created in its current modern form. in fact, he said that the reason why ukraine exists right now is because of the decisions that were made by some of the soviet leaders. in fact, mr. pokin mentioned a number of laws that are there any grain right now. they're called the, the laws on the v communities ation at this is when the names of the towns or cities in ukraine can no longer be called what they used to be called under the soviet union. and mister bruton said, well, you will see what real d communication looks looks like by that he meant the measures that russia was about to take the measures that he was about to announce. so after giving real history lesson, like you said, boy mr. poodle spoke of the 2 main reasons why moscow is doing this. first of all, it's of course taking care about the safety of the russian speaking population and east cray. we know that they've been living under the threat of being bombarded by
4:31 pm
ukrainian missiles daily. now, in the last few weeks, this wasn't just a threat. this was reality for these people. but then the 2nd reason, but mr. brewton isn't making one or the other more important. he's talking about them as something equal. that is, of course, the military build up by ukraine itself, by nato, and the west right on rushes doorstep. in fact, if we really think about the number of drills about the number of instructors or other military personnel visiting ukraine, traveling to ukraine and the recent years, we do understand that this wasn't for nothing. and mister putin is really making it clear that russ is watching. and russia is really making conclusions because of this. so let's listen to that bit of mister buddha's speech. looking
4:32 pm
for him at the went started explore the territory of ukraine as the future theatre of neela reaction of the future battlefield. and it is aimed against russia. last year alone, it had more than 20000 troops and more than 1000 equipment hardware units. because roughly what 20 or so years ago was now that the russian president put and he had a meeting with clinton, i think was an official meeting. was it that built into the former us president, but they certainly had an interesting well chat should we say, well worry, this was something that mister putin shared with us for the 1st time ever. he said, so it's really some of the exclusive. it was even more than 20 years ago, but it was apparent that the incoming russian leader used to have to meet the outgoing us leader and indeed bought them. i met bill clinton 22 years ago and mr. poot and said that actually that it's almost unbelievable right now. the leader
4:33 pm
proposed something that's absolutely unprecedented. russia becoming a natal member and instead pretty much he got a cold shoulder from bill clinton and absolutely no sign of a green light of a yes. and mr. proven as he's putting it right now. back then understood that simply the west and the west. first of all, doesn't need russia as a friend, it needs russia as an enemy. if it's big, if it's independence. and if it really has a safe on the international stage of fickle if you need, you don't want to see friend and as an ally enough. but why do you want to make and then me out of us. the only answer that we got was, it's not about our political regime or anything else. it just,
4:34 pm
they don't need such a big and independent country is russia. so that's the answer to all the question that the source of provisional american policy they pursue in the russian track. just for a moment, let's think of the amount of military aid ukraine has been receiving and recent years. i remember how i was doing some reports on how the us and nato countries were expanding their aid. first, it grew in terms of cash. then we remember how non lethal military age transferred to sending weapons like javelin systems to ukraine. but if we think that this trend continues, this was something that really worries russia. we do understand that it could lead to hypersonic missile systems being deployed in ukraine. this would mister pool and
4:35 pm
talked about as well. and in fact, even mentioned the, the, the numbers, the timeframes, the ranges of these missiles on talked about security in the european part of russia, but even beyond the euro mountains. so here's what the russian leader said about that. take a listen. very interesting. pentagon has openly started developing a whole range of the land based meet solve, with a range of 5500 kilometers. have such systems are deployed in ukraine. they can hit the targets in the european russia and also behind the euro's and travel time on. the tomahawk missiles to moscow will be less than 35 minute ballistic missiles, 78 minutes and hybrid sound offensive weapons for 5 minutes. that's like having a knife against our throat and not against our throat. what else can explain mister putin's motivation more than that?
