me, i'm getting to resists. i don't see how that strategy will be successful, very critical. i'm time to sit down and talk a lot of marapoo and takes the wheel in a surprise visit to mario ball and where she has done that for public touring reconstruction projects. and the recently devastated city to switzerland's biggest bank u. b. s. and credit suisse earned talks to emerge as the contagion from their recent banking collapse in the us spreads internationally. also ahead i didn't see any issue with normal or vision with saudi arabia says the path is clear to restore bilateral ties with iran. following a deal brokered by china,

raise concerns are cross european financial markets. as major indexes fell on contagion fears across the board, big banks were effective as well. with the banking sector done by 13 percent this week, goldman sachs predicted financial institutions would remain under pressure until a comprehensive approach is implemented. us markets are dealing with the fall out as well. was banks being propped up with $100000000000.00 bill outs by the federal reserve and the treasury department where you're using all tools at their disposal to mitigate the crisis or recent study, so that more than 180 us banks are in danger of collapse due to uninsured deposit while the government's cash infusion has helped prevent a meltdown the feds failure to disclose all the banks receiving the aid has caused rumors to swirl and as well as some market waters to express fears are possible. repeat of the 2008 financial crisis crisis. i mean the concerns are t correspondent caleb mop and examines a current upheaval in the u. s. banking industry. the u. s. financial system has
4:05 pm
been shaken up pretty badly with news of bank failures splashing across the headlines this week. this is the biggest failure since 2008. actually the 2nd biggest failure ever since washington mutual in september of 2008. meanwhile, signature bank march, the 3rd largest bank failure in u. s. history capital corporate is now announcing their intent to a wind down their operations and voluntarily liquidate silver gate bank. this was a week of bank runs starting out with the collapse of silver gate bank followed by s v p, and signature banks caving in. this cause lots of market turmoil. 3 banks went down one right after another and this caused panic among investors and depositors. the u . s. financial institutions saw their stocks plummeting. u. s. officials are trying
4:06 pm
to reassure the public that their deposits are save, extra liquidity is being provided to banks in order to keep them afloat. joe biden woke up early monday morning to make a speech and give everyone a lesson on the laws of capitalism. depositors will have access to all of them on is starting monday. march 13, no losses associated with the resolution of silicon valley bank will be borne by the taxpayer. finally, the federal reserve board on sunday announced it will make available additional funding to legible deposit or institutions to help show banks have the ability to meet the needs are full, the depositors investors in the banks will not be protected. they knowingly took a risk and when the risk didn't pay off, investors lose their money. that's how capitalism works. i repeat that no losses will be borne by tax payers. instead, the money will come from the fees. a banks pay end of the deposit insurance funds. so how is all of this going to play out?
4:07 pm
here's what we've seen so far. the banks that were left cash strapped have now borrowed $300000000000.00 from the bad. almost half of that money went to holding companies for silicon valley bank and signature to the bank that just collapsed and caused panic on the market. an additional $153000000000.00 was borrowed from the federal reserve last week. this column is through a program called the discount window. this allows the banks to borrow for up to 90 days. now typically the program only provides $4.00 to $5000000000.00. but last week, broke records. more money has been given out than ever in the history of the program . the numbers have already surpassed the 2008 crash. so now the fed is back to printing money, providing banks with additional liquidity. but the federal reserve is also continuing its fight against inflation. and this is going to make that much more
4:08 pm
complicated. it's a fragile balance between curbing the problem of inflation and propping up the financial systems. now the problem with this plan is they had over $250000000000.00 on their balance sheet. so they'd actually lend out $249000000000.00. so that doesn't really leave that much of a cushion, right? that say if something happens. so what happens the u. s. high interest rates as we've covered a lot on the program. and that obviously makes the debt that they're holding on their balance sheet, which was a lot of it within us government bond was less. so this is a really key point. you're talking about the interest rates are the key and critical point. yeah. yeah. so as those interest rates rocketed, the debt that they have, they have lent to the u. s. government becomes less. right? so that left this bank with a deficit on their balance sheet of about a $1000000000.00. now, once that happened, the bank bid exactly what the guidelines say. i would say the ceo acts the same way . you said, well, i need to raise that $1000000000.00. now to make sure that my bank is in the block
