talked for a long time to president putin in general they know each other and so you know this is you need to be to dance and. they know each other well they still want both of them to denuclearize the bludgeon and to reduce nuclear risk which is very evident to everybody everywhere and so that's a good point when he says that president putin is a killer again it's it's a complement in a way because being a killer means being very efficient and very clever also or president biden is getting old is older than his age and his vocabulary is reducing so it doesn't have the right words immediately and he says that president putin's a killer. or idea although we still have to wait for the full interview in to to

european union clashed over vaccine distribution and then just this last weekend 6 e.u. member states signed a letter saying that they weren't happy with the way the vaccine was being distributed throughout the block saying that the current system left things open for backdoor deals. if this system were to carry on it would continue creating and exacerbating huge disparities among member states by this summer whereby some will be able to reach herd immunity in a few weeks while others would like far behind ultimately though this report points out what went wrong and highlights that not a great deal has been done to stop the same mistakes being made again for those who have been watching what's going on with the european union when it comes to this pile demick thing quite a few people would be saying yeah we know. that tensions have flared between police and demonstrators for the 4th consecutive day in the u.k.
