she is great. the second letter that she says she holds a pretty clear to her heart is, i think ms. walker is a smart math teacher. she has helped me out a lot of this semester. she has taught me things i thought i would never know, and for that, i thank her. she is one of the best teachers i have had this semester and i plan on learning a lot more from her. thank you. >> i feel very blessed to work where i work, not only because of the students that i get to work with, but also because of the fabulous staff i work with. each one of them and brings something unique and i think our

program has been incredible. i particularly want to thank our administrators. [applause] because they allow us to do things that are unique. whenever we come up with a new idea, they say go for it. it has really made a big change. his is really done a. i want to thank the supporters the have today. i collaborate with her a lot and she is my inspiration. and she brings some much joy to the students when she comes. [applause]

>> next are folks that we want to recognize because sometimes people say i have a tough job and i have to tell you, whenever i start feeling of little bit down about how tough my job is, i think people that have that much tougher than i do. she runs the educational placement center and has got to be one of the toughest jobs in the world. it is difficult, complex, and people don't always treat you with the respect they deserve. it is my pleasure to introduce the executive director of the center. because we want to recognize her, please come on up. >> thank you very much for that, i just wanted to let everybody know that we have been under a perfect storm in the past year and lived in working

on this redesign with the help and support of a lot of district staff. it has been challenging work had to say the least. when you throw special-education placement yen, that is the perfect storm. we have student assignment, and that is a challenge on top of a challenge. live got a great team that works with our families, students and special needs in the wanted to make sure everybody knows how hard they work, and they're really appreciate this recognition. i am going to ask them to come up. harry reid team and they support students, families, they work really hard and the have a lot of knowledge about the complex processes that we have.

come on up. this is a really great recognition. a well-deserved. >> and this is an honor to receive this award. hail would not be possible without the support of all the other managers. we really do appreciate this award. as i accept this award, i feel about what our job as a placement counselors for special education is, and that is to provide the families and students that come down to the office have children to receive those services with empowerment so they can understand the process. it is a complicated process.

we want to make it as transparent as possible, to that is what i strive to do every day with my team members. it would not be possible without them. we want to make sure that special-education families and their students feel supported and engaged. we will continue to do that as we move for half of the new redesign and all of the efforts of the district making sure there is access, equity, and accountability. thank you. >> i feel honored to be receiving this. it is great. that does a lot for the community. this also reminds us what we are here for. we're here for the families that come our way, how our children. i can't say enough for the team the work with. we complement each other and we make it work.

the association's out and you can, if you are here. the association of chinese teachers, the alliance of black school educators. the united administrators and the edit educators. i am not sure if the carpenters are here this evening. if carpenters' local 22? come on up and share the great news. >> in the afternoon, superintendent and commissioners. i am the executive director of the united and administrators of san francisco. this is one of the nicest things we do all year. we hand out scholarships to very deserving students. what they have to do is write an essay to us about why they want to go into a helping profession.

teaching, social work, something that is kind of helping. they have to turn in their transcripts and they have to have letters of recommendation. who have the committee of administrators that read their applications and they are selected. we give them each one from our organization. the gate to thousand dollars scholarship. a couple of them are not here tonight because they are in finals, graduation, and all this. we are glad that a couple of them are here. the first is the man the. we have maria. >> can we hold the applause for the end? thank you. >> she is here. her parents are here.

first of all, he is here to support her if he is. congratulations, maria. >> were you going? >> and lincoln high school, going to san francisco state. >> she is in the academy program at lincoln. >> next is lynn, she is going to uc stan -- santa cruz. she is going to howard university. and also, we were caught another scholarship. it is the kathy scotia. she is a teacher and counselor in san and cisco, her family contributes to the scholarship.

the winner of $1,000 is christina hernandez. she is going to san francisco. rickey is from mission high school and she is going to texas southern university. congratulations to [applause] all of the winners, thank you so much. >> a good evening, superintendent garcia. president mendoza, board members, and everyone assembled. i'm emily and i would like to announce that we were able to present her five students with scholarships of $500 each. they were honored on thursday,

may 12 in the heart of the african-american community. we thank the commission for hosting us once again at the african-american historical and cultural society. two of our young people are here this evening and of like them to come to the microphone, state their name, the school they attended have the college they are going to and any other information they want to give us. san francisco alliance for black school educators. the new president, thank you. >> my name is mark this, i graduated today. next year i will be attending san francisco state university study in kinesiology.

>> good evening, board members. what i just said was a hello, i am a student. next fall, i will be attending howard university has a declared a dance major. i ago all of my success to the area 7 cisco public-school spirit i started under the direction of miss virginia marshall. from there, i went to the child development center and the direction of messily thompson. and from there, i went to willie brown academy. and next, i went under the

direction of molly would. the schools are where i came to my foundation and fundamental earnings goals, my foundation in the arts and foundation of a black history. he's cool put me in position to be able to survive and thrive. it might sound a little bit cliche, but without the school's head without all of the support, nurturing, i can say that i would not be able to attend howard university next year. i think you and i think you and i think you for my scholarship. >> we know all of your parents, too so we are really proud. >> i am virginia marshall. i am waiting for a young man to walk to the door any moment now. his name is allison jones and he

graduated on thursday. you will recall that alex plays the piano. about three years ago, there was an advertisement for musicians. one was a young man. i was so inspired, i followed him for the past three years. i introduced myself, i said i am with the school district. the counselor says, leave no such a young man. i know who he is. he called me back the next say. for the first time in my career, we have an african- american man entering joy are this fall. we're very proud of them.

