was the mayor. i go to san francisco state, and we keep hearing about inequity common and it is heartening to see it happening every day. you are scared to go into this field, but we are still determined, and with apparent her liaison put on administrative leave, that is another thing. he has been working every day, making sure these students have all the resources they need for next year, so the last three days of school and it just seems bad. i hope we are not desensitized to these issues, because there are so many. >> good evening. i am a substitute.

i am a product of san francisco schools. ii am back in the bayview, where i grew up it does break my heart how this school is closing. i understand why it is happening, but the students lose out in their end. i wonder what we are going to say to them tomorrow, because i am substituting for the last month, and what are we going to say when mr. franklin is not there? if he needs to be disciplined, that is fine, but can he at least be there for the last

three days as the school is closing? that is what i am asking. >> [speaking foreign language] >> i have a pair of twin daughters. they are both attending fifth grade at john lee hall elementary. the school district has assigned two separate schools for my daughters, and it is impossible for me to take them and pick them up from school at the same time.

you have placed my family under incredible pressure, especially my twin daughters. they are very depressed and and have been -- and unhappy. since they were little, my twin daughters have been someone special. when one is sick, the other deaths sick at the same time, so when this happens, how can i set myself up to take them home from school?

because my husband has to provide for our family, he worked from dawn until dusk. i am the only one in charge of taking our daughters to school and picking them up. as parents, we are willing to cooperate with the district. however, we feel that your assignment is time, again and again, has made us feel very disappointed. siblings have sibling priorities when it comes to school placement, but my twins have not

been treated the same. why is that? are they not siblings thomas -- are they not siblings? may i ask, are you discriminating non-english speaking parents? in fact, the relationship between twins is much closer than ordinary siblings. i hereby beseech you to send my twins to the same school,

because i cannot drop them off and pick him up at different schools at the same time. playoffs. you know you have $8 million from the city. they have not put it out there. they say they have an of sponsors. they say it isn't the budget. -- they have enough sponsors. they say isn't in the budget. they guarantee it is coming. i understand mr. lee does not want to spend money he does not have. it indicates there is knowledge of how you are going to do that. you could send out a note saying you are going to be brought back as soon as the money is received. that would go a long way to allaying some of the concerns. a lot of people are very concerned about that. you are going to have state money that comes down after that, but doing something conditionally like that would be an incredible sign of good faith, and i would encourage you to do that. the second thing is nowhere near

as pleasant as what we have heard on this day. we have a school in this district where the zone superintendent has declared it a safety hazard. the zone superintended is turned into those who work for her and demanded that they work for her. not everyone that works for her works under our contract, but those who do have protection from going into harm or on save situations. -- or un-saves situations. we do not want to see our people sent into what is declared tuesday -- to be an unsafe situation. we do not want to blame anyone for what has happened there, but at this point, we will council

are people they do not have to report there, and we will arrange with the district where you can have those people who report. good >> just for the record, since you have brought up this issue, i will not allow you to just hit and run. for the record, the reason we asked people to go there is to support everybody there. >> i understand, but it was in the nature of the demand. >> the order was given by deputy superintendent, and i supported it, to send as many people as we could to go to willie brown to support a school for the remainder of the school year, and that was a conversation we had, because we wanted to provide the most additional support we could because we are closing the school, and we thought that would be respectful

thing to do. >> i appreciate that, but the unfortunate part is to declare the school is a safety hazard and then to send people who are in no way trained to handle safety issues -- that does not really support the school. if you look at page 87 of the book you have in front of you, you are taking $16,000 from the educational program and giving it to a consultant, and i hope that consultant is going to be useful, but i am not sure we are handling the situation as wisely as possible. >> thank you. i contend -- item k, the advisory reports by board members, and tonight we have an annual committee, and i believe we are going to get a brief

update presentation. >> good evening, president mendoza, superintendent. i am the chief facilities officer. it is always difficult to follow a lot of interesting public comments. it is a fortuitous night to have both on the same agenda the board approved going back out for our third bond measure and at the same time to be able to bring to you what is essentially the requirement of each year and audits being done on the bond measure, what they call a financial and performance audit to determine bond funds

