granen, claire watckins, bayard fong, and richard kirtchee. commissioner wynns: president, i just want to clarify it -- president mendoza: 1 second. i want to thank the members for being here this evening. commissioner wynns: i want to clarify something. twice, the funding has been mentioned as being $30 million. since voters voted for $60 million, i think we ought to explain that the funding is supposed to be $60 million a year. only $40 million of that through the first third and the third

third would be under the control of the school district because of budget issues at the city. that has been reduced so it actually is $30 million. that does not include the one- third that goes too early education. just so voters do not think they voted for 60 but it is really only 30, once we get there it is supposed to be $60 million, $40 million of which is in the control of the school district. president mendoza: thank you. any other comments from board members? i want to thank you as well. it is one of the first bodies i sat on as well. i encourage you to participate in the joint committee meeting we have twice a month as part of the presentation, to be sure we are -- you are recognized there as well, especially as this is coming into a sunset and our

[applause] >> good evening, everyone. my name is alex jones. i am a senior at san francisco school of the arts. i guess i am in my last two days i graduate on thursday. a cumulative gpa i think is 3.89. the juilliard school. i have one i think, about six scholarships-- i have won, i think, about six scholarships, including the carpe diem scholarship, the book award, and the beta phi sigma scholarship. also a scholarship from the juilliard school. >> your mom -- issue with the sheriff's office? >> she is. she works with the sheriff's

few speakers. i would like the students to come up first. please be respectful for the time. come on up, students. come on up, students. state your name first, and press the button to speak. >> my name is thomas marks. i am a graduate of a traditional high school. i am here to speak on behalf of my teacher, ms. emily van dyke. she is our teacher. i just wanted to say that going into my senior year of high school, i did not want to take an art class, mainly because it was not a topic that i liked very much. but as soon as i walked in, ms. van dyke was there to help me. she was not just my teacher.

she became a very good friend of mine. not just to me, but to everyone who has her, 150 students per year -- everybody knows her well and is a good friend of hers. when we all heard she received a slip, you could have heard the entire gymnasium. we went off chanting her name. you could see the connection she has with the students at the school. so i do not like the cut at all. >> good evening, everybody. i'd just graduated yesterday. [applause] we have many amazing teachers.

many, many amazing teachers -- math teachers, english teachers, science teachers. ms. van dyke is not just an art teacher. she is a live teacher for us. we get life lessons and are lessons altogether. she is the one you talked to when you don't want to talk to anybody else. she gives you all the advice that keeps you from doing stupid things the other teenagers are doing. you know that whatever your problem is, you can always go to vandyke have room. she is always there for you, and she is going to listen to your thing and walk you through your problem. i want to mention that our school is a happy and safe place for anyone, whether you are gay, lesbian, or bisexual.

from our school. many of our children will be left with about many programs. -- left without many programs. those cuts will also hurt us. [applause] >> i come from buena vista school. i came here to say that i would like to tell you what i am worried about. i am worried because they are cutting a lot of money to our schools. i really loved by school. -- i really love of my school. if we don't win, i don't really care. i am going to try until we won and make them listen to us. we really want our education to have a good future.

have spoken to the placement people over there. they have been no help at all. you just have to go through this lottery thing. it is not fair. in the handbook, it says we are fair and equitable. it is not. to who? to siblings? two children from poor test scores areas? definitely not for my daughter. it is not fair to one group at a time. if it is fair to them, it becomes unfair to the next group. i am not placing my daughter in a dangerous situation. i have been over there. would any of you guys send your children there? do you have children? would you send them there? would you? where is your child going? i did not think so. if we ask you to send your children there, there is no way.

your children are not going anywhere near there. >> my name is and a jackson. i have information -- my name is anna jackson. i am the mother of five. i have two doctors who currently attend paul revere elementary and three more will be starting this school year. my oldest daughter who is in second grade has been believed throughout the last year. i have called the superintendent to get support because my school principal told me that paul revere was not the right school for my family rather than fixing the bullying. the superintendent's office told me to contact ramon martinez. i have taken all the steps to ensure the safety of my

daughter. on may 12, 2011, my daughter's will be pushed her on broken glass. she now has an open wound on her left hip. i have a doctor's note if you would like to see it, as well as pictures. the school did not take any action. yet the principal told me that paul revere was not the right school for my family, rather than providing a safe environment for my daughter. i am here tonight because i no longer know where else to ask for help to ensure that my child is safe at paul revere. also, with the teachers that were watching her in the after- school program, two more incidents have happened, one similar to yesterday, and two days prior to my daughter's incident, this boy had a hole

right here and was bleeding, and the ambulance was called. there are also pictures that the following pictures after this happened -- there is no action being taken. president mendoza: i am going to have you speak to this woman in the black. she will help you. thank you for coming down. [applause] >> good afternoon, board members. i am pastor josiah bell, a member of the citizen's advisory committee and a pastor in the bay view area. i am here to say to you that with all the budget cuts and all the constraints that are being placed on us as a city, remember we want to keep public diversity in our communities. we need to be very alert and

aware of the fact that most african american, latino, and asia and teachers are the last hired when we have situations like this. they are the first to go out the door. we wanted to come to this meeting to ask you to consider those factors. we try to maintain continuity in terms of the ethnic diversity of our teaching staff. we implore you to really look hard at those issues. we need good african americans. we need good hispanic and asian teachers to stay in our schools. i just want you to be very aware of that when you are sitting down and cutting the budgets, and reconfiguring things. think of that.