4:09 pm
now will happen when he did that. that's a huge amount of people. a lot of money in the bank companies, mainly who then there was a what, what we could have run on the bank. so about $13000000000.00 which was withdrawn from the bank really. and at that point the bank was totally broke, right. so then the regulates and the government have to step in and take over. europe is now feeling the aftershocks credit suisse took a tumble. and these with central banks stepped in to give them a lifeline. financial world is now holding its breath, waiting to see who is next. caleb martin, r t new york rhianna says it's ready for a bilateral economic cooperation with payroll on. this follows the chinese brokered agreement to restore diplomatic relations between saudi arabia and iran. how quickly in your mind do you think we're going to see sadie ravia making significant investments and vice versa? i would say very quickly,
4:10 pm
iran is our neighbor and have been and would continue to be for hundreds of years. so i don't see any sh oh, that would prevent normalization of that relationship across investments. successful. the turning point in the region state of affairs was followed by a statement from saudi arabia, which said the country won't trade with those who impose a price cap or any other restrictions on commodities if a price kept were to be imposed. and so the oil experts will not sell oil to any country that impose a surprise, kept on our supply and will reduce oil production. and i would not be surprised if others do the same. the same men came as us lawmakers introduced a bill that would allow the justice department to file antitrust lawsuit against opec plus countries. according to the saudi energy minister, the practice would damage the market and create unintended consequences with the
4:11 pm
block. looking at ways to counter the proposed legislation earlier, my colleague nikki errant, discuss the prospects for further cooperation between iran and saudi arabia. with a panel of guest the world is changing very fast, and the united states and the europeans do not have the cloud that they had before . and they've also shown that they're non reliable allies are reliable partners. they've shown that an honest on new administration and iran, it's policy is to strengthen ties with neighbors and also pursue asian and your asian integration. those who do not want this to happen in the coming days and weeks will constantly try to use the western media to create tensions, to create division. definitely time has changed for iran is a different iraq today,
4:12 pm
maybe and target are more willing to understand the dynamics feel free on what's happened in the past decade or negotiation. now remember, there is one of the agreement that we're going to have 2 months period or basically seeing how she says iran coming to the deal. so it's going to, it's going to have too much of observation of what that right. it's going to come and what they are going to do. so definitely, iran is a neva, it's an untapped market. we expect they have 2 trillion dollars worth of good to an investment and infrastructure and different police are going to be. it's going to have a stick and iran need, some of the neighboring countries can treat to contribute them back. and this is definitely aligned with vision 2030 a lot of ground manufacture capabilities. they are very advanced and definitely they can contribute to the iran in rebuilding. let's put it this way. and by looking iran, we are looking a lot of the neighboring countries and that's iraq,
4:13 pm
syria, lebanon, and yemen. and this is going to play a very big economic value within the region. there's a couple of months ahead of us where we will watch was where kathy they have had in historically these, these, these, these periods of cooling off and then things worse and again, but i think now the signal, the, the signal is there, the both sides really want to work for peace because peace actually pays awful lot more than war. i mean the was the saudi got involved in which had been stopped by the americans. we must say of cost them absolute fortune a certain point. the war was costing a $1000000000.00 a week. the diplomatic feel, as we know, was mediated by a completely bypassing the us, which is always like to see them at least as its own kind of spirit when it comes fear when it comes to ensuing. so let's just take a listen to what the chinese foreign minister ministry had to say about this. some in the u. s. style their country as the beacon of democracy. but how surely democratic is the u. s. it is redoubled its efforts to tout its democracy and
4:14 pm
