into the radio project between the city and a motor role to $8 million. >> marble who is here. so mark if you would come up and just speak about this item and then we'll take comment >> good morning. thank you for the report deborah. so this contract is for the radio. and my understanding is that the limit for that a contract was $20 million over until 2017. and because of the actual consummation of the radios in
8:15 pm
the courses of that contract we need to basically reload that contract. if you very specific questions on this i can continue to tell you why we should do that >> colleagues any questions on this item at this point in time. >>
8:16 pm
. the failure rate stays the rate as the past few years >> i appreciate i read through this and as well mr. roses recommendation. colleagues any questions >> first, we'll go to our budget analysis report. >> yes mr. chairman and members of the committee on page 3 we point out that the request of an additional $8 million will be extended and there's a summary
8:17 pm
table. on page 5 of our report we note that the department of technology coincident identify the the cost. as you know it was additionally $10 million plus $10 million. they couldn't separate the costs nor could they identify the type of radio equipment. on page 6 of our report we state that as explained on page 5 and 6 because of the lack of the accounting and detail documentation we question the reasonableness of asking for $8 million. however, we point out that the city has fully extended the
8:18 pm
amount and the new monies - our recommendations we recommend that you amend the recommendation not to exceed $28 million by $4 million to 28 million and identify the manager and monitor these expenditures on an ongoing basis so they don't exceed this. we recommend this. supervisors if you note we'll see in the next few days the $4 million we recommended one million dollars in every year will be reflected in 41 fourteen and 13 and over the next two years >> thank you very much. colleagues 0 do we have any
8:19 pm
questions at this point? >> i guess i would just have a question for the department of technology on which i didn't find in this information the specifics as to what expenses are for each department in terms of based on the entire amount what is anticipated to impact each department you have listed here. >> absolutely. navigate - i agree with the findings and recommendation. first of all, doing my homework in spite of findings out what is the you know the metrics we use to track the department and replace equipment and where and
8:20 pm
why. all this i have on a presentation. i'm sorry it was not available before but we know who ordered how many devises by department and my commitment here today it is i will address the management issue so the spending control sprsz b will make sure we track the spending for the radios with the c i o approval process and if it was not respected in the last few years i'll fix it and publish to the colleagues the mooefk that shows where the devises went. and a thank you, colleagues i have a real issue with the lack of clarity in the presentation
8:21 pm
the lack of clarity in terms of how this is actually tracked. it's roughly 24 to 28 million we're spending on this technology. i'm not sure we should be headed in this direction because of the advanced in technology and where we are. i read over the report and the fact it started as a $10 million contract we've amended it over the years. now we're adding an amount that is extremely larger than in the past. i don't know this is the right direction to go in. i don't feel comfortable to move forward with this item without having more details >> perhaps we should mention a
8:22 pm
few things. first of all, i didn't met with you. >> in my 40 days i started on april 29th. >> so colleagues i had a chance to meet with mark a number of weeks ago and as he's getting going thhis imply job there's a lot of things that need cleaning up. mark has my confidence and we'll continue to work together with mark he'll bring in a profession to manage contracts. so i want to make sure that mark isn't just coming forward and saying that he can do things he
8:23 pm
canned. i understand why mark is agreeing with the recommendations. could you clarify mark say you agree with the $4 million this is for radios you know need replacement in the near term. i concur with the radio systems that are a great topic of discussion. i agree with mark heel be able to shift through that. we're talking about the officers right now that need he replacement right now; is that correct? >> yes. in fact, if i were in london's shoes i would say the same thing. i want to say i'm a process f
8:24 pm
fanic your instinct is correct. the spending should be unified and centralized and it will be. we're going in the right direction. we're turn over the fire department, the department of emergency that need to carry those radio devise these for safety public everyday. we're talking about allowing them on this aging park to replace the devises that are standardized. i'm going to address the process. and i further add that they are other initiatives to more
8:25 pm
thanize the park. i assure you whatever money we comment for the devise will come in the reduction as we allow the future technology and a can i have an example of a exactly what we're talking about. maybe the fire department or the police department. specifically how much money are we talking about with the police department and what are the issues they're facing. what will this do in terms of the impacts of public safety. what are the costs >> i do not have in front of me the metrics. do you know the amount?
8:26 pm
>> please come up to the microphone. >> we have a representative of pd with us. >> good morning commissioners. i'm captain john i'm the command officer and oversee the property control and the radios we have and work very closely with the department of item and the radio shop to continue to maintain our radios. over the years approximately 8 years ago when we revamped our system and change over to a battery system we've utilized those radios there were purchased to not to increase the
8:27 pm
stock by to replace other radios. we've changed the structure of our radios. every officer is assigned their radio now as opposed to group of folks with radios. what we do over the years is purchase batteries is probably our primary need twice a year. batteries have a short life up wards of about 18 months. they have some now a technologies our last purchase was batteries. and any radios we get we work with the radio shop. our oldest radio is 14 years
8:28 pm
old. we've continued to add to that system. we do have a good system, however, it's aging. and it's continual getting older. this is a bridge the amount of money is a bridge for us to get to the new radio system that should be coming in the next 5 years for it's a lifeline system. get some numbers? >> yeah. i want to add that a certain you may have is if we're going to buy a new radio for an officer but 3 years from now we're going to need a now a one. this is a long term investment which is not contradicting with
8:29 pm
our information. here i have the track record of the records from 2012. i cannot predict what is the next failing radio to help the officer who lose their job to have their replacement a that's what it's for. you're certain on the architectural is correct. we >> just for clarity we're talking about maybe captain can speak about this. we're in a situation where unfortunately, we have to renow
8:30 pm
a this contract because there are needs for radio equipment and replacement. there's more urgent needs at this time >> we've developed a good relationship with the shop were any radios that have issues that are seen by radio shop techs if we can fix something they do. we had a number of radios that were sent back and because of the age of the system they had no parts. we have lost some of the radios over the years because of that. in regards to the radios that our retired personnel give up we send the
