9:00 pm
ah ah, moscow agrees it to drastically reduce its military activity in your chip in support of people. peace efforts following the latest round of negotiations with ukrainian children are seemingly caught on camera training for war and stopping car to identify russians by asking for a code word. as part of an alleged government supported push towards arden nationalism. western sanctions against russia over the ukraine conflict are having unintended consequences. elsewhere in the world as regular people in europe and africa, struggle to pay for food and fuel has prices skyrocket. merger it's 90 degrees celsius in my home. i put on to sweaters. i only eat the rooms that i live
9:01 pm
in. i don't know what else to do. i'm used to this. i don't see what more i can do . and mexico's president denies us allegations that his country serve as a base for russian intelligence agents. ah, my kathy live direct my studios in moscow. this is our international. i'm john thomas. certainly glad to have you with us. let's start by recapping the main recent events in the war in ukraine. russia's defense ministry has released new footage of the destruction. ukrainian armored vehicles, they say in total, russia has eliminated more than $3000.00 pieces of ukrainian military equipment, including drones, tanks and artillery systems. meanwhile, across the atlantic in canada prime minister justin trudeau has warned that the
9:02 pm
western sanctions against russia will affect the lives of canadian citizens. and china says it will not bow to us pressure after the pentagon presents a new national defense strategy. singling out russia and china, russia says it has received a draft agreement that could see ukraine become a non aligned, neutral country as moscow considers the proposal reportedly headed over by the ukranian delegation during the latest round of peace talks. russia in turn, has agreed to to drastically de escalate its military operation near kiff. but he and finishing a decision was made to radically reduce military activity in the key of an czerny coff direction sitting in the school. we proceed from the fact that key of will take the relevant key decisions and that conditions must be created for further normal work. as we just heard, russia has agreed to significantly reduce its military offensive into parts of ukraine. and on top of that, the russian delegation has also said that it's received written guarantees from
9:03 pm
ukraine that the country is committed to being a neutral country, and that it's going to stay away from nuclear weapons. on the other hand, we also heard from the ukranian delegation that they say they've put forward a concrete plan for security guarantees that will involve a number of countries including some in the un security council to enforce that. and we also heard from the head of the russian delegation, who said that on a meeting may be possible soon between the countries of both russia and ukraine. this is something that ukrainian president vladimir lensky has long said. he wanted to see happen. all that needs to happen for this to take place is for the foreign ministers of both countries to sign their initials on a peace deal. also a solar e. we have agreed and are proposing a solution according to which a meeting of the heads of state is possible simultaneously with the initial thing of a treaty by foreign ministers. especially as meanwhile, it is possible to discuss political details the night before these talk started to
9:04 pm
take place the western media was added again, spreading hysterical unconfirmed claims. these fake stories accused russian, a quote, quote unquote hard liners from poor for poisoning, a number of people that were connected to these negotiations. earlier this month, one of the main victims of this fantasy was russian billionaire rahman, a bro mortgage, and this guy actually was caught on camera today at the negotiations, looking fine and healthy. i even saw him, he walked right by me and he did indeed look healthy. so at least bbc did put a issue in apology for what is called a mistake. but moscow considers this just one episode in a larger information war to change temperaments from the rain. this is part of the information campaign, part of the information war. it doesn't correspond to reality. they are in istanbul now. and this is part of the war, and you need to carefully filter the information. so the one story of moscow trying to poison its own people on its negotiating team fell flat. but here is
9:05 pm
a real story for you. a dennis korea was actually on ukraine's delegation until the ukrainian secret police killed him. and there reasoning they were given that they gave for that they said that he was accused of treason, even though no evidence was given for that and no trial was held. so it's certainly as ironic that the western media are making up stories like that when this is something that actually happened. journalist and author martin summers says it is telling that mainstream media is going into a frenzy over russian poisoning claims, but are practically silent when ukrainian of forces are alleged to have her recently murdered one of their own peace negotiators, the losing the great deliverance that has been denied by the ukrainian solid for example. but of course, of very significant developments was the assassination of, or curious assume the 2 weeks ago, which was definitely did happen. and of course, has hardly been mentioned at all in western media. well, don't forget an awful lot of money, you spend taxpayers money and,
