10:00 am
plugged in, not the the breaking news. moscow accuse the cab of a fall supply gets hacked on the term level nuclear facility. only a day after president clinton and trump agreed to work toward the ending, the ukraine conflict. and what i worry about is the threat from within the retreats of europe, from some of its most fundamental values value shared with the united states of america. no man's words from vice president j. the van to the munich security conference of our european officials are following hardship criticism for betraying their democratic values. also, the trumpet and paid separate leaves, europe, in a panic, as a leader scrambled to be included in the negotiations. if you got at least the next 4 years cannot only change the relationship between the us and other countries,
10:01 am
but also the relationship between all countries. let's not be deer caught in the headlights, the i'm rachel ruble live in moscow here watching our t international. we start with breaking news. moscow says cab is attempting to frame russia for our ukrainian or jerome strike on sure. no, bob. this comes just a day after the russian and american president agreed to seek a peace deal on ukraine. the international atomic energy agency confirmed a blast at the defunct nuclear site. overnight. the criminal has called the attack a prop vacation mode. each year. there is no way that any nuclear infrastructure could have been struck. so any claims that this was the case or not true, the russian military do not do this. we just in this is most likely just another propagation. another fudging this is exactly what the keywords seem sometimes does not shy away from doing well. and i'm not sure it seems that the key of regime is
10:02 am
the so desperate for any type of its session and view of the recent contact between moscow and washington that it's really ready for edit thing at all. or even the new cleared, sir, that could result in a major catastrophe, not only from russia, ukraine, and other neighboring countries butts off of the nations of the european union, as well. in the parents, attempts to disrupt any peace negotiations. lensky seems to be going all the way in by attacking the cement sarcophagus. solve that your noble nuclear power plants. and of course the so called the officials are vickie. if he were quick to blame a russia for that attack, and by the way, just a day before is that it sounds like a mature noval zalesky spoke to the media at the expense of miscue nuclear power plants. and you know, it's really hard to describe, but his words is anything but fear mongering as he promised death in battle to the
10:03 am
american soldiers against russia. well, have listened for yourself. would you give us any bilateral talks about you crane? i'm not talking about other topics, any bilateral talks about ukraine without us. we will not accept it. as i said yesterday, when we talked with the minister and i told him that, you know, what are your american brigades, which are they nato troops. they are located in europe, and if there is the invasion, it will be fast. so your military will fight. i told him that they have to save the lives of the people, because there are around, i don't know. there are 100000 americans in europe. they're going to fight and not everyone will survive. yeah, russian foreign ministry. you spoke with maria, the car of a is search, and that's the, that's the com, the deformed to your noble nuclear power plants was nothing but a provocation. i was and ask you to have, who is it now looking for more money and more weapon sickness and that's just something it's but there's no doubt that zelinski would not have come to the munich
10:04 am
conference empty handed, the key of regimes. hans, not only are they covered in blood, they always have to be kept busy with a rattle, for example, they use them to distract the participants of international conferences. the munich security conference were members, many such rattles. meanwhile, the head of the international atomic energy agency, rafael grossey, said that the incident that your noble and the recent increase in ministry activity around zip or origin nuclear power plants underline persistence, nuclear safety risk. and that said, there is absolutely no room for complacency, as the atomic energy agency remains in high alerts. now, the increase in the military activity that rough l. grossey was talking about probably refers to the fact that's a high a. he a monitors a station that is a foreclosure, and usually our power plants have been trying to road say their team since the beginning of, uh, uh, february of this year. and so the latest attempt resulted in the disruption of that
10:05 am
