i guess has failed to say how many people it is detained, or on what legal grounds multiple reports, including the statements of detainees. relatives have claimed that those held by as well, had absolutely no ties to him. us the idea of supporting the said earlier that only about 10 to 15 percent of those detained wire in a any way linked to the militant organization. while we're joined to live now by to john, unless our chrome of satari from hong units and sign up. come out from rafa. i'm from. i want to ask you 1st i'm. we know that now the southern part of the enclave is seeing strikes the previous to me. we will only seeing on the north. we've got people who flat been moved to the south to state. so strikes. so can you just give us a sense of the situation in the southern parts and how people are feeling at the,
12:07 am
at this point in time. but as a matter of fact, people are feeling i do not have the feeling cold and security and i'm gonna do the bombardment to restore the latest, bombard and can 20 c palestinians. and if you want us, if you do come and divided east or you want us and they still do, you know, safe havens and guys are the ones who moved where ended up targeted in different areas. the ones who moved to from the north and gaza were targeted in since then, gaza. and we're starting to then have units of dropbox. people have a general sense of loss of addiction at o. m and, and that, and they understand that it's a matter of time for them. and one of them is and just focus. and i just want to quickly oscar. one more thing. when you speak to people on the ground, beth walter. the plans, where are they planning to go? if hong eunice is leveled in the way, the goal is a city was will areas in the news. what people are confused,
12:08 am
people are helpless. people understand that they have nowhere to go. and they have like for instance and then mos area and can move this people who are us to move this area is that has no extra structure whatsoever. no supplies whatsoever. but people because of the imminent fiscal disc, we're brushing to that area where they've been been mix of things with the minimum that they have with the practice of the fees and would they would that they might find their way and then they started boosted. so people understand that they have nowhere to go on with the extremely large number of intensity display people. there is no space for anyone in gaza, eh, and got the file drawers and drop off. and this in certain areas i worked on this piece of drop off, i looked at the diesel car, noticed i've also down the streets of the printer. you will see thousands and thousands of people walking in the street. some of them are not careful to stay in a tent or sleep. they make their children and stay in defense. they make the woman stay in the defense and they end up sleeping in the street. so they have nowhere to
12:09 am
go and they're suffer. and they are aware that's more of the suffering is coming, is coming soon because of the ongoing is that legal department and eh, and displacement at them. but recently, there were some information from days that the army asking some more people to move to more areas either in drop off or in the body was to kind of so to the part of the thing is this is an on going so far. and this is exacerbated software and that is likely to continue and worse and final i want to, i mean i just mentioned rafa how he's being that himself, how people say that they might have to go in from farther south you all in rockford at the moment um, so what are people saying that i will so do you want to ask you specifically, i mean brought this down the chip should both. uh um, is there a ho from palestinians that may be someone, anyone, websites, egyptian or not the country and the region will open the borders to them and give them a safe haven the

i think we might have lost. so i wouldn't be surprised and we've had problems with connections. obviously one of the things about the siege of calls is that connections are intermittently been caught, whole body is ready to full. so if we come, we will get back to so on. in the meantime, chrome, thanks so much for joining us. that was i come out satari in hong us and that was that song to come all in. rosco. thank you. well, in the meantime, coming up a bit later on, i'll tease speaks with the unit phil peacekeeping mission, deputy chief of strategic community communications, would go pricing on this rating lebanese full talk about the risk of peacekeepers all taking in the region. so sit tight, the well position that pro testers have taken it to the

streets over nights in the sub in capital or the recent parliamentary election results of the president has stated that he will be meeting with the russian and box it up on monday to discuss that incident in belgrade, in the meantime, the southern prime minister has liked most girls to giving his country
12:12 am
a heads up about the brewing unrest. and i can only say thank you, but perhaps this will not be understood in the west. but tonight, especially feel that it is important to stand up for serbia. i'm think the russian special services who had this information and shared with us, we shared with everyone else and everyone else said it was russian. this information and fake news. the protest of making all sorts of allegations or position policies have made allegations of electro irregularities and electro fraud . just soon off to the result. one of the, one of the party said that they were going to block the roads, the main roads that made all fries and make highways in it. so it'd be a one of the old position and pays has gone on hunger strike. now, the european union of the united states have also raised their concerns over electro irregularities. they made obligations at the election observer. so evidence
