been considered. now is the time to incorporate their voices and acknowledge the crisis that they are facing and stand up against class hatred and reject the three and a half miles we are not asking you to over turn it just for a very... >> thank you. >> thank you. >> christian walter and chris urskin. >> good afternoon, my name is jason, strup and i am here with my fiance and forgive me if i seem nervous i am. we are residents of san francisco, and our citizens i suppose and i don't know if it would be considered residents, we live in our rv. and we were formally homeless. and i lost my job several months ago and we are both actively seeking employment now. and again, as i said we live in our rv, and it is well
2:31 pm
maintained and it is not an eye sore and we are law abiding citizen and we both struggled with substance abuse problems and in treatment for for months and been clean for four months and doing well and i think that compared to more or less express my my opposition to this entire program. i think that it could land us homeless again and like set us back you know another ix months to a year or whatever, we made a lot of progress and you know, this implementation of this or of these regulations the placement of signs, or these areas, it is going to directly
2:32 pm
effect us, and i ask you guys to limit the signage and it sounds like there have been additional signs proposed or additional areas that were not initially agreed upon and i am not familiar with the particulars, but i urge you guys at the very least to limit that and kind of limit the programs for people like us. >> thank you. >> walter. >> chris, estkin. >> and mar than, bridgum. >> thank you all, for hearing me speak. i don't think that it is wise to pick on people, as a person, you have all been in that place maybe, where if you keep on picking on the little person and makes them not safe and not a good place to feel. and i would urge that people just reach out and recognize
2:33 pm
what it is to be picked on. and i love and i love my lifestyle, and >> my name is chris and i have already lost an rv and it was horrible. i am a musician and i moved from a tent to an tv and i have stuff that in a tent is hard to keep the other people from taking. and moving into the rv has been a little bit better because now i have a shower and a bathroom and i have a kitchen and i can cook. you know it is a lot better than a tent.
2:34 pm
and i am hoping that soon, move into more of a better situation than i am in right now. but right now, this is all that i got. and when i lost my rv, i lost everything, i lost my guitar and my lifestyle. and please really consider that is about all that i have to say. >> thank you. martha bride gum. >> i am a lawyer and a writer, and i have been representing homeless people and writing about homelessness for most of my life. and more than 20 years in the city. and i think that you have already heard the kind of harm, the voices of the last three speak and hers take that to heart. >> and i would want to come back to one of the interesting thing that one the aids that
2:35 pm
said instead of transitional, but traditional, an rv is housing and you are basically talking about a measure that denials to the contrary is really designed to eliminate an entire housing sector in this city and it is not a defactohousing sector, it is a way in which people can live in what is called homelessness but you know it is not one thing. it is a hell with a lot of circle and living in an rv is one of the upper circles what is this supposed to do is plunge the people into lower circles of homelessness and to drive them into the coming, and the people who are scene as beholden and defective. treating them as patients where taking free people who have jobs and are getting by and are going through a rough patch and
2:36 pm
turning them into inmates and systems in the sros and i am going to encourage you as an alternative as a work of graham, pruss. he is a grad student who did some very good work in seattle and he has been proposing safe parking areas there. and other ways in which people who are getting by much better than posting shelters who are getting by as rv residents will be able to get by. >> i encourage you to look at the seattle model. >> john, castro? >> hello. i am peter bruce lee, 30-year resident of san francisco. and i have a lot of issues with the entire plan. i wanted to hear if there is going to be a permit for
2:37 pm
residents who own an rv to keep that rv in the city? it is very important to me. my vehicle, if i sell it at market value i will lose $50,000. because of the engine work and the repairs that i have put into it and it will be a hiej loss and i also want to mention that the land lords perhaps have taken a hate campaign and flattens the tires of every rv in my area and some people would call that terrorism because they are trying to inspire fear and my tires are $500 a piece and i have four hit and that is felony vandalism. also, parking close, it makes much more sense than warehousing. i want to park close and i am on folton street near 15th
2:38 pm
