>> good afternoon i'm rick from department staff. this is for discretionary review to construct a new single-family dwelling that will be set back from the property line the proposed 3 story line will be set back. it includes balconies from the front and rear. it - the dr requests it precedes in the north and the request for dwelling backs into the side of subject lot. the requesters is concerned it's out of the scale with the pattern on the block and it will block the view of their neighbors and the third proposed floor and the side invades their

privacy. the project was reviewed by the residential review design team and the r t considers it to comply that the design. the department has received 21 letters for the project and three calls against it. the department recommends that it not take dr and it complies with the residential guideline and is supported and because there are no extraordinary or circumstances in this instance. i'll be happy to answer imply

the side have all kinds of windows a total of 15 windows this face our bedroom this invades our privacy, it's effecting a lot of people including the neighbors too. i'm strongly against the window. i really like to have a house there i've been there over 23 years. and the backside it's always been garbage there i didn't expect it's going to be a 3 story building in a two-story neighborhood. it's sitting kind of low to our fence which is not very comfortable and i'm not very happy about it.

so obviously the feeling are strong against it. i'm 35 years i've lived here all my life. i've seen the city change and i think change is what makes san francisco a great city but having a 3 story building in a two-story neighborhood doesn't make sense. so unless we have the ability to build a third story on our house. and again, we of two-thirds of the community but two-thirds who are opposed in the entire community you have to listen it that. it's a very concerned group of individuals who do not want a

building that towers over them and creates a badland escape. it's a lesson for everyone in that community. the homes - it's an empty lot it needs to fit into the rest of the community. no one individuals can say i'm so much more special than you it's not how democracy works you can't impose yourself. i would hope that as members of government you are the voices and that you respond to 070 percent of the people saying they're opposed to it and thank

there's a vacant lot in our backyard and the height of this building it 50 percent tailor than 90 percent of the houses in the neighborhood. the proposed building is 50 percent taller than 90 percent of the houses in the neighborhood. some of the reasons people are not happy with this project is sun light. our backyard are 20 to 25 feet and a big building will cast a shadow in the morning and most of us won't get sun light until noon. the few houses that are 3 steroids don't have as much

windows again my neighbors are going to show a picture of how many windows on the side those are facing bedrooms and people are concerned about their privacy. another reason it the blockage of bay view. there's a street where people have a view the bay bridge with 3 stories constructed a lot of that view is going to be - it's going to disappear. the people on avalon are going to have their views blocked and some people having the water tower are going to be blocked. the design is incapable with other partners in want area. and i'm okay with a two-story

being raised there. this building has multiple balconies that's a certain. another reason also is devaluation of property value. because once it's abilities built the immediate now you see the area b will go down. i talked to a lot of people in the neighborhood and i've governor o gone 40 signatures from people and another 3 who have signed the letter. those are the people who are opposed to it and one other thing >> sir, i'm sorry your time is

they actually have bottle consequences and if those are built on the does the house is going to protrude right up to their house line and the balcony is going to be on top of the fence line. i have dogs in my home this is the view from my bedroom you can see i have a shot of the tower and i'm going to lose that. they're basically going to be standing on my fence. i have two dogs my dogs are basically going to be going nuts. you're going to be effecting the psych of my dogs.

this is actually a photocopy i had taken of my yard at 245. this is without the proposed building in place at 345 i'm extremely overcast. t you might say if this building with 3 stories is going to block out the sun at that time. a couple of other things we talk about the overbuilt in the neighborhood i actually went around the entire neighborhood and i can see all the outlining and i looked at 2 hundred and 6 homes and there's only 73 story units then of which have the

same type of set up. and there's no bottle consequences on the sides and this is the only way it was set up so 2 hundred and 6 house and 73 stories that's 3 percent. this is a point of view everybody would lose anybody there drives down here will lose their entire view. this is a picture from the tower you know one of the hot points in the city this is a view nice and open this is obstructed and sir, your time is up. next speaker, please and good

our backyard and this numerous structure will not allow us to enjoy our backyard. we have big concerns about the privacy all the windows on that side and the wrap around balcony will directly impact our privacy. it will directly be an impact on our quality of life. without the sun light in our area it's a very foggy area as well it will impact us with the sunlight and the fog. it's definitely impacting myself and my neighbors.

before i get into my remarks i wanted to respond specifically to some of the things that were said that were not accurate. if you can see this. this is the vacant lot where i'm pointing. we have letters of support from all those folks. we have letters of support from people along mansfield support from the rear and this neighbor so that's 3 adjacents. the most if not all of the people are from those two so those 3 together. so this notion they have 49

supporters i've not seen any signatures or letters. we submitted 29 signed letters so i don't know where thermentd to get the signatures. the primary certain is presentation of views in the planning code does not protect views. this single-family home would be separated by a buffer zone which is the rear yards. i have a photo of that

backyard. the project will increase neighborhood security and file in a vacant lot. most of the homes are fairly old those are the two-story buildings. and the architect will get into the neighborhood context in a moment. the property in the rh one district the property directly across the street is a church it's a blank solid wall. so this project will be a helpful counter point to that non-xhovrm building. the applicant has to to demonstrate extraordinary
