4:00 pm
francisco that have families >> afternoon. i'm frank. i lived in westward park over 35 years and i own 2 buildings. one of them is as at all as the one proposed. it takes up a quarter of a block and it's been through over 70 years. i see no hesitancy that's going to benefit the block. we have a whole foods that is 4 stories and a new this that's going to be over 4 stories. that's my building there. it's a very large building. we have the juxtaposition of those buildings so it doesn't
4:01 pm
create a problem not for the tenants or the owners. an example of what we need - i was going to speak to the jean sense the thing that's most neat the ocean avenue corridors is the homes. this is a transit district. nobody goes there at night time but if we have people using the businesses. but aside from that she owners a gas station and there are two other gas stations on ocean avenue so the remove of one gas station won't impact the neighborhood one bit. bus the impact of this building
4:02 pm
is the well-being of the neighborhood it's a incentive to the businesses to the very vitality of the city particle when the city t is crying for development. we're going to put 15 - i'm not involved by the way. she's going to put - i'm not involved in any way because i think this lady's project is a worthwhile project. i think commissioners you should really give this a thought and vote for this worthwhile development. thank you very much >> thank you. is there any other public comment? >> if you haven't already
4:03 pm
spoken. >> i think you've spoken i'm sorry everyone gets. >> i want to say one of the speakers came from the parks association. >> if it's a written comment you can leave it there. any other speakers who have not spoken yet? >> i'll try this again. good afternoon, commissioners. i've spent thirty years operating service stations in san francisco wrenching on cars and pumping gas. i purchased it in 1989. i had an opportunity to buy the land. i went down to the commission to
4:04 pm
make sure that i could build my building. and i went off and purchased the land and pit my life saves and continued to operate it and repaired cars. is building would not be feasible to build if i build a floor. i would appreciate it if you consider the amount of work we went through to accumulate the community the wood tracks i've gone through every step. i was told everything was fine i get a letter that you have a copy of they say it's not fine they want to remove a floor.
4:05 pm
there's not much more i can do but not remove a floor. please consider the building as it sits and i appreciate you give me the time today >> thank you. any additional comment. seeing none, public comment is closed and opening it up to commissioners >> i really like this project and particularly like the design. as one speaker said we've seen so many cookie cutter designs. it's wonderful to see the bungalow -- strike that style and they have actually eliminated some of the features by putting in the relieve allowing it to be the kinds of
4:06 pm
things that make this looks like it fits into the rest of the neighborhood. the flower boxes the pitched roofs the tiles all the things you come to sober with the westward park. you need the one to one parking for sure and if you can put a single car space in there that's good. and saving the pillar is really important because miramar is the elaborate street. it should remind people of the
4:07 pm
twin peaks tunnel. i live in one of them but i really appreciate the kind of architect that was done in those days giving each house an adequate amount of space and backyard. so i'm fine with the 4 stories. but the project sponsor said it doesn't work but we have to look at it in the context of ocean avenue. many of the four floors they're not nearly as well, pointed as this one is. i agree within westward park then the two-story limits in the parts of the cc n rs are totally appropriate. and i know that you've codified
4:08 pm
part of that. by ocean avenue is the commercial district and having that additional height on the corner is fine. the other thing that makes it possibly is miramar is an ocean - it was built in the 20s probably that's as big bus it's on the narrow street of granada. and this will fit in better >> i'm very much encouraged by some of the things that will make ocean avenue and the retail strip that will have new businesses go in and they'll draw in other parts of city maybe some restaurants and that
4:09 pm
can revitalize the neighborhood quickly. i like the fact that you used the services of robert buckner who goes by the nickname of man of color he's vy good at what he does. so i'm in favor of this and see what the other commissioners have to say >> commissioner moore. >> i appreciate the intent of fully understanding the work that has been done for balboa park including the expansion of the university
4:10 pm
i actually appreciate the diversity of the community weighing in on this. there was a broad range of comments made and it's appropriate. the business owners talking about the relationship on the corner. but hearing the neighbors in existence holding their own. it seems to be the parking
4:11 pm
garage. in order to have well functioning space we need to have that from the rear of the building rather than coming from the front door. i would like to have the drawing be revise to reflect that and basically set the subdivision for smaller scale retailer for
4:12 pm
this building. downloads? >> yes on the overhead i have the plan a .4 zero. if i could have the overhead >> it will create an infrastructure for small-scale retailer that will be of particular certain to this commission. >> that's no problem. >> thank you. >> commissioner. >> i think ocean avenue is an
4:13 pm
interesting corridor. i have some certain about the commercial so i'm happy to follow loan. i don't know if we need conditions about the number of commercial spaces, however, it seems most elegant to write the motion but i do want to see local small businesses as opposed to larger retail >> i'm supportive. are there limits on the size of retail >> yes, sir. their intention has been to have the retail space subdivided but it makes it better to have the back corridor like you don't want to have it out the front door. >> what threshold.