avenue and it has been no problem until now. sxh i want to mention lastly the communities that are affected aside from residents on the rv visitors that come into town, in an rv and they may stay in a bed and breakfast, and where are we going to go. the holiday and festival goers when they prepare their vehicles, and the business people. business is very affected,vy spoken to people at budget rent a truck at pensky truck and at hertz and they are all very interested and i have spent them copies of the bill that the law and as it is signed and i have spoke with hertz legal office in phoenix and the people. >> thank you. thank you. >> thank you. >> melody. >> john, decasro and sheila
2:39 pm
harris young. >> my nameis melody and i am opposed to what was 1 a, 2, and also 8. i lost my apartment and i have been staying in a vehicle and i have a childhood injury and i am a student at ccsf evan as campus and i currently volunteer one day a week, to my knowledge there are no services for traumatic brain injury in san francisco. i have the city and county of san francisco continues to assess me for what i qualify for. and i never been assessed for
2:40 pm
what i need. regarding the sfout reach flier that we received on january 31st, the enforcement of prohibting parking it says our city wants to offer you support and so contact sf hot. and i do not qualify for any of the services and resources on this flier. the flier also said to call 311, and all 311 could tell us was that the fine is 100 dollars a day. >> the back side of the flier listed the same 6 resources twice making it appear that we have twice as many options as
2:41 pm
there actually are. and these no parking or the permission for the sfmta and for the sfp... >> thank you. >> thank you. >> thank you, i appreciate it. >> thank you so much for your time. >> thank you. >> john decastro and tony young and anthony jackson. >> i am representing the boosters association and we did work with supervisor cohen's office on the oversized vehicle legislation and do i want to point out mr. ye's staff may have to point out that the 7th street is a residential area and it isn't and there is very little residential on 7th street and very little on carolina south of 15th street and very little on hooper between 7th and 8th, like none, it is plan and there is development under way there. and our neighborhood association is concerned that
2:42 pm
if these locations are selected, we are going to end up with vehicles both campers and oversized vehicles that exist and people that are restoring buses that live in the neighborhood or whatever, and i mean that it does happen. and parked around jackson park and i just walked by carolina street this morning to catch the bus between 17th and maraposa and there were five oversized vehicles on there two of which belong to zenga, one of them for sale. so i mean, that carolia street has been a black hole of vehicles parked there for a long time. and they are generally not campers, and they are generally corporate vehicles, or people's personal vehicles.
2:43 pm
alternate streets should be recommended and maybe the oversized vehicles need to be kept away because that intersection is a disaster any way but maybe we could trade off other sites and we do support the legislation in general >> thank you. >> sheila harris young and tony young. >> hi, i'm sheila. and i concur with everybody in the audience back here because i too work very, very closely with the homeless but i have a different situation where i live i closed my business today to come here. because, i am held hostage my neighborhood has been held hostage by a incident that is not known to the general public. i have a guy that resides
2:44 pm
across the street from me and he has lived there in 18 years. and i came in contact physical contact with this guy when he threw his fece. s and urine out of the window as i was doing nigh evening run and i reside on post street. and my rent is $3800 a month and this guy. has made his charge, not everyone are bad team pao*em and sometimes you do fall down and my compassion and heart goes out to these people. but to the ones in the isolated cases, that keep my hostage and keep me from enjoying the neighborhood that i have worked in so hard over the years to pull together i cannot continue like this and i ask for your relief. i have had my friend john speak with you, personally at city hall he saw you. he told you about this situation. and i want to commend you guys for getting on top of this, but
2:45 pm
here lately he has been doing different things, this guy just the alleged rape with drugs. and he is not homeless. he just bought a brand new harley davidson and two fesba and a saab and i 22 foot rv, i cannot continue to live like this, i won't. the children that reside and play in that area, the children that come to the park have to deal with this guy. >> thank you. >> good afternoon. i'm toni young and i reside in lower pacific heights. i just want to reiterate what she was just saying about the constant effort that we have put into removing the rvs from our neighborhood. it is not just the one, it is the one that has turned into
2:46 pm
actually five. because other people that own the oversized vehicles now feel that it is okay to come to our part of the neighborhood and live in these vehicles, it has become the dumping ground of the lower pacific heights and this is really a safety issue at this point in time because one of the persons that occupies this rv is actually a convicted pedophile and the other as sheila just stated is an alleged rapist and so it is just a real safety issue at this point not just for us, but as citizens but also for the children that are there.
