wife took my son to the emergency and thought he had a strep throat. he didn't and we couldn't get in to see dr. burke and [inaudible] straing coincidence and toxicity -- everybody knows it's there from one end of the bay view to another. okay. the smell -- i live on kirk wood. i smell it all the time. if you go anywhere in bay view the smell is there all the time. you have to do something about that. the location is great. like they said it's all there i got three kids that use them services. my youngest daughter, the five year old, she's seeing a specialist there because of her issues,

and all i got to say is that all this -- there's too many toxins. all the upon ands say it's clear. >> >> it's clear. build it. thank you. >> thank you. omar. thank you you have been very patient. >> thank you commissioners. all is not doom and gloom in bay view. i plan to live the rest of my life in bay view and raised four daughters in the area and today congress passed the [inaudible] act. i am asking you to pass the violence against children act and in this facility there are children traumaized every night and no one in the room when they're beat up or raped and when we talk about the abuse that

starts from somewhere and right now they're creating a facility that able to mitigate some of the damages early on. i think the best thing for you guys to do is move forward with that and again when it come to the sewage plant we will do that and i am in favor of the facility being built and save the children and cut down on the medical expenses and school and education and all of these things and it's vital and needed and dr. burke is my childrens' pediatrician as well. thank you. >> car lita jackson. >> good evening commissioners. i am ms. jackson lane. i am the executive director of the foster family service have -- agency and we have been working in san francisco for

years. i would like to speak to solutions. we were housing 3450 street. our agency used the building specifically for the clinical staff, our psychologists, our executive director and so forth .. the children didn't maintain in that building and were placed in foster homes in the greater san francisco bay area. in terms of the clinic housed specifically [inaudible] 3451c. the clinic is going to be in 2c or the next building over. at the time it became located at that address the social services and family agency it's what do you call it? family mosaic, was located there. what i want to speak to

in terms of the toxins of the bay view and we know there are issues but know that corridor specifically at that location is -- you could say a drive way of trucks going back and forth. our agency we kept the windows closed because of the level of dust that comes from all the construction trucks is massive, so we had to actually wash off the front everyday to deal with that. we also had issues around the creek where the whole complex, the creek would sometimes seep into the construction in the basement. there is a chemical that can be done to seal it. i don't know maybe they have done that at the other site. i would will like to also state that the we didn't do -- what they're doing is

having a clinic, an actual medical clinic so this is my alternative because i don't want to run out of time. i think if it's possible if the commission decides in fact the clinic cannot be at that location that dr. nadine burke who we admire her work can continue to have the clinic on evans. she has additional space that she acquired for the staff and she has a working relationship with the coleman medical clinic on the top part there and the reason i am bringing this up it's a possibility to have satellite offices and then turn around and the city has a plan for a medical center for the southeast clinic -- >> thank you, your time is up ma'am. >> so there are alternatives to consider. >> thank you very much. are there any other speakers in favor of the project sponsor?

okay. moving on dr requester you have a two minute rebuttal. >> thank you. i don't want a rebuttal but for your information, for their information. she states southeast health center. i was the one responsible for having that center built. i would like to say mental health san francisco general hospital is needing to set up a mental health there next to the southeast center. it's going to be three floors. the digesters for your information -- i have been citing them for years and we will give new ones built on the ground and not over so we have been fighting for a long time and puc is the one that is responsible for those digesters. you can get the information when they taking out the old digesters and put in the new

and you can find it from the health department when they're going to build the mental health. i would like to say people need the right information and just what was stated she's at a location. you don't have to move to build on a toxic area. you can wait for a year or two years for this to happen because we want to make sure that all the services is in one location. that's the reason why the southeast center was built in the first place because of no transportation. we used to have to catch three buss to get to san francisco general hospital so there is a long history in bay view hunter's point and i have been part that history for the last 55 years. thank you. >> project sponsor you have a two minute rebuttal. >> thank you. we just want to thank you for your time, and i

want to thank all of our supporters for coming out and showing their support today. we just want to review that we have conducted a few analysis at the site and bot the experts who conducted the environmental review and dph support this and found no evidence of tox toxicity and we found no flooding from the creek or no other concerns. we have nothing to add. we have our experts and legal counsel able for questions. >> thank you. the public hearing is closed and opening it up to commissioners for questions and comments now. commissioner borden. >> first i want to say express to dr. jackson i am very sorry about your loss. it's terrible to lose a child and we are sorry you had to be here on that day and we really appreciate that and also appreciate the

leadership you have shown in bay view hunter's point for many years. i want to remind everybody we're the planning commission. we look at purviews of land and for this use it's a permitted use and allowed. this hearing is a discretionary review of a principally permitted code compliant permit and so in order to find a reason to deny the permit or to take discretionary review there would have to be exceptional extraordinary circumstances. in what is presented today the issue seems the water wastewater plant and not this particular site. there seems work with the puc and fixing the problem with that wastewater treatment site

and i think everyone in the room would be in support of helping that along because not approving this projected wouldn't help with that case. with supporting this project we can get the support we need to really clean that up. it is not acceptable that there is a toxic site that the city is responsible for in the community and if there are issues going on with that that needs to be addressed. i don't see what would be served not having the clinic there and i think it further shows the need for the facility to not only deal with the toxins and the high birth rates and asthma and other health issues that we know exist and the mental health and issues with crime and post traumatic stress and other issues and in a lot of ways everything that we heard shows that we need this facility to move forward. i do remember when we approved this zoning

and the project about a year ago and there was excitement and promise and discussion around the need and all the different needs for this facility to move forward for the size and footprint and how excited we were because of the number of services located in this one space and it's a pre-existing space being remodeled and shored up and deal with some of the issues that were mentioned. they will actually have the money and resources to fix that facility to make it safe for people, and i truly don't believe there is intent to put people in harm's way. i don't want the doctor or people at the facility wanting to work there that is toxic and harm their own health. it's counter productive to themselves and the community at large. i hope after this we can work around the issue of the treatment plant because that

