ah, ah, resident pearson makes the choice to immediately recognize the sovereignty of ukraine . don't boss, republics. also side entreaties of friendship, cooperation, and mutual assistance with president of the russian federation. vladimir putin as signing the executive decree on recognition. all that don, it's people's republic, but easy to excuse because he's a president of the russian federation for vladimir putin signing the executive decree on recognition. the lo ganske people's republic. oh, why not yelling both fireworks in the don't boss. after recognition of the independence is officially signed in the kremlin is of happiness and broad smiles. not only in the
11:01 pm
done yet, no guns were pulled legs, but also in many russian regions where thousands of found a safe place to shelter. president biden claims russia's move to recognize done yet can no guns go. autonomy represents an unusual and extraordinary threat to us security and science, more har, sanctions against moscow, and the gum bus republics with it's just gone 70. i'm here in moscow. my name is peter scott coming to your life from our headquarters here in the russian capital. and all night long story has been dominating that headlines. president putin has ordered the troops be sent to dunbar to maintain peace in the region. thus after earlier, recognizing the independence of the done yet allude guns republics. early i discussed the details of the signed degree with all celia drinker. first of all,
11:02 pm
we do have to understand that we can look at these treaties between moscow and donates, as well as lou ganske as an agreement between 2 fully fledged nations. because starting this monday, moscow treats the 2 republics as full on entities of international law. but it's more importantly, it's more important to look at what exactly russia can do under these treaties in the 2 republics on their territories. so let me just go through the other elements of it. besides the fact that troops will now be sent to the don, it's going lugens republics. now, according to this agreement, russia will be able to use the infrastructure and the territory of the 2 new states as moscow puts it for the military bases even possibly,
11:03 pm
and the movement and the maneuvers of its own army right there. besides this v, a borders of donnie, it's going to move guns. republics will be secured and guarded. not only by the troops belonging to don, it's getting lugens, but also by the russian army as well, which is very important here because you've been asking our guests, what are the immediate consequences of this decision to recognize the independence? well, there it is. now, key of will probably be hesitant to start an attack or a lodge further offensive against this to because and now the understand that they will be up against the russian military. and that particular case, there are also other elements of it. for example, the economic measures that will be applied by russia from now on because they will ensure further security of the banking sector of the 2 republics and financial stability as well. but i will also want to tell you about is
11:04 pm
a lot of our proven speech should have been quite short, after sinning to as the most senior russian officials, a lot of our potent held a conversation. a hell. the council with emma andrew. we heard from survey sure ago we heard from other government ministers that it was high time to recognize the independence or mr. prudent could have just come out and said, okay, we're doing this. we've made the historic decision, but instead mr. brewton gave a full on history lesson about the historic connections between russia and ukraine, and explained a full motivation between the story behind the kremlin move. and one of the elements of it was, of course, ensuring the safety and security of the russian speaking population in east ukraine . that's on the one hand. on the other hand, that is the military build up, the whole military aspect behind it was that name a ukraine could have become a member of nato plus sir, we do remember that the military aid from the u. s. and other nato countries has
11:05 pm
been on the up a year on year and besides this, mr. prudent also said that he believes nato has already begun treating the ukrainian territory as a theater for it's further maneuvers and possibly even war. let's listen to what exactly mr. putin said on that certain that the west started to explore the territory of ukraine as the future theater of military action that the future battlefield and it is aimed against russia. last year alone, it had more than 20000 troops and more than 1000 equipment hardware units. so yeah, i watched this address myself and you know, as he said, he could have done it in 5 minutes. but in fact, you talk about an hour and it was a bit of a hitch, a history lesson. i said, learned quite a few things myself about russian ukrainian history. and obviously did mention something that never mentioned before. and that was an encounter with
11:06 pm
