has not been what i would call a biological impact report. there has not been a report regarding how this would not only affect psychologically the residents of this area. because there has been a cut in services, the church has been forced to become a social service provider. however, we have not had a great deal of assistance in doing that. for many families, they have been there for the support, even the physical support in terms of getting food and clothing.
3:01 pm
cmp -- cpmc does not been completely honest. the project disrupted the services and our ability to deliver services to those who are the working class of the city and this has the potential to dislodge families and create greater racial tensions between hispanics and african-americans. we have not been contacted in terms of how to be integrated into this entire process in terms of being provided with funding for moving if necessary
3:02 pm
and continuing to provide an increase services to those individuals because there is no services left to receive. they actually integrated the church into their plan of services and they are able to it ethically deliver the services and therefore should not have the plan approved because they have not respected this as a church. thank you.
3:03 pm
>> thank you. i have been coming to planning commission meetings for almost 30 years and we have an overwhelming from here. at least 80% of the people here are opposing the project as currently constituted. if you notice what happens in other cities, they say that the people support, we have been beaten nine to one because there are so many moving parts in this project. now we face a situation where they will have many cars coming
3:04 pm
through the region. the environmental impact report is not even mention this. the people who wrote this never drive apparently because how would anyone coming from mission bay, but cheryl de somehow make a left turn on market street and decide to go up van ness. that is the opposite direction. for anyone driving their, you know, you drive up seventh and he make a left on kiri. this is logical. you'll not find that in the report. there is no impact at all. that is why they need to step up and actually mitigate these significant impacts. fortunately, we have this transit plan which has been done to address the existing traffic
3:05 pm
with a one-way streets which seem to be a key way streets and really improve the neighborhood and we needed them to fund the study. this can be done for a very small amount of money and it really allows them to say that we are not ready in your community by building this, we are improving this. i have copies of the steady and there is a lot of interest. the plan was amended but we have had some financial problems. the other issue on the health access is that you cannot tell people in the tenderloin that they cannot access the hospital within walking distance and spent four hours going back and forth on the municipal system. this needs to be addressed and then we can move forward. people keep saying that they
3:06 pm
love to talk, they wanted to go shade and sit down. i have never heard them negotiate with anyone. >> thank you. >> good afternoon. i am on ground zero in this project. i live right on the corner and i have seen when there was emergencies and they had accidents where cars ran over residence right to their and it took about 30 minutes for any ambulance to get to them. it is important that they take this into consideration even though a hospital might be down the street. i also want to say that that
3:07 pm
this is very congested. people will use this corner as a right-hand turn that will not stop. i think that this will cause problems and they will take into consideration the traffic study report. maybe we can have more crosswalks hot -- crosswalks. sometimes they do not. the second thing is to create more space on the sidewalk so
3:08 pm
that the residents will have more space because we do have a lot of people that are handicapped and have wheelchairs. all of that can be in consideration. i don't think that anyone who necessarily fight a hospital coming in but i heard some concern about the job. it is people in this committee. the community would love to have jobs in this area. even though they think that they have a voice, we are having the contention of 2010. if they would like to donate funds to us and our committee, we will be happy to accept the donations so they will be part of our community service.
3:09 pm
thank you. >> good afternoon. i am a resident in the tenderloin and i work as an organizer. a lot of good points have been made about people's concerns and the opposition. i will not repeat what has been said. will we allow business to come into the tenderloin but not allow us to do business? a lot of us are low income without insurance and i don't understand how an entity can come in and only serve people that live outside of the neighborhood. i don't understand how that is fair. there will be a lot of jobs.
3:10 pm
the question is, where will these jobs go? they will have this in to t operating in our neighborhood but not hire any of us? i don't see the fairness of that. >> good afternoon, i am a community partner. i represent construction and administration and i am a local resident born and raised in bayview hunters point. the document adequately meets the california environmental quality act. i believe the project and the project alternatives were thoroughly analyzed. the program is in place and they have brought my firm on as a
3:11 pm
certified local business. i would be part of the work force and development team. my employees are all from san francisco and this is a great opportunity for my firm to not only grow but become a full pain psittacine and society that has normally been overlooked. we have requested that you move forward with the process and this is a thorough and comprehensive document and i pledge to hire locals because i am a born and raised and high- school graduate from the city. thank you. >> think you. >> good afternoon, commissioners.
3:12 pm
i am a landlord in the san francisco. i have several buildings that will be impacted by this new site. i am in support of the site because i think that this is a positive development. i understand that there will be impacts that are not addressed, specifically traffic. for me, as a business owner with residential hotels and apartments, there is a study that has been done. the traffic, the way it is set up is that it will go down jerry. i am born and raised first generation and i have been living here for seven years. i will tell you, i try not to take these streets.
3:13 pm
to say that people from out of town that will be coming in will just go up and this is not the truth. the truth is that they will go up larkin and that is the heart of little saigon. there will be many entrances and exits. people who go up towards bush and the other streets, they come back around because people will not realize with the added bus lanes on both of those streets, this area has become very congested and even through the no parking time, a lot of businesses utilize that four drops and deliveries and it is an important fact that san francisco is a trances city first the people to drive. i drive every day but people
3:14 pm
visit and they do the right thing but i drive every single day in this city. i think that we have to be more alert. if they're doing such a great project, i don't think that the cathedral hill is built well anyway. this will be nice access to the city for myself and for the generations to come. i think that they need to bring this back specifically for traffic needs and make it a neighborhood and remember that this is a neighborhood and this is one of the up-and-coming neighborhoods just like in san francisco. anything would have to do with supporting and funding the traffic study. you have all of the power to do this.