are being spent in accordance with the measures. both tom and myself have been secured of the measure for the last six or seven years. and we are pleased that we have an audit essentially supports the confidence of the board of education and the voters of san francisco, that we are all together doing exactly what we are supposed to be doing, so this is the time i would like to introduce the vice chair of the committee, who will give a brief report on the findings of the bond oversight committee relative to the audit, and now i forgot your last name -- our auditor is also present in case

any of you who have gone through the really exciting thing of actually reading this. i know one board member ihas. with that i will turn it over to the vice share. >> my youngest son graduated from the school of the arts. this next monday he graduates from the oberlin conservatory of music. the school of the arts was wonderful for him, allowed him to drive or other schools might have proved problematic. -- to thrive where other schools might have proved problematic. to the business at hand, the notable thing about audit is there is virtually nothing good about it. it was conducted in accordance

with generally accepted auditing standards, and the results, which contained a lot of double negatives, say that the 2006 general obligation expenditures were accounted for separately. 2003 is actually very similar to this, where no bond funds were raised. >> i am going to interrupt for a second. there is a little bit of chatter going on in the board room. there are conversations going on, and it is making it difficult to hear the report. >> i cannot understand why they are not fascinated by this. >> the bond expenditures were accounted for a separate into the building fund of the

district, and those were appropriately the posited enter the district building to the accounts, and we did not identify any instances of non- compliance with procedures. we did not identify expenditures paid from the proceeds that did not comply with the intended use of bond proceeds from november 7, 2006. we did not identify any expenditures not in support of the bond, nor were any identified in support of district operations, so basically, there is nothing objectionable indus -- in this. they did identify instances of non-compliance. there was one recommendation. there were two staff members who occasionally collaborate with each other, one of which was

identified as a staff member of the bond program and one who was under the general fund, in order to ensure the general fund person is not using too much of the time of the bond fund person, they will do a time study of the work of the two of donthem to see exactly what theo and figure out how that can be extrapolated. that is my report, unless you would like to hear the resolution. commissioner fewer: thank you for your report. it is good to know we are spending the money in the right way. did the committee look into where they are paying for the

wage? >> that is not something that we inquire into. the district does have a labor compliance program, and i know they are doing an -- i know they are on the job. they have been in contact with means frequently when they have found no difficulties, so i know they are doing other work, and i have a fair amount of trust in them. that is independent of what i know from the bond committee. >> any other questions? commissioner wynns: and i just want to thank you for the work and also the staff and auditors, because our history with bond oversight has not always been so pleasant and compliant, so

sentences for unified school district dissipation notes, an aggregate amount not to exceed $100 million, authorizing a preliminary official statement, an official statement authorizing the execution and delivery of a note purchase agreement providing for approval of an official note, and execution of documents related. we are anticipating the notes will generate 6/10 of 9% yield, including the cost of insurance -- 6/10 of a percent yield, including the cost of insurance. -- issuance. you might remember the same time last year we sold 70 million

to this. the may revision high as head -- people are saying, if you are going to geithner $3 million more, but most of it is in the current -- going to get $3 million more, but most of it is in the current proposal to actually not do it across your deferral of $2.5 million, so have we considered dathat in our financial planning? at some point will you be able to tell us what the difference is in cash-flow related issues if the additional referral does not happen? we should probably say that the deferral is the state telling us they are going to pay money they owe us but not actually paying

it until later in the year or now through cross year deferrals in the next year. he would like to be able to do that through some of your own financial obligations maybe, but i am trying to get a sense of how big a deal it would be to us that the states begin to stop doing those a year later -- this, pay you later. >> that is a good question. it is interesting. the state aid has no great impact on us, because right now it is somewhere below 5% at 2.5%. >> that is because we are close to being a basic aid history. >> we should not be, because we should be in the $300 million range, and then you are talking
