8:00 am
me the fire fighters and volunteers, battle massive wildfires and rushes far east where a state of emergency is enforced. smoke and ash coated huge areas are correspondent, is in the thick of it. firefighters have now created this mineralized zone. this is basically the whole purpose of this is that the fire, as you can see, it's still burning there. it will not be able to pass beyond the zone cobit vaccine from pfizer and madonna show a severe drop in efficacy when faced with the delta vary according to us study and almost a 100 asylum seekers are locked down in a form of the barracks in the u k. following a cobit outbreak, many say they fit for that lives and claim conditions are far from safe. ah,
8:01 am
why with global development this thursday, you're watching rp international from moscow. i'm calling bright. the program says for you, this within a north africa to southern europe, beyond wildfires should be in a global daily tragedy for months now, all over the world, 5 fighters have been battling side by side with volunteers and the military to bring the vast and deadly fires under control, the me and russia has an escaped unscathed either the eastern region of the acute here
8:02 am
it's still struggling to deal with raging wildfires and the devastating that they bring. almost 5000 people are battling the flames. with 700 pieces of equipment deployed to a state of emergency has been declared across the vast region where the thick smoke has forced a number of apples to suspend flights. dimitri poke. is there none said this report . me who i so we're still traveling to the village where we're expected to meet the firefighters that some of those we actually saw yesterday. but right now on the way, we couldn't help but stop at this phoenix location. it's late covered and smoke a red sky above it. and over looking all of this is a bunch of cows from dogs. some people who live here, this is their life. and now it's all covered in smoke. and we know how close the fires have gotten to this place specifically, but firefighters. there's
8:03 am
a bunch of equipment. there's a lot of volunteers. so i think these guys are safe and these cows and these dogs definitely to now we're going to head back on the road to the village, which is now under threat of fire. me wondering what the roads all these places looked like. something like that, the lose the 20 full of fires the most difficult as it encompasses a large area. the mineralized area has been created along the perimeter and that area has now been dug up from the to there. so we just arrived at one of the
8:04 am
locations where the firefighters have now created this mineralized zone. this is basically the whole purpose of this is that the fire, if you can see it's still burning there, it will not be able to pass beyond the zone. also this area has obviously been burned off, which is one of the ways they stop the fires. you know that a fire is coming from the direction, so they burn everything off. so they make the french, the mineralized zone. then the started burn off. as you can see, the ground hears all ash, all of this is bash. ah, there were fallen tis an employees from the ministry emergency situation. so everyone has hair. plough, plough, manage, extinguish, saw. so while this fire does not prevent any immediate threats, any people but so it still feels just kind of good to have
8:05 am
a part in extinguishing it. so now is just a bunch of smoke but there is no fire news . so we've traveled back to the village that is currently being threatened by the wildfires. there is one coming from one side and the other. it's chaos right now. we tried to go to the fires, but this place is very big. and so we just didn't have enough time to reach and it's way too far away, and it's through very dense wilderness. the only thing that can get through there are things like this, but they're all packed with firefighters. but we did see the mineralized line that they made. we saw the burn off in the aftermath of that burn off the burns trees,
8:06 am
the burned ground. we walked to know for at least an hour through all of the we still couldn't reach the fire. we decided to head back, it was just too much blood so they can soul on our eyes, on our breath, on her lungs, it's very rough out there. the guys are, they're constantly and some of them have been there for 40 days already. and when they are getting tired already. so i think at least now many people have gotten understanding of what it takes to battle these wildfires to battle nature and how chaotic all of this can be. i have information about our tea a lot and results of a reason. american study suggests that both the pfizer and mcdonough vaccines have dropped in efficacy over the course of this year. which some experts blaming on the recent search in the kobe to delta. very. and let's get more on this now with a correspondent lever trying to high that. but if a worry this, what are the statistics say in this study, calling hi again. well, i have plenty of numbers here for you, but let's digest this step by step. first of all,
8:07 am
