for 70 years, 80 years. around the corner from me is a two-unit building, two stories over a garage, which was built in the early 1900's. it actually had a renovation done probably 18 months ago. it actually added a penthouse which is set back, very similar to the project they are proposing here. it is not inconsistent with the neighborhood that we live in that these kind of projects are being built that are actually making our neighborhood nicer and continuing to allow families to move into our neighborhood.

neighborhoods for a number of years and when i think of development below me, i always wonder how high the billy will be. i was heartened to see that the sponsors have gone out of their way to deal with the height restriction. i believe that the lot is allowed it 40 feet and they come in with a 36 foot structure. it is very clear listening to people on both sides that the sponsors have gone out of their way to address issues of concern to you and i think there is a question still the need to be put to rest. both of the units need to be large enough to actually allow

families to live in a habitable dwelling. to make an argument that people should live in small rooms simply because someone else lives in a small room is not sufficient. if for stories are needed to create units that will actually allow families to live and it will not live in a cramped scenario, and then i think that we should support that. we are in a situation where the state need some revenue. i.t. urge you to include that -- the plan. >> good evening, mr. president.

i am a recent home owner in hunters point because this is a beautiful neighborhood and this is where i could afford to buy a house in san francisco. i love the character of the city. i really of four urban sprawl. this comes in to this own allotment. we should allow house and buildings within the selling we have decided upon. i urge you to support it. thank you very much. >> thank you. >> good evening, commissioners. but i am the structural engineer. why are we so afraid of a four-

story building? seeing challenging. we know that structurally, we have we were able to do this at 36 feet. -- it is challenging. it can be done tastefully, it can be done with architecture. it will be expensive. we will have to take a fairly aggressiveness and drive into the garage but we can do it. it has been done. not only has it been done but the contract sponsor detained -- retained my firm to do it.

i understand that the neighbors have an architect to come up with the concept that you can fix the same type of housing and resource. i look at those plants. they rely on magic for vertical and at lateral support. the design is not need a structural engineering. isin's that you don't have to have a frame to support the building. they assume that you don't have to have fire-rated walls. -- they assume that you don't have to have a frame. those of our assumptions. our drawings are not assumptions, our drawings are the structural drawing sellout

and consider all of the restrictions of the site. the project sponsor spent the money ahead of time so that we can prove that we can build a four story building and we can do it tastefully. . this is a beautiful design. please approve it. >> thank you. >> i have lived in this neighborhood for two years and i would like to say that what is attractive about this area that is that you go out and you see people with big families, children, young families, people walking their dogs. i really like the idea that this building would provide two condos that are intended for family. i hope and believe that this

would be a nice addition. i hope that you approve the project. >> thank you. >> good evening, commissioners. i am a president -- a resident of the city of san francisco. i speak in support of the sponsors proposal. chiefly, the sponsors are extremely reasonable people. those in favor of the dr that the sponsors have met to meet their needs and have resulted in successive plans to try to meet some of those needs. this is new construction for new jobs that will allow two new families to enter san francisco. the proposal sponsored by the opposition is a proposal that no one will build and no one will

buy. that is the bottom line. i urge you to support the sponsors and their efforts to try to bring jobs to the city using local contractors and subcontractors and to bring two new families to the city. we need that kind of civic involvement and that sort of leadership that the sponsors provide. bernanke. -- thank you. hon>> the first request for said that even the sponsors don't like that current design and that is a bit disingenuous. this is like looking at someone killing aggressively on a lollipop and say that they don't really like it. this does not convince me that this is true.

-- this is like looking at someone chewing aggressively on a lollipop. this is a process that slowly creep into existence where i i hired mr. butler to be my designated architect and pay him appropriately for his services, you will not allow the day to occur where someone else can come along and decide the role and the responsibility of designing the project that i and the sponsor of. i think it is important to maintain some separation there and to maintain processes that are appropriate. i think it is unfortunate that a

kind of sweeping disregard for the presence of people who are here to support this project for reasons of genuine interest the that they have. they have a legitimate voice where they can speak english or spanish. they are equally important. if they speak chinese only, they have equal access and rights to be represented. they're not the only ones being discounted. homeowners are also affected by the success of projects like these. the coalition for responsible growth knows that it will always have an objection for every project that if ever tries to support.

