7:31 am
in the depths. aura made in the shallows. the world is driven by shaped by those. who dares thinks. we dare to ask.
7:32 am
financial survival. money laundering 1st visit the 3 different. we have our 3 banks all set up something in your something in america something over the cayman islands and it will all these banks are complicit in the kleptocracy just have to. do some serious money laundering ok let's see how we did while we. watch for max and.
7:33 am
bill for max you know what money you want to hire. thank you so much. thanks for joining us today here on oxy international on a dark day of breaking news here at least 8 people including 7 children and a teacher have been killed and 21 others injured in a mass shooting at a school in the city i should warn you you may find some of the following scenes we show you disturbing.
7:34 am
you know what. i got. to. the sound of an explosion and gunshots were heard throughout the very quiet residential district where the school is located and witnesses spoke about how the whole incident actually unfolded around 10 to 15 minutes before the end of the 2nd class and screaming was heard on the street and after that loud sounds for her most likely there were shots about a minute after that a sound system in the classroom announced that teachers and students should remain in room and not go out will lock the door and put 3 desks and chairs in front of it after that everyone said down near the wall and said quietly given this shots and
7:35 am
explosions were constantly heard even with the windows and doors closed i could smell gunpowder then the special forces and ambulances arrived to be about waiting they tried to open the door and called us so we opened it and the police were standing there so we left the school several people were killed on the floor. so nancy i don't know it's all right side is home when an explosion happened in the school my son was there now it's all right but you would terribly shocked. a video of the shooter entering the school has now emerged online and the local investigative committee says it will launch a psychiatric review of the perpetrator but no motive has as of yet been established and police have already questioned the suspect in another video shot online the attacker claimed he realised he was a god 2 months ago and last summer he started hating everyone around him because he said a monster had awakened inside of him however he stressed he had reached that conclusion
7:36 am
on his own and no one made him think that way. but we also heard from the neighbors of the suspected shooter. we met this boy before he's our neighbor and i remember his face i notice that he had a very intelligent appearance he was a very tidy i've never seen him heading out with any dubious people he was a very quiet guy and i always saw him over himself not with friends not with a girl preferred which was what. i heard a blast some kind of powerful bank even the windows were bradley i thought it was a gas explosion somewhere i looked outside and saw no smoke anywhere and it turned out that it was at the school when we got a call we were so terrified and ran there immediately to collect our granddaughter they say that the shooter is from our building i talked to another neighbor he said he couldn't imagine that guy doing such a thing he was just an ordinary bookish person with glasses i can't understand why
7:37 am
he chose the school why my granddaughter is crying nonstop she's only in the 1st great and right after the instant she could not even speak she was in such shock. senior research fellow at leeds beckett law school david lowe and former senior military intelligence and security officer philip ingram both say that one of the main priorities right now will be to find out exactly what motivated the shooter. it differs so much from country to country you know if we look at the united states in some states you don't need any checks whatsoever before people can buy a firearm. or almost semiautomatic firearms through a supermarket or as you come to the united kingdom which is some of the most restrictive forums laws were you will have background checks criminal record checks and your doctor will be. on the firearms certificate application to make sure that there are no mental health conditions and you get everything in between exactly what the russian rules are i don't know but listening to the
7:38 am
commentary that's coming out from moscow and from what president putin is saying they have got checks in place and it's making sure that those checks could cover this eventuality however no matter how hard you check you're never going to be able to cover every eventuality what was it that motivated the individual copycat attack possibly but only if the individual was following what was going on or reading lots about it and everything else copycat attacks tend to happen within the days weeks and months after a major incident so it's the police will be trying to get the got the individual secure it worked what his motivation was behind carrying out the attack and then trying to identify if there's any way that they could have put mechanisms in place or could still put mechanisms in this to transfer those motivations happening elsewhere and of course they will not be alert for other people potentially copycat