9:06 pm
and also corporate lobbying to try and steer events. and this whole idea of information warfare is itself questionable. it should be the case that journalists should basically abide by the basic principles of journalism, which is you don't tell miss miss truce under the idea that this, that the should be any kind of information war is wrong. meanwhile, rushes military says it has completed its initial objectives in ukraine and now can focus on the done bus that's according to russia's defense minister who recently held a press conference for the 1st time in weeks with more on that. here's our 2 posts there. the washing defense minister said that the ukrainian army had been significantly damaged. he said that the air force and their defense systems had been to, quote, practically destroyed, giving the russian superiority. at the same time, he said that the naval forces to,
9:07 pm
quote, had, ceased to exist, had for the ground forces the assault forces. he said that they faced significant losses. the minister went on to say that this operation would continue until russia had achieved all its objectives, and it was being conducted in stages fill them with that she generally speaking, the primary objectives of the 1st stage had been accomplished and the combat potential of the ukrainian armed forces has been significantly degraded, which allows us to focus on the main object with deliberation of dom and elements to say that moscow continues to follow the statements by individual nato countries as to supplying a craft and a defense system to ukraine. and he said that should this materialize at that point, moscow would make a decision in terms of how to adequately respond. he again criticized western countries for getting involved in this conflict to time. because at this point, it says up at the we considered the position of western countries which is
9:08 pm
supplying lead to weapons ukraine to be irresponsible. the uncontrolled distribution of these weapons to the population of mercenaries is only aggravating the situation and could eventually pose a threat to europeans themselves. corrosion, talking about most scenarios. the minister said that in the past 2 weeks alone, some 600 mercenaries had been killed. and that more than 500 had left ukraine, presumably to go back to the home country. he also reference the number of conscripted soldiers here in russia, saying that conscription levels this year were lower than they had been in the past . and that note, newly recruited soldiers were being sent to ukraine. former pentagon analyst, michael maloof, says western media viewers are only being shown one side of the ukrainian story. it tells me that they fear that russia feels that have the military objective and has accomplished its military goal in the west,
9:09 pm
we're here in just the opposite. we're hearing that russians are, are stalemated. we have suffered terrific losses. so we were only getting one side of the story, but it's refreshing to hear the assessment of the military chief on the russian side. give the russian analysis when your arm and your entire population like that with assault weapons and military style weapons. ah, it can be, it can create a condition of insurgency if you will, that that could occur and, and, and actually pick, continue to prolong conflict because of the killings that would, that would, that would occur on both sides. if they are potentially used in enough offensive fashion,
9:10 pm
then that becomes and that will mean an implied native involvement. and that could spark even greater hostility and maybe an extension into the nato countries themselves. this is something i know number of nato countries do not want multiple explosions. having ruptured in the south western russian city of belgrade, near the ukrainian border, the original governor confirmed it. in his statements, news reports said that the blast occurred at a munitions depo, no casualties. have been declared as of yet. emergency personnel have been working at the scene and an investigation is underway. and in the coastal city of mario in the done yet, sc people's republic. new footage shows massive destruction from intense fighting with devastated buildings in cars throughout the city. russia claims it is taking control over most of variable, but st. battles are continuing as ukrainian soldiers and reported neo nazi groups
9:11 pm
still remain in the city. ukrainian children are reporting to be filmed, playing war game, stressed up as nationalist fighters carrying replica weapons and using national symbols and signs. they are also seen checking cars for russians by asking everyone for a code word right up front of me. follow me tonight because this is almost the wiki was putting the new monster, but my guess was in these kids are asking a code word which is said differently in the ukrainian and russian languages. and such cases are not the only manifestation of reported national sentiment that among ukrainian children, training them to fight against russians using nationalist symbols and rhetoric.