i do have to mention that this is a so called pre print study, which means that it hasn't gone through peer review yet, but the study contains numbers. the numbers outline the trends, and they are scary. they cannot be ignored, even though the only come from one state of minnesota. but there are about the efficacy and when it comes to preventing infection for the madera vaccine, the efficacy has dropped from 86 percent in january to 76 percent in july. however, when we were talking about pfizer, it's a real statistical nosedive because for that jab, the efficacy dropped from 76 percent to 42 percent. and many experts are blaming that on the spread of the delta variance. and even though this is the pre print study, like i said,
8:08 am
the overall situation with cobit in the u. s. is echoing these numbers and like i said, it is looking scary because if we take the whole. busy country a bit more than a month ago, the day the statistics for new cases used to be about plus $12001.00 day now. but you know what they registered on august. the 11th plus 155000. so the margin is massive and we're getting reports that the southern states are running out of intensive care unit beds. and here's what we heard from one doctor from that region who's working with coven patients? we're going back for when you to go, when you have where you base our full. so we have to put tens work i've been outside. they have to allow people to come on
8:09 am
a while. the spread of the delta variant is clearly set to become a nightmare for american officials without full vaccination of a vast majority of the population. most likely new variance will keep appearing and again, perhaps they will be more dangerous. and this is something that senior medical experts have been warning about for a while. long as the virus continues to spread, you give it ample opportunity to mutate. and when you give an ample opportunity to mutate, you may sooner relate a get another variance. and it is possible that that variant might be in some respects worse than the already. ready very difficult, very, and we're dealing with now. so any thoughts or reassurance from any officials on this? well, so far there has been a comment for the outlet that 1st reported on that minnesota study, and it was
8:10 am
a comment from a senior joe biden ministration official. and he literally said, if that's not a wake up call, i don't know what it is, but perhaps at this point, these guys aren't that keen to comment on these kind of things. because during the 4th of july celebrations, president joe biden was more than just optimistic about his country's efforts against coven. thank george roared fact scene efforts. we gain the upper hand against this virus. we can live our lives. our kids can go back to school. our economy is rory back. well, this is what job was a bit more than a month ago. now, the situation is completely different and it could turn into a complete flow for the government, trying to stay positive. these are the only 2 vaccines in the mix. how many others holding up? i'm going to give you 2 other names, and in that case,
8:11 am
the situation is much more promising. that is johnson and johnson and rushes sport make me now for the 1st one i mentioned, the efficacy against the delta variant is at 95 percent, which is impressive when it comes to rushes. sputnik fee, the efficacy dropped, just like in the case of madonna and pfizer, but it only dropped to 83 percent, which is still an impressive result compared to 42 percent of pfizer. so perhaps this is the reason why the developer of sputnik be suggested and proposed cooperation with pfizer. suggesting starting trials with sputnik as a booster jap. let's see what kind of response they're going to get. because we do remember that despite being allowed and dozens of countries, sputnik b as not yet been officially approved by the world health organization. yeah. and they're more month after month feels like the world worst game of cat and mouse. all right. ok. we're going to scientific force on this next one out here for trend
8:12 am
. good, thanks very much for that. okay, let's get some thoughts now from dr. simon clark, who's a microbiologist reading university. welcome back to r t. as our correspondent who said it's a small study, but how indicative is it, how worrying is it? when it is a concern, it doesn't match up with some other data that have been doing the rounds recently. that shows that protection against transmission is, is not as good as we had hoped against the, the delta variance. so what that does is mean the ability to generate her immunity almost vanishes because you need to protect against transmission. nothing else had immunity does not in and of itself, protect you against getting serious, really, protection against contracting the virus. if you had absolute complete 100 percent coverage of with the vaccine against delta,
8:13 am
you would only get if it were pfizer and the 40 percent protection with the dental even scrutiny. it will be in high seventies to low eighties. so that probably wouldn't be enough either. what is it about the delta vary and that's giving these vaccines such a tough time trying to keep up with the surface, the structure of the surface and the by chemistry, the surface is different. that's what evolution does. and the virus will continue to evolve unquestionably. and every so often something will come along this causes problems, say, because it has a different surface, a different structure, different chemistry, the immediate response that is generated against the vaccines. and i'll remind you that the vaccines work best or work again, stop generates against the region we haven't strain which is sort of long gone in the archives and really doesn't cause a problem any more. what we probably need is new axioms against new strains because