2:47 pm
but they are not homeless and something has to be done. this is our continuous effort and it has to stop and you have to do something so we are in favor of this new policy if you could include that to be pierce along sutter and post streets. >> thank you. >> anthony jackson, followed by shandra carol and joe bulluck. >> good afternoon, i would like to say that i agree with the previous two speakers in the sense that i am a resident of the city and i have been in a situations of having jobs of management and employ and non-employment. and as such, this whole issue has to do with morals and the jobs of the city is not to pass
2:48 pm
a moral judgment on people, say for instance, the women that we are concerned with lives in red toyotas would you put a ban on all red toyotas. suppose that they lived in cardboard boxes what is the use of using the money and time of staoet to put a been on a vehicle when the problem seems to be with the morals of the people who live in them. i understand that a bench of people may leave the buses on the street and sell them to people that are not responsible and does not give the city or anyone representing the city the right to tell me the right that i can't live the way that i want to live. >> if john stinbeck would have he written travels with carly, no because he would have been towed for having been parked over night. i am serious about this. i am a cook and a musician, and i am a supporter of all things that have to do with making sense which, i propose would be the american way.
2:49 pm
and my good friend, chris came and gave as best a presentation as he could. and someone that i know works very hard with whatever he is doing and making musician and just going from day-to-day. now, i suppose that it is the criminal activity happens to occur in any given vehicle you should, therefore, and this will set a precedent of passing all kinds of ride sweeping discrimination laws and i appreciate the scope and you would turn a lot of people's situations upside down. >> sandra carroll, joe, bullock and tommy gibson. >> my name is sandra carroll and i was not prepared to be here as i going to the therapist i went on-line and i am here. and i think that have you guide
2:50 pm
afforded some people in some way, how about the area out pasted where lock is or out of the visuals. and i think that it is odd that you have a carmen chu who has all of these real estate interest and all of these laws slipped in here and i think that is odd how all of that is. and that is a weird thing. and to gain these things and have the electricity and have the out houses in areas where there is not issues with other things, you know? we pay taxes we pay our dmv fees and insurance and we have the people giving us parking tickets. and you know what? i am trying to be made invisible and i am a entrepreneur and i have a small business license and you know i am a modern archeologist who researches and repair it and resell it. and i'm not able to get ga
2:51 pm
because i have two vehicles, and one of my vehicles does not... and i pick them up on the street and i do the best that i can to resell them. and actually i have to make a payment on my business license, and i think that you should support the people to hinder them and that would be a great thing to do in this town that would support us in the community and the unity of the community and that is what we are. and we are not trying to, you know that there the people on the 7th street that have all of that stuff and you might write tickets to things that are visually irritating, but you know it is like if you worked with it and you give the people a chance they don't need that. >> thank you.
