directly face we feel like we might be overwhelmed. these are based upon human nature being changed. there is also the expectation of human resources. san francisco state uses us as a parking lot.
9:31 pm
we will like a viable living space for the future. >> last week, we heard that the love that people had for the garden apartment. the high-rise construction in addition to earthquake -- aesthetics, breaking up of a sense of community, creating wind tunnels, if cetera they should definitely
9:32 pm
investigate recreating this environment. 32,500 students and staff combined. -- gets 16,000 shoppers a day. this is all in line in a very small area. this is insane as far as i am concerned. providing one parking space per unit is ludicrous. there is not enough parking there now. if you have families, it is
9:33 pm
inevitable that you have more than one car. what happens when residents have at visitors? not only does the project need to be scaled down but the length of construction also needs to be scaled down. 20-30 years of noise and construction is too long to endure. >> thank you. for >> the hot water system is
9:34 pm
not working very well. i know that people can hear me and i tried to be very quiet. the as far as mold, i am fortunate that i face south that
9:35 pm
i have mold issues. there is no ventilation system in the apartments, i opened the windows. the roof is leaking. i would love to have a dishwasher. some people don't need one but i would love to have a dishwasher. i have a number of reasons. i would like a more energy- efficient house. >> unless i have called your name, please don't stand near the door.
9:36 pm
>> i have lived parker said for 31 years. it is getting old and it needs to be replaced. always when we want to do something, we cannot handle the flow of people. i think that we will be able to
9:37 pm
do this and we should look forward and not backward. so, i am in favor of this project. >> i have lived at parker said for 15 years and i wanted to say something about this. there are people who are trying to create a scenario of seared by putting letters in our mail slots. they said, do you want your home demolished. they also claimed the biggest threat which is rent-controlled. these people are misinformed and they are reacting to what they
9:38 pm
have been told and i feel that many of them don't have all of the information and it was a shame that parked merced has not been able to give their point of view. this is a stipulation on proceeding with the project. you would think that it was crime-ridden have. this is not true. this is the best land board we have had in the 16 years that we have been here. if you have spent any time with them, they are not evil people. there has been no increase in rent. they instituted a program for recycling and won the green award for the whole city. they tried to involve the
9:39 pm
community by having fun activities, monthly movies and more. we got to know a few people. these are people who want to create something better than has been. they have affected people that create a disturbance. thank you. >> good evening. i am a resident of the west portal neighborhood. i grew up a in that neighborhood. hobart brothers.
9:40 pm
joshed -- i grew up in that neighborhood. when i moved back to san francisco, i saw that that part of town had changed. there are extra cars on neighborhood streets. i think we plan like what i have heard, if it was to come to pass, that could alleviate some congestion.
9:41 pm
i commend you for the time that you spend. i heard the same kind of issues with parking and the overall parking. i support what you and the developers are doing. >> thank you. >> this was a good presentation. i liked what play hurt. i am a supporter of the
9:42 pm
demolition of the garden homes simply because they are tired, they are old. i really want to live in a new place. i think that this is a good deal. this could be a great place to live. i would have to go all the way downtown or out to the suburbs. the money will stay in this neighborhood, in san francisco. i was leery about the emmeline coming in. this will help the small merchants. i think it was brought up last week that it will bring elements
9:43 pm
into the neighborhood. this really sounds good and my attitude is changing. i believe that this will work. this was new in 1950. >> i think you.
9:44 pm
>> i would like park merced to change because it is very boring to walk around. i would prefer to have a new place for kids my age or younger. i ain't very happy because this would be more beautiful and make people get together some more. i like the farms and it would make the place nicer for people. it would be very good to change some more because the place is
9:45 pm
really old and no one would like to go there anymore. more people, but would be more interested in these areas. and they will not be that board anymore. thank you. almighty go>> i support that pr. i grew up in shanghai, china. i have seen the changes.
