the educational quality they really need, so we believe this change and clarification in the process is going to really help future employees. >> hello, board of education and members. i have three kids. ghraib i am a new immigrant and a non-english speaking parents. -- >> i am a new immigrants and anon english-speaking parents. every day we are facing difficulties which cannot be described within words.
7:31 pm
there are few teachers who can understand our background ann coulter -- and culture. i understand the problem cannot be solved in a day. i hope the district will have a plan that can achieve real social justice. >> any comments or questions from the board? >> i want to thank you for bringing this forward.
7:32 pm
>> much of the practice we are currently practicing is restated in this policy. sometimes people will interpret this a little bit differently. there is a question about who has the authority, and although there are very few staff members who fall in this category, it is important to know if we have three or two or four or five people in our school district, because when people ask me, when
7:33 pm
this discussion took place, i could not tell them whether we have one or 500, now that we have done some research, we realize there are a few people that fall under this category, but it is also an option when we need somebody the has specific skills we may not be able to find currently living in san francisco, so thank you for listening to rosus. roll call please. [calling votes] >> seven ayes. >> the next item is item j, request to speak involving general matters.
7:34 pm
i have lots of speakers, and i am going to let you know right now this is going to take a while. i am going to be calling up some people, and everybody is going to get a minute. there are some large groupings. i will give you 15 minutes as a group. these groupings will be paul revere and daniel webster and possibly the elementary school.
7:35 pm
and they will get either one minute or 15 minutes total. we are going to go in this order. the first group is transportation. [list of names] are you still here? go ahead and come up to the mic. following them will be some speakers.
7:36 pm
[list of names] by the way, ronnie chisolm. go ahead. get started. >> my name is lillian fong. we understand the district is planning to cut of least one bus stop. given that 9% of our population relies on yellow school buses, and given that the majority are from hunters point, it is critical that they continue to provide school buses. we work hard to close achievement gaps for african american and socially
7:37 pm
disadvantaged students. was informed by the deputy superintendent, we are in contact with the educational policy analyst to provide collaborative input into the proposed school bus routes. we respect the district is forced to make difficult choices and appreciate that we can work together for creative solutions to ensure diversity, access, and expertise for all san francisco family'ies. >> this is charles peacock and nicklaus. they are speaking in place of chantal. >> my name is charles peacock. i am in fifth grade, and i want
7:38 pm
to tell you there are alwaybulls that keeps picking on my brother, and he does not feel safe, so he says the school bus is more safe, and he loves it there, because he can sleep, and the bus drivers to wake him up by the end of this stopped. the muni drivers do not wake him. thank you. >> [speaking foreign language]
7:39 pm
[applause] >> he just basically said was the first young man said in english in chinese. >> they are awesome. i am a parent in bayview. area. i am here because i also release support transportation to higher performing schools. we cannot expect parents to
7:40 pm
enter into some sort of amazing grace. this is reality. get your kindergartner to school. they have low expulsion rates. they have a librarian. they have an eighth grade trip to china. you have got it. i really appreciate school board has this issue on their plate. >> [speaking foreign language]
7:41 pm
>> good evening. i am in the fourth grade. i am also a member of the black student union. the school bus service should not cut bus service because my dad will be late for work, and my mom will have to quit her job to take him to work every day. i am learning chinese. i do not care about the budget
7:42 pm
cuts. all i know is the district is thinking about not letting buses go to bayview and hunters point. [applause] >> about was my daughter. -- that was my daughter. let me say that she is my fourth child that has come throwugh. i have relatives as well as friends coming through the i told about it, and they will be attending. migrate these will be in kindergarten, and the opportunity they have to bridge the cut between the communities to learn cantonese and mandarin.
7:43 pm
as working parents, my husband will be late for work to drop her off, and i also would not be able to have a job because i would have to bring her back to bayview when the bus service has been there for us for the last 12 or 13 years. i also feel it is safe for my children to ride the bus, because there's a lot of crime, and i feel safe. it takes a community to raise children, and i believe the bus service is part of a community, so please do not cut services. thank you. [applause] >> hello, i am a parent of two
7:44 pm
students, a sixth grader and a kindergartner. having them a tan gives them an opportunity to learn additional languages -- having them attend gives them an opportunity to learn additional languages. there are schools, but they are low performing, and the opportunity they have challenges them academically. my daughter has used the bus for six years, and my children depend on the bus service, so if i can get to school on time and work. >> i am sorry. i do not have any more cards.
7:45 pm
>> you have my name. there is one more supporter, and his name should be on that card as well. reverend jones. it is written on the left top corner of the page where we submitted. thank you, and good evening. good i am a parent as well as president of the school. we have been there 13 years. we are alarmed there is a proposal to eliminate buses, being that the largest number of african-american population, out of a view, and richard -- come out of bayview, and about a
7:46 pm
week ago we were crunching numbers. they verbayview has the numbersf them, seven-one, so we have quite an impact on the community in terms of black population moving into an adjacent schools, so we are asking you to give us an idea of how you came up with those numbers and to reverse the decision. give i will close with this. as we move forward, what matters is how well we educate our children, and when there is a call for all hands on deck, all communities need to be present, and they can only be present if they have equal access.
7:47 pm
i thank you so much for your time and hope and pray you make the right decision. god bless you. >> to the rest of the commissioners and the deputy superintendent. my name is reverend jones. i am the passetor of the church, and i am here to recommend the buses to be kept, because 9% of the students did go there are bused from bayview. they have 550 students enrolled right now, so that would bee 50