4:36 pm
i guess nothing. but again, just to mentioned it once again to elements in that motivation, the safety of the russian speaking population. the threat that they've been living under, and also threats against prussia on rushes doorstep of nato's military expansion on ukrainian territory as well as a trunk of fascinating insights. thank you. well, we can now discuss this or take this further with a dyno mcadams. the executive director of the ron poll piece institute, joining us during this breaking news coverage and asking international a very good evening to you from all the way here from moscow. what do you expect key of now to? well, i was going to ask you, what do you expect here now to do as we know from the o. s. c, e. there's been an escalation in shelling from both sides of the border. the blame going on both sides, but now with putin's announcement this afternoon, this evening, i sure say must go time. what are your expectations for the next step? well, give has
4:37 pm
a big decision to make. is it going to press ahead with the attack on the godson? don't ask, as it was planning to do this past week, we've seen a massive. if you look at the o. s. e data, they're monitoring the line of demarcation. you seen a massive increase in firing across the border into the in the break away regions from bruton has announced the russian peace keeper force is going to be assembled and sent into the area pursuant to the declaration which also discussed military agreements with a breakaway regents the question for kia and zelinsky now was, what is your next move? what are you going to do if you ask that you will be met with force? so it's a big question. so what do you think is going to do? is it going to move up the 4th, or is it going to, is it going to try and come to the negotiating table here? while i can save iras lensky, i would ruin of the talking that i ever got into partnership with us. and i'm not a supporter of russian policy. i'm a critic of us foreign policy. this whole thing came about because of us
4:38 pm
intervention isn't us interventionist, overthrow the government in 2014. this was all. busy avoidable if the u. s. government didn't decide to oversee the government and ukraine and put a bunch of weapons on ukrainian territory. we wouldn't even be talking about it right now. this is the failure of the neo cons, victoria newland of antony, blinking objects sullivan. they were all intimately involved in the overturn when 2014, they're still in power. now this whole thing should be laid on their lap, but of course washington never reflects on its own failures. i don't blame them on other people. talk to us just just for a moment, if you would about the historical context here. because of it's difficult for people who are far away from ukraine are far away from, from eastern europe to really understand that you know, this, this part of east in ukraine. it is essentially russian when you look at the history over there, the demographics of the percentage of people actually speak russian there. and as i was saying to a guest earlier today when you compare the american civil war. ready north, 1st to south, you had brother against brother, brother fighting,
4:39 pm
brother. this is essentially what you've got here in eastern ukraine. you've got brother fighting, brother, it's it's, it's weighing very, very heavy on the hearts and minds of all those people involved. and i also thing on the hearts and minds of the russian president vladimir putin as well. what we're seeing a mass exodus of people fleeing eastern ukraine, roughly a 1000000 people trying to get citizenship now with russia. what does that tell you about the situation in eastern ukraine? has it degraded to such a point? while it was a fascinating speech by president putin, and as your reporter remarked, he could very easily have just gone on television said, okay, look, here's what i'm going to do. i recognize that, you know, stop messing with us, but no, he took an hour and of course on twitter. it was all this is so boring. oh, my gosh, i can't handle it. he took an hour to explain the rational. when is the last time you've seen a world leaner? i'm not praising. i'm just, it's remarkable to take an hour explaining the rationale for his foreign policy
4:40 pm
decision. as you say, the post communist, a history of a post soviet space. and what it means, the people in eastern ukraine and other parts of ukraine, they voted for the government that was overthrown by the us. they had their vote stolen from them, like the u. s. left claims russia did in 2016 to the us falsely. in reality, it was the us who stole the vote from these people. we shouldn't be surprised when they've been irritated because they've been disenfranchised. they're told democracy as a way to go when, when they both have the vote stolen from them. and this is what you have, this is the react, this is, this is what happens. this is a reaction, as just as ca would say, this is blow back for you. bad bad u. s. foreign policy. what about some of the carbons, for example, the, the ukranian president landscape recently made a comment about perhaps ukraine has the need to go nuclear, which was a very, very wiring comment. you've got, you've got someone like the american president joe biden who's been asked to take a mental aptitude test to make sure that mentally speaking he's fully in command of
4:41 pm