7:39 am
attacks in other parts of russia and the russian police counter-terror police or the quick reaction place like this are very highly trained they know that that confusion comes in so they go into a series of drills and then start to look at the information that they've got and you know if you get 3 reports from 3 different people saying that heard 3 different shooting incidents from 3 different parts of the school lot of money. assume that there's 10 potentially 3 different shooters there until they narrow that information down themselves and they know that this happens and that's part of the way they will approach dealing with the situation and yes it could have an impact on how quickly you can get medical services in it could have an impact on how many police are needed before they'll go on look at potentially assaulting buildings and all the rest of it but one of the 1st things that any security organization will do as it's going in to this is to confirm confirm what's going on clear the area of incidents cordon it off control what's going on and then react to what it is up
7:40 am
there getting the assume the worst they'll deal with it in a very professional way as professional as they can and then go through a series of drills you little practice this time after time after time and certainly after the best attack in 2004 and the courage attack and 20 attain the russian police. and their acquitted of the swat teams up we've seen going in here will have practiced this again and again and again against these different scenarios and against other scenarios the theme here frighteningly seems to be schools again you know you don't associate will show with these this type of incident we tend to think more the united states. senate of the one individual in the room but it shows you that. when this incident happened the information that comes out misinformation you know we have to be very careful and i think it's quite right to look at what's inspired this individual to. avenge the deaths of deaths it
7:41 am
doesn't matter what the cause of me if you will think it is it. that's we look at the call was it political calls was it a religious inspired calls and so on moves that legislation globally in defining to terrorism have a very very similar legal definitions and that's what the investigators who work for because he certainly of what you do the 4 people. it was a moment he went into a school with a homegirl and just killed school pupils and teachers so it's looking you know what is it what's caused a breakdown here with the building many. of them used to explore as we go because the motive behind this. you know i don't understand it's a difficult one for the investigators to try and i should say what we will no doubt do is look at any other time of devices or anything you very much this individual's possession and try and see what the movie goes by you know because we have that
7:42 am
many causes no this can be totally fully investigated bush is a european country and i research fortunately it's very rare that we see this that we you know there are types of good controls with good most european states. are let's continue our guests here at r.t. international go live now to mr look we have a an independent journalist joining us here on r.t. international thanks for coming on so quickly president putin has already offered his condolences to the families affected by this tragic shooting event he also says that gun laws will now be reviewed live what more can be done. stiffing to see anything else goes thank god it doesn't seem to be a terrorist attack or politically or religiously motivated immediately everybody thought of course of. chechen war in 220-2004 attacks of the kind but here it seems to be a bookish loner we have seen that of course
7:43 am
a lot in new york west the massacre of columbine without any reason we have seen it in utero to so europe is that it proud about the fact that arms control is much tougher like in russia by the way it is in the west but still in germany a few years ago we had this young man who took the guns of his father to to go on a rampage in school so we have seen that in europe as well though less so than in the us so what more can be done i don't know i'm sure of president putin was right in asking the security forces to check again on the on the systems of arms control in the population to make sure that arms can be identified here in in western europe unfortunately you see that with the why of the immigration debate head of the last 2 years it seems you can obtain a kalashnikov from 24 hours now in some cities like the l.v. of belgium and other places so it is dangerous and and we can we cannot protect.
