please be advised that the ringing of cell phones, pagers, and electronic devices are prohibited during the meeting. any person responsible for them going off will be removed from the meeting. please be advised that sell phones on vibrate provide interference and be request that they are turned off -- and we request that they are turned off. >> i do have one item of note. may 17, 2011, the board of directors unanimously executed the purchase agreement for the acquisition of property at 900-

93 stockton street in san francisco for the subway project. the purchase price of the property, $6.9 million, assumption of current lease to assume the property owner's property management agreement with on site property managers inc.. the purchase agreement was approved by the property owner on october 6. we are now required by law to report the action was taken. item number six, introduction of new or unfinished business. >> thank you. i but like to put on the next agenda that we vote to approve the continuation of the
1:06 pm
[unintelligible] program, extending it so that they can continue this program. so the drivers have a way out, if they want to leave the business. >> is this something that the advisory committee has dealt with? >> yes, they have dealt with it. supposedly, there is a resolution on the staff asked -- staff desk. >> i am not sure that we can
1:07 pm
promise that for the next meeting. there are several things that have to happen. >> is that ok, director? we are checking to see what is on the agenda already. >> there are several others. >> it is a timing issue. one of the things that we request that happened at the last significant tax the event was the passage of the meter increase. and the single operator compartment for extra permits with multiple things coming forward, reporting back on the medallion program. the deputy director said that that was in the works. i agree with bruce, this is important. i do not want to step on what the advisory committee is doing either. i am fine with falling out, making sure that we are moving this along. a lot of this planning depends
1:08 pm
on how we deal with that particular project. i certainly would not want to force it into the next agenda. >> as soon as possible, that is what i understand. >> thank you. chairman, members of the board, i know that i got here late today. >> window. >> we discussed this briefly in committee on friday. the attack is working on this issue, working on -- tac is working on this issue. it is taking longer than they had hoped. not only for the current program, but alternatives to receive a consensus representation for them. bringing back the translucence further, to extend them from the

pilot. many people share the director's concerns about the speed at which this is moving you will have something to report back sooner, rather than later. >> i was reminded, again, last friday night, when i was on my new boss, in my neighborhood -- on my new bus, in my neighborhood, it took us five flight cycles to get through the next intersection because of the volume. there was only one card that could get through per cycle. i was reminded that i know we have pilot projects on market street, but our work is not done and we definitely have more to do. i am sure that it was beyond frustrating for the operator, who just wanted to stay on schedule.
1:10 pm
we definitely still have some work to do. i am of newport to hearing about the progress we have going -- i am looking forward to hearing about the progress we have ongoing. >> before us we have a likely lever from the city attorney with concerns such as what we had seen in the political campaigns. that happened last thursday. we talked about this. my concern was that the stress of a political campaign might bleed into the presentation. a number of pages about his own response, directly to that, in what he had done in anticipation of that campaign.
1:11 pm
if this is not a calendar item, we cannot discuss it today. the best thing to do, really, would be to contact our attorney. thank you for being here, from the city attorney's office. if you do have ongoing concerns, we will discuss them, but not on this agenda. >> item #7, directors report. >> good afternoon. thank you again. happy to be here. happy to kick off the report with special achievement awards recognizing outstanding performance by some of our employees. we have three different divisions. a lot of folks to recognize today, which is a great thing.
1:12 pm
we are starting out with safety enforcement division. please, step up to the podium. working out of mme, he has been with the agency for five years. known for his excellent professionalism and customer service skills, we recognize things here that are above and beyond credit customer service and professionalism, which we do expect from all of our employees. when he was working with his partner, he heard someone yelling for assistance in the station, saw that it was the chairman lying down on the floor of the station. he dropped what he was doing, rushed to the man, and administered cpr after determining that the man did not have a pulse.
1:13 pm
he was able to keep the man alive, thanks to the administration of cpr, until the paramedics came. the man did survive. he clearly would not have otherwise. just to tell you something about mr. othello's character, he did not really tell anyone about that. but word spread. the secret got out. [laughter] you never know when these things are going to happen. it was just the day before that he had gotten cpr training. [laughter] i asked our director of safety training to introduce our well- deserved award. >> mr. mason? >> good afternoon. i want to introduce you to mr.
1:14 pm
othello. he has been an inspector for five years now. during budget times, when we are spending money on training, we often wonder why we are spending so much money on this and that. this is an expense that was well-deserved. b. continue to do cpr training in it -- we continue to do cpr training and recertification. >> commander, if you would like to say something to us? good afternoon, cmdr. >> good afternoon, mr. chairman. directors. it is my absolute pleasure to work with this group of transit inspectors, some of which you
1:15 pm
see behind you. they just do a phenomenal job for our agency and are just, intermingled with our citizens, they are extremely helpful. something like this is just the tip of the iceberg of what they do on a daily basis. this young man here is remarkable. i really appreciate your acknowledgement of his efforts. quite frankly, he is a hero. thank you. >> please come forward. [applause] >> i cannot believe this. first of all, i would like to
1:16 pm
thank god. whoever that man is, whenever he is, wherever he is, i know he is in joining his life together with his family. thank you, muni. >> thank you. [applause] on behalf of the board of directors, thank you for your terrific work. >> from the sustainable street division, please step forward. patricia has been with the agency for 10 years. she started in the school crossing guard program. helping to ramp up in 2010, she basically became the administrative minister -- manager for what used to be the
1:17 pm
department of traffic. all of the aspects of the division. known across the agency as someone who operates with great professionalism, collaborating with the other parts of the organization. particularly, you may control -- -- you may remember the comptroller's office. while dealing with auditors is usually on task, those people often look forward to something that patricia does as she serves as the liaison, turning a supposedly unpleasant experience into a very constructive on that. it yielded many recommendations. longstanding, short performing, the reason that she is being awarded is that she got the comptroller's office to be well- founded. [laughter]
1:18 pm
-- well funded. [laughter] we have asked mr. yi to introduce patricia. >> that afternoon, members of the board. patricia. patricia, it is really an honor to work with you. under your leadership, sustainable street division became the sometimes well oiled machine that we are. on behalf of all of those who you have helped along the way, thank you very much. [applause] >> on behalf of the board of directors and entire agency, i know that you brought along a cheering section. >> thank you to all of you for coming.