9:12 pm
then that'll support at houston. there was a lot of money with this more like i o. we discussed the issue with a clinical psychologist who thinks it's natural for kids to copy the adults around them. at this age, children are very much like sponges. they're learning everything, they're learning how to speak, their learning, what their name is, everything that they're learning about, their identity is coming to them through the adults in their life. so at this very young, tender, vulnerable age, they could be very impressionable as far as learning and understanding who is an enemy, who is a friend, who is a fo, children do use play as
9:13 pm
a way to cope with stress or to feel power fall when they are feeling scared, so for many children, even acting out in a playful way, scenes about war or conflict, can be a way of coping or feeling powerful during extreme stressors. you senior us military official has said there are more russian spies in mexico than anywhere else in the world. general glen van hurk, head of the u. s. northern command made the claim to a senate committee. i would point out that the largest portion of g r u members in the world is in mexico right now. those are russian intelligence personnel. and they keep an eye very closely on their opportunities to have influence on us opportunities and access. mexico's president has brushed off the allegations and
9:14 pm
emphasized that his country is, quote, not a colony of russia. china or the united states. president ramos in mexico is a free, independent sovereign country. it should be known more and more because sometimes it seems that it is not understood enough. we have to send them telegrams, warning them that mexico is not a colony of any foreign country. that mexico is a free, independent sovereign country, that we are not a colony of russia, neither from china, nor from the united states. recently, just a day after the russian ambassador gave a speech to mexican mam acres about the newly inaugurated mexico, russia friendship committee. the us ambassador lashed out saying, such close ties between mexico and russia. could quote, never happened more than this. we can cross live to american political cartoons. ted rall, thanks for being with us here on our t and national as always. so we q. what did the u. s. and baset or to mexico mean, when he said that there can never really be strong relations between mexico and
9:15 pm
russia? well, i mean, it sounds like a threat. so it probably is a threat, right? i mean, mexico has been invaded by the united states. it's scores of times since, you know, throughout us history and you know, it is a country that is clearly within the sphere of u. s. influence. and from the standpoint of u. s. policy makers and the, you know, this isn't one of the situations that healthy is hysterically analogous to what's going on with the ukraine's decision or desire or to join nato. and, you know, the united states, in the same way, would not want an analogous situation with mexico, where, you know, kind of a larry, a slee, i suggest to do a recent cartoon. what would the united states do in the event that mexico wanted to join a russian lead military alliance like nato. and, you know,
9:16 pm
here we are with this, a larry, a story, which obviously, you know, falls apart on a number of counts. i mean, 1st of all, if the g r u has tons of spies in mexico, i don't really know how that poses any kind of threat to the united states. because, what are they going to learn about the united states in mexico? it sounds ridiculous to be true, but on top of that, just it, this, the fact that the united states is, is talking out of 2 sides of their mouths, that they want to control canada, mexico, the entire western hemisphere through the monroe doctrine. but, you know, they, they don't understand why a country like russia might not want an enemy allied military alliance, right on their border. now, tell you brought it up. so i have to kind of go back to this. you had the cartoon about russia's concerns about us bases near borders. you mentioned it. so i have to
9:17 pm
ask, what would the us do if there were, in fact russian base is near the orders? well, i mean, you know, obviously i'm not the president, but i'm pretty sure that any, either a democrat or republican no matter what they didn't read, are you kidding, they would never let it happen. i mean, we don't even have to speculate too much. look at what happened back in the early 900 sixty's during the cuban missile crisis. the united states did it, you know, threatened to invade cuba and sent an anti castro cubans, right. wingers to go and try to overthrow the government of cuba at the time. because cuba was too close to what was than the soviet union. so the united states, there is no way shape or form that the united states would tolerate anything, even vaguely analogous. and i, you know, i've spoken about this to americans of all political stripes and nobody has ever argued this point with me. there's no way the u. s. would allow it. so going back
9:18 pm
to this news about to mexico and spies, do you think it was justifiable for the u. s. general to say that russia has more spies in mexico than anywhere else? well, i mean, if it's true, it's justifiable, it just doesn't really ring very true. and the united states doesn't really have given its long history of spin about iraq's weapons of mass destruction and so on a lot of credibility. so it's one of those things where, you know, show us. if it's, if you don't have proof, just be quiet. it doesn't sound very real, it doesn't down real to me. now we are seeing a lot of different alignments, changing and shifting during the recent times. i'm so asking you to go down the rabbit hole just a bit, how do you think the west would act if they saw mexico start joining russia or china lead military alliances or maybe had chemical weapons laboratory funded by russia using anti american slogans. i'm not drawing any parallels here just how do you think they would have reacted to that?
