i collection been illegal when conducted against american citizens. since the creation of the cia in 1947, that was reiterated by the church and pike committees in 1975. there are no circumstances where the cia may collect bulk data on american citizens or u. s. persons. there's literally no justification, no explanation within the confines of the law. that's acceptable for something like this. we don't even know what kind of information is being discussed here. we don't know how many americans are affected. we don't know where the information is being kept. we don't know who else has access to it. we don't know what the information is for. for example, does the f b, i have access to this database? can it look at illegally collected information on american citizens for the purpose of law enforcement or building a case without a warrant?