his, of his faculties and can do his job to the best of his ability. you've got the ukrainian presidency lensky, a former actor, a former comedian, you've got the key of mayor, form of box, and then you have to going around about the country, possibly going nuclear. you know, i think from, from one of your day job to another from me for me to you, these are the people who are leading the world. these are the world leaders are going to be honest with the future. looks pretty bleak when these guys are steering the ship while a said be, get the leaders we deserve. so i guess it doesn't say very much for us as well. you know, it's, it is a terrible, it's an almost cartoonist situation. and what beyond that is the fact that this, what happened today completely completely blows out of the water, weeks and weeks of the u. s. administration saying a full scale russian invasion of ukraine is coming. it's eminent, it's coming, it will be next thursday. and boris johnson said, i think yesterday this will be on a scale of world war 2, when in fact,
4:42 pm
at this point, lugens and units have been separated from ukraine, probably forever, like crimea, with out a literal shots being fired from russia into ukraine. that's the reality. 5 on the ground, that's what i had been saying the entire time, that the wonderful experts inside the u. s. beltway were saying, a full on invasion was coming. i kept saying, why does putin want to own who are level? so we're seeing something very, very different. they've all been proven wrong again and again. and this is a big one. but again, they'll never be blamed for it. what does that, what does the average american think of this crisis in east ukraine do? is there an appetite for war with russia or something like that? i don't believe there's an appetite for war, but don't forget, unfortunately, you know, the american public, as for said propaganda 247 from the mainstream media and the mainstream. me to divide the world up into black. captain white have the good guys and the bad guys. it's a real problem because americans don't have a deep understanding of the world. they don't understand what's going on. and
4:43 pm
unfortunately, one thing that they don't understand most, which is the most important thing is this has nothing to do with us. if we had just left ukraine alone from the beginning, we wouldn't be facing this issue. we wouldn't be facing the possibility of war, but i think that's a bit too much for a lot of americans to swallow. but thank goodness, there are a lot of americans who don't get their news from the mainstream media who seek out alternative sources. daniel mcadams, executive director of the run poll piece institute. always good to hear your commentary. thanks so much for joining. thank you. well, as i was mentioning just a few moments ago at thousands of being evacuated to safety, here in russia, bombs continued a pound. the don bass republics and unprecedented numbers. more than 13000 people have now died since the start of the conflict, almost a quarter of the victims all civilians, no more than 23000 have been injured and more than a 1000000 ukrainians are now displaced. but we heard from some of those who have lived through the horrors of the world, would you have wanted this for your child?
4:44 pm
would you? i also do on this for neither of my grandchildren. do you know that had been blown off before that parents eyes and we know how parents had that 3 children and a bathroom, and they all got blown up that you don't know. this must be thought of this situation. started back in 2014 for then my son became disabled. my daughter in law died and one year old grandson received a head injury wearing. of course, we are now very, very afraid you will nursing of course you're in our village. there is constant shelling we decided to leave because a miss i landed at our apartment building entrance. there is such a tension here in the morning. there was an explosion, again, we're going to russia running away from the shelling with my wife and our daughter and granddaughter. we update ours on bus as i came here from dan, back together with my childrens yesterday, i was walking to work, but its impossible so much showing you if it's true,
4:45 pm
i don't want to come back. it's very dangerous there. i lived there and don't want to any more. he doesn't know how that out. they say if they get to our territory to dont ask, no one will be left. they won't even spare children. they'll destroy everyone scores novela. they thought it was very scary. the shells were flying. i'm scared for my grandchildren and my children. they call us saying this heavy shelling. why are they shelling? i'm not afraid, but you couldn't leave me alone. i can barely walk. my wife is scared. she came on the heavy shelling when you, you know, i wouldn't have left. i stayed there in 2016. not leaving york. yeah. when you were here. yeah. i wouldn't have left me. i'm not afraid of anything. it's all the same to me. i'm used to it. i was a soldier in the past. i'm used to it. but her now she's shaking, stuttering. fish really, if i were healthy,
4:46 pm
