either. there realy wouldn't be any change. it's literally to give them an option as an alternative school program of choice so it's a different coding that would make them eligible in the mutual future to seek waivers to further enhance and further develop their study. no fundamental changes, no funding changes, basic school operation changes, no performance, goals changes, it's just to give them eligibility potential and all those waivers that they might seek if they do seek any would alsos have to be submitted to the board of education for approval. so it doesn't really empower them necessarily. it gives them eligibility and distinction as an alternative school. -- >> ok.

it's star king elementary school. >> it will be the repeat of u.s.f., president kelly's question -- >> well, i could talk about discretionary funds for this particular school and then there is the general conversation about discretionary sense. for star king these are p.t.a. moneys that were donated to -- or deposited into the principle discretionary fund so he could use that money to purchases the epgy. so the p.t.a. raised money and they put it through the district accounts so the contracts can go through our district. >> speaking of it in general? >> it's recommended because that way all the contracts can go through our contract office and then we can deal with the fingerprinting and all the appropriate measures for that. >> and do p.t.a.'s generally

particular school would be served. so if you could give us a little bit of an overview, that would be helpful. >> good evening, commissioners. 21st search rip and aces funds through the california department of education, there is a certain segment of the fund called supplemental and those are used for out of school activities when school is not in session. they use it for summer programming particularly when we knew there would be a whole lot of offerings for summer school. and so this was the district's attempt to ensure that a lot more students would be serviced other than our summer school. one of the questions that ms. plaque asked was whether or not the funds were used for -- after school programs and the reasons why. sup plen mental is specifically earmarked for summer programs. the reasons why there was a

student number noted in these k-resolutions is that these are reimbursed at $7.50 and that is per the state requirements. at this time c.d.e. is the one who mandates that that school sites receive the funds. the school district doesn't have a lot of authority who gets the fund and who does not. a majority of the sites that received were elementary and middle school. the high school funds allows them an opportunity to use their current school year allocation to extend on into the summer while the use of district staff and certificated staff is always encouraged. the principal is encouraged to use it for the students and they have the support of our community based organize. for the purpose of these funds, there are some restrictions to its use. and so a lot of our program are

able to extend to a full day instead of three hours as mandated by the grant through use of matching funds from dcyf as well as community based organizations that did their own support and fundraising. other programses that do not offer six hours they may be offered as an afternoon portion of the summer school or they might do the after school portion of an academic program as is the case in bay view. >> of course, commissioner maufas? >> when will you know all the schools that are on this list who received matching funds from dcyf who would receive a full day summer program? once you find that out, will you be able to give supportive education a list so we know which schools have full programs. i mean, we talk to folks all the time.

and i would like to have knowledge of whether they were full programs or programs that are after summer school and whether they were after school programs. >> absolutely. >> i can, you know, give a list to -- forward to awe of commissioners we have a list of all of our summer programs dates of service and times of operation. one drawback is that it's only for the students that are attending that particular school. there is legislation at the state level currently that hopefully next year will offer some flexibility so that say students that attend bryant elementary there could be students that are not in the community can also participate in the program. >> can i just thank you for that detailed and illuminating explanation of all of this. >> absolutely. absolutely. >> i also want to thank you. you're doing a tremendous job and we really appreciate it.

thanks for all the hard work. >> i appreciate the support. i don't know many people that a whole board is behind you 100% and offer what after school programs do. thank you. >> dr. crawford, one of the questions that we didn't hear very clearly but it's important is why we list the entire school populations in these k's. >> for a majority of them they're not necessarily the entire school population but it literal was how many students had to be served. we're pretty realistic that 180 students are far reaching. we hope to get that goal next year but the goal is to maximum ize that we don't voluntary

reduction. >> it's important to get those numbers right. so we don't face a reduction. >> i also want to note that this is -- i'm really excited that this is one of the first summer that we're utilizing these funds for this benefit. without the support of our partners, it is an opportunity to service students this summer. so it's something to celebrate. >> commissioner maufas? >> i really appreciate that explanation for further understanding that the student -- the number a tatched to the school is purposeful and that we also need to leave the message particularly for those schools. >> and the schools are doing their own outreach. it sounds like you indicated that there was community support. it sounds like there are already on a pathe way to outreaching their own community. is that correct?

grader going to third and also representing some of the other family at our school, we are in support of the feeder program because we feel that it's really important that we keep that sense of community that we have created for our children in our school and to keep it going forward because i think we feel that by providing that for them going forward that it really helps. the horror stories i've heard from some of the families at our school is that by not getting any of their choices, it leaves them almost nothing for the next school year. so what's going to happen to them? basically we don't want this sort of thing to be repeated next year. they were rather taken by surprise when the school -- school district said, thaw hey, we're not going to implement the feeder program when they were under the impression that it was going to be implemented. we just think that by keeping everyone -- keeping our

community as a whole going forward, it really would be helpful. it's not so much a matter of convenience. i know there's a lot of other stuff -- i tried looking through this. it's really, really heavy. but the bottom line is that we really want to see that sense of community that we created to our children to help support them through their teenage years, those important years so they have the best chance of success. if you know, for those schools that have been labeled as underperforming, please, let's give them the tools to be successful. it's possible. it really begins with the parents, i fee. i'm a very active parent at my school and i'm proud to say that we have a very active parent community and that has led to our community being very strong and supportive in every which way possible which has made our school a very successful one. and i would implore that the board to please adopt the feeder program. i listen to the comments from the representatives from p.t.s.