4:14 pm
>> 3 thousand square feet. >> commissioner. >> yes to - it's a question to the architect. you understand what commissioner moore in terms of the corridor expending outside the retail space. my question is the current it is to the residential part of the building. do you have an issue with that entrance serving two purposes or? >> i do. i think it could be redesigned to handle that corridor somehow. i know if you're subdividing those 3 businesses they maybe 12
4:15 pm
to 14 hundred square feet would be a b occupancy. i know that commissioner moore is talking about seconds the egress she's talking about the function of the project. i could look at the plan and see how we could redefine the corridor. >> all right. thank you. >> commissioner. >> yeah. i'm going to move to approve the project with the conditions i think maybe already a part of it that the pillar be saved and it incorporate a rear corridor to allow servicing and, you know, delivers and things like that into the retail units. >> it that part of the intent
4:16 pm
to subdivide the retail units? >> yeah. i think it was already expected they were to be divided into sections. >> commissioner just clarity open the last part of the question that it is subdivided into the multiple tenants the space is larger than the unit so if they chose to extended it they will have to come back. >> i think the architect would like to commit on that. >> i'm sorry. i'm the project architect. we do have an easement on the east side of the building. which actually makes assessable corridor from the east side to
4:17 pm
come into the back of the commercial without effecting the design in the residential entrance. i think we could could to that without effecting the commercial very much. i think that might be the
4:18 pm
preserved and two, that a service entry be appropriately designed. >> with when corridor so the potential subdivision of the retail. >> on that motion commissioners (calling names) >> so move forward - moved.
4:19 pm
>> excuse me. we have other stuff to attend to. that moves us to the next item. gary boulevard request for conditional - if those exiting the room please do so quietly. good afternoon commissioners. the proposal is to convert the existing retail building to a retail grocery stores operate by grocery outlets which is a formula retail use. the c u is required for the planning section. the existing building contains approximately 13 thousand 5 hundred square feet instead of and managers have been working with the sponsor on developing a
4:20 pm
better integrated signage program enhancements to the parking area including a green fencing accompanied by shrubs and trees. the project site has had commercial activity and the project is consistent with the neighborhood commercial controls. this would also insure the continuation and economical viability of the district and also, because the proposal includes screening and greening treatment to have the sidewalks pedestrian safety.
4:21 pm
this concludes my summary of the project >> project sponsor please. >> good afternoon, commissioners mary murphy council for the project sponsor. we have my colleagues (calling names) the director of construction. also present the architect for the project and my colleague. as i can see from the staff report in the packet we come here with the support of the planning association of the richmond, the gary boulevard merchants association and members of the neighborhood including the former president of this commission and a long
4:22 pm
time member of the board of directors. i'm hoping this is a straightforward proposition. i know it's been a long afternoon all right. as many woods explained it's if the building on the site and it has been used. the most recent occupant of the site is cam foods. grocery outlets wants to location. and we're here because grocery outlet falls within the formula and needs a permit from this
4:23 pm
commission. i want to tell you something about grocery outlet it's a bay based family owned business founded in 1926. it provided low prices the site. - i apologize we have so upgraded our security system we couldn't download our power point but i do have some handouts including a copy of the richard mondays letter of support. so i'm going to do this the oil
4:24 pm
fashioned way. >> face up. >> face up? >> okay. so we're going. here's on a imagine of the site. as you can see it's a product of its time it's straightforward. the parking lot is a plain asphalt surface lot. as ms. woods said the groceries has worked closely with the staff. we want to thank those folks for their assistance and guidance. let me just show. we're going to show the plans which is not very easy to read but - here we go. you can see that. all right. so this is the
4:25 pm
general plan and you should have that in the packet. the plans propose new can percent and improve disabled parking and bicycle racks and landscaping to enhance the parking lot. as you can those the landscaping will be put in and a new attractive fence. now here's an example of that fence. you can see - i hope i can see that i mention. that's the type of the fence. in addition at the departments suggestion we will help establish an appropriate edge. the masonry is intended to respond to other fencing in the
4:26 pm
neighborhood it will be making the fensz sympathetic to its surrounding. grocery outlet is going to paint a mural. so we're working with we have identified an artist. and to have a mural paint on the current blank walls to further beautify the site for the benefit of the neighborhood. in closings the grocery outlet t is going to provide full grocery optioned to the neighborhood. we have to significantly improve the attractiveness of the
4:27 pm
neighborhood. it has the support of our staff and neighborhoods and hope it will receive our approval as well. we're here to answer any questions i might have thank you >> thank you. opening it up for any public comment at this point. seeing none, the public comment is closed >> i think this is a terrific project. it's look a grocery store over the last 40 years >> i'm glad this is appropriate including dealing creativityly with the parking lot and the
4:28 pm
fencing so i'm very much in support of that and the neighborhood is supporting it. >> commissioner. i'm supportive i want to take this time to say something about formula retail. i think there's a sense that the board is taking a stance on formula daily. there's times when it's more appropriate it's not just the fact it is for the retail. for the project sponsors it matters that your making sure that you meet the needs. it's not just about whether you're a formula establishment yourself. to it topic i think that's an area that's in inside of a full service grocery store.
4:29 pm
i read that the fresh and ease close it had taken over where the albertsons and groceries near lincoln park we need another one and that's a little bit a distance. i appreciate commissioners comments. i didn't consider the formula detail but there's a need for grocery stores. >> i will also make a comment i'm happy to see this project come forward. this may be the only grocery store i walked into as a baby. the original name was the little
4:30 pm
man market. and so i'm sure ban nasal were good then. i'm happy to see the project move forward and on that motion to see it move forward (calling names) thank you, commissioners we will be moving on to item 15. item number 15 this is a request for conditional use authorization >> good afternoon. i'm christen planning department staff. it's for conditional use authorization for the location. the item was originally heard