i would have joined the militia. western leaders have been quick to condemn putin's signing of the creator recognised that don bath republics. a british prime minister barak johnson has dismissed the move as a violation of international law. ready all the french leader emanuel macaroni called on the european blog to impose sanctions on russia in light of the recognition while just a short time ago. here on the program. i spoke with our correspondent in london. shoddy edwards dusty and paula fleer in berlin. both with more on the european reaction. well, we're getting a lot of reaction. the latest is a joint statement from the iraq piano commission and the european council. no surprises there. them saying that this is a blatant violation of international law. and at the same time of territorial integrity and immense agreements, the e u and its partners, and i'm quoting, will react with unity, firmness and determination. in solidarity with ukraine and the united states,
4:47 pm
the nato secretary general has condemned russia's recognition of low guns and dynette squee hearing from stall to book that this undermines settlement efforts in ukraine. and that this will be, or could be used as a pretext by moscow for an invasion. now all of this coming as we hearing from the latvian prime minister, that the recognition is a continuation of the attack on ukraine's independence sovereignty and territorial integrity that began in 2014 by to quote, unlawfully changing borders in europe. or we hearing from the latvians is an urgent to the international community to stop quote russian aggression and offer assistance to ukraine. not latvia has also announced that it will be delivering javelin anti tank missiles to ukraine's from tomorrow tuesday. at the same time, we are hearing from the ukrainian foreign ministry,
4:48 pm
they have said that the european union, andrew crane has reached a preliminary deal to conduct military training in ukraine. at the same time, the e will stand side by expos, to ukraine, the e u. we know earlier approved a, an emergency package to the tune of 1200000000 euros in financial assistance for ukraine. not all of this happening as we hear also from the italian foreign minister saying that this recognition by moscow hinders the resolution of the crisis sort of diplomacy. and also that it contradicts ministry agreements. the president of estonia has said that he will never accept the the illegal decision that moscow is not serious about diplomacy. here in germany, what's happening is the gym and foreign ministry has said that the recognition is a gross violation of international law. that is also running any kind of diplomatic efforts. the german foreign ministry has urged for the decision to be reversed
4:49 pm
while to product. quite frankly, the message from london is that this is now a step closer to or if not a guaranteed mood far as johnson has reacted. just as expected, calling putin's decision and l. omen a dark sign on in his words, plainly, what has happened is extremely bad news. so it's really being interpreted as a significant escalation in the crisis. a substantial change in moscow's present position, particularly referring to the minutes agreement, bought most notably a pretext, paving the way for russian troops to cross the border. suppose johnston is seeing this as an illegal act and undermines ukraine serenity. now in terms of diplomacy, is there any diplomacy is not an option on the table for bars? johnson, he simply says it cannot be, the significantly narrows that window of opportunity. and in fact, the feeling here in london is that an attack from the east is pretty much set in
4:50 pm
stone. now already then in the last few minutes, really, he's already reconcile the u. k. a commitment to supporting ukraine and has said that the u. k. will now be thinking what more it can do. so what has the u. k. already done, it's threats and sanctions against russia, including new powers to target any individual entity, even in the common today. artie was brought up at that point, links to the russian state. that's the minute a single russian co camp enters what scene is crane's tyrant tree then reiterating that to day saying it's become clear, we need to start applying as much of prussia as possible because he really feels the situation is not going to improve. of course, we also know in terms of troop spirits on the ground, that's already been something you guys been moving towards sending troops to ukraine, also sending weaponry as well. and he always long said that he would be happy to send even more troops and weapons as and when need be,
4:51 pm
the reaction from the u. k. always been bad. in fact, the was a forest johnson just a few days ago saying that any escalation would be the biggest war since 1945. today, earlier, the government was reiterating such a common saying that there would be of retaliation if putin didn't retreat. so from the united kingdom, i suspect as a lot was to come now spoke a short time ago with a political science lecturer, john laughlin. now he says that the west appears to be doing exactly what it is, a choosing moscow of dory. what is going on in ukraine at the moment is an attack essentially, is a provocation. while the western media have been telling us now for many days and weeks, not only that they will be a russian invasion of ukraine, but also that russia will stage full flag attacks in order to justify such an invasion. i've long suspected and unfortunately i say your report seem to confirm
4:52 pm