seems to be the real issue to be tackled here. i think a location like this and transit right on the t line has advantages that you pointed out ms. jackson and takes a lot to get around and this is a better location for that purpose. for that i am very supportive. i am dispointed we couldn't all come together because we do know what the problem is, and i think that we can all work together around solutions on solving it, but i don't believe that not having the center go forth would help with those issues. >> commissioner wu. >> thank you. i want to echo the thoughts of commissioner borden. there are no doubts there are environmental concerns in the bay view and health concerns but we haven't seen evidence today that the site is contaminated. we have the

report from july 2012, the professional services industry reports from june 2012 and list of toxic sites by the urban strategy council which doesn't include this site and i think it's important to have the services in the neighborhood. i think it's important for people to walk or take a bus trip to service. for the people that work at the health center to know the community gets to that site so we share the same experience and for those reasons i am supportive of the clinic at this location. >> commissioner antonini. >> i am too are in support of the clinic and in reading over the materials and listening to the commentary it's well established that flooding is not

documented there and the gas station was there and it was determined to be clean and there are site for market rate housing and just because a gas station was there as long as it's cleaned up properly and tested. one thing that i think is important is the sewer treatment plant if it's a fact that 80% of the raw sewage and 100% of the wastewater comes into that plant it's important that something be done. i understand new digesters are being put in but if that isn't enough we have to get rid of the smell from the plant is important to do in the future and follow up on that. but the important issue is the problems are going to be there such as

the sewage plant and whether the wellness center is there or not and it brings the services about this in one place and many speakers said there is a problem. we identified the problem. we had put them on a waiting list for some of the services and that doesn't make sense. you have the health wellness and mental health and violence and everything under one roof. you have accesses to police services from bay view station and all of the things can be done at one site and makes sense this should be approved and we should work to remedy any other problems in the area and i am favor of the plan. >> commissioner sugaya. >> thank you. i think commissioner borden started off to stay we have a fairly specific duty in front of us and that is to consider the two issues that the dr is filed on,

and not that other things aren't important. i think everybody expressed that fact -- at least the other three speakers before me and i am sure the two after me will elaborate also but in terms of the legality of the rezoning i don't see anything here that makes me feel that was an issue, and also with site contamination we had lots of discussion about that on both sides, but also i think up here with the commissioners and for me i don't think the evidence was presented for me to be able to take discretionary review. with that i will make a motion to deny discreation review and approve the project. >> second. >> commissioner hillis. >> yeah. i don't think i have much to add. congratulations to the project sponsors and those that put a ton of effort in getting to this stage and getting built so i echo what my

fellow commissioners said. >> commissioner moore. >> dr. jackson condolences to the passing of your daughter. i think this commission is completely receptive and in tune to the concerns expressed. however i think commissioner borden expressed these things and i would like a call to the treatment plant to give you an update about incidences of emissions which exceed the normal at high rainfall and high sewage flow. the plant sometimes doesn't operate as well as it needs to and not just the southeast plant. the city falls into two major districts. one is the ocean plant and the other is the southeast treatment plant.

both difficult locations to be near. it doesn't matter. living next to a sewage treatment plant is difficult no matter what you say. however, the devil is in the details and how is it operated? and i would like the department to restate my request and call the plant manager and are there incidences and observing and report back to us and that by the director by calling the manager of puc. he's the boss and between the two of them i would like an update and have that communicated to the community so that was the best of all efforts. we are supporting the opening and realization of this clinic which we have talked about for a very long time but also the health impacts through air and odor is kept to a

second i forgot to mention this is bill's last day on the job. bill is retiring and i was remiss for not honoring him today. there will be other events and i ask that the commission adjourn in his honor today. as you know bill has been with the department for 27 years and before that was a muni bus driver so has worked for the city for 30 years and deserves recognition which hopefully we will give it to him. today i want to have a discussion about growth. there is a lot of interest and concern expressed about the growth projections and how we're trying to accommodate them in the city and i would like to have a discussion with you as we best can about this issue of growth and how we are trying to accommodate it, particularly in the context of

the center corridor plan, so if i could have the overhead we will get started on this. as you know first i'm going to start with regional projections and talk about the projections for san francisco and how we're trying to accommodate some of that growth. as you know this was developed for a sustainable community strategy and implements these things to reduce greenhouse gas emissions. the regional projections are here. they project that the bay area which is the nine counties that touch the bay will grow by 2 million people and add 1 million jobs and housing units

and that is about 2/3 of the city of san francisco -- no, more than that. that is double the size of san francisco and while they have projections by county it's clear that number is coming to the bay area and whether they will go to each county the way they project it's clear about that number is coming whether we plan for it or not. so the regional growth strategy that has been projected by a bag and amc the priority development areas which are primarily along transit facilities will absorb 80% of the housing and 66% of the jobs. the second bullet is important even with the urban centric scenario that we call it and focus the growth on the three big cities and that is 15% of the regional growth.

medium cities also contribute to that growth so our role is accept 190,000 jobs and 200,000 new people and 90,000 housing units. that translates to 65,000 jobs every year and 3,000 units annually which we not in the past met, and that's an issue obviously that we need to address. the regional growth projections are here with the city at the bottom and the region at the top. you will see the actual rate of growth while it jumps up in this time frame really is not significantly more than it has been in the past. you will see in the bottom the city's growth is projected here like it has in the past. the issue of course is where the growth happens in the region and that's what we're trying to

grapple with this and the overall priority development strategy. this slides give you a.