2:52 pm
>> joe bullock. >> tommy gibson and aaron flinn. >> good afternoon, this is the great comments thank you for your time in hearing this problem. i also own a 24-foot rv that i use for work and transportation in general and i do not live in it however i feel that it is my right to park on the street since it is a registered vehicle. and this seems to be auto racism to me and i think that there needs to be a top to that right away, and the red toyota what is next, 18 feet, bands, motorcycles, i don't know, it just seems like a crazy concept. although i do agree with the problem, there is a lot of people that are living in these rv and that can become an eye sore for the people living in their beautiful house eating their staoek dinners making it illegal for the people eating their rice dinners it needs the compassion if you have more compassion there is going to be a bad egg in every spot and a different leg situation and we are talking about the plan
2:53 pm
throwing his feces out that is nod good. the safety issues and the things like this is not good either. i think that perhaps some of the money should create a rv park where people can live together and this is a problem. we are wark *f parking on the streets and they are an eye sore for the people in the fancy houses, but this is not the solution, to just ban them. how can the people afford to get them out and where do we live? would these people rather have people in shopping carts and sleeping on their door steps or an rv. when will it get real here? >> where are you going to get compassion in this world? thank you. >> tomy gibson. >> aaron flinn, and mike beach. >> tommy gibson? >> yeah, my name is tommy
2:54 pm
gibson and i am from missouri, i left my home and my family and everybody that loves me to come out here to go to the va hospital because i have three terminal illnesses, and this proposal is hindering my treatment, i am a vet and i was spit on and slapped on when i came back and now you want to deny my right to get my healthcare. sell the hospital to the rich and famous and give us another one. i bought a motor home that is all that i got. i used to pay, and... afar as
2:55 pm
the homeless, i know where this is going, if you do that to a vietnam vet and go in and park and you george to drag them out by the hair of the head. you are going to run them out in the back packs and sleeping bags and all, and women women which children and the same thing that are build the bridge over here and don't work and the same thing here and running that muni it will not run. i got to show me something, if i am a problem i want to be part of the solution, i have a name and i have a phone number. i have been homeless since 1978 when i got out of the army, i just become able to live in a vehicle since i got all of these illnesses that started to get in a va check wha. are you
2:56 pm
going to do with our grandchildren and their arms missing and they are already coming home. and they can't afford no more than i can. >> thank you. >> thank you. mike h. and marla t. >> aaron flinn and mike h, marlo, or marco c. >> do you have aaron? do you want to go ahead? >> you do. >> i work in the only work that i know how to do is the (inaudible) repair and so my rv every day for me is where i started, is where i cook my food, and it is where i live
2:57 pm
with my dog. now, i have the newspaper, that say that they want to take all of them and all of the rv and the treasure island and put them on a shelter and now. i don't know if anybody is aware of how life is, because the only thing that i used to use was to take a shower and i am not really going to have on the shelter because they want to make me stand in line after working and go there just to take a 15 minute shower. they say that i have to wait in that line. so i come and i buy myself, a 24 hours fitness membership so i can take my shower. and on the top of the, i don't
2:58 pm
know if the people... i don't know if you are aware of the shelter that i asked you is all twist and bend and two people were knifed to death inside of the shelter, this (inaudible) all of those shelters this is not do a good enough job to help us, so what i ask you to take a look at i will not ask to anything, but i ask you for my rv and so i have energy to work. >> mike beach. aaron flinn here? >> no. is mike h? >> bary toronto and cami black stone >> good afternoon, pilot program. >> are you mike h? >> yes. >> pilot program sounds like something that is going to be
2:59 pm
expanded. okay? and this is not a program that should even be started no less expanded, a little bit about myself, i quit school when i was 14. because i found work, and i have been working in construction for 25 years. and i chose to live in my vehicle because it allowed me to move wherever the work was. which construction is known for it is called feast or phamon. there is a lot of work or no work, and what this will do is leave me financially vulnerable at times to where i can't not pay a parking ticket or a speeding ticket and as a result i lost my vehicle, impounded 25 times, okay, no duis 25 times for poverty. and, it was unnecessary. now, i checked out some of the
3:00 pm
homeless services and what these people are talking about as a matter of fact, i would like to thank you for making me homeless, because i used to read the news paip and her watch the main street media and i had an interpretation of what the homeless people were and i would drove passed and now i am in that soup line, okay? >> and these are some of the finest people, beautiful people and the people running the poverty tents that hire nothing but criminals. to run, and staff these places. fine, but the thugs that run these homeless services to squeeze, little nickel and dimes out of our misery. it is no, there is no solution. thank you mr. ri