a former us president bill clinton. what he say about that earlier, that was more than 20 years ago when duncan was still president, a lame duck. however, in fact, that is still a major role in international politics and vladimir putin back than just stepped in replacing a board, hilton and mr. prudent said that he made a proposal that no one has ever heard of this. the 1st on mr. poo mentioned that, and at this time around and nowadays is kind of proposal would sound as a completely unbelievable. that is the prospect of russia joining nato. now, what sir, mr. brewton got in response was a call. told her from bill clinton, and mr. couldn't believe that that was the time when he actually understood that under any kind of us administration, be a democrat or republican at the us administration would always
11:07 pm
treat russia as an enemy no matter what. there's no possibility of becoming friends . you fed the tv, you don't want to see friend and as an ally enough, but why do you want to make an enemy out of us? the only answer that we got was, it's not about our political regime or anything else. it just, they don't need such a big and independent country, russia. so that's the answer to all the question. that's the sort of traditional american policy they pursue in the russian track machine. now move it on to the military aspect of it. what we do, remember how 1st it was non lethal military aid from the us and other major natal players. then i remember how i made a few reports on that. and non lethal military aid turned to lethal military 8. and a, we understand that once a eastern european nations became members of nato in the course of the last 20 to
11:08 pm
30 years. soon after that. and in a few years, they actually became a location for further deployment of nato missiles, for example. and that is something that russia has always treated as a threat. but according to mister putin, ukraine didn't even have to become a natal member. in order for that to happen, if it strikes some kind of court with the west bilaterally or nato as a whole. and mr. prudent even began talking about the ranges of the weapons that could have potentially been deployed. he spoke about the timeframe as well. how soon are these missiles could reach moscow or parts of russia that are in europe or even beyond the ural mountains? let's listen to that as well. a pentagon has openly started developing a whole range of the land based meet selves with
11:09 pm
a range of 5500 kilometers. if such systems are deployed in ukraine, they can hit the targets in the european russia and also behind the euro's and the travel time. all the tomahawk missiles to moscow will be less than 35 minutes. ballistic missiles, 78 minutes and the hyper sound offensive weapons for 5 minutes. that's like having a knife against our probably the number one issue at this point is sanctions. and what exact measures the west is going to take in response to this. well, mr pollutant touched upon that even before saying are there you have it? we've made the decision to recognize the independence according to the russian leader. he believes that the western countries were looking for a pretext to head to russia with sanctions in any case. and he believes that his
11:10 pm
country would have been slapped by these economic measures inevitably. so russia and a vladimir putin himself was ready for it. anyway, with those a ship, they tried to blackmail us once again. they threaten us with sanctions. and i think they will still impose those in fred use those as strong as more powerful our country becomes the you will always find an excuse to introduce more sanctions regardless of the situation on ukraine, that he is the only goal. the help is to contain the development of brush up and they will do that like they did it before a long historic speech clearly, or we have to wait for at this point as the reaction and we've already begun getting at my colleagues will tell you all about it. well, people in don boss are celebrates english and recognition of their sovereignty. you could see them here setting off fireworks and waving russian flags we heard from
11:11 pm
11:12 pm
president biden has announced new sanctions against russia after it recognized the republics in dom bus. a move, the white house was quite to label a gross violation of international obligations. meanwhile, the urine has held an emergency meeting amid the recognition of don boss, where a number of countries including the u. s. and the u. k. slam to russia's move calling. it's a violation of international law. well, to discuss the legal aspects of this, we are joined now by legal analyst, jennifer braden demoss to jennifer. welcome to the program. thank you for having me on a number of western leaders, including british p. m. boys johnson being quick to condemn versus recognition of
11:13 pm
lucas on don. yes. with the boys. johnson said it was plainly a breach of international law. we have seen unilateral interventions by the west. what's your take on this from a legal perspective? well, from a legal perspective, i mean, anybody who actually has studied extensively international law knows that that concept alone is very fluid. there really is no black letter international law because there are very few international legal systems and ways to ways to really implement those or carry those out except for maybe the un, which i think most people can agree, especially others, is that international arming itself. most people can agree that the u. n is somewhat of a joke. and so we're seeing these, it's complete hypocrisy on all these other measures. and so we're talking about the john boss region. this is a self proclaimed regional region, had proclaimed themselves independent from ukraine that proclaimed themselves an independent territory. this largely that is all russian speaking on these are