12:13 am
of a vote buying and this kind of thing. but it's also worth noting that president bluetooth has vanity denied those obligations that say what you said about, that's the opposition provide a do public selection commission with $500.00 invitations to bill for supposedly not existing voters to prove the violation. the republic selection commission send the requested into the administrator to verify all the submitted documents each by name being turned a ministry, checked all the appeals out of 496 bills, all existing people registered in the voter list and 487, all of them were registered to the same police station at least 4 years earlier. this shows the level of their life. he's accused the authorization of essentially, like about those allegations. now again, we're seeing the protesting started soon off to the initial election results were announcing earlier the leader of the we all the voice of the people policy raise his concerns. he says that he's not expecting to see the plaque called written in
12:14 am
forward language. is that say what you said about that subject when i'm just expecting to see banners and english because that looks good on cnn. you know, when you were banners and serbian, those into westcan read them. they'll be some that are, is in english and probably some flex, american, german and the european union as well. so he's given these warnings about posters, imply calls written in foreign languages. the predominantly i am dots for the media organizations like cnn and the bbc because of course, the people in those countries was necessarily be able to research. and these are exactly the kind of things that we saw in a we have seen in many of the color revelations, all the money down to, for example, the tell you, i mean that there's been warnings about preparations for a to like so on and keep 2014, what's really behind, i mean, how is that? is that what this is about saving russian and pass it. busy to so it'd be a raised as fallback has made the possibility of a my done style too. and so it'd be a real cost. so it'd be a scene as a friendly,
12:15 am
old, more friendly towards russia than it is towards the united states. and so he made those warnings and the prime minister of serbia has also said that the organization policies are planning a money down style to, to come to power through a revolution. of course they've been unable to win a victory by a, by the final thoughts or the russian forwarded me ministry sykes. best number readers ahead of us also write her concerns over my then could, let's say what she said. well, you, them, we have seen how over the course of many years in serbia as well as in the border context in the ball towns. the western world has been pushing for my down scenarios . i mean, yes, the situation seems to be under control. now the ministry of internal affairs has issued a statement and it's on judge protest has to respect law to refrain from bonding attempts to enter the building. but it's also said that those responsible for the kind of damage that we are seeing will be held liable. so the
12:16 am
interior administer brought to south gosh, to arrive at the scene of the unrest. according to report such 5 protests as were detained outside the city who, himself grade around the 2 law enforcement officers were in judge 2 of whom wash. in fact, severely wounded off to being struck white pieces of concrete. now the protests were born in response to recent parliamentary election results. like i said, which sold the president's ruining policy sees a majority of positions position. the sub and prime minister last week said proposition party on interiors, including c, r t a with directly trying to destabilize saab you on the road. it's constitutional . what, what is it that we heard today? what did we see? nothing weird in situations, conjectures, hop, information, pause, you know, this is anonymous tip offs. it is all nicely packaged together for
12:17 am
a political context that is convenient for the opposition as is usually the case. and this was also the case, and the electoral campaign will see all to you just if you don't know is a sub in n g o which has existed since 2002 now. and it's website you can see right that showcases the partners that are funding the organization among them. the rockefeller brother from the us aid will say, british and german embassies. armando is offering that support, although we have some stuff in american jennison portion knowledge. who believes that members of the opposition activists in general, historians about sub in parliament might tell very strong ties to the west. a lot of the people who are involved in these protests or professional activities at all these western organizations that essentially have a bought and paid for come out of civil activist, serbia who again don't have drops and they pretends to be the representative to, to representatives of the working class who are trying to you know,
12:18 am
deliver democracy and it's absurd on its face. i mean, if they had some sort of respect for the electorate fort for the actual working people for the actual citizens, i would understand, but they go around all of these went pro western media outlets insulting everybody and then say, oh, we're entitled to because here the democratic democrats believe and democracy. these parties, these activists have spent the past week insulting the serbian public into serbian people. it's certainly not a democracy. the whole concept here is that this is a call from within pre being presented as a legitimate genuine popular revolution. and the whole thing has been scripted up again by american activist funded and organized for the national endowment for democracy, of its branches and various and yellows. and this is, this recipe was used to build grades in 2000 in georgia, 2003. you have in 2004 and again in 20132014, which escalade done, and many other places, including throughout the middle eastern europe. well, the 2011 and as people have gotten wiser to it,