8:14 am
that will take time. it will not be as easy for some even pretended. well, that's the difficult thing. it's not like technology where you can kind of predict what's gonna happen and then design accordingly. presumably you gotta wait till these new variance come out before they know how to tackle them. sorry, if i'm simplifying this as an on the right, some people have suggested the hour and a vaccines, or do you need to do, or even with the vaccines like by johnson and johnson asked trans, put me is just generate a new version really, isn't that straightforward. it's not as difficult as generating a new vaccine against something completely different, completely new virus, but it's not utterly straightforward. and of course, new versions of vaccines will generate and response in a different way. paths have a different toxicity profile, stuff like that. and a lot been said, i'm try it out with mixing and maxing matching different vaccines be getting the reboot to jobs with a different brand or whatever. how effective is that? and should that mean that organizations like the w h ho,
8:15 am
european mentions agency will just put my finger out and thinking about other alternatives be on this small pool of approved vaccines the day to show that, that, that mixing and matching vaccines works. i don't think every combination has been tried the certainly those the have to and i'm not a bit surprised by that that i can't think of any good reason why it should be a problem either in terms of efficacy or safety. because ultimately those axes will generate me in wisconsin. same thing. they just go about in a slightly different way. so, yeah, i think whether shortages of vaccines, this sort of thing ought to be what we give them for consideration. and i'm not sure it has been. and they will at least give at least some protection from getting a very serious illness, whatever they just say. okay, really good. so what you again, dr. simon, cloud, micro volunteers from funding university to have you on our tea and things next to high school students in the us state of oregon will no longer have to prove that
8:16 am
that proficient in reading, writing, and mathematics in order to be able to graduate. that's according to a new law, just signed off by the governor. what he's kind of hoping explains a bit more about the theory behind it. according to the bill that was signed into law in the state of oregon, last month, students in order to graduate from high school in the state of oregon will no longer have to prove that they're capable of reading, writing, or performing basic mathematical operations. this is don, according to the bills language, to help students from communities that have quote, historically experienced academic disparity. the testing that we've been doing in the past doesn't tell us what we want to know. we want to have kids getting a chance to do and learn and be curious about everything. and what we've been doing is stopping that curiosity. now the bill from what it's supporters say is about trying to help students who are from immigrant populations or refugees who have come to the states who the examinations and the tests required for graduation are
8:17 am
seen as kind of a barrier to them getting the high school diploma now, reportedly these rules will now be in place for the next 5 years now. the bill was signed into law without much fanfare. there was no signing ceremony. there was no press release announcing the bill, and it was added to the database a few days after it was signed. and now i was last month. and now there's been quite a strong and negative reaction. this is the progressive left form of education, dummy down kids. you are taking away the only tool to get to break the poverty cycle. this is the type of legislation that they want to make black people a permanent underclass. these requirements were suspended during the pandemic due to the circumstances, but now the suspension of those requirements has been fully signed into law in the state of oregon. now it's possible that the federal department of education could step in to overturn these requirements. but many see this as
8:18 am
a trend of lowering standards. there needs to be standards at what level you need to have reach in high school in order to get that the diploma is to represent something. so if we take out and dumb it down than what does it really mean any more organs? graduation rates a bad, but the solution to that is not by taking away all the high school standards solution to make this work better for attending the cannibal. for the same thing, like i think if you come from different backgrounds, you should be able to have the same as they really like the requirements should be a little bit more level than what they are. so the best intentions, but guess we've been hearing from believe that the new law could drag down the states entire education system in the process. i think that there's plenty opportunities. there are what we have head start systems here in oregon. we have
8:19 am