rotation as ukraine headsets and military convoy carrying international monitors from the agency. now, the disruption of the rotation of the experts occurred entirely due to the fact of the deliberate actions of the crate inside. according to the russian defense ministry, they added that some of gold has a full sailed all obligations to ensure security and establish a so called regime of military silence in the area of the rotation of the i, a e, a experts. now at the same time how the minutes, and so the key of, or she made yet another attempts to attack the nuclear power plants using drones. now one of them crash just just 300 meters away from the, for, from the 1st hour unit. so the nuclear power plants, the same time, the international atomic energy experts have already returned to the nuclear power
10:06 am
plants except for all year and to continue their monitoring mission. first deputy chair approaches federation council committee on defense and the security environment change of says this publication shows how desperate ukraine is. i'm afraid something to this old. do you do the mental state of, of the lead to of lee the now on that series you should have been expect the expect to that least. i really that in reading story is like this. probably in this particular case nobody was injured. but overall, it's a major pro occasion wage is an additional element of escalates of deliberate, this belief of the situation that you agree. so there is no other plausible explanation. are they on the russian like a senior diplomat tasked by the russian foreign ministry with documenting alleged
10:07 am
ukrainian atrocities, is reporting a spike in key of drone attacks on russia. the following up is phone call with it's from do you think this is even further escalation? this increased intensity of drone attacks? ease uh there have been numbers going up and down every 24 hours on the number of the text of getting different arrests and regions not only to the media regions within the zone of facilities, but also a more flooded way places and buildings, regions. uh, quite far from you. great. uh and there have been certain names uh when there was a dozen uh, side drones or uh, uh, in one case it was the number was over a 100. well, last night it was the widget. so this is again,
10:08 am
a sign up for a station. oh, the key frame being left out from the focus of the the, the you is undermining its own democratic values. that fiery admission comes from us, vice president j vance, who has arrived at the munich security conference. ready to show brussels that trump means business when it comes to peace in ukraine. the threats that i worry the most about visa, the europe, is not russia. it's not china, it's not any other external actor. and what i worry about is the threat from within the retreat of europe, from some of its most fundamental values value shared with the united states of america. now struck that of a former european commissioner went on television recently and sounded delighted
10:09 am
that the romanian government had just an old and entire election. he warned that of things don't go to plan. the very same thing could happen in germany too. now these cavaliers statements are shocking to american ears. all right, let's cross live now to our to correspond to charlotte davinsky, who is in new nick charlotte, tell us what's going on there? yeah. what unexplored you save the opening gambit the from the us vice president j . the vault suit was so for to calling what he said about europe. it seemed that those in the origins would sure if they should even applaud at the end of that speech. an awkward moment before of course we changed his some hands clapping for him, but with laughing slow, you'd say, hey, we don't like this guy. oh no, it's unclear, but yes, you heard a little bit about fiery speech and we,
10:10 am
he basically said your opinions are being would freaking for mess. the mental value seems to be what things like freedom of speech. he also paid tribute to those who were injured in an attack in munich just less than 24 hours ago when a call plowed into a crowd of individuals up to 30 people in. you did not in what has been described as being a tire attack by some individuals. so he also went on say there's a new sheriff in town. he's talking about the white house administration and donald trump. and clearly we've been seeing very different points of view coming out of the last few weeks the last few days in particular regarding the situation in ukraine and not as we got a lot of people worried here in europe. a j. d. phones not holding back on the criticism winston, he's going to be meeting with the luxuries the landscape of ukraine at some point during the conference. the new confirmation is exactly when that will take place.
