family dwelling. this is not new. commissioner borden: i am trying to understand the relationship. it was not going to be a revenue source for the center, just for the family to live there. i have asked my question. i was just trying to determine whether or not there was an economic value through them that it would help subsidize the facility. that would make something may be more desirable. if there was an economic rationale. >> there is a motion and a second with intent to disapprove. on that motion -- [roll call vote] so moved, commissioners.
1:32 pm
it passes unanimously. >> we don't want to go beyond a couple of weeks, let me go to the calendar. may 19 i don't think it's doable. let's place it on the may 26 calendar. having two separate hearings, i don't think it is something. it is quick though. let's go with the nineteenth. is that enough time to draft its? would that be ok with you? 19. >> we need a motion and a second.

a queue, commissioners. so moved. and on the matter of the variance, we would be inclined to deny the request of variants has stated previously. we would also adopt the findings that i think the commission had very clearly detailed the reasons for not granting conditional use. and the decision is appealable within 10 days of the issue. so the project sponsor will get a copy of that letter. >> commissioners, you're on item 13. a request for a conditional use authorization. >> good afternoon,
1:35 pm
commissioners. before you is a request to convert the ground for a commercial unit for an existing residential building. the project also proposes a 330 square foot rear yard addition to disclose a maintenance. the storefront has been vacant for approximately 10 years. the planning commission approved a conditional use authorization for the new establishment but the project was never completed. since they were distributed on april 28, received an e-mail and support of the project and the staff received a petition from the senior housing building. they have concerns regarding noise and parking. the proposed project meets in the applicable requirements of
1:36 pm
the planning cut. it supports the intention of the neighborhood zoning districts. the proposed project would revitalize a vacant storefront along the corridor. given the findings discussed, i am available for questioning. president olague: project sponsor. >> my name is charles thompson, and the architect, designer for the proposed plan. the owners have prepared a power point that i would like to go through. it is basically just to get to know us. it is a restaurant company that has been in business for quite a
1:37 pm
few years. almost 15 years. the most recent one in san francisco. it is not a restaurant chain. it is a homegrown bay area restaurants company. it is anchored on ethnic indian food and hospitality. that is a very key point to this concept. the way it is run his with great food. the mission neighborhood is reviving new businesses and restaurants. it is very much on a growth curve. we are extraordinarily sensitive to the fact that it is a busy place. and we want of the impact to be friendly and congenial with of the neighborhood, part of the neighborhood.
1:38 pm
it is basically cannot just blend in, but contribute to the neighborhood. it is a simple concept in the sense that it is not a fancy, high and place. the interior design is very much commensurate with the neighborhood and a few if not many of the other food and beverage businesses in the neighborhood. again, we have seen in the bar and lounge. the emphasis within this company has always been the great food. moderately priced for local neighborhoods, the impact of the neighborhood restaurant will provide jobs to local and neighboring communities. that is the precise intent of
1:39 pm
this group of restaurateurs. they want to be a productive part of the neighborhood. we want to purchase supplies and goods, bakery items. nbc obviously is a business and a building that has been vacant for over five years. parking is an issue as well as a vehicular congestion. it is our observation and looking at the last six months that many people in the neighborhood they use the facilities and the various businesses what can take public transportation. that is not just a good notion, it is a fact from our observation. probably in part because the traffic situation is a challenge.
1:40 pm
on top of that, the owners want to express their desire to work with the city in unearthing solutions for parking as well as congestion. having a go hand in hand. as a matter of fact, where between seventeenth and eighteenth streets. there is quite a number of bicycles. and again, many pedestrians. the restaurant has been in business for 16 years. on a personal note, i was honored to be the designer of the most recent one. it is doing very well and it is a very quiet atmosphere. it does have a full bar like we are proposing here.
1:41 pm
my experience going to all of the restaurants that these gentlemen operate, they're very quiet environments. it is not a rock this kind of business. i just wanted to say that. it has established itself as they have attested the pedicle a fine in the indicting. the authentic indian dining. president olague: we will probably call you up with more questions. is there any public comment? i do have one speaker card. >> commissioners, i live a block and a half from the mission and
1:42 pm
a vernal heights. with the occasion to walk up and down at the time. i came to support his conditional use application for the restaurant. i have eaten at all of the restaurants downtown and i can attest to the fact the they are very stylish and attractive places. i think it would be a great addition to the neighborhood. you're probably aware of that part of the street. we have reduced the number of lanes of traffic from 4 to 2. there have been side what widening set treatments of the streets. there has been an effort to encourage home to survive -- it
1:43 pm
has worked pretty well. it is not perfect. most people are coming out of the city. there certainly will be traffic impact, but from a neighborhood point of view, it is great. i think for myself, walking up and down the street, the site has been vacant for more than five years, maybe closer to 10. president olague: public comment is closed. >> it is always packed. it is amazing to see how the rest of us on that road doing really well. i have enjoyed a food there on
1:44 pm
many occasions and the think it will be a nice addition to the neighborhood. they have recently seen some vacancies that the have not existed before. it is good to have something going into this space. we did have seniors in a housing site to close by. if i could just advise the project sponsor to reach out and work with them, i don't think they know what the restaurant is about. you don't hear any noise and you don't smell anything. their fears are probably unrealized. but with that, i will move to improve conditions. -- approve with conditions. commissioner antonini: i have
1:45 pm
also frequented the establishment has was another number of indian restaurants. i will attest to the fact that it is very quiet inside considering the number of people in there. you could have quiet conversation. it is true, i think they believe they have been rated in the top 100 for quite a few years. that is another good thing. a lot of local jobs. i was on the commission when we approved.
