56 thousand student that don't have the principle. the project at 1321 mission will have a hundred and 60 units of which 120 a micro parents and other suits they can accommodate up to 5 hundred students. we have been working on small unit design in the last 5 years and we've adopted the design method loosen of the gold i didn't locks and the 3 bears. we have built larger units which were too big. and have built this project at
1:31 pm
37 harriet street which we think is about the right size for living. the unit we are proposing for 31 mission street which will be occupied by cc a are here. katie you need to go that way. they are - with kitchens and cook tops individual bathrooms and tubes. large bay windows and good storage. it's 1 hundred percent car free. it will have a city car share car in the building and parking
1:32 pm
for 2 hundred and 40 bicycles in the basement. it's in the mist of an area that's undergoing tremendous change right now - okay - and is flanged by projects that will total will 15 hundred new units. there's a crescent heath's project to the west. there's a bay project immediately to the east and a little south of us is the approved project by martin development of 1 hundred 20 units not south. i'd like to introduce our project architect mike who's part of a local team of
1:33 pm
architect designers and public art counsel sunsets. good afternoon commissioners, thank you. i'm mike the architect for the project. our projects is at the corner in the market neighborhood and as patrick mentioned there's a lot of pedestrian traffic here. there's many cautional institutions in this area. since guitar center vacuum indicated there's been a lot of homeless people in this area but
1:34 pm
this project will change that. it is clad with a big system out of a foreign country. we've got samples of the colors we're going to use. similar other systems have been used phone local apartments projects. we have a couple of accent colors. everything is clad with this material including the courtyard. here's some views of the building standing at howard.
1:35 pm
and this is a view standing on admission street at 10th with the mercy project in the for grounded as proposed. and a view along washburn street as proposed. and finally, the site today at washburn street this stretch of alley is in the neighborhood. as you can see our project will breathe new life into this area. you can see admission 9th and wash burn street. we've made a great effort to have access along all there
1:36 pm
passages. given that our project is car free we don't need the parking lot area in this area. and we're under grounding our basement area. to help us make our street escapes assessable we've been been using david who is a professor of landscape architect > . we've got a 6 feet wide bulk out which will provide the alley with more width and including
1:37 pm
new trees. this will make the alley pedestrian friendlyly and save. you can see we've got publish landscaping longer than all the sidewalks. not only for our student population but also for the neighborhood. this fronts mission and 9th streets and help to maintenance a commercial use. the rest is for the students and includes a lobby and other facilities. here you're looking into the lounge and lobby area we've got
1:38 pm
to fireplace and it's a hub of activity for students. and our project takes on the life of a sea this allows our courtyard to be in the area where there's maximum lighting. and again, there is common shared open spaces for all. with exceptional views the landscape roof has been made to be available for everyone and it includes a barbecue area and a small stage for presentations
1:39 pm
and a garden. we have an overhead area that can be used all year round. again, this is what the roof could look like. we are also working in the san francisco design studio who was well known for their concepts. and we'll be back again to the council to present more. we have decided to locate the public art along here and in the great traegs of san francisco
1:40 pm
murals we've got a mural of the market and it's rendered in the code. in closing we want to say we welcome any questions >> thank you. opening it up for public comment i have one card for james wers southern >> good afternoon commission chair 134 east and the other commissioners. i'm here - my name is jamming weser i'm from a law firm and we're attorneys for the music
1:41 pm
american federation of musicians whose main office is located adjacent to this subject project. the unions concern warped to the project is quite narrow it is concerned with the impact of the construction as to the unions recommendation of its members. as is project goes forward we believe that the impact of the construction will be very significant. the must insurance company represents 17 hundred musicians in the greatest area and those musicians play for the san francis
1:42 pm
francisco. there should be no doubt that during the construction there will be union office operations meeting and so forth the union has some very specific and unique functions that it carries out in the representation of its members. those functions are offering record studios and facilities for their members. those operations are going to be impacted during the construction. the union has been working with the project sponsor with a number of months now. we've exchanged information and unfortunately as of today, we
1:43 pm
just have not completed a arrangements and agreements that the - and so as a result we're here to request that it be made principle of law that the project sponsors take responsibility of the relocation and disruption to its functions to its operations particularly with regard to the noise and that's going to have on rehearsal and recording
1:44 pm
functions >> thank you tim collin and david nickel. >> good afternoon tim collin. our members be looked at this project last year and i have to say it embodies everything we approve of in urban development but in particular we're excited particularly excited because this is the cities first step in hopefully, will be many more projects to come before you called student housing something patrick showed you earlier was in short seventy. we hope this is track attention
1:45 pm
and it will help move forward for other projects. it is to get more students out of larger units and into the smaller units in the city. particularly i want to thank you the planning staff that did on this. a few of you have been there through the wool process. please move this forward >> thank you. >> good afternoon commissioners my name is david i'm with the college of the arts. where a 1 hundred and 6-year-old
1:46 pm
institution founded during the earthquake. the lack of affordable student housing in the city is impacting the ability of san francisco colleges to attract the best student. as you know the colleges have been working with each other in the san francisco area that will help developmenters to bring solutions to our area. when i searched the business wants to review some of the milestones in this issue i came across some articles.