11:14 pm
people that are celebrating the snap, some kind of hostile takeover. this was a self proclaimed independence in 2014, and this is near recognition by another country. this is happened throughout the world where, where a territory that has been largely, either semi autonomous or some other ethnicity or affiliates itself with another nation. and the did not like the borders, the boundaries that were drawn, that did not that did not need those that were perhaps not helpful to the people there or were not what they wanted or what they have needed. i'm, we have seen that and it's very much part of international law for other nations to be able to accept that. so when people like secretary of state lincoln in the us or, you know, boris johnson or others or joe biden, come out and say that this is a clear violation of international law. that's simply not true. it is not a clear violation of international law because they cannot name an international law that this violates, in fact, the very act of recognizing
11:15 pm
a place as recognizing the independence if somebody has already proclaimed themselves before offering peacekeeping troops is actually more in line with international law that imposing those troops in a disputed territory. now we know the jo biden's approval ratings on exactly hired the moments and boys johnson is facing his own domestic troubles with the party gates scandal. to what extent do you believe the harsh rhetoric is motivated by the domestic problems? well, unfortunately, we've seen, we've seen this in the us now for the last 56 years. possibly more. but certainly in the last 6 years, we've seen that russia has become really the, the political, i mean, they think it's the political land mind for them are in a good way that it gets that kind of, that hail mary attempt is always something russia, russia, blame rush or war and this war mongering talk is not working for the people anymore
11:16 pm
. i mean, certainly when the people didn't have to deal with coven or loss of jobs or the totalitarian, oppressive restrictions by western governments like in canada and yes in the us. and in some places in western europe, than, than maybe people can follow along with these media narratives. are these, these narratives by people with losing popularity, numbers and political office, but then the people just aren't seeing it anymore. we're tired of the war mongering talk. we're tired of just finding the same bad guy all the time and we have to start asking ourselves, at what point do people have to wonder? what is it about ukraine at that either joe biden or, or did you k or anybody has such an interest in what is them in, in america, we started to get some answers that there have been financial ties there. is there something deeper that we're not being told because they're really shouldn't be this much of a, of an extensive, vast rhetoric, especially in the midst of a pandemic, any vast economic prices globally, a,
11:17 pm
where these western nations are now talking about bringing in nato and potentially wanting to start woolworth 3 over over what has already been a disputed territory of people have already proclaimed themselves part of russia and, and russian had just merely recognized that so this is, this has happened many times before. we have to be asking ourselves, why are these leaders, joe, by and toto blank, n a boris johnson. why did they have such a vested interest in ramping up this talk? when the people in their own countries already have issues of that that were dealing with? and we have to wonder what this interest is in ukraine, and talking of ukraine in this morning's meeting of the un security council. ukraine ruled out any territorial concessions, and called for police. so peace, excuse me. yet the o. s. c has fixed violations on both sides. that means the ukraine has no law and shells in for the territory. the basically no longer wants to be parts of the
11:18 pm
country. what's your take on that? you know, it's interesting to see what's going on. i mean, as we recall, it was not very long ago that ukraine got a new president and zalinski, you know, you have seen a lot of investigations reopened back into some of the corruption and ukraine. zalinski himself has expressed concerns about some western political leaders. joe biden, his family members included, but some western politicians. 1 that have either had corrupt dealings in ukraine and so he's reopened a lot of these investigations and natalie been in the past few years unless he's come out with many of these. and so, you know, his, his efforts and his desire to want to reach out and talk to putin of russia and to see what's going on to establish peace on the, perhaps there will be a different result, i think, than, than some of the west might, wasn't than some of the other nato countries, white white man than the u. s. certainly was on. so the question is really, what's the relationship now between zalinski and biden and his zalinski. i mean,
11:19 pm