tutoring system. we got everything in place to help a student struggling to succeed. that's what education is about not to bring the whole system down. it's somewhat races. i mean, you're putting a class of people down and you're bringing everybody down in time. are you forcing colleges to lower their standards in order to get students in to pay their bills? the whole system of education gets damaged by this. this bill will create an evacuation out of public schools in the private schools and home school. and that in turn will hurt them financially when you take away the primary ability for persons who are kind of themselves out of poverty, which is education. and then you insert the bigotry who effort paces into basically dumb down all the requirements. not only are they going to have a problem getting into congress, they're gonna have a problem with procuring employment in more than anything this, this forms every last say that because of america, because you're just totally dumbing down our future,
8:20 am
which are the jordan asylum seekers in the k who are being housed in a former military valid so be in order to self isolate because of a cobit outbreak alone, e 3 people tested positive hundreds, locked down in a crowded base which rights group say is not safe to stay. and let's go live to our correspondent in london. shoddy. i was dashed high that what's known about the actual situation inside that camp and can grow. now no tourist napier pirates a full limit to sight and folks and in kent is on the verge of yet another matter cove. at 19 outbreak, it comes around a 100 people have been full to south. i say following a handful of people contracting the virus. but it really comes as no surprise considering 234 people are living inside ne p o. box 28. people sharing one bedroom and one ball that hasn't changed despite a high court ruling suggesting that ne p barracks is yours is completely on the law
8:21 am
for i've failed to meet a minimum standard, but it hasn't stopped the home office from continuing to use this facility, which quite frankly, a determined that this type of outbreak was only a matter of time. yes again, but it now has re energize the coal from campaign. is to shop for good with yet another covered outbreak spreading throughout the camp. once again, the home officers putting the lives of the men held their at risk, as well as those in the wider community. any improvements the home office claims to have made or inadequate, and not cared, bags must immediately be closed and safe, quoted secure accommodation provided. well pretty patel. the home secretary has loan, defended the use of ne p barracks in light of this court ruling. but also despite the health and medical professionals including public health, england warning is totally not fit for papa, but it's hardly rocket science that history is now repeating itself. again. if we
8:22 am
look back to january, nothing has changed since 900 outright with some 200 people actually constructed the virus us about 50 percent of the maximum capacity of ne p barracks at the time . and yes, the home office at that point conceded and began the process of transferring people out of ne p about by april. but just a few days later began the process of transferring people in with a fresh coat of asylum seekers. but the home office insist that the site is adequate, uncovered to kill all appropriate covert protocols. so being followed in accordance with public health. england's advice to manage the small number of cases currently at naples barracks. so around a 100 people in 4 of the blocks that ne p o box for handed a letter by the private company that is running and managing the site on behalf of the home office, telling them they need to self isolate. but that really affects the question as to how can by self isolate the home office insists these people that tested positive
8:23 am
was taken out of the dormitories. but what happens to the rest of those people that were coming into contact with those positive cases? the home office was unable to clarify what this self installation really means. i myself went to the barracks on numerous occasions over the last few months. and many people told me it's impossible to self isolate on impossible, especially distant teaching me sharing the chatting kitchen setting. i tried to read them, but i've gotten one thought i'd be not lifting that on some some people not eating, not going be well, the scan go ahead, facility has been open for almost a year now and it's been totally down with plenty of controversy. we've seen
8:24 am
protest hunger strikes, suicide attempts even. and now this is a 2nd kind of at 19 outbreak, all of which was knowledge by the high court back in june and ruling it on law for the judges. at that point in time from the asylum seekers will powerless to protect themselves. not still very much the case here today, but what we're seeing from campaign this is our all queueing but it was really just a stroke of luck because i would know death back in january. how can we possibly see the same thing? now the only way they all get to prevent the west from happening is for the legal proceedings to actually be taken into consideration by the government to change its policy and shot for good. okay, we're gonna get some force in a moment for another shot. edwards, dash, the thanks very much for that. right. let's talk life now to may, would, who's from calf a cali, which delivers emergency a to refugees in areas that a hit the european migrant crisis. welcome to r t. as she was mentioning that,