1:46 pm
it never happened. it was actually to restaurants in this space. and in this case, it never came to pass. president olague: i am glad to see that someone will fill the vacant storefronts. i trust that you will work with the seniors and they will come around. there is some public parking options, but i believe with the station, you guys are in the middle of both. that won't be such an issue. i fully support this. >> on that motion to approve
1:47 pm
with conditions as amended. [roll call vote] so moved, commssioner -- commissioners. that motion passes unanimously. that places you on item 14. request for a conditional use authorization. >> the item before you is to permit t-mobile to locate 4 antennas. we have received two letters of opposition to the project. one was accompanied by a petition signed by 200 residents of the subject property. we have had the two calls and opposition into calls of support into letters of support.
1:48 pm
they recommend approval based on the findings contained. i'm available for any questions. >> for those of you just coming into the room, please take a seat quietly. we have proceedings going on. if you have mobile devices that might sound off, turn them off. >> good afternoon, members of the planning commission. i would like to thank you for the opportunity to bring this project before you today. first, i would like to clarify the project description just a bit on the overhead projector here. it is a little difficult to see. this is basically an overview of the campus area. you have baker street on the east, lyons' st. on the south.
1:49 pm
and to the east, west, to the south. the proposal for antennas on the easterly route of the largest building. that would include the antennas on the east facing wall of the more northerly and house building. what antenna on the north face and wall of the smaller southerly penthouses building had one last antenna in the cylinder of the southernmost roof of the eastern building. i just wanted to clarify that. this is an elevation showing where we intend to put the antenna. this is along baker street. this shows that we would put to antennas on the east facing wall.
1:50 pm
and and one here who on the roof. we also have the photo simulations. the fill the project design is of a very high quality. have worked with projects that to come up with this design. >> to be screened by a material. the project also received approval from the historic preservation commission back in november. i just wanted to go to the before and after pictures. this was taken looking south from the sites. this is the no. penthouse existing today on the elevation and the roof plan. you can see existing antennas on the north face. with installation of this
1:51 pm
project, the result would be the the north penthouse, all of the existing and thus would be behind this route. another view taken from baker street looking northwest towards the sites. you can see where we intend to install one antenna in the event on the south roof of the easterly building. and finally, a third view showing the north penthouse with existing antennas. and the result of the installation of a project would be a screen to screen the existing proposal and does as well as the top of the proposed agreement enclosure. this facility would greatly benefit the neighborhood surrounding the facility,
1:52 pm
extending coverage in a pretty significant area, about 15 or 20 blocks around the mercy terrace campus. this shows the gray area around the proposed facility. it is essentially for coverage. yellow portion is vehicle coverage. the green would be where you have excellent coverage. this is the existing condition. the resulting condition and would be as such. you see how the pattern changes dramatically with the installation of this. how you and get much better coverage no. who of the street. present today is the license

principle. they prepared the radio frequency report. he is here as an independent third-party consultant and he can respond to any questions regarding concerns. we also have a team mobile radio frequencies engineer. he is an expert on the technology and coverage issues. they agree to all conditions of approval proposed by staff. president olague: i would like to open up for public comment. we will limit it to two minutes today. do we have a speaker card? yes? david? >> good afternoon, everybody.
1:54 pm
and key for this opportunity for me to say a couple of comments. i used to live in that district a couple years there was this co install these antenna of a church. a couple of the community leaders organize people to oppose this installation. coming from a community organizing background myself, i was supportive because i believe it is the right thing to do. their reason was that it was a health hazard to have at the above the building. a couple years later, right now, after being more educated, i
1:55 pm
began to realize this thing about the antenna being hazardous, and dangerous to health, it is nonsense. it is in people's heads. research showed there was evidence that it hurts people. experts approve its. anything about health hazards is just in people's mind. by allowing the antenna to be installed in buildings, everybody wins. a company wins. the building owner wins. the neighbors win. and especially the people using the service. it is a win, win, win situation. i don't see why people would oppose it.
1:56 pm
president olague: any additional public comment on this item? please come to the microphone. >> i work for mercy terrace, the property that the proposal is based upon. i have some questions of clarification for the report that was put out. what we are wondering first of all, it states that for approval of a project, certain qualifications need to be matched. number two says the location of all approved but not installed antennas and facilities. the boxes marked know. we wanted clarification about
1:57 pm
why that was marked the way. the same for #five and six on that report. the total number of watts. is that a combined power rating? does that include the pre- existing at&t and that does of the building in addition to the proposal that has been made by the companies? i personally submitted a letter of concern from residents in the building. i gathered about a hundred and 30 signatures. there are concerns about the cumulative health effects of these projects. president olague: we will ask the project sponsor and staff to respond to your comments. if anybody wants to comment,
1:58 pm
stand over here at this time. i also have three speaker cards. you can come to the microphone, sir. we will have the staff respond to the questions that were raised. >> i am a member of the itt. we believe this project will improve the infrastructure of san francisco. it will improve our ability to communicate. i have even heard some people have been skeptical enough to submit a petition, they had a bunch of other early peoples sign because they talked them into believing that the radiation from these and does are going to physically and even create capital or the grave
1:59 pm
consequences for them. i have a chart that basically illustrates how much actual radiation there is. from a police car driving down the street, there is 2500 times more radiation than they did that by these powers. we know that we have budgetary considerations. we know we have the america's cup next year. where are looking for tourist dollars and employment dollars. if they come to san francisco and are in the middle of the city, if they are in the middle signal, they are not going to recommend to their friends to go to san francisco. we are trying to do andat