10:11 am
but again, we know he's been incredibly critical of the crating war for a long time. and we are expecting that if that meeting takes place, that she will be fiery. now, immediately there's being reaction here at the munich security conference to that speech by dating balance. but also the changes in a man or didn't policy over the last few weeks. we've been hearing from the jim and president to, with a talking about the fact that he's saying that the trumpet, the ministration has no regard for established rules. and he's basically telling you, if you need to keep calm and carry on, because this will pause and that you should be a power lies by this flurry of announcements that's coming out from the white test right now. let's have a listen to what else. the german presses and types of say, might i'm on down the to dish, right, ladies and gentlemen, of course, in that case, we're not just talking about the growth of european troops,
10:12 am
also about the reduction of american troops or them. i talked about this with vice president vance this morning and i told him whatever you were planning, discuss it with us, kind of the nation. if you got a mission, the next 4 years can not only change the relationship between the us and other countries, but also the relationship between all countries. will the international community maybe take all of the damage? my answer is very simple, but i think it's right. that's up to us. we are subjects, not objects of the international order. we must not let the flood of announcements paralyze us. we must not freeze out of fear or as they say in english, let's not be deer caught in the headlights from the floor. with joe and president was the only one criticising the sconces that are coming out from the us at the moment. we've also been hearing from a sort of home delay in the european commission president who criticize the terrorists that have been announced by the trump administration on the various
10:13 am
products on various countries. she also said that despite what american things europe can move, mounting, she said, and she said that ukraine's future is at city. we in europe talking about the continents, the spent spending on how that has been increasing despite the lack of supports, possibly from the us. our defense spending went up from just over 200000000000 before the war to know over 320000000000 last year. but we will need to increase that number considerably once again. because from just below 2 percent, to above 3 percent will mean hundreds of billions of your more investment every year. so we need a bold approach. well,
10:14 am
there's level and delay and also saying that a few crane fails. the thought we'd actually, we can you refine by default the u. s. t. so interesting comments from her. and she said that this was also intensified. the challenge is in the, in the pacific region, and she says, you know, many in security circles here in europe, remaining right now, confused by some of the comments that are coming up from those senior us officials regarding the state of situation in ukraine. the box, because in the last few days we heard donald trump saying that he had no only spoken pers needs at present preaching of russia before speaking to block me. so lensky of, at ukraine. but also the scene of us officials, we're going to be meeting with senior russian officials here at the minute security conference. now we know from the russian point to be this come up from the, for an office that the russian, as haven't been invited to the munich security conference since 20 and 22. so
10:15 am
that's 3 years ago. and the they didn't seem to suggest that they would actually be that meeting taking place. now, we know that the water is lensky is here. as i mentioned tuesday to meet with j. d von sylva. see, he's had come again with these coughing and trying to get people up while to give you credit. more says state law statement. so when this rules that hasn't looked into the last 3 years, but again, he's here for that. however, this time looking incredibly disheveled at the press conference, it really looked like the pressure and the, the big change of what's coming out of the white house in the states has had a massive impact on him. and on his mental and physical state. gave schumann, them, not if we are not in nato or until we are a nato. this means that we will have an opportunity to protect ourselves with exactly the kind of army that is capable of doing so. these are appropriate nato weapons and the appropriate number of soldiers and the towers ukrainians. and we
10:16 am
are ready to talk about everything from the contingent to security grants from nato . either we are in nato or nato is in us. we are ready for any framework to start putting so despite the fact that we've heard from the us, defense secretary pete's headsets, that essentially there would be no going back to pre 2014 ford is fully ukraine. that russia would essentially keep the territories that voted to join it over the last few years as well as ukraine. i'm the, the us didn't see the future of ukraine being a native of loading means. let's see. continuing to be adamant that that's not the case. and he wants his country to regain the territory and he wants his country to be part of the nato. and of course the european union. so interesting to see the the big divergence for those 2 individuals, particularly ahead of that meeting with us as mens take place over the next few days. now we've also been hearing from german sean sla. oh, look,
10:17 am
schultz who has been talking about the situation here and again talking about the need to continue supporting new crate. the item is that we need a reform of the debt break in order to invest in our security and defense. secondly, the bonus tag should make a decision as soon as possible, according to which the war in ukraine and its serious consequences for the security of germany in europe are to be classified as an emergency. the other thing i think is quite interesting is that we heard from the us defense secretary that a wax you had from donald trump, that russia should be back in the g 8, the g 7 at the moment. she says, well, she should have never been asked to leave. that will take that. however, we've been hearing from the kremlin spokespersons miss repress group did in fact, so russia of the g 7 o rejoining and making the g 8 isn't an important thing for them. right?
