>> good afternoon, commissioners. nicole avril. i am quite pleased to present to you today one of our most wonderful properties and partnerships for the department, of which most of us do not know about. commissioner bosnia remembers when it was presented in 2004 initially. >> and it is right in my neighborhood. i cannot wait until that happens. >> it is the geneva car barn and power house located in district 11. the car barn and our house was designed by the reed brothers, best known for the fairmont hotel. it served as a depot for the san michaele united san francisco

and market street railways and the san francisco municipal railway. it is the last fiscal reminder of the electric railway. in 1985, it was declared a city landmark. following the loma padilla earthquake, the building was left to deteriorate. in 1998, muni announced plans to demolish the structure and put a parking lot in its place. to halt the demolition plans, friends of the geneva car barn and our house was established, and formed a neighborhood citizens group. in 1999, we then initiated the stabilization plan for the building. under the leadership of then general manager goldstein, in march 2004, the ownership of the building was transferred from muni to the recreation and parks

department. the group developed a specific program for adaptive reuse on the building based on the award winning gallery 37. calory 37 was designed to create a way to educate. 260 apprentice artists for six weeks. it has grown to provide 4000 employment positions in programs that operate year round. richard daley has identified gallery 37 as one of his administration's most successful programs, and in recognition of the success, in guidelines to develop programs elsewhere, and has been duplicated in 15 cities across the country. the university of chicago issue brief determined that students to present it in the program missed fewer days of school, failed a significantly lower percentage of their classis, and

had higher graduation rates. research indicates the trend in business planning -- placing a greater emphasis on creativity. a nonprofit board represents 2000 of the world's largest companies and their report stimulation, ought to pinochet are among the top-10 concerns and that our study and experience are some of the top factors in the workforce. in 2004, stabilization of the building was completed. elements included a new roof, only the second in the building's history, repair of the seismic reinforcement. under district 11 supervisors, the car barn has received $350,000 from the city to support the rehabilitation, and in 2008, received $200,000 from the recreation and parks department. the supervisor and recognize the need that may barn has said mta

in this district, across the street from one of the busiest transportation hubs in the city. district 11 is a diverse area of the dominant late asian and hispanic persons. the district is primarily non english speaking with the city's largest congolese speaking community. it is the lowest per and come. 71% of residents have earned less than a college degree and is the only district in san francisco where the majority of residents are foreign born. most importantly, it is home to the greatest you ages 10 to 19 but has the lowest percentage of youth services in the city. a study looking at what residents desired ranked teenager and after-school programs the highest in any in the city. residents also placed a strong

emphasis -- emphasis on cultural activity. there are no dedicated theater or gallery spaces in the area. in 2010, the cards are received its national historic landmark status, the only building in the district with this designation. in national historic trust consider is an adaptive use for buildings as a new investment. in a similar vein, the standards as the development council developed a plan for the area for the bubble park station, and includes the car barn as an anger for the entire neighborhood. the board of supervisors unanimously approved the plan in 2009. the guidelines state the synergy between the car and surrounding blue-collar neighborhoods can help to create a new town center around a transit center and points out that the proximity to excellent service

should be realized to the fullest extent. i want to sum it up by talking about some of the initiatives. as part of the effort to prevent the demolition, many are on record as supporters of the project, new mission improvement association, neighbors of the excelsior, san francisco heritage association, a coalition of san francisco neighborhoods, excelsior district improvement association, san francisco beautiful. san francisco youth commission, director of the mayor's office, director of the mayor's office of economic and workforce development, director of the san francisco arts commission. in addition, several partners have expressed strong support for the project by providing pro bono services. our primary partners are the following --

they will be presenting the building design later in the meeting. they went out and met with every community partner who will be participating in the building as well as other constituents to determine how to best use the space. we are also working with legal representation and oversight of -- who are providing legal representation and oversight of the tax process. we are working with mary murphy who has done this before. we are also working with them to create an mou between the car barn and the department, which we modeled after the old men's. technical arts studio space. oliver and co. construction.

