4:01 pm
people could work in the regard regardless of how they feel about what should happen down the road with the facility. >>commissioner moore: if i listn to the community cleckley, the largest concern is not the number proper recording of events but mostly of night events. given that people live close, that is where the issue is. the gramercy was built in a manner that their entry court could be mistaken as an entrance to the temple itself. that is the nature of that architecture which transitioned to our restaurant. i would like to ask you, we're not really talking about bars as a permanent build a place where
4:02 pm
alcohol is served. we are talking about a station, any place that is like a table behind it serving alcohol. >> there are no physical changes to the center proposed as part of this including installation of permanent bars. this would be temporary catering type bars. >> as of this moment not a particular table size or how exactly it is done. there will be buckets with ice and alcohol on the table and one or two or three people serving. >> that is my and standing. perhaps the sponsor could give more information on how it is operated in terms of conditioning. we have not specified anything with respect to size or number of bartenders or anything like that. >> i appreciate your saying that. when we used the word barker, there is a distinction between what the bar is and what it -- a place where people buy a glass
4:03 pm
of whatever. because i assume -- i am frustrated at the opera, if i have to stand in too long and the -- i still have not had my glass of whatever and it is frustrating. i do think this could lead to a slightly more organized and less chaotic way of operating including the frustration which builds up when you do not get your whenever you are drinking. >> even if there is a corporate event, people did not make fools of themselves out of their colleagues.
4:04 pm
when people come out of a concert, they would leave the excitement and that is where the largest impact of these events at the auditorium are. in my question, what in particular have you spelled out, what really addresses the nighttime concerns that come from the event in the winter when it is dark and in the summer is mostly dark. what conditions have you set in place to address that? >> the staff is recommending and we are accepting a couple of conditions. one is that and we gave -- all events have to be over by 11:00
4:05 pm
p.m. and on weekends they can go until 1130 p.m. this will not be a nightclub that goes to 2:00 a.m. secondly there is a condition that after the last intermission, it is 45 minutes before the end of the show, the bar sales stop. those two things together we think are good conditions. the beverage stations will not be open? it is finished or done with.
4:06 pm
>> i would like to ask mr. live nation, please. that is not a derogatory address. i do not know your name, i am sorry. i am sorry. do you have an idea, booking 68 events is not something you will be able to deliver. that is not a guarantee. >> that is correct. the fact we have not been able to deliver that number, the number has been lower than that. >> setting a maximum capacity to manage and control events that are harmonious with the conditions that are given to you and still make it a successful venue? >> that is correct. >> it is important that just with parking, there are
4:07 pm
maximums. they're not necessarily what happened. it is a business plan and i am talking only about the entertainment part of the business plan. you would like to stage 68 events in the facility. it is rather open. i do not see that to be an increase which i would find exceptional or extraordinary. their question i would ask both of you, commissioner borden touched on it. the thing that is paramount is this commission would support you. well understand that not pill -- not hill has turned into a more
4:08 pm
quiet residential neighborhood. the bars are still active, they do not spill over and create havoc. huhdoes that meadoes that mean e quiet, there -- it is just quiet. there are relatively few cars and it is quite busy. and i will leave it at that. i think it is understandable that neighbors are coming out in force to talk about who really changed. believe that the conditions that are binding to you will hopefully leave it in operation
4:09 pm
in a way that is not disruptive and non-changing of the character of the neighborhood. i would have the same feelings and concerns if i would have to live next door. a wanted to say that and generally say that i do not feel that what is asked here is exceptional or extraordinary. >>commissioner antonini: i would like to make a motion to approve with some conditions added. correct me if these are part of the motion or if they're not appropriate to add. i think we talked about the concept that the police would be informed of the calendar ahead of time. there would be able to disapprove of an event if they felt it was inappropriate for the venue. and also i would also add a condition.
4:10 pm
they should have whatever the appropriate advance period of * other note what events are coming. no. 2 that the off-duty police officers or other security officers would be required, if we have over 1250 presold tickets, the number would be what is a program. this would be the province of the entertainment commission to decide how many officers would be necessary for the size of the crowd. already i am hearing that there is no use to put a condition about ending alcohol sales. it is in there. that would be a marker would be put in the line, if someone has
4:11 pm
been waiting for five minutes ago for. however there would handle that. also policing of huntington park is in there. that would be my motion unless other commissioners have additions they feel i have left out. >> second. the only tinhing is live nation continue to work with the community to make sure that the area, there is a joint effort to work with the other major businesses in that area as well as the community around policing and safety. gj president miguel can answer the question. i am surprised people are allowed to take a drink into the auditorium. it is basically closed
4:12 pm
proceeding. and if you think about the opera house or the symphony, you have to basically drink outside. you can never bring your glass in. i am surprised. the room itself, it is like a movie theater seating, it is very tight. i do not understand how you could even in between a performance get up and not disturb everybody else if you want to go out. that is bothersome to me. i have been in the masonic auditorium and in the past, i have never been at any event where you are allowed to bring the drink in terms of spelling on the seats or the carpet. it becomes a never-ending nightmare. there is a difference. i would kind of like to -- the more enthusiastic about supporting what is in front of us if that delmon would be taken
4:13 pm
out. the operator of the -- it is a very pristine historic building on the inside. a very beautiful interior of a certain period. >> i am surprised that would happen. in mexico city, it was common and allowed without question. i do not know. president miguecommissioner mooa comment? -- do you have a comment?
4:14 pm
>> we are the operator of the building and live nation operates somewhere in the neighborhood of 65 theaters across the country, ballpark. at all of our venues, theatrical or otherwise, we allow alcohol. what we have found is you require someone to not enter it requires them to drink faster. you end up with what we have heard consistently, the concerns are from the neighborhood. if you have the ability to drink your 16 pounds or 12 boughn street over the course of an hour, hour-and-a-half, the consumption rate is different than hammering at in a short time. the number of bars is irrelevant. is that it is the number of
4:15 pm
point of sales. if you are doing it right from a service perspective, if it is at candlestick park, at the opera house, at the masonic, 1 per 100 people. you have a very short window of time. 20 minutes, 30 minutes, that is scheduled for intermission. they are doing their best to get ready for the next debt. you do not want people to have two minutes to drink before they get inside. by allowing people back into the seats, with their drinks, people do not typically leave when the act is on. our average ticket price was somewhere around $65 last year. when you pay $65 for show, you want to see the show. you do not want to stand in the lobby and drink. so acts like sting, you're not going to miss a single song. it did not have that problem. we do allow people in no -- they
4:16 pm
cannot take it outside. alcohol sales are shut off and we have monitors to make sure people are not bringing the drink with them. >> i appreciate we said. -- what you said. commissioner antonini: there is a different style entertainment going on and this is headed in an upscale direction. not to belabor. the -- both offer table service and it is more enjoyable for the patron. >> there are many cabaret-type
4:17 pm
situations. even the venetian room would have cocktails. it is not uncommon to have alcohol sales during a performance. that is the style of what has been done in the past. >> you have a motion on the floor for approval with conditions as outlined by commissioner anthony. i'm not going to be able to repeat. the record will clearly show them. on that motion, a friendly amendment to continue working with the committee by commissioner borden. on that motion, commissioner antonini, commissioner borden, commissioner fong, commissioner
4:18 pm
miguel, aye. the motion passes been adversely. commissioners, you are in recess until 5:00 p.m. -- the motion passes unanimously. commissioners, your in recess until 5:00 p.m. -- commissioners, you are in recess until 5:00 p.m.
