public comment. i have been a resident of the panhandle for five years. we spend time here, the children's playground, the community garden, it is a pointed interest. i feel that i am a renter, i take public transportation, all of that i feel like i have my values with district 5 and then the district we will be merged with. the suggestion will be to have the district be part of the district won the if that needs to be done and leave district 5 as is. >> my name is mary, and i am a resident of the street between
12:31 am
-- the place that is now supposed to be going to district 1. i have to say that all of our interests in the community belong to the panhandle area. we have had a lot of relationships with the neighborhood group to the east of us. we patrolled the streets to try to fight drugs. we have fought for a farmer's market. we have worked with the police and we have worked to clean up the panhandle on a monthly basis. we are a community of interest with the district 5, so please do not split us.
12:32 am
>> i live between masonic and ashbury. this is my first year living there, and i am on the board that is an organization. now it's seems i am in the richmond district. the length between goes back much longer than 30 years. this started with the freeway fight in the '60s. there has been a natural link and a lot of political links between those two areas of the city for many years. i shop there, the post offices there, the police officer is there. i have been focused on those issues, so i really know that
12:33 am
the monday night decision will be reversed and that i am back in district 5, because i feel that is where my home is. >> i am the president of the panhandle residents organization. by any criteria, our area north of the panhandle and bounded by the sonic is part of the panhandle. socially, we are a community of interest. our organizations work within the networks of the other organizations around us. we work to clean up with the panhandle. we work on issues regarding public safety. we have had many meetings in common.
12:34 am
it was only a few blocks away from us. that is where the neighborhood meetings are that involve the whole area. we have not only this common social interest, we have a geographical interests all along the panhandle. the economy of interest is that we are a majority of renters. there seems to be a slight majority of homeowners. we are 10% asian. i think that we delude the asian population there and make it less likely that they will be able to elect another asian candidate. on old maps of the city, we are included as part of the ash

burry street. you talked out in the last few days, so that the neighborhood had no notice of it. you're doing it again at the last minute. >> just before you speak, following him will be -- [reading names] >> my wife and i purchased our house on the east side, this is
12:36 am
about three blocks south that are going to be out of district 8. that is the neighborhood, and we feel like it will isolate us from both staying in district 9 and, isolating from the neighbors to the south into the west. into the east, we are a long ways from the neighbors. our request is that if we could include the little island for families and homes, and moving them over to district 8, it makes a lot more sense than leaving them over in district 9. we already struggle with the barrier that is greatly improved. maybe we don't want to isolate ourselves further.
12:37 am
if we can consider including that block from within the district 8 changes, we think it would be a great benefit for our little corner of the neighborhood there. >> if i can ask the folks understanding not to block the door, thank you. >> taskforce members, how are you? did i mention to the consultants and the i actually printed out of the matter from my computer this afternoon? the description for what we had talked about on monday night is actually correct. i wanted to try and end up with everyone else. kudos to what you have done. i did this 10 years ago, this

husband -- we have nothing else to do. you guys have been great. not to pack your bags or anything, but it has been of pleasure. secondly, for what you have done, you can always correct me. thank you very much. three of my board members -- i received many phone calls today from people saying that we want to be in district 11. we have to vote at the palace and on the other side of the hill. i will make one more comment the
12:39 am
supervisor had made. they basically stated on the other side, what you had done going into that, they were comfortable. i am not here to speak about david cooper, but we have had meetings on it. >> a long time -- i literally lived on the border. right in the middle of my street is the city. i wanted to say thank you very much for including chicago. we met with a number of members.
12:40 am
they're very happy about that. thank you for your service. >> i wanted to say thank you for keeping chicago as part of district 11. >> i would like to thank you for putting it all back in district 5 and to keep all of you -- we built a strong, vibrant, and cohesive community. one of the most critical partners to build a more

thriving and resilient community, that is the episcopal church. as they mentioned, it has traditionally been an african- american church that was founded 89 years ago and gave the episcopal african-americans the church of their own. ballot has transformed into a melting pot of races and backgrounds that reflects the character. we're continually called upon to be a case of comfort and caring. just last week, showing solidarity and support from the community reading. the place where everyone matters makes it one of the most precious community resources. it is reminding all of us what it is like to be
12:42 am
underappreciated, underrepresented, and underutilized. it supports the village project and aspires to create a community kitchen to strengthen, solidify, and cement the commitment to everyone in district 5. it is one reason i stand before you again tonight. >> we will hear from john, jim, christine, and john, and chris. >> i m director of the steel which is a filipino arts