9:46 pm
shanghai is a very modern city. everyone likes to go there. i want to see the changes. this is the point. thank you. >> thank you. >> good evening, commissioners. i have incredible respect for the work that you do. you know you won'buy heard thatg
9:47 pm
was contentious and there was some questions and confusion. this presentation was clear about how the rent control would remain in place. maybe they can place frequently asked questions on the web site. it might be useful and have the city attorney speak to the matter of the development agreement and provide some certainty and comfort for some people. we are excited about this
9:48 pm
opportunity to turn what was previously a bedroom community into a transit-oriented development. we support many of the features that have been presented tonight. the shuttle service is important. i would urge you to be very supportive of this project and keep your eris open. thank you. >> the lady before me said that there was contention at last
9:49 pm
meeting. you've got a chance to see what people think. the management has as much popular support as the east german communist party the day after the wall fell. i have served on a number of boards over the years. the market failed because it was overpriced, poorly planned, they did it their way because they failed. i served six years on the board statewide. hud also serve to on the board in the 70's. this is a good place for
9:50 pm
developers to get jobs. this whole situation shows a little planning, a lot of things that they don't want you to see. one of the girls handing out pamphlets was harassed. the management does not want you to see that they engage in tactics that are illegal. you should be holding meetings out there when you're dealing with groups like this. that is the truth. and a sermon. >> the transportation plan as
9:51 pm
proposed is not acceptable. they're adding synchronized lights and more roads and need adjustment is not enough to solve the enormous traffic problems. a much larger project is needed to ameliorate the problems. this includes a tunnel along the length of 19 avenues. any traffic improvements said that this will include city- state's and possibly federal agencies. there are no guarantees that they will agree to the proposed
9:52 pm
plan. it would be imprudent to improve the plan that has no guarantees of ever being approved by all of the agencies involved. that is not effective in meeting the traffic increases. thank you. >> good evening, commissioners. i would like to make a comment
9:53 pm
about the presentation on speaking to tenants. at no point. did say -- in their rant. what are you going to do with section 8 tenants? you did not even mention them. i wanted to take a minute to read the coalition principles which i think are very important. we are working to preserve our quality of life for residents, neighbors, the people of san francisco, and the environment. we support retrofitting of all apartments.
9:54 pm
the previous owners began this project when they replaced all of the apartment plumbing with in the last 10 years. we support the preservation of the historic landscape, low density occupation. i rise dead city is in human and there are plenty of studies about that. we are aware of the mission amounts of water to minimize water use. >> thank you. >> good evening, commissioners. thank you for your time.
9:55 pm
ibm manager of the shopping center in san francisco. we have this plan that they proposed which is fine. we did not know that we were the only commercial there. the problem lies very simply that a major shopping center against a small 25,000 square foot shopping center will probably put us out of business. they're trying to put in a road from us from 19th avenue and we really thanked them for that and appreciated that. if the state agencies to not go along with putting in a road for our survival, that is our
9:56 pm
lifeline. 40% of our business is walking in traffic that comes from san francisco state. this will be right across the street from san francisco state. power shopping center is unique and the reason is that it is individual family found businesses, this is not corporate america. these people took out money against their homes, business loans, with the opportunity to go in there and serve that community. we want you to keep us in mind and have a solution to protect us just in case that road is not come in.
9:57 pm
thank you. >> thank you. >> i appreciated the entity to be here to speak on behalf of our residents. a number of meetings have been held on the subject of development. my unit will be demolished. i have elderly neighbors to are worried about this. clearly the dialog needs to be ratcheted down.
9:58 pm
surely the job is to make sure that people have a voice the pentagon often times, these meetings can get overwhelmed by people that have comments to offer. i attended several meetings that were held. i get timely notice this. we're getting people to come to the public seminars and that might be improved upon. i have only been on the property for years. the folks that are presented here have done an amazing job of
9:59 pm
presenting a lot of information in a concise format. i am really glad to be here. >> i am here living now in a neighborhood which is gone through a huge transformation. it took six or seven years. it has been deteriorating slowly over time. it would behoove the city to give those people somewhere they can become more of