i think it is horrible that the governor has pitted the poor and the school district against each other with this proposal. i think we should answer by doing the best we can to maintain our ethnic diversity. thank you very much. [applause] >> i am minister sisk. good morning. we need -- black, white. there is no such thing. god created us the same. one group not be over one group and think they are better than another group. everybody created has an

opportunity to get the same thing that the other race gets. everybody, whether they are black, white, blue, or any color. they should have an opportunity like the young man came up here to get, everything he deserves. everybody was created equal. if they know more than somebody, they should go to all the areas, no matter what. the should go to all areas and express -- they should go to all areas and express to all areas their knowledge. no such thing. no such thing. i am not prepared to say that your teachers should be put in any areas and not think that you go better in another area.

>> good evening. i am a teacher. i have been there since 1999. our school community has experienced a lot of adversity this year. the disintegration of the economy, the renovation of our school while it was in session, with accompanying health concerns and pensions, the loss of our principal to injuries, experienced administrators who were unable to enforce our plan or -- and force are disciplined plan in a positive and effective manner -- all of this has created low morale and increased the number of disruptions and explosions throughout our school year. this is not the students' fault. add to that the unfortunate

circumstance of our principal's private information being brought forth at a public meeting regarding his medical condition and the incident that led to his departure. this should never have been said at a public meeting and the person who said it should be held accountable. you need to take care of that. nobody should be told what happened to a principle like that. -- to a principle -- principal like that. parents were promised at a public meeting that our interview panel choice would be honored. the opposite occurred. the members were chosen to the election process. when the panel active members were chosen and their names were sent, instead of being commended for our efforts, the demographic makeup was called into question by an illustrator as not being representative of our community. this was never a prerequisite.

halt this person knew which meet -- how this person knew which members were african-american by looking at their names -- [applause] >> good evening, board of education. i am a student speaker. i have been a student for the past three years. i have really been disappointed about this year. it was my final year. nothing happened, you know? it is because our principal wasn't here. next year, they are trying to replace him with somebody who doesn't even understand us. it is just not right. in sixth grade, we had a principal who was not from our district. she did not understand us.

this year, our principal got injured and left. he just left. i am the student body historian, your book editor. every time i have an idea, i have no one to present it to. nothing happened. this year is over. we did not get graduation pictures or anything. i am so disappointed. i am leaving and they are trying to -- next year is is going to be a repeat of what happened to me in sixth grade. i care about and ok -- about mlk, and i don't want the same thing to happen. president mendoza: i need to know your name. >> shayleen real.

president mendoza: if you are not listed as a speaker, and not going to allow you to speak. please state your name. >> i am standing up here on behalf of our parent liaison, fred franklin. i am to blame for everything concerning the closing of our school celebration. mr. franklin did not know anything about it. he did not put me up to anything. i have my own mind and my own concern about the kids at willie brown college prep. i have a grandson that is 12 years old and will be going to seventh grade there. i spoke with the deputy superintendent some time ago,

back at a summit meeting and workshop at everett. i would like to do the closing of fiscal celebration. mr. franklin did not know anything about it, and nobody at the school. then it transpired from there. the deputy superintendent spoke to the zone superintendent, dr. gray, and everything, and said we were to work together. from that moment on, it turned into a total catastrophe. i am the designated treasurer for our parent fund, by which the money was supposed to be used for the fund-raiser to furnish all of the things for the closing of the school celebration. and it was not. so please acknowledge the fact. as of right now, fred franklin has been placed on administrative leave of absence

for no reason at all. if you are going to fault anybody, fault me. thank you. >> my name is crossroads. i am a parent and community activist -- my name is ross roads. i am a parent and community activist. mr. franklin is an eight year veteran as it currently is on here in the school district. he has done great things in this community in the bayview. for him to be unjustly put on administrative leave for things that it is not even explained to him why is injustice. i am coming here to ask the board to do a full investigation on why mr. franklin was put on administrative leave right here at the end of the school year. there is something wrong with the picture.

we need you to investigate. not the people that are making the decisions, but you. what is the problem there. why is mr. franklin on administrative leave with all the work and hard times he has gone through try to develop the pilot program there at the academy? the only thing he is doing is empowering parents, butting them know what rights they have, letting them know the things they can ask for and can get by having unity. i am coming to you as a parent and as a community person, asking you to look into it, please. i can't just let this rock stay covered. thank you. president mendoza: thank you.