9:19 pm
honestly, i think the united states would invade mexico. i mean, look at what happened. you know, you know, look at, look at how the united states sold the invasion of iraq as an imminent threat, even though iraq did not even possess weapon missiles that were capable of going across the atlantic ocean. the united states would. so would present this as a clear and imminent danger to american national security. and it would absolutely invade mexico and topple the government and take over because there is no way the united states government would tolerate anything but a completely compliant regime directly on its border. that is a key to us national security is knowing that it has a 2 large oceans and 2 friendly allied countries on its 2 major borders. right, ted rall, american political cartoonist, i was interesting to hear thoughts and you have the job of bringing it all down for
9:20 pm
people and just those little cartoons, appreciate it. thank you. now russia says that the o s. e vehicles are used in ukraine to transport western arms, saying certain instances have been uncovered by russian troops in that country. this substantial allegation was made in a recent un security council would kill them up in comments. the un security council meeting was convened the 15 member by the lead. the united nations assembled to discuss a resolution regarding the humanitarian situation in ukraine as the fighting goes on and negotiations have begun. now at this point, when the meeting began, we heard from different countries who spoke up the states and its allies highlighted the humanitarian situation in ukraine. the problems facing refugees are the plight of civilian and blamed russia so long as the siege. civilians are unable to get to safety. this humanitarian crisis will only get worse in ukraine
9:21 pm
for the russian people and around the world. russia must abide by its obligations under international humanitarian law on the protection of civilians, including those who are fleeing conflict and those who are providing humanitarian assistance. i regret to say that as of now, russia demonstrates no willingness to give up the strategy of deliberate aggravation of the humanitarian situation on the ground. there is a clear next is between the heart security, the human error and situation and for security. with regard to the rational against ukraine, we then heard the russian representative who chimed in to give the other side of the story. pointing out, among other things that russian prisoners of war are being horrifically abused. and this abuse is not being concealed but rather broadcast on social media and widely
9:22 pm
available. yet there does not seem to be any condemnation from western leaders such with them for humane and respectful treatment of prisoners in the context of ukrainian nazis putting videos on lines which show them severely mistreating russian soldiers being held prisoner. and have you seen these images? in addition to that, he pointed out that russia does want to negotiate and resolve this situation. and that repeatedly russia has brought similar resolutions before the united nations calling for humanitarian corridors and protection of civilians. and these same countries that now rallied around this resolution ignored those resolutions put forward by russia. colleagues, it is hard not to marvel at your inconsistency just last wednesday, less than a week ago. the majority of you rejected our draft humanitarian resolution and the council, which would have been binding on all parties and which contained a specific list of steps to be undertaken. to unblock the work of humanitarian
9:23 pm
agency is primarily in the east of ukraine. now we heard from other countries around the world, china expressed its desire to see the situation de escalate. and then there was a little bit of an additional exchange between the u. s. representative. andy russian representative close to the closing of the meeting and the u. s. representative took the floor to invoke the late madeline albright former us secretary of state who had died to call out for daring to highlight the role of nazis in the ukrainian crisis and to morally condemn russia for the intervention that which point. another representative of russia took the floor and pointed out that facts are fact. there are indeed nazi collaborators being worshiped and admired by the ukranian regime, step on the dera. among others, there are fascist fighting forces that where nazi insignia among the ukrainian
9:24 pm
forces and these forces that are building up this ukrainian ultra nationalism and admiring collaborators with the nazis have been widely condemn, not just by russia, but by poland, individuals in poland and others. so at that point, the meeting did ultimately conclude the resolution put forward by the united states regarding the humanitarian situation in ukraine and placing the blame on russia did not pass. russia spoke up about how it is concerned about the plight of civilians. and it does want the crisis to and there was agreement among all parties that food and medical supplies needed to get to those who are in danger. and that there was a need to make sure that civilians had safe passage out of the conflict. the differences between the countries represented on the security council, in particular, the permanent members was about who is to blame. whereas it seems the states, britain and its allies, wanted to squarely blame russia for the situation as well as for the global