12:19 am
it's gotten less and less effective. but that hasn't stopped. people to try it again and again on funding. we have shutting on a daily basis. those are the words of the un interim false in lebanon, a peacekeeping operation, which watts on the as waiting lebanese border, unofficial from new organization, spoke with all to you about the deteriorating situation in boston. the nfl is a peacekeeping mission. we've been present in south lebanon since 1978 in 2006 after the war between israel and it has the law. our mandate was confirmed and extended with resolution $1701.00, which is the core of the mandate that our peacekeepers now implement. and resolution 17 o, one, obligates us to monitor this. the cessation of hostilities here in south lebanon, and to support and work with the lebanese armed forces were deployed here in that,
12:20 am
in the south of lebanon. when unit 4 was 1st established in 1978. it was in the wake of these really invasion of 11 on following attacks launched by palestinian groups and israel. so israel invaded 11 and protested to the security council and the security council established unit failed to come and to restore peace and security here in the region. and so obviously that, that occupation remain for some time and you wrote the eighty's and ninety's means really military was present here until the withdrawal in 2000. and in 2006, we had the war between hezbollah and israel, and the establishment for the adoption of resolution. $17.00 oh, $1.00 which expanded on the mandate that we had in 1978, which is based on maintaining international peace and security, but gave you and i felt additional tasks in terms of monitoring the cessation of hostilities between israel and has the law working with and supporting the lebanese
12:21 am
armed forces and at the time helping to ensure access for humanitarian actors and the safe return of the population that has been displaced in the 20064. i we've been here for a long time, but there is a, it doesn't mean that people know exactly what we do. people don't read the security council resolutions. we do, we live it, we work it every day. so you know, we know our role. we know and the limitations of our role of, and of our mandate. you know, there may be some expectations, for example, in terms of the situation now and our humanitarian role. we're peacekeepers, we're not humanitarians. part of our mandate is to facilitate access to humanitarian workers. you know, the red cross or other, you and agencies that are providing aid. but we, as peacekeepers we, we don't view humanitarian work, although we do things to support communities when they need. because again, these are the communities that we live in, work in. and we have been living and working in for 45 years or peacekeepers, undertake projects to support to support their local communities. but we do not
12:22 am
provide monetary and assistance in that sense. so the reason that you feel is here, and part of the core of resolution 170. 1 is because it was known after 2006, there were weapons and armed elements that were present in the south. and part of unit those mandate is to support the lebanese armed forces and ensuring that the area south of the tiny river up to the blue line is free of these armed forces and elements. and we always, you know, we've never said that this has happened. this is why the resolution was being implemented. this is why we're here. we haven't accomplished that yet. in terms of the relationship with the lebanese army, we worked very closely with the lebanese army to implement all of our tests under resolution, 17 and one. it's actually part of the mandate to work with them to support them, to coordinate with them and everything that we do because part of the ultimate goal of resolution, $17.00 and $1.00 is to hand our security responsibilities and back to them. so they
12:23 am
can take over and you know, that would be the mission would go home at that point, that would be the ultimate success of resolution $17.00 and $1.00 for that to happen. we us, those unique role is that we are the only interlocutor that talks to both the lebanese army and the is really army. and so we have a very robust liaison and coordination mechanisms that go through all levels of our peacekeeping mission from the leadership down. and we speak to military officers on both sides of the blue line to resolve different issues that may occur and try to reduce tensions. try to encourage each aside to stop the fire that is coming from their side. just, you know, to stop the escalation that may be taking place. and we have a mandate to monitor the cessation of hostilities and our peacekeepers are deployed along the blue line. to do that, we have different mechanisms to observe. you know, often it's just a visual. we hear things, we detach things on radar. for example,
12:24 am
all of this gets reported to the security council. it goes and the secretary general's report that comes out 4 times a year. everything that we observe and monitor is recorded there. obviously with the current situation is getting much more difficult to have is comprehensive of monitoring, as we've had before. given the fact that some of our positions, especially the ones right on the blue line, are sometimes caught in the fire. there can be active exchanges of showing nearby and over the positions which puts peacekeepers in danger. and so obviously we have a concern and making sure the peacekeepers are safe. we have safety protocols that in some cases, if it's not as dangerous peacekeepers will be limited to the camps, which of course stops their patrolling and monitoring activities. that means they can't go out and see what's happening on the blue line and harsher scenarios when the change, the exchange of the fire are much more dangerous. in fact, peacekeepers will go into the shelters and that really limits what we're able to do . fortunately, those periods don't last too long. sometimes they do though, sometimes the peacekeepers may be there for several hours and that does limit their
