commissioner antonini: that is exactly the problem here because there is all this talk about the academy of art university which is not involved with supervisor ken's provisions at the behest of many of her constituents that own these residential hotels and have vacancies and say we want the ability to continue to rent to students. and now we are prohibiting them from renting to students and it could not be converted into a kind of student housing. you are creating new legislation and then changing the rules. you're doing a lot of things that aren't right here, i don't think. i would only support it if we approve all the things we have spoken about. the ability to build a new student housing, and the

allowances for the san francisco art institute. basically, conversion of rental units will be prohibited for six months with further study going on to be able to revisit this before the end of the six months. i think it is unwise to leave the head of this. i have been a proponent of conditional use because we can address those issues where it is appropriate to allow student housing from some residential housing. i will be voting against this and i don't think the makers of the motion will accept a friendly amendment to allow that to be limited only to studying the six-month period without going into details suns of theetting. -- of the sunsetting.

of art saying that we will not consider any additional property from the current eir. if they buy additional properties, it will not be considered and they will have to go forward under their own environmental review separate. >commissioner moore: i congratulate all of us because this is supporting the new definition of student housing. it is a hold of opportunity that i think should give a boost to people that innovatively wanted to address the subject matter. it would not include the adaptation of other buildings that are used for other purposes for solely other purposes. i think we are on the right

track and i will support the way the motion has been made. commissioner sugaya: i don't think there is much doubt that there is a problem with sro's. i think she might have latched onto this has a kind of solution to probably a larger problem. i think we should encourage her to take a look at it from a larger perspective and to seek other ways of addressing the problem, about just using the student housing thing at this particular time. commissioner antonini: i have a question for ms. rogers along those lines. if this passes, which it appears it will, it would not prohibit a

transportation sustainability program. i will say that we had our first budget during on monday. the legislative analyst's is not recommending all of these additions to our budget. we're trying to work that out with his office as of right now. we're going to the budget committee again for the second time on monday morning or they will have to take a vote and hopefully they will continue with these additional positions. i should point out that there are also to positions in the budget that are not general fund budget related to the warriors a readout. the budget will allow us additional positions to work on. in the interest of time, i don't think i have anything else.

everybody understands that. i happened to hear about it from a few people telling me how, why are you saying the twenty eighth? people are being led down the dark path of development, if they tweak, maybe the city attorney thinks that. people are very upset. we were told by public officials what the developer would do, turning the place until a homeless encampment and tell people beg him to build something and i believe that is probably true. he has supporters that say just build something because nothing can be done and it is a crime scene. for the most part, people are very upset, but how do they know? we are trying to get a meeting together right now. we have been denied access to