8:25 am
you know, we're not talking about a family that's isolating in a home here. these are lots of people sharing kitchens, bathrooms, toilets, how was it even possible for that? many people to self isolate and a facility like that? absolutely. that's a really good question and the messages that we've been getting her residents today suggest other extremely worried about this. they are able to isolate properly they in their rooms. but these are the domains that are being used in the middle of the ice ration is extremely difficult for them. and now we've had these 3 initial cases of co bid were extremely worried that more i'm going to come in the next few days. it isn't the 1st outbreak there either. is it so have you heard anything from government? sources that doing anything about it? not as of yet. we understand that testing is happening on the site. one, people come out of isolation in that dorm rooms. it's just an awful situation. as you said, this happened in january as while it was an inevitable korean current. really,
8:26 am
are you getting any information from health charities, health advisors, all the n h s. what that concerns might be about facilities like this? so the advice from public housing and on the i p a p was that they didn't see how the dormitories could be kind of, it's a chill. despite this, the home office has continued to house vulnerable, and he could and napier endorse. right? and in the middle of a condo medic, as far as you know, with a getting proper medical help, that because of the health services stretched enough as it is, isn't it that it's extremely touch. they do have access to and on site, the reports from the residents have suggested that sometimes this isn't sufficient and is there any alternative? this is a troubled facility is shot he was mentioning earlier, not just with kobe, but with all sorts of other issues going on there. is there any alternative accommodation for these asylum seekers? absolutely. what we would really like to say is aside and seek his house in our communities where they can integrate and contribute. and they,
8:27 am
they never asked they to up at taxpayers expense in a disused military barracks. they, they won't contribute and they won't work and become part of our community. and who's got the answer to sort this out. i'm sure you're going to lay this at the desk of home secretary patel, but who realistically can do anything about this because these people can't be held in these conditions indefinitely. it's just in human at it because we want to see in a pure shut down approach to the at the moment that decision does lie with the home office. we really hope that they will make the right decision and shut, make. okay. panama would from catholic hello. thanks for joining us on our tea. thanks very much. the helicopter carrying tourists has crashed into a deep lake in rushes far eastern kamchatka peninsula. a people have been rescued, but 8 others are still missing. medic say, all those who have been rescued are in a stable condition. 13 taurus for moscow in some petersburg, including a child, were on board at the time along with 3 crew members. one survivor described the
8:28 am
terrifying experience you were able most fully for for for those 2 missions. i was dozing a lot of the time because visibility was very poor and i realized something had happened only when i felt water brush. my face was hard to talk about it because there was a boy sitting next to me, the son of my friend, because i was sleepy. i didn't have time to unfasten a safety boat. i remove mine and i was instantly lifted up by the water. there was a small pocket, so i managed to take a breath, but it wasn't the under the water was cold, visibility was poor folk was everywhere. the survivors who managed to swim to the surface, cried out for help. but i couldn't even help myself. my shoes were dragging me down . i tried to find something to climb up because in minutes we'd all be frozen to death. with. have you heard about the cold water in fact, that was reportedly down to 6 degrees celsius. a thick fog of the lake is also still posing a huge obstacle for the emergency services. we heard the sound of an approaching
8:29 am
helicopter. that was very thick. folk visibility was about 100 meters. we couldn't see it, but we heard how it hit the water. we launched boats, and after 3 or 4 minutes, we were at the crash site. we found 8 people. 2 of them were in a serious condition. and the deputy director of the company that owns the helicopter, told us the craft was inspected before departure and underwent a major over the last year. the preliminary data suggests the crash was caused by pilot error, but that still under investigation, remote mountainous region on the cam, childcare financial as popular tourists. and it is only accessible by ad divers at the scene of so far been able to, unable to reach the helicopter. the helicopter is more than 100 meters below the surface, but the divers only have equipment for working at the depth of up to 20 meters. if there are any developments that we will, of course let you know what's happening. so it looks for moscow for this hour. thank you for watching. i'll have your next update after the latest alex 7 show me
