forget. greetings, my name is frank, longtime taxi driver in san francisco. i have watched my skyline change. since the said day that the mayor was murdered, i have driven through the booms and busts of the '80s and '90s. the average trip is transporting people roam the city. that is one reason i do not
10:32 pm
oppose the deleon sales -- medallion sales. it seems the only one year ago the taxi regulations consisted of 255 x 8 -- 25 5 by 8 pages, but it is now 28 pages long. most for the first violation, but the third is $250. anyways, they go on. already these fines are being closed on companies for not taking cars in for recall fast enough. the problem is that these are
10:33 pm
being posed without warning. a $75 fine of a taxi driver, a beginning texas driver, that is all 10 hours of work. the question i have, will you give us a warning before you start imposing penalties for violations and extensive regulations? there are many regulations that deal with filling out bills, if they are there. having the right address for the fair and where we are going, especially paratransit, we get that wrong, finding a transit -- finding an address in san francisco is not always easy. there are innumerable ways. the problem that i have is the concept of -- sorry, fines as a
10:34 pm

indefinitely? always out to lunch. we should give me a new name, self transit. crowded, behind schedule, not well run. this is not the fault of the drivers or the budget, it is the management that organizes daily operations. we should not lay off drivers and staff until after the incompetent bosses in high places. " the fare hike drive riders away below also, what writers be willing to have a license fee
10:36 pm
and be willing to pay for parking spaces on the sidewalk? in addition to sacking high level of losses, make the corporations pay. they should be restored as they were before the process. the mta version of rosemary's baby. all but i have to say, finally, is to get rid of the box. >> bananas eli -- my name is elika. i have a number of comments on many proposals. the 48 line, the last bus should connect with the last part and help train. -- bart and pal train.
10:37 pm
the changes to the schedule should account for connecting, not just the frequency. we need to enter transit to work also. with regard to the parking sequences, increasing them in the evening, there should be no time limit and you should allow for feeding the meters of the people can go to dinner. because of a reduced service it is very important to have bosses that not leave early on major transit connection points. 24th and mission is a major transfer point, buses have been leaving early. those transfer point should be
10:38 pm
stopped. maybe not every stop, but the major ones. like mission and 44. possibly others. there is talk in the budget of living paper transfers, i would suggest doing that earlier. encouraging people using their cards, increasing the efficiency of the system overall. cash shares, once implemented and ready to go, if you pay with a card you pay the current there, paying with cash to pay more. that would affect more visitors to san francisco and the people that rely on the bus system every day for their livelihood.
10:39 pm
boston already does this, where it becomes significantly more expensive. also, if you are using translink, the system must be reliable. if the system is not running, it should be sufficient to get on a bus. demanding a cash fair for someone with a card when the system is not working is not good. with regards to stop consolidation, it is a good idea that could increase the efficiency of the system overall. i would say to make sure that all transfer points could a stop. all corners on the route should get a stop. the train should be considered. also, consider the district and
10:40 pm
the frequency of the stops. also, when consolidating stops, consider allowing people to get off at more frequent intervals. those are my comments. hewlett-packard, when faced with a budget deficit in the 1990's, they cut everyone's pay check by 19% instead of laying people off. something to consider. >> a great start, those speakers. we will not address every question, but we are collecting all the comments and providing them to our management and board of directors. in terms of consolidating bustlines, like the 17, that is
10:41 pm
part of what this was about, looking at the system as not having as much duplicates service. sometimes some of the route work better in certain to reject certain to to rations. there are other service challenges in some ways, and overall we will continue to look at providing service in the most efficient way. when one car is running on the rail lines that have two cars, normally. reaching about the halfway point in their lives, we are trying to invest in them to make sure that the last. we are actually spending a significant amount of stimulus
10:42 pm
money essentially midlife overhauls of these vehicles that have a tendency to break down in service. there are an incredible number of parts that often break down. using the money to look at them not breaking down, we want to make sure that we have as many of those available as possible. in terms of the gentleman the talk about 6:00 in the morning, i am sure that everyone else thought about that. the kind of store that makes talking about service reductions starting later an earlier incredibly, incredibly hard. there are no easy answers to those kinds of challenges. cutting the service by 10%, we
10:43 pm
must look at lower brighter ship versions of the system at the beginning in the end of service. i do not have a better answer right now, we will take that coming back. talking about: earlier, we already have people getting to work at the end of shift that rely on the route. we would much rather add service do muni than reducing it -- adding service to muni rather than reducing it. frank talked about taxis quite a bit. we understand the issues with regulations and fines. they are not intended to be a budget balance. we are just trying to keep them
10:44 pm
close to where they arnelle. the deputy director has been incredibly responsive in looking at customers in the taxi industry, seeing if there's a way to add customers. one example that was mentioned, recalls. regulators, we need to make sure that they are sent in right away. those are tough calls in some cases. certainly we understand the point being made. quite a few points. i think that the rhetoric about management, you must understand it is a challenging time for the agency, so i will not address that in any direct way. regarding fare hikes, there is
10:45 pm
always the possibility that people could make other transportation choices. again, that is not where we would like to be going. we would like to see people returning to the system even if they stay away for awhile. clearly, sometimes they do not. i think we have had conversations about what would happen if the state money came through. gov. schwarzenegger past these bills. that is -- if gov. schwarzenegger passed these bills. i would expect there to be service structure changes. i would think we would expect something along those lines.