7:44 am
against mentally deranged people especially youngsters like this one portrait seems to appear on the type of of loner that we have seen before. well you know you mentioned you mentioned the issue of arms control it you know it made me think because you know when you deal with someone you know for example a war veteran someone who's back in a war zone they might very well have some weapons at their home in the u.k. if you're a farmer it's quite common for a farmer to have a shotgun to deal with you know stray animals or even a poacher for that matter but do you think people might be surprised that a 19 year old can legally get a license for an automatic weapon like this yes it's an automatic weapon point it's not a weapon to hunt you know hunting guns i mean you have everywhere not only knew you cave and even every country to follow as a guy behind the door you know to to shoot some some animals and man hunt or
7:45 am
whatever so the automatic weapons that's the real issue and of course there are veterans who have something might be a young man stealing it from one of them but by on like that it seems strange that it was possible in western europe it's very very difficult now to get a weapon in several countries so weapons of been collected you know own collection or all weapons staging from the last world war for example were collected in belgium in france in other countries too true to lower the number of bombs in circulation in the public but still there are some there are many but it should be very difficult for a normal citizen to do by a dramatic weapon that's when it when incidents like these or even simulate abuse in the past have happened in the police or the reporters go and speak to the neighbors of the gunman the neighbors so often they say he was such
7:46 am
a quiet man another neighbors of this suspect described him as being a quiet man a young man with a bookish appearance it's not typically someone you would expect to be on any radar as a. now it's not on the radar but it seems it's the profile of the. d. range killers that so many go on to rant beach we don't have any reason but simply because they day well it's not radicalisation but their crazy is nurtured by themselves and their loneliness maybe with a computer but also simply lonely this one seems to be the time going on and the name just don't see anything special about him especially these bush guides look at it what about obviously it's so difficult to say can you secure a school 100 percent you can bring in your metal detectors you can bring in your security guards as well but there's got to be a limit to how safe you can really make any school but when it comes to motivations
7:47 am
we've had of school you know school shootings in america we've had some school shootings here in russia but why do people carry out a mass shooting at a school where most of the people there are children and ultimately innocent of most things most things in life so far. it's terrifying you know way you know that the way to school too to shoot in and kill like that but as you said in america it's very often youngsters from the school who are tracked their their fellow home school kids i would say you know just people who turn 161718 that's the type of killers here is very young 19 equally have been one of them sort of you know 2 years ago so it's it's probably part of their life recently these young people that's why they go their own of course you have the terrorists will beslan school that was the most tragic example i know with columbine in the u.s.
7:48 am
of course but it. was a terrorist act there and thank god it is not henderson's now it seems to be clear so it's nearly impossible to to make a school perfectly. waterproof you know. people going to come out all the time in a school that's the purpose of it you know it so it's normal in a way that parents and people so you need guards but you cannot make it into a 4 knots impossible. look at what you know when we seen stories on international news when when a war veterans return from somewhere like i don't know iraq or afghanistan and then they suffer from a from p.t.s.d. from the war zone in america for example you've got an awful lot of medicine for a.d.h. d. and obsessive compulsive disorder and you've got all sorts of cerebral medicines in the united states that many people would say do have adverse side effects are here in russia it's not nearly as medicated as some western counterparts but some here's
7:49 am
a 19 year old shooter saying that he recently in recent months he discovered he was a god and then he started hating everyone around him and discovered that a so-called monster had awoken inside of him i mean do you think this is a result of narcotics it could it be drugs here or is this something i mean obviously he needs to undergo some sort of psychiatric evaluation doesn't either. yes psychiatrist should come in there but it could be linked to drugs of course but russia has less a problem than america which is in western europe and western europe you're saying the recent events in france where policeman is being killed by drug dealers and things so drugs are making inroads into european society as as it did in america so of course if you're on drugs hard drugs oh that's that's much more dangerous than the situation in america with with getting a gun this is just like going to the supermarket is some it is very dangerous much more dangerous than western europe all that russian still things like that happen
7:50 am