interfered in other countries in internal affairs and even instigated wars in the name of promoting democracy. facts have repeatedly proven that the drama for democracy orchestrated by the u. s. is never a boon, but a bane for the world. so my question for you is just how worried do you think washington should be about such developments and rhetoric worried now really is the role that america plays. i completely agree with professor maroney, when he said the world has changed. he's too polite to spell it out in crude terms, but basically, america's normal calling. the shots, you know, we, commentators, such as myself, are wondering how much longer we use the term u. s. a gemini, when we, when we come on talk, shows like, like yours. i mean, i really, this is the last nail in the coffin now of us leadership around the world. the fact that the chinese stepped up to the mark and broke this deal was pretty amazing. so i think lots of play for very exciting and completely unprecedented. i didn't ever
4:15 pm
think i'd be on a talk show, talking about sound g iranian piece, a landmark field to restore diplomatic relations between a former rival, ron saudi arabia. could you rel israel strategy in the middle east? the agreement brokered by china is seen as a counterbalance to the u. s. and israel in the region for details on this story and more visit our website. archie dot com. poland ambassador to france says his country may enter the war and ukraine. if kiev independence is at stake, his comments are from a recent interview to a french news channel swell, o is the ukraine will defend its independence, or else we will be obligated to enter into these conflict because our principal values that of the foundation of all civilization of our culture will fundamentally be in danger. so we have no choice was cross live now to archie,
4:16 pm
contributor rachel marsden to discuss. rachel is good to see you. now, what do you make of the polish envoys? comments here? is this a way of trying to raise the stakes? well, the sky certainly does have main character energy in a movie that just seems to be getting worse and worse. so pauline's ambassador to paris just one on one of frances taught news networks and basically told the french people, the poland is willing to drag the rest of the west into a full blown war with russia. why? because you cranes independence is threatened. he says he shouldn't seem worried about caves independence when the us state department was setting up shop in ukraine after leading regime change against its president victory jenko back in 2013 for refusing to assign a cooperation deal with europe in favor of a more independent position visa v. russia and the west and where was the same
4:17 pm
polish and bass, or do i hold those values of independence when the u. s. cord cash into poland. b. u. s. congress approved $288000000.00 worth of foreign military financing just last year for warsaw. with washington playing sugar daddy is pulling really in a position to claim independence as a core value, let alone one worth dragging. the whole western world into war with russia to defend. now french, your deputy terri, mariani has just pointed out that warsaw is now going further than washington in providing fighter jets to ukraine, which washington still the least for now refuses to do the kind of weapons mariani says that can hit deep into russian territory. now clearly a huge risk of major escalation here. yet the polish president says that warsaw us, mig 20 nines will arrive in ukraine within days. and the rest of the wes just shrugs, i guess, by the way, to people of france. so, you know,
4:18 pm
the audience that the polish ambassador to paris was addressing on french t v. i certainly not agreed to rush in behind holland for a war with russia just because both warsaw and keith have this totally delusional view of themselves as a dependent and not washington paid shields doing its dirty work against russia. now germany in france, the economic and military powers of europe have at least tried at times throughout this whole crisis to temper the gung ho washington rhetoric around the ukraine conflict. but poland has been at the forefront of pushing for escalation at every turn. first with supplying tanks and now with fighter gents, and this and bastard are now just casually calling for a head on war between russia neo, what's most disturbing is that until now they've actually gotten their way. or at the very least no one else really seems the least bit interested in stopping them. i guess they are taking name, character energy to a new level,
4:19 pm
and not necessarily in a good way are t contributor rachel mars. and thanks so much for your time and analysis and to go further in depth on this. let's cross live now to senior research fellow of the global policy institute of london, george sam. welly george, it's great to have you on the program today. now, 1st of all, what is your reaction to those comments made by the polish ambassador? well, it's very typical of the kinds of responses that you get from poland, full of sound and fury, very gung ho. let's take on the russians today. all of this is quite the sensical, i think poland is counting on article 5 of the north atlantic treaty by which then once poland gets into a war with russia,
4:20 pm
then everybody else, all 30 members or 31, i suppose it finland is become a member of a shoulder, 31 members on now and war with russia. and therefore, you know, poland will be triumphant, as having led this war against russia. bowman really should look very carefully at the exact wording of the north atlantic treaty. article 5 by no means says what many people, including the polls, seems to think it says it does not obligate everybody to go to war on everybody else's behalf. and above all, poland really should read article one. an article one of the treaty is very explicit. all nato member stays obligated to resolve their disputes with any non member state in a peaceful fashion. so if bowling plans to go to war with russia,