this, that actually it's the other way around that. in fact, ukraine doesn't tend to attack the separatist republics in order to either regain them all to provoke a russian response. and they're by twos, trigger the sanctions which everybody seems to want. that does indeed imply that ukraine is spoiling for a fight. it would be the perfect cover, wouldn't it? because we've been told now for weeks that russia is about to, to, to invade. but if you crane were to try to take the separatist regions by force, and if that were to cause casualties, then the western media would unanimously say, well, this is all fake news coming from russia and, and it would be immediately discredited as information. well meanwhile, the officials and key of say they are committed to that of the minsk agreement. although apparently they want certain amendments made to the original piece deal. i had accuses a rush, i mean time cubic uses rusher, i should say,
4:53 pm
a violating of the peace agreement blaming russia for the entire current escalation . in fact, adding that moscow attack to easton ukraine to fabricate accusations against that of the ukrainian military. well, meantime people in dom bass, for example, a, celebrating that of the recognition of the sovereignty of the republic. so you can see the pictures right here is just a couple of hours ago. this happened, a people were setting off fireworks even popping open a few bottles of local champagne. and we heard from a some of the local don. yes. residents who gave us their reaction to futons announcement. this is danielle with the way i don't watch. watch, watch watching. horton hello. hi dot. what i'm with
4:54 pm
. 2 i'm not at all now to see as of yours. we are not dealing with that. you know, we not, that is not well, tens of thousands of danbury residents have been fleeing the region as the crisis has been escalating a corresponding odon quarter as one of the many temporary housing facilities set up to accommodate what is now becoming an exodus of refugees. just after the evacuation was declared, actually the rust off regional government declared a state of emergency and set up or around over. now a 100 different temporary housing complexes around the region to make sure that these people coming in will have free food. they'll be able to have a warm place to stay a while they make their way on 2 different actually other russian regions that are
4:55 pm
prepared to hold them for more longer term. we actually spoke with 11 family today that actually took a family of evacuees from dunbar into their home themselves and they're making sure that they're going to be able to wait this all out in their very own home. but another thing that the governor of ra stalled actually set at the beginning, he appealed to hotels in the region to help out with this housing effort. and like you said, i am at one of those facilities right now. this is the hotel that we've been staying in here as we've been working throughout the region. and you know, this is the lobby where evacuees have been coming in to check in and everything right now it's, it's a bit empty, but at very different times of the day this place is literally packed to the brim. so i wanted to show you all basically what it goes on here. once evacuees make gets to this hotel, they register here at the check in desk, but they also have several other things they have to do and no positive tests
4:56 pm
recorded in this location. and also we spoke to other other we spoke to staff in other temporary housing facilities. it also said that these are the, the rate of positive cova tests is actually been very low. another thing i want to show you right here, you can see these people working at computers. this is the area where the people from done yet, and we're gonna officially register with their passports from the self proclaimed people's republics. and they're also, we heard from several people that they're able here to receive or apply for the 10000 roubles that the russian government has promised to every person coming here from the don boss, people's self proclaimed people's republics. that's about $130.00. so this is the lobby and like i said before, there are a lot of other places throughout roster of region that have been set up as temporary housing shelters. and it's not just hotels. it's also places like childrens former childrens day camps, summer camps, and even a,
4:57 pm
a sports school. actually we earlier went to a children's sports school that has a big gym that's been outfitted with beds, a clinic, and everything people need basically to live on their way to other russian regions . so let's take a look at what i was able to cover earlier in the day. and you can see that reporter at auto dot com right now, or at ortiz, you tube china. what, thanks for joining us here for the program. it's been breaking news now. rolling coverage for many, many hours live here on archie international from the heart of the russian capital . the big news, of course, being that putin has signed decrees, noting the immediate recognition of don bass off the don bus regions as sovereign nations. these details you can read more about on our website for the meantime. your program returns with the continuation of breaking news in about 2 minutes. ah,
4:58 pm
4:59 pm
that took thousands of lives. people started to scream, there was a wave that came up for us. that was like opening up an oven door, but not all wounds of heel. the survivors and responders have increased rates of cancer and other health issues due to the dust and chemicals they inhaled. coming in to get my blood cleaned out of the metals a lot of blood man like was in terms of 1st responder was well over a 100001st responders. and there were some estimates that 10 to 20 percent still have to yes. so we have a cheap full recovery. it's my wife patricia the minute i have with friends. i thought i was home before this really home was you appreciate life
5:00 pm