10:18 am
now in fact, the importance being moved when it comes to the g 20 and that's because of the types of countries in the g 20. and how much more representative that is of the world, of course, rush report to the bricks alliance, which is looking to achieve a multi polar world that will give a voice to the many rather than the head. you mean? but we've seen over the last many decades coming from the usa. right. our take correspondence, charlotte, diversity in munich. charlotte, thank you to. all right, well, joining me now is our to contribute or tar ray and target to have you on the program with us. so we have the us vice president j van, set the munich security conference saying that the real threat to european democracy isn't russia, or china is actually the actions you officials themselves have taken to suppress free speech and opposing viewpoints. probably a message they weren't expecting or even wanted to hear. do you think that the you
10:19 am
will, will listen and take it to heart? i think that his message and combination with just public supports of wanting less censorship is, is really getting through many of these european nations, their political seats, particularly like in france. yeah. they're, they're unsure of their future politically. so, and in great britain as well. you know they, they have a very shaky political future. so i think they see the writing on the wall. and vance underscore, underscore the point by referring specifically to remain in how the election results there were annoyed by the supreme court. i believe this is the 1st and only time this has ever happened in the european country. and we really saw very little of outrage in the west over this, which was quite interesting. what impact you think his words are likely to have on the situation in romania? well, i think of romania is case to you saw the boomerang effect, right. the us was the bite and origin was trying to be kind of get involved with
10:20 am
that and woke a fi if you will, but it actually had a boomer in effect on the population. so again, what you're seeing in general in europe and in eastern europe is the populations are moving towards wanting less censorship. they're wanting a more conservative outlook and government. and i think that most of just getting through and as far as nato, you know, remember that uh, president trump had discussed even, um, getting rid of nato or pull up the us pulling out. so i think that they're aware that they're walking all walk you on shaky ground. and he also talked about the fact that us has been paying too much money for the defense of european nations. and that's about to stop. yeah, and another interesting take away regarding nato is the nato secretary general margarita claiming that ukrainian membership in nato has never actually been officially promised. this is after dangling nato over their heads for, for decades. let's take a listen to what margaret had to say. first,
10:21 am
the only 8 months ago you had a somebody said washington d. c. a 32 allies agreed and i know you know these words, but i'll read them to you. we will continue to support ukraine or irreversible cause to cool euro. atlantic integration, including nato. then which does nato still stands by those words were in those as line so it says that it to be part of the peace deal. now there's never been before and not even in the stomach statements that been a b, c. what would be done on your brain? that's in that these are to be natal things. so there's not many things that part of, of the ceiling should be made to. but it has never been promised to rain again, a real change in the narrative. they are, why are we hearing this now? all of a sudden, well, you know, that express and the rats are jumping from the ship. i think we're there. you have
10:22 am
a lot of year. they see what's happening and they see the direction that it's going . there is no way that ukraine qualifies to be part of nato there. i mean, 1st of all, they have an illegitimate president, but the 2nd of all they're at, you know, they're in the midst of a conflict and, and for many other reasons, it's been called the most corrupt nation and so on and so forth. so i think all the rhetoric that you heard during the bottom regime is ending and the europeans see the direction that, that america is going and other nations and they're following suit. yeah. and throwing ukraine under the bus, so to speak. absolutely. you know, there's been a real uproar from european public politicians following the terms of putting a tax which took place on a couple days ago, demanding that they and ukraine have seats at the table when peace negotiations act actually began. and, and they're also. ringback aggressive of statements about the terms for the as a piece. talk some again before these talks that it'd be for this 1st meeting even takes place. what role do you think the u. n. t of conflict
10:23 am
a and what chance is there for the talks to be even open minded if their agenda is already laid out ahead of time? well i, i think what you have going on here is, you know, zalinski kind of pounding his chest. that for the last time, you know, he's tried to make this conflict to go on as long as he could to get the money that he could. and it's over and, and what's gonna happen to him? as i mentioned earlier, he is an illegitimate president. he's no longer needed, so he's probably shaking in his boots right now. he also has misplaced billions of dollars moms, you know, so to speak, so, and weapons. so he has to be countable for that. so i think he's, he's running scared right now. and as far as the piece plan itself, it's actually um, you know, i think it's quite good that 1st the us and, and rush, i have a conversation and try to build trust and work towards that because the us was interpol. part of this, between the med dawn in 2014 and then all the money,
10:24 am
the billions of dollars that was funneled into crane and the media, the mass media from the biden regime that was done. so i think um, you know, president trump sees how, how desperately that trust was broken and how there was no diplomacy. so this is for steps and you know, nothing is written in stone. i think what they're wanting to do is get a piece talk that makes that addresses the issues to get it to us long standing piece rather than just like a short term ceasefire. yeah, i think this is a case for trump background as a basement businessman really comes in handy because he understands the value of trust and negotiation. yeah, and agreement on natural resources is one of the key talking points of the meeting between the p advance and zalinski that we're expecting to take place at this. me like security conference conference. you crane's rare earth minerals have been of interest to us for, for some time. we, we know the bulk of trump this later right out there. yeah. why are we just seeing this transaction being raised now?