9:25 pm
economic fall out. whereas russia pointed out that in reality, nato is responsible for the crisis in ukraine up to the point that russia has had to intervene. there was optimism expressed by all parties about negotiations and the hope that some kind of ceasefire could lead to a conclusion of hostilities in the country. and that was really what took place at the un security council meeting. the economic fall out from western sanctions against russia is now spreading to more countries and continents. consumers across europe and africa are now bearing the brunt of the backlash and sewing food and fuel prices. thousands of truck drivers have formed roadblocks in madrid, calling for the resignation of spain's transport minister over skyrocketing fuel prices. it is the latest development of protests in spanish capital over the past 2 weeks, mid economics, backlash over western sanctions against russia. meanwhile, the chairman of the french energy regulatory commission has urged residents to
9:26 pm
conserve electricity and gas due to risk of supply disruptions. we must conserve gas and electricity in france right now. otherwise things could go wrong. next winter. it's 900 degrees celsius in my home. i put on to sweaters. i only heat the rooms that i live in. i don't know what else to do. i'm used to this. i don't see what more i can do this. of course you have to cut back and that's it. you have to reduce everything to reduce your expenses for water and pay attention to everything right now. we'll have to get used to it. so can you see if i'm particularly concerned about the industry about agriculture? because if we have a hard winter in france, it'll postpone a lot of things, especially the efforts that we're ready to make. there are limits. we'll see, it's ultimately a matter of the collective conscience. i live alone, so it's easy for a family,
9:27 pm
it's much more difficult. the italian economy has also been hit hard farmers say that they are on the verge of bankruptcy, mid dramatically rising costs. they are afraid that their supply might come to an it could be vested in the key. i know several companies that will be forced to close because of the very difficult economic situation and others that when they face the end of their supplies, we'll have to do the math and think about whether to continue their production or face closure. the main problem, since the outbreak of the war has been the increase in the cost of raw materials, particularly corn employ. the energy costs have doubled. the boomerang effect of economic sanctions is now being felt not only in europe, but on the african continent as well. kenya has raised diesel and petrol prices by 5 kenyan shillings and historic high. now the move is expected to significantly increase the cost of living in the eastern african country, where the majority of households rely on kerosene and petroleum. gas for cooking.
9:28 pm
here is what some locals have been saying. i have come from various places all over this town looking for fuel. we have moved all around a lot. i am even forced to push my motor bike. so that was if this motor bike, i got it on loan, i still have to pay for it. now, you know, i have not earned any money all day when i have not found any work and there's no fuel in town. i run the price started at $1.00 oh, $6.00 canyon shillings and just keeps going up. i mean, it's now more than $145.00 shillings. we've been having a big problem here in nairobi with fuel. i just arrived here at the petrol station . there is no fuel left and the price is very high, according to experts, many of the products used to make petrol and diesel come from russia and ukraine. is that? so because there is war there. we're having these problems over here, making fuel prices shoot up and also creating a supply shortage. i have traveled all the way from the city of caps a bit and i'm trying to get fuel for my car like it, it has become a challenge because we don't know what is happening last week last week we had the
9:29 pm
same problem. we don't know if the problem is also in other cities or if it's only like this year in nairobi. my mother, i am forced to leave my car here. now, i don't see anything that i can do with it because he heard it from a research fellow at the university of hamburg, who thinks it is up to the people of europe, to persuade their governments or to stop heavy capping their own economies. american imperialism is once again showing an ugly face, and it's at the most ugly when you look at african nations that are now really struggling and in the future with the lack of trying to live. for example, the food situation there will only get worse. yes. when we are seeing the truck approach as for example, those are the 1st signs of people saying no to the politicians because they take their own interest into their own hans and go to the streets. and if this continues, if we see more protest throughout europe, then i believe that you're pulling in politicians will grow a spine and talk to by in
9:30 pm
a different way. and they will tell them stop. we must stop this economic destruction and who must save the economic future of our continent. this means our i will be back in about 30 minutes with another full infrastructure newsday with our international ah, is peace at hand, russia ukraine negotiations. the end, the conflict appear to be a real possibility. compromise seems to be prevailing. will this impact the west offensive against russia? ah with .