i think trying to get to the table with newton is a good thing. i think one of the things that probably scared the don't boss region, rightfully so, where a lot of this was a lot of this rhetoric, the statements by joe biden, over the last couple weeks that there would be this alleged as well. false flag attempts, you know, is up all flag attempt to make it by russia, you know, to make it seem like ukrainian forces were attacking their, i mean, fall flag attempts and whatever. that's kind of stated prophetically by somebody like joe biden or a powerful government leader does tend to be self fulfilling prophecies in areas like this. and, and we've seen before, where governments have put up some kinds of false like attempt for political purpose in another country. and i think they have a right to be worried about that. i think ukraine has a right to be worried because if anybody is going to support any kind of violence that's going to bring in both territories, both nations into fighting which, which was supposed to have stopped in 2014, with immense records. and so we want to see that i think that's
11:20 pm
a would move. hopefully ukraine is going to hopefully zalinski of ukraine. going to try to come to the table that ukraine has a lot of issues. there are still open massive investigations into corruption expands beyond pain borders. it touches on american politicians and i think we're all kind of getting caught up in everything else when this is going on. and so hopefully it will continue. yeah, sorry, we just got time for one more question. i'm sorry to interrupt you jennifer, we you to some to about of the. and he's going as far as to suggest that russia's recognition poses an unusual, a quote. now an extraordinary threat to us national security. what exactly do you think the threat? so the u. s. could be there's no threat to us national security, but it really depends on his definition. if joe biden's definition of us national security is exposing all the, all the corrupt tires that either his son or other people with within his family
11:21 pm
have had with them. why, he, why he read you blackmail or write them with 1000000000 dollars to drop certain prep investigations? i mean, if that's his definition of us national security, then sure. but in terms of the american people, we have far bigger issues going on at our southern border or economic crisis. our supply chain, crisis, people losing their jobs. we have lots of issues going on right here at a home that are affecting our danger to us national security. so i don't think any american knows what he's talking about and how something that is going on between ukraine don't boss region and russia's recognition of their own independence in any way affect us national security. i think the american people see through that far, far easier of jennifer. thank you very much for your time and anal assistance. this development situation. this is jennifer breeding to master legal analyst. thank you . thank you. now recognition of the independence of the 2 regions has given residents something to celebrate. amid the terrified daily ordeal of hiding from
11:22 pm
shelling or corresponding rod goes, dia brings us the latest on life in the newly recognized republic of. don't you ask . there is still a lot of tension as it's curfew. now the snow will out in the streets, but as vladimir putin declared rushes recognition, the question would recognize the frequency regions of them yet can regardless there were fireworks here which, which caused quite a stir. i can't say it was the right decision, perhaps, but understandable people were afraid that this was a renewed round of shelling, understandable, given the rumble of artillery shelling, mortar rounds, falling on vignettes can and the outskirts of the past few days, especially which is where the most when the most dramatic escalation occurred at some points that was seconds between blocks that you could hear for coming from
11:23 pm
different directions we, we saw this ourselves today when we went just the little had a half hour drive from the nearest west to woods. the front lines to report and to film the consequences and aftermath of the fatal shelling there. ah, recently incident tragic happened here just west of danielle city to shelves, launched from the ukrainian side made ah impact one there. another crater here and everywhere here you'll see bloody bits of clothing. this is a ha minus outfit. he was on his way to a mine shaft where he works. this is one of the 2 shelves that landed here. again, we aren't going to spend very long here because there are still incoming shelves and exclusions. the b, i. e mean close proximity. this dramatic escalation that we have seen in the near
11:24 pm
sc as i will have said, has occurred across the entirety of the front lines in the trenches that snake their way along them. we know that in le ganske today there was said a parrot. sanitation attempt to a car bombing, perhaps targeting elegance, official who was responsible for coordination in the us. seeds, fire, compliance, office monitoring and compliance office. here in the breakaway republics, his cob you up. he was injured. his driver also today shell struck in logan's cup north. i a power station depriving, again, thousands of for electrical electricity at his home when it is cold. here it's badly needed here in the, near it's a water pumping station was also struck the product, tens of thousands of for access to water further south. we've also seen reports of a vicious battles, but there has been this destroy magic escalation. and what,