3:15 pm
thank you. >> good afternoon, commissioners. i'm a resident and an owner of a hotel in the tenderloin. i'm also a president of the independent hotel operators association. the residents of these hotels will be impacted by the traffic created by this project and i urge you to ask if they can form the safety and improvement that are needed. >> thank you.
3:17 pm
>> good afternoon, i live in the margaret it and the tenderloin. i would like to share some of my concerns. a lot of us lives and work in the area and i am wondering about what will happen for our children because we want in that area. >> [speaking foreign language] >> because we walk in the area, it is already dangerous, what will we do about the traffic situation. has not been clear to me whether this hospital will take care the families in this neighborhood. >> [speaking foreign language]
3:18 pm
3:19 pm
>> i also live in the tenderloin. i'm the mother of two children. i merely concerned that this hospital might not help low income families, particularly those families who will be affected. i also want to talk about the traffic. >> [speaking foreign language] >> we feel like this hospital will happen anyway but i merely concerned and i want to talk
3:20 pm
about the jobs. we have a lot of people in the neighborhood. will they get the jobs or will they get the medical services? >> thank you. >> below, we are the residents of this hotel -- of a hotel in the tenderloin. the study looks at the traffic impact. they would like to turn this into a speedway bringing thousands of cars rushing through the community. while we work for people like me, this also is near the planned facility.
3:21 pm
does this make sense, is this in my best interests? i don't think so. will i be denied access only blocks from my home? that is not right. 10,000 new jobs will be created, will i be considered? they can trust these issues by finding the recommendations of the tenderloin little chance it steady. this will not only slow traffic through the neighborhood but only divert traffic way by reducing the time that can be saved. they can also grant health services to nearby residents. neighborhood residents get priority.
3:22 pm
they have a choice to pursue a win-win approach and finally they can be a good neighbor if they choose to be. there is no need for corporate greed. thank you. >> good afternoon, commissioners. i have lived in the tenderloin for five years now. i am proud of my community and i want to see it improved for residence that i am proposed about the hospital because of the great impact on our
3:23 pm
neighborhood. i am concerned about the traffic situation. the family has affordable housing for low income. this it be defined as a number of employees. i am apprehensive that they will not provide affordable housing for the employees. this will create more housing problems. so far, there is no plan for affordable housing. crating housing would help to alleviate traffic problems that this traffic may cause in the tenderloin. our committee has a right to be heard as their the ones that will be affected. i believe that this partnership is necessary to address this
3:24 pm
issue. we would like to initiate dialogue with community-based organizations before the partnership for a common goal bringing development in to the tenderloin. thank you. >> thank you. >> good afternoon, commissioners. i have been a resident for almost 20 years. and i am very concerned with this project. they have never given the community what they want. we need more affordable housing. i know many people who are living -- leaving. many below cannot find any affordable housing. i am afraid of displacement.
3:25 pm
cpmc plans to build thousands of new employees -- bring thousands of new employes into my neighborhood. this is the displacement of those already living in the tenderloin and i'm afraid that the current state of homelessness will only get worse. we must demand that they follow the area plan requirements to build affordable housing. following this plan, this will insure that the committee will have adequate affordable housing and not be displaced. additionally, traffic impact would be huge. many employees would be committing to work at these hospitals and causing traffic in
3:26 pm
my community. do not approve this project until cpmc agrees to give the committee what they want. thank you. >> thank you. >> good afternoon, commissioners. i would like to thank you for your time. i have been a resident of the tenderloin since 2001. i am very familiar with the neighborhood and pretty much everything that goes on. there is no question that this hospital will be built but the question that i have regarding it is that i would like to see
3:27 pm
that they actually recognize that there are people living in central city. am there would be an impact definitely on traffic. there are the is an impact on traffic because there are constant clashes. pedestrians are runover, cars are constantly slamming into each other. a lot of people that come into the city whose -- to use that whole area like a speed sound. people just fly through. i believe that the hospital will increase that problem. the notion that it will not impact the neighborhood is a false one. i would like to see people in our neighborhood hired as part of this new project and of course i would like to see cpmc
3:28 pm
follow the special land use rules. i think that they have a responsibility in coming to this neighborhood and also to take insurance from whatever the people have, we have the seniors here, we have an aging population and they should all be considered in this plan as they go forward. thank you. >> good day, commissioners. i have lived in the tenderloin for the past 22 years. i am proud of my community and
3:29 pm
of like to see it improved for those who live here now. so far, i have been very concerned piper cpmc. -- i have been very concerned with cpmc. discrimination is wrong. they have discriminated against philippine now missis. i do not want to have a project that discriminates against the diverse community. i am proud of the diversity and i am not sure that a hospital respect to this. all people deserve to be hired. discrimination in hiring is wrong and discrimination in providing health care is wrong. when i hear about the proposed hospital at cathedral hill, i get worried. none of it