they provided cost estimation. before i some on my part of the presentation, among to express my thanks to the friends of the gm car barn and staff in their efforts to rehabilitate the building. this will allow the department to increase resources to population that need them most and save buildings. i would now like to introduce the executive director of the geneva car barn and our house. >> first of all, -- >> could you speak into the microphone? >> first of all, i want to thank the commission for this opportunity to present the geneva car and power house. i also want to thank the call who has been a significant asset to our project, in her role with iraq and park, and previously as executive director of the geneva car barn and our

house project. by way of introduction, i would like to introduce myself. i grew up in visitation valley. i know the car barn and district 11 very well. oftentimes, start of classes when working with young people -- i grew up in the valley but i was not one of those kids that slapped on the corner in the valley. i was one of those kids trying to make my way past those kids that were simply standing on the corner. oftentimes, where i was trying to make my way too, was often to a place of what we envision the new geneva car barn and powerhouse to be. so with that, i want to give you some highlights on some of the programming that has been happening at the car barn in the past few years and demonstrate some of the bible models we developed and also the desire on

the park with young people and communities to support the projects such as this. as some of you may know, and has been mentioned, in 2009, there was a ramping up of development for the geneva car barn and powerhouse project. is included not only the development sites, but also the development of arts and cultural programs. as nicole mentioned, there were many discussions in the community with residents and community organizations. what surfaced was a priority. that priority was for you. in particular, we looked at the development of programs that would provide enrichment opportunities, the employment opportunities, and opportunities for young people to creatively express themselves through the arts. so with that, in the summer of 2010, we launched the powerhouse arts project, a project that focuses on four different

disciplines, media, literary, culinary, technical and design parts, for young people between the ages of 14 and 17. we were able to get funding through the department of children and families to provide wages and stipends for young people participating in those programs. we worked with a number of leading arts organizations throughout the city to provide instructors, artists, access to unique facilities throughout this facility, such as museums and galleries for our young people, who would otherwise might not have access to any of this. you are going to hear a little bit about the building later in the presentation, but suffice it to say, when the building is fully realized, it will be a one-of-a-kind facility in the district, perhaps in the city.

it will feature a theater, an exhibition in performance space, retail spaces, cafes, and spaces for classes to happen. even in this period, we are beginning to see some of the programming activities that we see coming to full form once the building comes on line. over the past couple of years, we have initiated an oral history project where we engaged artists and young people to go out into the community and gather the stories of longtime residents, to get their views on the neighborhoods. these stories and insights will be incorporated into an oral history museum that will be within the facility. we continue to engage community in imagining with us what the geneva car barn can mean.

its significance for community and enhancement of life. i just want to point out, that block of text that is to the right of the frame on this side -- is called a word cloud. it is representative of a workshop event we had a few weeks ago with 400 people from the district to we brought together to think about their aspirations, the issues and concerns that they thought the car barn, once fully realized, would address in their community. i would also like to say we continue to work with community residents, merchants, and artists, to lift of art and culture in the district. most recently, we have joined with the district 11's arts council.

revenue models. how are we paying for this? in the last stages of strategic work, we have identified three revenue models for the geneva car barn, once fully realized. and of course, there are contributed income that come from foundations. we have a dead by sources that will actually pay you to work in the program that will be run out of the barn. one of the more interesting model that we have identified and have done work on is this idea of utilizing earned income from the rental of the event space combat theater space, retail and restaurant spaces, to support operational cost facilities, management, and that sort of thing. we are continuing to refine that

model out over the next couple of years as we prepare to launch the building. the big picture -- the geneva car and powerhouse is about fulfilling critical needs. it is about young people in the community seeking in richmond, education, and unplug and opportunities. it is about positioning arts and culture at the center of the economic development of the community. we know that in other districts across the city, and perhaps we can look nationally, arts and culture can be a stigma in driver and -- significant driver in the revitalization of the neighborhood. and it is finally about development. we see this as a model project of how the urban core, and communities within the urban core, can take that buildings and turn them into community benefit use.

this project, through its design, through its goal of achieving a leading gold rating, we think will be a beacon, perhaps national model for how this work is done in collaboration with community. i just want to slash this time line quickly. it shows you where we are, where we are going. we have just come out of a critical phase of development, schematic design phase. we have just entered into conversations with park and iraq to develop an mou, long term lease agreement. we are preparing an application to go to the preservation office for approval. as many of you know, that is a critical stage for us. approval would mean that we would be eligible for historic

preservation tax credits, which would cover up to 20% of the construction costs for the building. finally, -- let me just stick to the end. if all goes to plan, we will be looking at a completion date of sometime in january to june of 2014. so with that, i would like to pass it over to john and rosalynn, who will walk us through some of the [inaudible] >> commissioner lee, did you have a question? >> i am wondering what the role of our department is. it sounds like a great program, but we only have this one-sheet right up before coming to the meeting. i am just wondering -- i understand the department owns

the property -- non-profit operates it. the last time i was there was a couple of years ago. it was just a shell of a building. you must have done a lot of work on it. it seems from your presentation, you have a lot of great programs happening. i am wondering if you can cut to the chase and tell us what this is about. >> the building is there left, actually. i have never been more simultaneously devastated and inspired at the same time. these programs are all happening off site right now. the department owns the building. we do not have the capacity to renovate the building. we are working with a nonprofit partner and giving them stewardship of the building, rely on them to do the heavy lifting. >> is this being coordinated with capital staff, in terms of