10:25 am
i think it's interesting. i think it's because it's one of the few leverage points right with this whole debacle because you had the us just basically shoveling money into key events into the zalinski resume. so now they have to back track and say, okay, what year you can't, these aren't loans, can't they have back to cranes, you know, busted, it's broke, but you do have minerals. this is what i find interesting is that if you have black rock international that's already purchased 22 percent of ukraine. um so i'm, i'm kind of curious to see where else this is going to go. does it mean a more permanent land grab? i don't know, and how would that affect the negotiations with moscow? because then you're looking at the us being more involved and closer to the russian border. and that's been the point of contention from the beginning. so, um, you know, there may be some push and pull where it's just minerals, but not necessarily americans having boots on the ground or nato to be,
10:26 am
it's on the ground near there. what would an agreement like this look like? is it too much to ask you to speculate on what that could possibly be? i think that, you know, there was a very simple thing that the president prudent asked for. they only ask for 3 things and, and see if, if you look at links to it, it's pretty, it's close to what was wanted, but i think basically, is that the nato thing? okay. no nato, for ukraine. right? and nato has to promise to be off the borders of russia. so there needs to be some promise long term that no more military action is done in that region at all. mm hm . and, and that's going to be, you know, i think the contention is, is going to be about those land mass and you know, how much nato is now. i know america's ready to pull, but it's pulling nato european nations out as well. mm hm. i want to play a clip from the us treasury secretary about the economic benefits ukraine will bring to america. let's, let's listen to this for a moment. a little involved,
10:27 am
strategic minerals. it will involve energy at room vol. state owned enterprises. so, you know, it was there for tourism to let the american, to further align us with ukrainian people, but also to make it clear to the american with the cranium people but to the american people. but the american people know that we have a stake and that there will be value created for them. so who do you think actually stands to benefit from this deal? so i, i mean, i really think that in this particular case that america is trying to use this leverage to try to get some minerals like for instance, in other areas of the world, try to get gas, you know, options and, and like, for instance, a gaza and things like that, but in this case, it needs to be looked at carefully because at what price. and because they don't want to lose trust with russia again and, and give the impression that they're going to be up against their borders and being aggressive again. because, you know, we do have
10:28 am
a president every 4 years. and so russians with long term and, and look at that. and so they're, they're wanting some long term guarantees. also, you know, they're sanctions against russia. so i think there needs to be some good will from america lifting the sanctions, allowing swift to come back, allowing our to, to come back to america. and they need to really make some overtures to moscow before i think, um, you know, they have any leverage points to talk about taking minerals and ukraine and things like that. mm hm. this conflict has been going on for 3 years now. um, zalinski has basically gotten everything that he's asked for um, hundreds of billions and military aid, plenty of advanced weapon systems and has done nothing to help them on the battlefield, especially adjusted prolonged this war. now he's saying if he just had a $150.00 of sixteens and $25.00 patriot systems, and that would be all he needs. i mean, at this point, what is the point?
10:29 am
the defense secretary made a clear um, just the other day in his remarks. henceforth, it's not gonna happen, it's over. and in fact, in the words of vladimir putin, he even said the vampire as well as over this aggression towards russia via ukraine . this proxy more of the us and nato has been fighting, is done. and if we were to provide those kinds of weapons, what message would that send moscow? me? so i think so when ski is asking, just to appear as if he's, i don't know what trying to still operate on the world stage, but it's an act of desperation. because it's never going to be a while. all right, or to contribute or tar read. thank you to. all right, just it was here on our to international be back with more news and half an hour by the the
10:30 am
security. so i'm gonna shoot you over to them though. the community is i just googled on screen and this will be just skipped phones for you. uh, was isabelle burske and she was wanting to just because it doesn't come, you know.