organization. i am here to talk about district 6, and i am here on behalf of the filipino american forum on redistricting. i am passing out a map right now. is it possible to use the overhead? >> is possible. >> rate. -- great. the reason i'm here, i want to say on behalf of the filipino american community that we are very happy with all the hard work that you put into this. i am happy for you that it is almost over and you get to rest. there is one concern that we do have with the recent working draft. there is a proposal to actually
12:44 am
make the border of district 6 right here along thirteenth, and as you concede that we have a very high concentration of filipino americans that reside here. it would cut off a big chunk of the population. we wanted to bring that up and see if you can bring it up to 15 between harrison. >> i am the executive director of the japanese community council. i am here again tonight to urge you to adopt the current draft of the northern border of district 5. as an organization that is on the very tip of district 5, some
12:45 am
might be wondering why it is currently draw on the way it is. it is not meet or pretty, but i appreciate this task force and their efforts to respond to our community and respond to japan town's interest in wanting to keep our community together. i of this is the long process, and i urge you to adopt the border as it is today. i want to just totally put the reasons why the borders look the way they do, it is quite simply because our organization and our preschool -- i believe it is as compelling reason. i want to mention that i was
12:46 am
called by a reporter about redistricting, and they wanted to know why the task force was responsive to the japanese community when they weren't as responsive and loss angeles. i said is because you had the true interests of the community at heart. your response of, you listened, and i want to thank you for your tireless efforts. i want to urge you to get this done, let's approve the northern border has it stands today and let us stay where we belong. >> i have been our resident of the north panhandle area for nearly 30 years. as i mentioned on monday, i have seen this neighborhood grow from
12:47 am
something that was hardly to find and we didn't even have a name for it to a very thriving and dynamic neighborhood largely due to the neighborhood organizations, and the work of the neighbors in keeping everything together. i want to thank you for listening to us on monday night and changing the borders to keep the panhandle area in district 5. it was stated several times that much of our accomplishment is the result of our ability to work closely with our supervisor and have a close relationship with city hall. that would be really diluted if we had to spend more time listening and talking to several supervisors. i want to thank you, and i must say i was impressed with the process.
12:48 am
>> my name is christine, and on behalf of the neighborhood association, you heard from us early on in this process. you also heard from us often in this process. we really want to thank you for your responsiveness. and on behalf of the west side, the distinct and wonderful neighborhoods, we want to thank you. we look forward to this particular version of district 7. >> thank you, chair. good evening, task force members. four months of work with the
12:49 am
task force to find a balance with 11 district. being a native for over 50 years, living in eight of the 11 districts, i find the task force has found a balance and a the 2012 matches almost there. i see that you almost have a draft to be finalized and we thank the members for their diligence. however, i am still pushing for the north market data more blocks -- to add more blocks and moving at least two more or so of those blocks east of levinworth up to post. and thank you for your work.
12:50 am
>> [reading names] >> chris bowman, member of the 1995 redistricting task force. it is not claimed by the excelsior district, and in the attendance area of the school. the kids are going underneath the freeway to go to school. it does belong in district 8.
12:51 am
it attract students from all over the city. if you want to have it in the city, do away with district elections. it draws from all 11 districts. the problem with of the blocks that you moved out is that it is 83% white and 90% asian. you dilute asian population in district 3. finally, as i said, look at this has the optimal solution. people will get 100% of what they want, you don't create a zero sum game because we have winners and losers in this process.
12:52 am
district elections is the loser,. >> thank you, sir. >> good evening members of the redistricting taskforce, my name is larry griffin. i am a resident of the area, i have been there for nearly 50 years. i just found out a few minutes ago that i am actually a board member emeritus. i want to thank you very much i could not have drawn it better. i really commend you for all these meetings that you have to sit through.
12:53 am
that area of the of the panhandle, between masonic and stanyon is part of the panhandle area. that would be breaking up the panhandle area which i think would be unfortunate. the one area, we traditionally were in the strict -- district 8. i would just ask you to take a look at that. thank you for the fine work you have done, folks. >> one of the things with the
12:54 am
hayes valley neighborhood associations is coordinating with the sister neighborhoods and all the comments you have heard tonight about the importance of keeping the panhandle is something that my experience. i know you don't want to hear about my other issue, it is a piece that i do believe is best served being in district 5. while it has no population, you have done a brilliant job, i think, cleaning out orders wherever you can.
12:55 am
going rider crosses another one of those instances where we have an opportunity to have a community made more whole. it can bring along over 150 housing units. a vast majority of them are not the open house. it should not really drive the whole thing. i would urge you to please reconsider that as well. >> good evening members of the task force, i am a resident of the excelsior in district 11. i wanted to thank you for your
12:56 am
service and a knowledge of the task before you today. i wanted to speak specifically to the most recent version of the taskforce map that takes out part of the district and moves into district 8. i am part of a community organization that has been organizing with neighborhood residents for a number of years. some of the issues have the united neighborhood residents and based on common experience. many of the working families have also been tied together by the need to advocate for more affordable housing. for strategies to create jobs and economic opportunities, this is a working-class neighborhood , every day families celebrating culture.
12:57 am
and i think it is a disservice to move those locked out of the neighborhood that they have been tied together for many generations. i would propose the boundaries to safeguard the in integrity of district 11. >> [reading names] one second and i'll start your time. are there more names on the list over there? can you check for me?
12:58 am
thank you very much. >> my name is michael sanchez. also, they're trying to chang e the district 8, take it away from exelsior. i don't think that's very good. because i think we need more help and for jobs in creation for medical help. and i think we can do a good job changing things. >> thank you, sir.
12:59 am
>> mr. chairman, members of the taskforce, representing the association of realtors. we have appeared before you, presented our map, you used it as a reference point. now that another map has been adopted, as you begin to refine it, we thank you for a police considering the specific issues. it has always been to unify as many neighborhoods as we could. there are advancements that you have made in 2002. there are adjustments that we'll like you to consider as you narrow and refined and get right down to the final point. hollywood like you to consider hollywood like you to consider the blocks that were
