there was a permit issued, but it did not go to the housing division to be reviewed again. a number of other things were at fault, or slipped through the cracks, and i'm wondering if the neighbor simply got preferential treatment. apparently, the permit may have been issued in error. i'm asking that the board to th do a review of the project ad that the issue be put on the agenda. the inspector has been really helpful in making some of the terminationdeterminations that o to housing. >> maybe we can get an update in

technical services division. what is in front of you is an administrative bulletin that has gone through the co-advisory committee last week. it was amended from the regional with some grammatical changes and some clarifications on our regional proposed versions. my understanding is what is before this commission -- the changes that were amended by the cac was changed to renumbering on page 3. the first statement that a

adding a new address or change to an existing street #number -- that has been added on. also, in the second paragraph of the renumbering, the second line says -- or tenant. this added -- who may be affected of the changes have been notified. these are material changes from the previous version that was in front of the commission. >> do we have a process to deal with that, if somebody wants to change in address or needs a new address?

do we have a department to deal with that? >> currently, the process has been in place. my understanding is that the additional items are just for clarification, to get the process more clear. this has been the upper function. >> i know that someone came in recently for an address change and nobody had any idea how to go about doing that. it ended up in the director's office. i have no idea where went from there. >> commissioner, we had one employee, a longtime employee, and she did all of the address changes. anita retired kind of abruptly.

it did not leave behind anyone who knew how to do this. basically, it was the director and the director only. the director is in the process of training staff on the first floor to do that. i believe when she comes back from vacation, she will be assigning someone full time to oversee that. >> i feel very uncomfortable. i'm sure that is in place. it is going to cause more confusion. >> commissioner walker. >> i know that this whole thing came about because of some of the issues -- i see a member of the public hear that ran into some issues about an address change request that was confusing at the very least. one of the issues we wanted to address was to make sure tenants, in addition to a process that makes more sense,

that tenants are notified when there's an application to change in address because they could be negatively impacted. this process has revealed that we do not have any sort of process that we as a department understand about this, much less the public. i tend to agree with president murphy. what we were hoping to see is not just an administrative bulletin, but a staff assigned, and how the public connects with this process -- not just the applicant, but also the people who might be affected. i think this is in the right direction and certainly gives us the foundation upon which to have a process. until we have some sort -- how

changed address? do we notify the rent board? i'm not familiar enough to tell you about the process. >> that is one of the issues that gave rise to this, the fact that the history of tennessancy was lost when the address was changed. that's a big deal with the rent control. i want to make sure that the enforcement body on rent issues is notified in the case of this, too. not just the tenant, but the rent board and anybody u.s. control of these buildings. -- anybody who has control of these buildings. >> it will go out automatically. >> i hope so. that is one of the things with our rfp and our data system.

introduced. that is something to work on, to provide the necessary notification process. >> it also applies in the temporary retention of old numbers where we retain it and essentially dropped it after 60 days. i just want to make sure that the history, if there is a change of address, is brought forward and not just dropped. i think that's one of the situations that happened here. there was a history of occupancy. there was an address change. the old history was gone. that makes a difference in some of these buildings. i hope that when we say temporary retention of old numbers that there is some process for tracking the old addresses history within the new

address. i do not know. that's a technical issue within our system, but it is important. . it is really. >> i just had another thought. i have experience in trying to extract our mailing list. how about commercial properties? does this apply to commercial properties? >> i know one of the things the director has been working on diligently -- for instance, we had a case a few months back about where notices go for condos. when you come for your condo maps, yes, you have an address for every unit, but you have one for the h.o.a., so you can't avoid those problems. same thing for commercial property, if you want to subdivide the space.

always these numbers. how did this number come up? i remember every day of my life. i will remember. this number, 534, was the number of the unit that the landlord wanted to build on the third floor, but it was true that this was a defacto demolition. the sad part -- it went to the planning commission. it was canceled because it does not comply with proposition m to affect affordable housing. it was canceled. cancelled. canceled.

why that unit is not there, the building is the same -- why are they using the number, 57 in the lower unit? what is the main reason? the court has decided it can not use the number. what they had was not a permit. it was an application to do this project. how can you not understand that this is illegal, what do we have in place to protect the tenants? if we have a,b, c, then why don't we use it? it clearly says it has to be done. it is a crime. it is fraud.

a penalty has been committed. the notification to the tenant, not to the landlord, the notification has to be done to the district attorney to comply with ab-035. i really want to request that vivian day.