the capital market will have to be done on the building, to make it in habitable? >> it depends on where the -- funding comes from. if it is city funding, we would bring in our capital team to oversee the project. if it is private funding, we can use an outside team. that is to be determined. >> what is your time line on determining whether the funding is in place, involvement of our capital staff? obviously, right now, as it stands, the department owns the property, so it is a department asset. what is the timeline for determining -- how are you going to proceed -- whether it is privately-funded renovation, what is the role of the department to the property, if

the renovation is conducted by outside groups, what kind of oversight should we have? >> when i was executive director, my point person was an hour, so it was out of the capital projects division. when i came on board, we decided it was a partnership, rather than a capital project because our team was not undergoing a renovation. we are actively raising funds they are in a capital campaign. we would love to see those funds secured in the next two years, but it is not clear where they're coming from. 20% will be coming from the historic preservation tax credit process. some will hopefully be coming from the development fees coming into the area as part of the balboa station area program. it has been determined as part of that plan, the car barn should receive the full

allocation of that money. some of this had not been transferred into projects in kind. so those fees could actually be seen in the form of capital projects done in the labor -- neighborhood. that is a portion of it as well. a number of different brands that the car barn is eligible for and we anticipate half the funding coming from private individuals and foundations. right now, with the city's financial situation, we are not anticipating much of the money will come from the city. we are anticipating much will come from outside sources, which means you will most likely not be managed by our capital projects division, although i would like to have a capital project manager assigned to the project. we will be approving all of the work that goes on but we might not be running the project. it is a more cost-effective way to do it. >> moving forward, what side --

what kind of oversight does this commission have? >> we will be approving the programming. >> in terms of the operation of the facility, are we going to have rfp's and then have this non-profit sign a lease with us? >> yes, we are going to have the nonprofit sign a very long lease, probably 50 to 99 years, taking on responsibility -- $60 million that is needed to restore the building. in return for them raising that money, we will give them stewardship of the building. i approve all of their expenses right now. so we are very involved. we just may not run the capital project. >> you are approving their expenses -- >> there grant money is coming from the department right now.

the city and the department is being run through the department. >> in that sense, you approved expenses that the nonprofit uses for their programming -- >> the city originally gave them $1 million. then the 2009 budget crisis, it got cut down to nothing. supervisor avalos and i got it back up. that was after the department had given $200,000 in seed funding. now we are spending the $350,000 from the city. that money is being held accountable to the same brand positions established by the original agreement. >> the programming that we just outlined, is that programming

happening at other rent properties? >> not currently. actually -- >> could you please come forward and speaking to the microphone? >> not currently. we have been able to assist in the launch in the summer of 2010, run programming at the city college, the boys and girls club in excelsior. that is mostly because of the courses we are teaching and requirements for the digital media courses, for the design and fabrication courses where we need have access to wood and metal shops. we were using those facilities. we do anticipate that as the program grows -- this summer, we have 100 applications in 436 openings. as a program grows, we will

begin to branch out and use some of the clubhouses in the local area. >> it just strikes me, because it is a program run out of rec and park, you can use our facilities. we have a number of clubhouses that i know nicole was talking about. currently, it is not being run out of any of our properties. so the idea is the eventually, you will get the building refurbished, usable, and then issue a lease with a nonprofit, but we are a couple of years out from doing that. >> probably four years. >> so the purpose of this presentation is to update us?

>> this was properly we took on in 2004. it seems like a lot of you have not heard about it, so i wanted to update you on the progress that was made as well as the work at the organization is doing. >> so we have seen potential programming and you are in the quiet phase of the capital campaign to put it together. >> that is correct. now you are going to see some building designs. commissioner bonilla has some question before we do that. >> what i wanted to be clear on was that, the money that has been designated thus far, am i to understand that that money -- for now -- because we do not have a facility, that that money is partially being used for programming and partially being earmarked for capital? how is that mix?

>> we are almost out of that money. if any of you want to support the program at the board of supervisors during the next round of budget negotiations, we would appreciate that. it has been used to pay for the executive director and program director to build the programming model for the organization. it is being used, in part, to pay for our programming for the kids. it has been used, in small part, to pay for some folks to help us with capital planning, operational planning, financial planning. we have gotten so much done through the generous support of our partners, through pro bono services. it has been extraordinary. we could not have done it without them. the amount organization has done was actually a small amount of money that was given, but tremendous.