alex had a class that and that 6:15. i told his mother to drive safely but russia and over. we would like for you to meet alex jones. he graduated on thursday. in the other young lady will graduate on thursday from mission high school. we're pleased. the father of marcus jr.. it is a great day for him as well. and all of the parents, thank you. >> thomas marshall, who last three students? the last three, what colleges will they be going to? >> i have it on my sheet back there.

she is not here? >> may 16 was the revisory council's last meeting. when talk about our summer plans, the graduating seniors, and we discussed what worked well. and also improvements for the next school year. and they are somewhere in this crowd. >> lowell high school. president mendoza: i just went to a knowledge of the student delegates that participated in the white house used roundtable a couple of weekends ago. and give voice to raise a community that focuses around you. i want to thank them for the support on that. do we have our representative?

>> good evening, i am a parent of a kindergartner at daniel webster. i am presenting on behalf of parents for public schools. >> can you move the microphone a little bit closer to you? >> is that better? >> later on tonight, we will be reading proposals to modify the assignment policy including the pattern for assigning students to middle schools. we're going to address this proposal. our annual report tonight, we have been partnering and conducting this report on community forums. >> we remain a partner in the process to develop and present recommendations and about strengthening middle schools across the city.

>> we have been hearing some board members are concerned because they believe our recommendations are only reflecting the views of certain parents. they don't represent the student population. i want to address this issue directly because i think this is getting in a way of the hearing what we're trying to say. it reflects the demographics of the district, so we also went to elementary schools in the mission, the bayview, to conduct focus groups of african- americans and chinese speaking parents. i really was s several of these meetings, so i can tell you the information of what we heard. >> they are opposed to the patterns for several reasons. the first is because the

patterns won't achieve the priorities have the board adopted a couple years ago. the priorities are reversing the trend of racial isolation and the concentration of underserved students providing equitable access to the range of opportunities offered to students and being transparent and developing systems that work for families. many of the proposed patterns resulted in the opposite of these goals either by concentrating students from lower forming elementary schools, or effectively blocking students from the east side of the city from getting into higher performing schools on the west side. >> they are worried about their children -- i thought my voice carried, i apologize. parents are worried about their children being sent to school and are hard for them to get to. the wonder how they can make it

work if transportation will not be provided. parents are especially concerned about the lack of middle schools in their communities and wonder whether children should have to go to other parts of the city to get good access to schools. the second reason why we are opposed to is that the board has not been given enough information to know if the district recommendation is one of the good ones or if it will even work. they need more time to develop plans horror master schedules, program development, expanding inclusion services, transportation, financing, and staffing. we think these things got would be more thoroughly and carefully before the patterns are adopted. the proposal does not address important questions that parents repeatedly asked that community forums. especially questions about resources that are needed and

expanding the language patterns. what are the criteria and priorities to expand? what it will take [unintelligible] in clarity, we are extending the language programs already in place. >> one of the rationale offered implementing the patterns is to support a robust enrollment. but there are only a handful of under-enrolled schools. instead of setting compulsory assignment patterns for the entire district, it makes more sense to address the specific challenges that the under- enrolled schools. why are these schools under enroll? simply put, public perception. many parents don't choose

schools believe are lower in quality or are dangerous. heaven looking to change people's perspectives. here are some other ideas about what the district could do to support hundred national and middle schools. share with of the community. plan to meet each student's needs. >> highly effective and culturally competent principals of schools. hold them accountable for high standards and support them to meet those standards. support of reach and positive communication efforts and are already under way. and finally, collaborate with community organizations and city agencies to address safety issues in the streets and neighborhoods around these schools. >> we are urging the board not to adopt before the

implementations are made. and describe the relative priorities for different programs that our children need. members of the public and parents for public schools will join in for the discussion with you at the ad hoc committee. and the board meeting on june 14. we appreciate this opportunity and giving us the time to speak with you. president mendoza: before you go, are there any questions or comments from the board? >> you are reporting a on pac? >> it was a joint, collective efforts. we did not approach it

individually. >> she is reporting back to saying that we have done a lot to promote, it means [unintelligible] and the recommendations the you gave our lists, the recommendations coming from both? >> yes. >> ok, thanks. president mendoza: item f, public comment on consent items. i have a couple of speakers. >> good evening, superintendent, commissioners, ladies and atonement.

and the executive vice president of the united educators of san francisco and i have 16 resolutions for you to consider. page 160 page 196 in your agenda. these resolutions deal with title iv and clb funds channeled into after-school programs for a month or so this summer. they are scheduled from may 31 to june 30. there is no summer school. so these are not really after- school programs. also, there are a couple of curiosities that we would like explained. why do we list the entire school population identified as recipients of these funds? is that realistic?

is every child going to be there for after-school program during the summer? and why, if we can channel title 4 money to these schools, why can't we use the same money to provide high school and middle school with summer schools and certificated staff to provide the education that our students need. instead of going begging to the city government, using outside consultants, are we making the best use of our limited resources? please don't pass these resolutions without looking at them, considering them [unintelligible] [applause] i >>'md enn -- >>