12:25 am
ability to monitor. they may still be hearing things and reporting it, but it does, it does limit the ability to create that kind of record. although we've never said that we are for heads of monitors, we don't have the capacity 247 to watch in here and record everything. but we do try to monitor as much as possible. and that creates a kind of record that, as i said, goes to the security council and it, we can see trends in the way that things develop in, in terms of the association of hostilities and the violations of resolution, 17 o one. so the blue line is uh, the line of withdrawal between 11 on and israel is the line that we monitor and so on. and withdrawal essentially means that the parties have withdrawn from the line . they're not supposed to cross it. so it's a violation of resolution. 17 and one, if someone from one side crosses to the other, the blue line extends a 120 kilometers between 11 on and 11, using this rarely territory. and we have,
12:26 am
at the moment about 10000 military peacekeepers and 800 civilian peacekeepers are, who are here in south lebanon at our headquarters and about 51 positions that we have in south lebanon. the blue line extends between 11 east territory and is really territory. there are 13 areas where the lebanese authorities have said they disagree with where the line has been withdrawn and the in their belief, the is rarely is, are occupying those territories at the moment. um is obviously quite tense. uh the situation has been escalating since october 7th. it hasn't gotten to the point of an open all out war, which is what we are working here as peacekeepers to try to avoid. but the sentiment here is quite tense. we here showing on a daily basis even from here in the core, are peacekeepers are deployed along the blue line. are seeing and hearing exchanges
12:27 am
of fire every day. you know, there have been a number of civilians in the towns on both sides of the blue line who have obviously left for their safety. and so the situation is tense and you know, and it's quite dangerous in fact. but this is some things that we are working as peacekeepers to try to find a solution to bring the parties to a place where they can find a political and diplomatic solution to this. as soon as october 7th, we've seen a gradual and in some days it depends day. today there can be, you know, we have days that are quieter and then we have days that obviously there is more happening in terms of air strikes, showing in cross border exchanges. and the goals are conflict is obviously important. con, contacts for what's happening here. they the extension of fire and 11 on started the day after the october 7th gas, a conflict began. and so that is important contacts that we operate within. but of
12:28 am
course, the situation along this line were subject resolution, 17 o one. it's a very different situation here. unfortunately, the exchange the firewall, they have intensified, have maintained. in general, they've been generally controlled and happen within a very close $5.00 to $6.00 colombia range within the blue line for peacekeepers. so by nature, we're optimist. we do think that there is an end in sight. we do think that eventually there will be a political and diplomatic solution to this overall crisis, but hope to this overall conflict, but hopefully to this immediate crisis that we're facing as well. we do think that there is, there is a possibility of this will happen and this is why our peacekeepers are continuing their work. you know, under these very difficult circumstances on the blue line, under these exchanges of fire, working with the communities, working with the lebanese armed forces. because we do believe that it is possible
12:29 am
and we won't, you know, we don't give up hope we're not going to a band. and we've been here for 45 years and we will be able to stay as long as it takes a while. that is a good buy from us for the sale of next govern underground with option with tons, the cars always felt great guess so what types of enjoy the i'm action or time. so you're welcome back to going underground, broadcasting all around the world from the u. a, it's the door one of the multiple, the aramark by decline of us empire image small to in ukraine and gaza. and there's

more nations align with rusher and china and opposition to the us dictated so called rules based on what should we expect? joining me from time to bring the u. k again is professor richard software tends universities emeritus professor of russian and european politics, who is just published in the last piece, how the west failed to prevent a 2nd cold war. a thank you so much because the sacrifices are coming back on. i'm not going to talk so much about what the west is, what a cold war is. i actually maybe i should stop by saying, can you forgive? some read is reading your book who see you shot the chains from john to system the rules based or washington rules based thinking. washington must be neutralized, military attacked at all costs given how we have got here. that would be, i understand about reaction because quite clearly fee to actually that code of the world i nowadays called the political west since 1999 has not been.