associated with it. i think if there is a cost associated with it so could we also refer council member tatiana kostanian: budget? >> yes. we can also refer this to budget. >> our board members proposals, there are none tonight. the first one will be the ad hoc committee on student assignment from may 9. commissioner winn. >> the ad hoc committee met on may 9. six members of the board was present. we heard a number of reports and none of the staff is here so i'm just going to kind of refer to these reports and refer people to -- i'm hoping they were all posted on the website. if they're not, can we make sure they are? >> absolutely. >> ok. first there was a report on transportation plan which essentially if we will all remember is being -- being

smaller. so we're making cuts in transportation. next year is the implementation so there will be fewer bus roots next year and the following year and then the third year, we will go down to our goal which will be significantly less transportation and nonformidable school and high school by that time. in fact, we don't have any high school busing this year. correct? >> guys? >> yes. >> second. >> we -- we're -- we received your report about -- which was about -- the implementation of the new student assignments process for the current -- which took place this year which was for -- assignments for next year. and is this reported on the web?

do you know? can you find out? so the -- it was a report before the second run. so it really only gave us the report on a request that people made and on the results of the first run and the main finding which we all, many of all found to be surprising. was that the patterns of choice were much the same for elementary school students for this year as they had been in previous years. so the same kind of percentage. and 23% of families of incoming kinder gartgartners put that as their first choice. we'll be watching to see if that changes in the future because that was the preference for attended various schools or the kind of neighborhood preference was we thought was the most response for a parent's desire for

predictability in the process. so the biggest issue was about the proposal which will be before the board was just introduced for the feeder programs for middle school and we received two reports. one was from the findings and recommendations from the community conversations. i'm holding the report in my hand and this is on the web. excuse me? it's on the pac's website. can we get a link so that people can go to our website. >> i'm sorry. you can't -- i understand -- >> i believe it's linked on the ppss. >> what i want them to go is to fsf website. i hope that will happen. so we got the detailed report

of the findings and then we also received staff responds to that. in addition to that i will say that the other thing that -- and i want to thank pac and p.p.s. this has been several times that they did several programs. the whole board was given reports about middle school about the quality that we're engaged in so that we'ring to see the middle school student assignment application as a student wide commitment to improving the quality of middle schools. so -- and then last and most important maybe that staff made a recommendation about the middle school feeder programs that you will find on this report which you will find on

our website if it's not there now. the members of the board and the community responded to that and recommended some changes. so next tuesday night on the 31st, we hope that you will come to the ad hoc committee here and that we will see the final recommendation from staff and a recommendation of the committee as to whether we shoiled go forward -- i'm not going to reference a recommendation because i'm presuming that there are changes being made based on the discussion that evening. that's the report. and please report. these are additional opportunities for the whole board to interact with the public on this since most members of the board -- i appreciate that. i want to thank the board but i want to emphasize that for the community because i don't think that people know that these

augustmented community meeting, -- ogmented community meetings i don't think they realize that we've attended them. they can interact with the board and hear the discussion of the board. >> thank you. so the next report is from the ad hoc committee on personnel matters and personal relations. commissioner maufas. thank you. i'll be very brief. so the ad hoc committee on personal matters in labor relations have meetings, wednesday, may 11. we had three informational item. the first informational item which is very interesting is that our staff's position based testing for civil service employees and we heard from stephanie kane and shawn sherburt. i'm going get the presentation up. but it really was based on what

we need to do we've been working on this since november of 2010. and it's really about we as a district have been participating in civil service examines and really finding a way the sfusd can be an equal partner. our initiative is to provide base tested which began in november 2010. we've made service appointments. it's based on the actual civil service test for the classification or based on all of the steps that are needed to be taken in that are put in the process. what that does for us is that it's reduced the time for the

applicant. we were told about six months for someone. the worse case scenario is three months but really within the month is the fastest and i've heard two weeks through this new process which is really expedited and streamlined. our recruitment life cycle for these appointments. it's also in particular helped us not use as we had been using quite frequently the exempt appointment. per meant -- per meant exempt which was added by the compliance board and we want to be compliant. how our own recruitment process and selection processes.

so it has a lot manufacture credibility to us. our next steps in that process which i think are also very important to note is our staff is working diligently and creating managing certificate to give them civil service classification and they're working on that. i just wanted to let you know that. we also had an agreement between them and the district. i just want to highlight that yvonne johnson miller and william simmons came to visit and offered their opinions as well. they said it was a good contract. they were quite pleased. some of the processes, they just had some bumps. but those will be moved for the next contract. i think they did appreciate that
