or try to mobilize citizens into the military. if those, you know, sort of arrangements are not made in advance. if that's not part of standard protocol in how the government is relating to civilian population, long before any conflict, then that shows that there's a level of disorganization among the government and you don't really have a fully functioning state. and i think a lot of people will argue that, you know, on many levels, ukraine has been a kind of a failed state in some sense, after the coo and 2014. but just by nearby the nature of the fact that they don't have the military hierarchy don't have full control over all of their a paramilitary units. we're talking about the as all battalions. and some of the more extreme radical right leaning extreme right, leaning military units that russia moscow complained about that or not under the

full control of the unified ukrainian military hierarchy. and, and this is why you probably have all of these civilian casualties shelling in the dom bass. and at the same time the government key has been denying that they've been firing or broken ceasefire protocols regarding the minks accords and so forth. so that level of deniability is always very convenient if you have sort of freelancing of units within your military structure. the russian, a defense ministry claimed today that us advisors are allegedly running the show in ukraine, telling me all me what to do. and at the same time, we've seen claims again from the russian military that ukrainian artillery unit, so being placed in residential areas. again, surely that raises the risk of civilian casualties of urban warfare rather than reducing it. certainly, yes, i mean,

this is sort of thing you'd expect to see and it lip, in places like this, you know, occupied by extreme is fractions. again, that's, that's kind of an act of desperation. if that's the case, if this is what the ukranian military are doing, or if it's being done by some of these more rogue military paramilitary units that are within, under the umbrella of the grant military, then that's not good at all. it's and again, it's, they're not able to sort of have proper kind of footing and a conventional sense. and the, and the contingencies aren't there. i mean, that's not something that you would normally plan for in one to do. it's certainly you expect to see that from some other countries and other sort of situations, but not country as big and with as much resources as ukraine has. so it does kind of surprising that they would, if, if indeed, they're doing that sort of practice. all right,