4:21 pm
then it's obviously a violation of article one. and therefore, any obligation on anyone else's thought to come to poland assistance is automatically employed. that's interesting and definitely good to keep in mind. now, you mentioned that this is a surprising to hear from a polish official. and this is, of course, the comments that are coming from poland, ambassador to france. so do you think that that reflects their official policy, or is this more just the thoughts of a certain individual who just happens to be in power here? well, i think it's pretty close to poland official policy after all, he is an ambassador here. so he's not just simply talking off the top of his head. so, and i think it's entirely consistent with the kinds of slogan hearing we've heard from do that. and the polish prime minister. so i think that it is speaking on
4:22 pm
behalf of the government. if you know there's a lot of bravado here and at the same time, the problem arises as your previous correspondence pointed out by the fact that essentially the, if the noisy is the characters in nato that have been doing most of the running, which is colon the baltic states and the united kingdom, and of course, behind it all stands the united states. but unfortunately, the supposedly wise the states, the ones that we would expect some rationality and caution. they've been silent and because they've been silent, the bat is allowed to do poland and then these tiny, tiny states of the bowl takes to do all of the running and it's rather dangerous situation. now want to get into that concept a little bit more because it's not a secret that or saw,
4:23 pm
has followed washington's rhetoric regarding the war and ukraine. so do you think that this could indicate a change in western policy, or is this just one of those cases of saying the quiet part out loud to a certain extent? well, i think it's, yes, it is kind of saying the quiet lapse. the problem is that washington has just simply don't along with this, i think they, they have a policy of dragging this war out for as long as they can. and then they, they have this model in their minds, the afghanistan model of the 1980 is. let's just believe the russians dry. let's just destroy their economy, destroy their populace. and we'll get regime change in moscow and everything will be wonderful with it to this strategy. and this is obviously something that is music to the years of poland and the baltic states.
4:24 pm
but unfortunately, the americans can't get off from this. and so they just continues and continues like this, despite the fact of his massive casualties. and despite the fact that he's having this disastrous effect on the european economies, they, they continue with it. and poland is obviously happy with it. it's, it's elevated, it's profile in the world, and as long as you're doing something against russia, that's absolutely delightful to poland, ruling class. yeah, definitely those values there to keep in mind. now we also have to keep in mind that the polish ambassadors, comments come right ahead of the plan, visit of china as president to moscow. do you read anything into the timing there? well i think so. i mean, i think that there is an attempt, again, within nato to demonize russia and
4:25 pm
china and, and to put pressure on china to distance itself from russia. so no way to make it make it seem as if russia is an outlaw state and no, no one with any aspiration to being a civilized the grave power should have anything to do with russia. i think that that was part and parcel of the the arrest warrant that was issued by the international criminal court on friday. also. hey, do you know was a message the china don't have anything to do with these people? you know, they're essentially indicted war criminals and so i think poland is, is doing this. and it's the and others of the same time. and keep in mind we have the statement from the with kirby, the national security council spokesman, who said the other day that well where flatly rejecting the chinese piece proposal because that would mean a ceasefire in place. and that would be
4:26 pm
a help to russia. and there it is. so in other words, we want this war to continue because a piece now would be good for russia in the hurricanes will kind of change their position. remember, used to be, we only follow what ukraine ones, but apparently, and how we don't follow what ukraine once we decide whether we're going to set this piece plan or not. how harry certainly a lot of steak there, but we appreciate you joining us to break it all down toward sam. well, a senior research fellow of the global policy institute of one, then, thanks so much for your time and, and i the head of russia's, chechen republic has condemned a video circulating on social media, showing ukrainian soldiers burning a copy of the koran roms on cotton rock has pledged $10000000.00 roubles, the equivalent of $130000.00 for anyone who catches the perpetrators. but yet many