slots but would be lost, and thanks to the effort to close the gap in educational disparity between african-american and hispanic students compared to the other ethnic groups, this would go against everything he had built up over the last five years that he has been our superintendent, and i would recommend they reconsider this issue. >> the you have something to say? >> we want to thank the parents. there has been ongoing discussions around this particular issue. our special assistant to the
7:49 pm
superintendent met today with the principle and also one of the parents, and what we can report is this is an ongoing conversation. we are working very hard to minimize impact on students, and we do not anticipate having any services from hunters'. for the school year -- from hunters point for the school year. we will have something in writing by this friday. we want to thank you for coming out this evening. >> my name is eric heaters. gooare have worked there for 12

years and served on the council for several years. i have a letter detailing the concerns of several staff members and a vote to retain her. we are submitting circumstances. our schools help us through last spring. they assured us we would have an interview process last year. they were support until we started inquiring about the process. our request for meetings and help have been ignored. our requests have gone unanswered. the district of not notified about whether or not we are going to have an interview
7:51 pm
process. the signatures recommend almost half are concerned staff. some of our co-workers supported but felt uncomfortable signing. we are asking that you support. we are looking forward to getting your advice. thank you for your time. >> i am here to ask that they have the right to interview. i am a former parent, and my question about the mission of the school. the district let us know they had an interim principal for our school. the district stated they would have an opportunity to interview other candidates as well as or interim principal. they showed and up with a human resources representative to let us know we have five days.
7:52 pm
it was very rushed. i feel it is my eighth duty -- it is my duty to represent my community. i have many families leaving the school next year, and i have parents who have invited -- confided they are afraid to speak up. i believe our leadership is lacking accountability for the community and the children we serve. >> what was your name again? >> shawn. >> thank you. >> i am the parent of a third grader. the president of the merchants association, a former student of
7:53 pm
the school, and the parent faculty club treasurer. i am here today because i am asking for the removal of the principal. i am truly invested in the community and the success of the school. the community is what makes the school such a special place. they have all come together to make sure the business is nurtured. this community rallied together to heal and move forward. in eight months she has not only been detrimental by being verbally abusive and dishonest to parents and the community as

of hold. this is a time when people come together to start the week right. she is conspicuously absent from school fund raisers, and arrives late, leave early, without interacting with parents. she is invisible to the community. she has allowed the work of the former presidents to be diminished and broken. >> thank you. >> my name is common. i would like to give one minute extra to this apparenparent. >> my son is not just a c student. he got arrested -- his father
7:55 pm
got arrested while my son was in the back seat. he went to three schools before he got the diagnosis of a bhdhd. through the first three years of harvey milk, the previous principles nurtured him and taught us how to cherish a spirited child. the day the interim principal started, i opt for a plan. despite three requests, and that request has never been followed. i received no telephone call. when my husband finally found her, she said, he is just a c student. zane learned he was funny,
7:56 pm
smart, and a great hip-hop dancer. under the interim principal, my son learns to be ashamed of his gay dancds because, for mike sls are named after -- because homophobic slurs are allowed. i asked him what he thought about the interim principal, and he said, she does not even know my name. she is not there for any of us. treat a boy like he is just a see students -- a c student, and he will know you are not there for any of us. >> i do not know how i can follow that.
7:57 pm
cracks are will follow a period -- >> i will follow that. i am the hickock teacher. good -- hiphop teacher. we are a school in turmoil, and every person on this board should hear this. we are a school in turmoil. last year we were in turmoil. this year we are in turmoil, and we have a principal who does not come to anything in our school. get our supervisors are up there. we were promised last year but
7:58 pm
we would monitor and mitigate any rift. that has not happened. we have incredible teachers, and you can see by the passion of our parents they're right there for our students. this is about the students. >> i am going to call up the next set of speakers. [list of names] >> hello, i am heather. i am the parent of of first grader, and until recently i
7:59 pm
thought i would have a kindergartner starting as well. the program was canceled a the end of january. two sides have been launched. that is too far from where we live and a lot of parents as well. it is now april 10. i think the funding picture is becoming clearer every day. i think funding will be available, yet they are not offering a viable option for many parents whose children were taken out at the end of january. i am asking for them to provide more options, and i am also more options, and i am also asking to accept waivers for