10:46 pm
bicycles are environmentally sustainable ways to get around. we want to encourage more people use bicycles. our mission is much more in the direction of encouragement as much as possible. reports about tep, we continue to implement where we can the service delivery. once again, we are reducing travel time delays. in terms of route changes, we are not there in terms of budget but we continue to look at ways to design the system better, looking at implementations should the budget time prove --
10:47 pm
improved. comments regarding connectivity, we will take them back to service planning directly, looking at the schedules affecting what we understand to be people transfer points, that midnight and time does not mean that all of the buses are on their last trip. one of the points that was made was about early departures from transfer points. that is it very good point. on-time performance is a mandated goal, we actually had the highest ever in the city last year, getting closer to 85% entire, there are parts that are
10:48 pm
easier to control, but one of the things we want to make sure that we manage is what we can control. changing the schedules to reflect how long it takes to get from point a to point b. in terms of bus stop consolidation, increasing the cash fair, no final decisions have been made, we are moving to transmit only in the metro system this year. requiring someone without a card to purchase at one time ticket. again, no final decisions have been made but we understand the principle. dustup consolidation, many good points. to the microphone just die --
10:49 pm
bus stop consolidation, many good points. did the microphone just die? back up. i believe that there was a mention of parking meter hours in the evening. the budget in october was about possibly increasing the hours in the evening. after 6:00 the leaders went later than that, reinforced in some areas, the turnover would be driven more by the pricing. thank you for those comments. i think that might be it. taking this microphone relief but before i call it in.
10:50 pm
-- taking this microphone really quick before i call it in. we need to make sure that the system is fully implemented the way that we needed to. we are still ramping up the system. in the next couple months system, the overall project manager is going to find a big push where many more people aren't going to be asked to use the system -- many more people are going to be asked to use the system. that is the target area right now, if i understand the emphasis of the question. we will try to answer some other questions after. all right.
10:51 pm
they are in my hand. [weeds name read thi reads nam] >> i wanted to talk about the planned service reduction in any new money that might come in. we heard that there might be deal worked out for some of these negotiations from the transportation authority in terms of the events of future sales revenues coming in early. i wanted to tell you that to the extent possible, the money from the revenue was often reduced service to keep service as close
10:52 pm
as it is now. frankly, the bosses are already crowded. service reductions could mean not only more crowded buses, but those in the middle of a run might have to wait for the second bus. meaning that seniors and disabled cannot gadahn. they would have to take extensive transit. there is another factor with having to wait longer, they're more likely to have a transfer expire. already people are being cited by the police during long run because there transfer has expired. i have seen most enforcement, most of that i have not seen on the major and heavily traveled
10:53 pm
lines. it is important to bring up other aspects. translink has only been tested on the able-bodied and the system is not reliable. i have seen operators tell other people to get off the bus, we cannot wait. paper transfers would be a detriment against those, for whatever reason, pushed and pushed by able-bodied, agile people. it might be worth considering, but every time and he talks about that they neglect to talk about the other decisions that need be made. they need to get a decision to authorize new bus stops.
10:54 pm
sometimes property owners object, you need to not block a driveway. dealing with curb ramps so that there can be a dancer to the cost of the other bus stop other than just looking at a map and saying we should increase the dividend. there are factors that affect the vulnerable population, seniors, disabled, young children. that has not been addressed in detail by mimi -- muni. >> good morning, i lived in the
10:55 pm
mission street area. i am concerned about what will happen to our safety in the future. i am already seeing crime, lots of people standing around, waiting for the police to take care of the gangs or whatever, or the young people, women, going away in handcuffs, not able to move. the boss was told it could not go anywhere. the passengers, women and children could not go to their destination. i am really worried. what is going happen? i have seen two buses have in the door around either the 14th or the 49. i think that this happened late on tuesday afternoon, something like that. i could not ask questions, but i
10:56 pm
knew that something was wrong, there were about 100 people there. this is what we have on a daily basis. i try to keep my patients, staying out of the way and going on to a cafe to have decaffeinated coffee. is this going to be like recycled, old buses? i hope that they will always have an extra the bus. another thing that i thought of , i hope that transferring will be afforded to the green line that the regular people use so that we do not have to spend money on the side for this one. translink making it into it for
10:57 pm
us, i would be happy to see it happen. it is a couple of years away, but i would like to see parking become translink so that we could use one card instead of two. thank you. >> the morning, everyone. my name is eric williams. in the stand of the governor shot down a 46 million in the next few years, how convenient it is for the mayor to conveniently blamed the operators. unacceptable. there are so many issues that
10:58 pm
the mta is not making public in terms of what they are supposed to be going off -- going after, major funds. the average operator pays up to $900 on medical every month. yet they find it convenient for transit operators to blame the issues of muni. that one of the operators to carry the $16.9 million shortfall. what part of that are the operators? the operators of the union have been silent on a bunch of the issues were too long. we are no longer going to be silent. we have families out there. we are just like you.
10:59 pm
we are just like you, we want our families to have the best also. hitting the writers against the operators were trying to earn a decent wage is wall. when we talk about the budget, make sure that the agency is giving you the facts. what about all of the things they're not doing in proposition 8? read and understand, they are not doing it. not the operators, not the public. i have been a part of this city for 45 years, born and raised. i was born in this -- part of this community just like everyone else. understand, if you want the fact, come to local 58. we will no longer be silent on these issues. thank you. >>