11:25 pm
what was this happened is people were evacuating people who feared the worst. they believed the rece escalation is. it is allowed to continue a could result in a bull that is even worse than the one we saw in 2014, 2015 inches to smith. and i am now waiting to die. i think that if it all starts up again, i will be killed and that'll be that met and ready. cleanable a hot dog exams. ukraine wasn't ready for war in now it's ready because it's received weapons from here and it will use them here in the matter of weeks, the situation. he has escalated to the point that we, we had the you when come out today and cool for an immediate cease fire saying that heavy weapons that have been deployed by both sides. and that shouldn't be within the, within the area of the front lines of the conflict, so to pull them back to remove them and to de escalate to return to
11:26 pm
a to allow. but we've seen here over the past few years. nevertheless, it remains to be seen how russia's announcement that it is recognizing the self proclaimed republics, their independence, and how that will affect the situation. because the situation is such that a huge number of troops along with heavy weapons and on the ukrainian side, deadly precise new weapons delivered to them by nato. they're all still there. they are poised for military action. it means to be seen whether peace here will return and whether it will be respected. western leaders have been quick to condemn putin signing of that decrease or recognize the dom bus republics. british pm boys, johnson has dismissed the move as a violation of international law. while french liter, manuel micron called on the european boats imposed sanctions on russia. ortiz's shoddy, i was dusty in london and policy in berlin. have more on that european reaction.
11:27 pm
well, we're getting a lot of reaction. the latest is a joint statement from the iraq peon commission. and the european council, no surprises there. them saying that this is a blatant violation of international law and at the same time of territorial integrity and immense agreements, the e u and its partners and am am quoting, will react with unity, firmness and determination. in solidarity with ukraine and the united states, the nato secretary general has condemned russia's recognition of look guns. and the next we hearing from stoughton burg that this undermines settlement if it's in ukraine and that this will be or could be used as a pretext by moscow for an invasion. now all of this coming as we hearing from the latvian prime minister, that beat recognition is a continuation of the attack on ukraine's independence sovereignty and territorial integrity that began in 2014 by to quote,
11:28 pm
unlawfully changing borders in europe. while we hearing from the latvians is an urgent to the international community to stop quote russian aggression and offer assistance to ukraine. not latvia has also announced that it will be delivering javelin anti tank missiles to ukraine from tomorrow, tuesday. at the same time, we are hearing from the ukrainian foreign ministry, they have said that the european union and ukraine has reached a preliminary deal to conduct military training in ukraine at the same time that you will send cyber experts to ukraine. the e u. we know earlier approved a, an emergency package to the tune of 1200000000 euros in financial assistance for ukraine. now all of this happening as we hear also from the italian foreign minister saying that this recognition by moscow hinders the resolution of the crisis. for diplomacy and also that it contradicts minsk agreements,
11:29 pm
the president of estonia has said that he will never accept the this illegal decision that moscow is not serious about diplomacy. here in germany, what's happening is the german foreign ministry has said that the recognition is a gross violation of international law. that is also running any kind of diplomatic efforts. the german foreign ministry has urged for the decision to be reversed while to product. quite frankly, the message from london is that this is now a step closer to war. if not a guaranteed move force, johnson has reacted just as expected, calling putins decision and l. o men, a dark signed. this is plainly in breach of international law. it's a violation of flagrant violation of the sovereignty, the integrity of the, of ukraine. ah, it is a repudiation of the,
11:30 pm
of the minks process in the mix agreements. and i think it's a very ill omen and a very doc sign, it's really being interpreted as a significant escalation in the crisis. a substantial change in moscow's present position, particularly referring to the minsk agreement. but most notably a pretext, paving the way are for russian troops to cross the border. so boys johnson is seeing this as an illegal act and undermines ukraine. serenity are now in terms of diplomacy. is there any diplomacy? is that an option on the table for borrows johnson? he simply says it cannot be, the significantly narrows or that window of opportunity. and in fact, the feeling here in london is an attack from the east is pretty much set in stone now already then in the last few i minutes really his or.
