president vietor: are you ready? >> my name is francisco decosta. it's nice to have a woman chair. again. that's right. i come here from time to time, and i have some comments on the meeting that took place yesterday for land use. it was a little bit about various things, some project and the main issue was local higher. -- hire. i mentioned this before, and there will be some legislation where there will be proposing mandatory local higher -- hire.

there are certain members in the audience from the staff, and you have your general manager that has been in the city for a long time. and there are some commissioners that have been involved with the labor movement. this is going to affect us in one way or the other. but the reason why i am here to speak about this, we have to be very diligent when we expend any funds, from the enterprise department or from some other department. and not evaluate the millions and millions of dollars that are collected.

for example, $40 million was expanded towards training in entry-level positions, and at the end of that, we get just about a hundred training. we need to evaluate that. i know some of the money was expended for unemployment, but we need to evaluate it. all of the projects which are going to tally to about $20 billion, all of the departments including sfpuc, we need to have that input. if they expend money towards training, who does the

valuation, and what work are we getting? so now, nothing was registering. i am down to about one second. [chime] you know that the way sfpuc is going forward, we're going green. green willd emand -- will demand a lot of training. whatever money we expend towards training, we need to give some sort of odd to the type of skilled workers that are produced at the end of the training.

>> the revised summary is included in your folder today. if there is any commissioners that desire to comment, this is the appropriate time to do so. >> i went through my schedule on sunday, and i would add my name to the list of those particular areas that i find avenge rest in terms of the commission. i will add that after the meeting rather than take up time at the meeting. >> i have a couple of things on the advanced calendar. i know there was discussion about whether that should happen the first or the second friday of december. i just wanted to check with the

other commissioners, if we could get that on the calendar if one day looks better than the other. either one? if you would not mind checking with the lafco staff. >> i will do so and inform the commissioners by e-mail immediately. >> is there a date for that yet? >> if you recall, the item has been bounced from meeting to meeting. we must put it on pending. it is similar to the sfpuc funded art. it is added back on january 25, so we're trying to find what is the date. manager ellis now owns that.

i wanted to give her a chance to figure out how we can put that together and bring it back to the commission. and we could get a real plan and a data and bring it back. president vietor: it has been some time since we talked about the art relationship. i thought it would be great to get an update. >> we met with the art commission leadership, and we are coming up with the new mlu with them. we want to bring back to the commission an annual report, and called for a report that has never been done. leland -- we want to do the annual report and figure out

what project will be providing money for arts. we are having that kind of a reconciliation matched with both the puc and the art commission. we have also established a committee made up of some art commission staff and puc staff to figure out how the money should be used. >> we will be getting an update at the end of january, thank you very much. >> i just want to comment that it would be helpful if there was a one-sentence explanation as to why -- there was some comfort in actually having its schedules. -- it scheduled. president vietor: we can go to staff reports.

>> there is perhaps some other commission business on the agenda item 6. we're not finished with five yet. president vietor: any questions on the staff report that was written? any public comment? >>, have a question on the program. it seems to be targeted, is somewhat unusual procurements. i was wondering what the procedure is that authorizes it. something like 25% was costing -- >> i would be happy to address those questions. there are a number of different contract in efforts described there.

that portion pertains to the led installation. under the admin code, we have the authority through oca - - no- not oca, but the admin code, we have the authority to procure -- actually, we have the obligation to make sure that we are utilizing led's to the extent possible. it is section 14 of the ad men code -- admin code. we have over 40 registered lve's that would qualify in the database so we feel like there would be a robust competition

under that approach. >> commissioners, police said the older way would be to go after one big contract to procure and install, but by doing that, no local firms qualified. that is why breaking it up like this allows us to get more local employment. >> is there any limit to our ability to specify contracts? >> there are limits that are defined in the code. just checking the language, it is $400,000, and that is the largest a candy. >> ask the question again, i want to make sure i answer it

accurately. >> there is a presumption in public contract for low cost -- i guess a fairly wide geographic area. and every time we try to narrow it down, we get into trouble. we want local businesses, small local businesses. and to compete not just on cost base. what gives us that authority and what limits existing authority? >> what gives us the authority is 14b in the administration code. there is a requirement to work on packaging contracts so that we optimize the contracts we are able to provide to the local business enterprises. this instance is a fantastic

opportunity to be able to optimize those opportunities because the geographical location is all within sandron cisco. the estimate of the work is within the $400,000 threshold limit. it is perfect and that is easily separate bowl -- separatable in other packages to optimize this opportunity. under chapter 6 in the chapter 14 -- and chapter 14b. a contract that has $100,000 or less on the professional service side, we set aside for that program. it also helps us meet that

objective. president vietor: any other questions? next item. >> other commission business and new business. we do have a matter. president vietor: i do. last meeting, i was fortunate enough to be elected as the new president of the public utility commission. but i am following in some very big footsteps. i wanted to give acknowledgement to our previous president, and i wanted to name a few of the accomplishments that were completed under his leadership. this is not an exhaustive list. but it is quite impressive. if you don't mind if you will indulge me. while he was president of the

public utility commission, 50 city-owned buildings were retrofitted saving energy. the sunset solar project installation began construction. the replacement program of lights began, 18,000 will be replaced by the end of the project. the southeast taskforce completed its work on final recommendations for the replacement of the facility. the rainwater harvesting program and 192 rain barrels created the capacity for 21,000 gallons of rain water storage.

the landscape irrigation ordinance was zero approved by the commission and moved to the board for consideration. $240 million or sold to improve in some were infrastructure. critical support for acquisition and protection was approved for land adjacent to the watershed. creating a significant number of new jobs and safety improvements to the water system. the automated water meter program was launched. the recycle water project was moved forward and will help reduce dependence on water resources. more than 4000 ha lit rebates and 5000 washer rebates were issued. the big tunnel construction

project began, the first tunnel to be built. the local hiring and employment discussions were significantly expanded and groundbreaking community benefits program was launched for the public utility commission. and to ensure that the high standards of tracking this is not an exhaustive list. but i think it is impressive. this is the gavel set. thank you, mr. former president. before we start the presentation. the first, there was a hearing yesterday on local hiring legislation. we have been working on this issue for a long time and we are doing a significant capital and non capital work that requires hiring people on a regular basis. and having the tools to be able to hire local people has been an issue for all of the city for quite awhile. having the real teeth and real tools to have something happen has always eluded the city. there is a package that has been introduced. the mayor's office is also working on it. we're working with a supervisor avalos to make sure that that the package can be successful. it does need a little bit more help. we are working on that.

at the end of yesterday's hearing, it was continued until the color of the chair. over the next couple of weeks, you will be hearing more about that. we will be happy to bring that back to the commission for a discussion. there are still items to be considered as part of it. there is another item that has been near and dear to our hearts. supervisor maxwell will be having a committee of the twenty second of this month where she will be considering -- we have already had one presentation similar to the one we have had here. that is scheduled to come back to the commission on december 14. we'll be doing discussions with the land use committee and supervisor maxwell on the twenty second. i believe she will be introducing legislation encouraging other departments to do this kind of independent discussion that we have been