1:47 pm
as tim mentioned terrific work by planning staff has been tremors and ron if you're watching thank you. students bring a unique housing opportunity. they don't drag things along as they move instead, they arrive in san francisco with a bike they walk bike or take transit everywhere. they need to secure their bikes and be able to move around. they are unable however, to afford the most modest market
1:48 pm
rentals and there ever they take family housing out of circulation and they keep it out of circulation for a long time. and let me say that you may be aware of cc a issues because of the bus biblical e building. we were named top 10 green building and we're only the college and the only college as green. >> thank you. any further public comment?
1:49 pm
>> sue this is the second week in a row that the department has done something good for student housing. last year the letters from scott went out on the cad any project. they have been acquiring student how's - and turning it into student how's. we have a real art college here and we should be encouraging and make it hard for people that are outlaws to not build student housing but we should be encouraging the cc a's of the city. and because i carry around a map
1:50 pm
here with me. there's a municipal problem i don't know if it's going to show up here. the housing is here the college is here. and i have because i have - i was here 90 for the last item. an analysis of the bus it's supposed to connect these the number 19 bus is pardon me is a joke. it if doesn't go that often and the planning department has got to step up to the plate. we've been approving much humongous now housing and new opportunities but the bus system is a one hundred years old it's
1:51 pm
not a business system that goes around. there lines in the map and not really frequent. if you live in the richmond district and want to get downtown you're in fat city. but if you want to get around from the center of the student colleges then oh, well >> but who is going to yell and scream until the bus system is improved. it should start here and we have an i deal institution on the number 19 at both ends of this south market and they did the better bus service but for cc ac thank you for doing this.
1:52 pm
thank you >> thank you. public comment? no. okay seeing 99 no public comment it's closed >> and i hope this project will not fail under the meaning of - i think that timely pursuit for this to become a real project this is exactly the way we should be doing things. not just vague ideas there's a way to move forward with something like this this i'm
1:53 pm
fully happy. i'm not sure who i am suppose to ask on this if the building suggests 1 hundred 20 micro units but there is an idea you want to reverse the remainder in case i have a response how would that prevent people from coming forward and taking advantage of this? >> i think it's basically a first come, first serve as the projects are entitled when we reach the 375 we would have to take a look. >> but that doesn't get to the core of my question. the project lose for 1 hundred
1:54 pm
concern with a reverse that would cut into the ability of others. you can say let the market determine and off i go or there has to be a concern amount of clarity >> that's the only question otherwise i'm extreme happy about the building. i think the use of this project is a wonderful idea. and it speaks to the inhabits and the fact if cc a is indeed involved i couldn't be happier >> thank you i have a number of items first of all, i think your
1:55 pm
color schemes are very we have. there's a nice appearance. i'm not sure so sure about the featured art on the side of the wall that looks like skrishl. the next thing is the actual rooms themselves. with a one hundred and 50 square feet is the useable part >> i think it's about 251 net. and there are very similar size of the project over harry street. we've kept those open.
1:56 pm
these aren't 2 hundred and 20 square feet their larger. >> and those are the efficiency unit but there 1 hundred 20 efficiency and 40 suits. >> there are 2 and 3 bedroom units with a kitchen and a bath. yeah, and they'd be separate bedrooms >> yeah. their designed to have private bedrooms for the students who want them. >> and in the back of our package is the floor plans. so essential with the suits
1:57 pm
we've designed additional frontage for windows that allows here bedroom one, bedroom 2, shared dooing. thank you. yeah, i think this is a very good model and maybe even more popular than the smaller units. because the newer dormitories have gone to this kind of a format rather than a series of small units with a sink in the old style. and then the 4 or 5 students share a common area so that
1:58 pm
gives them a feeling of community while they still have their privacy. another comment apparently you're having a lot of them that are being used by the california college of arts and science i believe it is >> they're taking half the building. >> how much of the building is they're going to be - >> well before the building was ability we're actually seeking a tenant for the other top floors but we want to maintain effect ability if we can't find a tenant. cc aa is trying to - i think we
1:59 pm
may have more luck when the, is closer to being completed as opposed to an paper >> people can see what an apartment looked like and they can judge this harriet project. so your intention is the entire believe would be student housing and there ever your exempted from any market units >> yeah. >> and i read through the paperwork the cost of hawking. 84 more units normally