the air it is densely populated. i have reviewed the plans. i don't think that is out of line with the other homes on lloyd and the surrounding neighborhood. the project's sponsors have made reasonable attempts to work with the neighbors and i have concerns with the alternative design submitted by the neighbors as it is against the fire codes here in the city. such openings and exterior windows of bedrooms part in a quartet opens in a public way. but blocal equivalency for exitg

through a garage area. there is an extensive hallway in the modified design that would be problematic for firefighters. this would be a dangerous entryway in the advent of emergency. but for half of the other buildings in the area within a one block radius are four stories. 2/3 are 40 feet or higher. the code does allow for a 40 foot building.

the sponsors have agreed to hire 100% local workers to do this project and this speaks volumes for what we need here in san francisco right now. the sponsors have gone to great lengths to accommodate the concerns of the neighbors and you should support the design. thank you. >> thank you. >> i have been designing and building buildings in san francisco for 30 years and i have been through this process quite a bit. i have known todd and kevin for a while and sometimes i assist them in their development processes. i think what is happening here is there is some confusion between height and it stories.

this is it possible to build a four story building within the white envelope especially considering the setbacks that are required by the planning department and the design guidelines. i think that they have accomplished that. their height with the sad fact is no taller than the adjacent buildings. what in this process, it is becoming clear that there is a bigger picture. the d.r. process has really failed and i think that there needs to be a review of that. and i am also a member of the -- and we have worked with the director in trying to get a better design review process.

what happens it is the neighbors and the project sponsors and the planning department and the residential design team are separate entities that don't work well together. if somehow we can get them all in the same room at the beginning and hashed these projects out, we could save the city and the planning commission and a lot of time and money and we would be willing to participate in that project free of charge. thank you. >> evening.

todd and kevin, todd is on our board and i have known both of them for quite a few years. they have built some pretty nice buildings. i have been living in san francisco for 35 years and we have built an average of three buildings a year. the problem that i see it is the project sponsors will end up negotiating with themselves. every time that they make the

request, there is no incentive for a meaningful dialogue. there is no negotiation. the process undermines the integrity and value of having a general plan and planning code. what is the point of having those documents and if they can be effectively vetoed. the planning commission should refuse to hear the dr unless the staff reports that are exceptional circumstances. alif like for you to approve this and move on and put some people back to work. that is what this is all about.

>> good evening, commissioners. i thank you for the opportunity to voice my opinion. lying here in support of the development of 35 lloyd street. i live in a high-rise in the city and i believe we need more family-friendly housing. most of my friends with children were highly educated, professional, and responsible residence of the city and a move that the city when they started having families because there is no adequate or comfortable family housing that people can have access to. but we need is more housing with three and four buildings -- but prints that are comparable where families can live and grow.

i am in favor of this product not only because of these reasons but because it is fully financed. thank you very much. >> i am making a statement for someone it cannot be here. i am resident of the -- neighborhood and i have lived in san francisco since 1977. i signed a petition protesting the project which was circulated by neighbors. at the time of my signing the petition, i did not know anything about the project and i had not seen any architectural plans.

since that time, i have walked up and down which street and i understand the project. this is a revision made by the project owners and this has addressed many of my concerns. i understand the desire to keep a lot. a similar situation happened two years ago on a property immediately adjacent to my home. i know how difficult change can be. i know that san francisco urgently needs family housing to established neighborhoods. i appreciate how the project owners have made many changes. i now withdraw my objection that i had on the project. thank you.

>> good evening, commissioners. i was a victim of the discretionary review. i believe that we need to do more about promoting responsible growth in san francisco. this project will result in a number of important construction jobs and will support many local construction companies and suppliers and unemployed construction workers in san francisco. i urge you to contain the project.

of attention to the neighbors of positions and the discretionary review. i have been sensitive to their concerns and i have addressed it specifically in this most recent design. i prefer the 40-foot sign because i like the clean uncluttered lines. i commend the knot and kept and for listening to the neighbors and applying their concerns to the most recent concessions which seem to be significant and really address one of the major needs of reducing the height to 36 feet and not being honest --

concerns by tangling some of the roofline's and it respect tradition without being regressive and this is a very positive addition to the neighborhood. additionally, anything less than four stories would create and usable space. i cannot imagine my partner and i raising a family and a house with small rooms. i would love to have a larger home and stay with their three- bedroom home and stay within the neighborhood so i urge you to approve this project in its current iteration. banks. >> my family has known kevin and taught for over 15 years. they are upstanding individuals that want to do what is best for the area and san francisco as a whole.