why it's enough and so. i don't know what more can be done except some try to make it very difficult to get a firearm for a normal citizen well if i was going to get off that what else can you do to me you mention it what else can putin do in this regard the russian president has offered his condolences to the families affected by this can he can he passed legislation to ban all lethal weapons or something to that effect what else can be done you think on the presidential level luke. yet lethal weapons but look also at the fact that i take france as an example every u.s. $40000.00 and tax with a knife with a 9th and a good part of them are terrorist acts so you know and i says enough kark in the letter oh no that was his recommended by terrorists you know just drive a car into
7:51 am
a crowd and kill as many as possible we've seen that in europe over the last few years so anything can become a whether or not to leave a firearm so far on should be very much controlled that's for sure hunting should remain possible but even a hunting gun is an arm that can kill oh i'm so it's far difficult to know what more can be done. especially for all these loners that become crazy all their own like this john where you say low nose or potentially even lone wolf that you think today's shooting does it does it fall under the category of terrorism luko know it. not necessarily in this instance is not terrorists not terrorism troll. but of course we see terrorists. only ranted shown regularly from from syria to western europe to the us even to russia in the past not recently so i hope it doesn't come back
7:52 am
a whole knol that our kind is brought to a minimum activity that we won't see any of the isa so it's very difficult to say but again a knife a car our weapons and they can kill very well as well as we were discussing earlier in the program obviously the children that were exposed to this at the school potentially traumatized for life after something like this but also not just the kids the parents as well the parents many of them living close enough to actually hear the explosion to hear the gunshots or hear the whole mass shooting being carried out how would you how would you reassure the parents when something like this happens well life must go on the parents must know i don't think that overreacting in terms of psychological help but that's a personal personal opinion i don't think that own bringing psychologists pronoia the for very long periods when seen everybody and the neighbors and the rest of the
7:53 am
population of it that it is the best way forward i think that the psychologist should concentrate on bringing children back on track and their parents and saying you know to turn the page and go on with your life that's the best way forward before that you go what kind of hard lessons do you think should be learned from from a mass shooting like this. very difficult a school should be protected as much as possible with difficulty don't we know that arm should be controlled and platy and that a youngster especially young stuff 19 should not be. allowed to to buy a gun and use it. for the rest we cannot own police society with doubling or tripling the number of policemen in the streets that's not possible so we need to choose to live together in a society where there are in russia in western europe in america everywhere oh in
7:54 am
countries in peace oh and. best we can i i don't think there is a perfect solution or anything that can be done all said more than a national look at levey an independent journalist joining us live for updating us and offering his insight on this breaking news lou thank you very much we appreciate your time today thank you. for let's just give you a recap now of our breaking news here on the international breaking news from russia this hour where at least 8 people including 7 children and one teacher have been killed and 16 others injured in a mass shooting at a school in according to the press office of the thoughts on republic which goes on of course as the capital of the city is located around 800 kilometers from moscow the perpetrator we understand has been captured he's a 19 year old man who according to reports had a gun legally registered in his name now the children have been evacuated from the side through authorities claim the situation is now fully under control early
7:55 am
reports suggested the school was also hit by an explosion and here at r.t. international i don't r.t. dot com we'll have more on this story shortly. but if you want when you can put up with the chairs. ready to go daisy a major overhaul. executed into its. course 90 students that i didn't know was reasonable because i thought my link if you. flush older fish not go for anything before building water should that it is that it's a piece of the shore a small bubble will burst from the us or simply sheet of. political what's called wants this issue will. go on for just a trillion. it's not out of the store to get the. buyouts of much of what you mean
7:56 am
yes the. door rama was a shit but they could be when you get out of the scott. peterson you're sure it's the pizza but it's off with you as a mistress. so what we've got to do is identify the threats that we have it's crazy confrontation let it be an arms race move this on off and spearing dramatic development only personally i'm going to resist i don't see how that strategy will be successful very critical time time to sit down and talk. americans love.
7:57 am
this was a fundamental part of how our political leadership and our country at large understood the bargain you get a hope and then you know rebel right as the things you don't revolt if you have a stake in the system. and be really interesting to dial it back and think about the longer deeper history housings men in the united states not just at all the question of the american dream but the bigger question of who the dream is and for . truths seems wrong. when old rules just don't hold. any belief yet to shape out just they become educated and engagement equals betrayal. when so many find themselves worlds apart. she still