1:19 pm
i have amazing colleagues. without them, i would not be able to get anything done at all. the first person i'd like to thank is martha campbell. the first person to hire me. even though i had no experience in the public sector and had been working in the international moffett field, which was a big jump. she gave me tons of room to -- international non-profit field, which gave -- which was a big jump. she gave me room to grow. [applause] >> thank you. the last group is from the tin this group, teamwork is abot -- something that we work hard to encourage and support. certainly, we get more out of the team of employees than we do out of any one individual. we will recognize the seven
1:20 pm
individuals in the presidio division, working towards of the city's zero waste bills. the climate action plan has largely been achieved by the fact that we provide public transportation to this city, doing so largely through fuel- efficient and zero-emissions vehicles. ourself phones are operations that generate its own waste and emissions. this gets the folks out. taking the reins of the presidio division, driving at the waist down to zero. one metal indicator that i've of give you, that they did, whose efforts were the monthly trash bill, bringing it down from $13,000 per month to $3,700 per month a 70% or so reduction. that is just one indicator of the work that they did. i will just read their names and
1:21 pm
asked mr. john haley to introduce them. we have frank lem, an electronic minutes system supervisor, here for 21 years. the able leader at the presidio. wun wong, with 18 years of service. douglas glee, electronic trances it -- assistant supervisor of the 21 years. ms. peterson, 21 years of service. more years than i have days. [laughter] myra tellabs and nim lem, with years of service given to the people of san francisco, it is all extraordinary. the work that they did to drive
1:22 pm
down the generation of waste is what we are recognizing today. thank you and congratulations. >> thank you. i will actually turn the microphone over and i will say only two things. one, you do not get the kinds of results that they got by not being passionate at the job. please make sure that you dispose of your waist before you leave. [laughter] i will say that the extraordinary effort described started but a banana peel. -- with a banana peel. [laughter] >> that afternoon, all. i was asked by my supervisor to be the zero waste coordinator. i found a free card for
1:23 pm
recycling, composting, and waste. i saw the opportunity to spread the word. it was automatic. i hope the other people would see it as well. -- helped -- hoped that other people would see it as well. i know that when we do reduced, because of meerkats, we decided san francisco would be a 0 waste city by 2020. separating out our trash, we create jobs and produce opportunities to produce items that can be reused and renewed. when i looked at the bill, starting in 2008, i told my father that the big difference here in the presidio was a high-
1:24 pm
risk from all of the divisions. -- was the hires from all of the divisions. in the maintenance and and operations division, they kept letting them, they were the most above the divisions. $13,000 per month, we had to run a meeting. one young man decided he did not want to be last anymore. the gentleman there that was eating a banana, he took it and threw it in a garbage can. one man said that he was sick and tired of being last and that is when things started to change at the presidio. each person that i have come to work with, they have effectively
1:25 pm
help to this bill to go down to where it is now. frank was the coordinator before i even came on board. he has been the eyes in the years for the facility. anything that he sees that is out of place, we know that we can contact him. he has his finger on the pulse of what is going on. our chief supervisor, when we first told her about this program, she was a bit confused. people in the office thought they had to separate the paper, from the glass, from the cans. she just did not get. be told her -- she just did not get it. we told her that this made it a much easier job for her.
1:26 pm
and she started to do just that, making things go a lot smoother. miss debra prints. and operations assistant who has been a tremendous help to me. she has also helped me -- when we had a legal thumping -- not just from the public, but from the city as well, she helped me to strategically remove containers from one part of the yard to another. closer to the building. we have people illegally dumping in this community and we have to pay for that disposal costs. she is responsible for locking up. she has taken it upon herself to make sure that those containers
1:27 pm
stay locked and no one has an opportunity. these are legal documents. contamination would not pick up until we moved in there. this way, i could do my job much better. from training, she has allowed me the opportunity to come and speak and allowed me to tell them about our programs, putting them on top to separate the trash. every time there is a violation program, he allows me to come in with the employees as well. doug told me that he would take
1:28 pm
on the responsibility of making sure that the containers were where they needed to be. making sure that he would do what needed to be done in this effort. mr. wong, he is just like deborah. when there is illegal dumping, i let him know as soon as we hear about it. i do not know what he does. he makes it disappear. he finds that people that did and we do not have to worry about them again. lastly, i want to mention mr. munez. he is the custodian in this bunch, and i think that those jobs likely go unnoticed. he moves the trash and the compost on a daily basis. there is one other organization
1:29 pm
that plays a vital role. they come out as a team. we hired them. they come out and remove the recyclables from our facility and do it with teeth that we gave them to go into the containers. removing the trash and the compost. as i said, the wonderful thing about these people, they have got it, they have really got it and never ask what is in it for them. this is what teamwork does. it grew the makes me proud, to stand here and present this award in honor of them.
