the possibility to function. this diesel generator is not going to be cranked up everyday spewing up particles but being used at the time when the use of generators is only the last measure to have power in that building. i think we need to be clear of what these terms mean here. i believe that the over lay of control and feedback to the commission including me with having the community liaison is the correct way to make sure this operation is properly working in a day-to-day fashion so noises are non-existent and other disturbances are monitored as they apply to everyone else.

this parcel from the city we hired architects who worked with the market plan to design a mixed use building and reunite the east and west portions of the vibrant hey street corridor. this project will bring numerous benefits to the neighborhood and goals to the market plan. it will take a plan and transform it into a landmark building. it will add units to the community. it will

add five understood on-site to the community in fact all including housing in the neighborhood. it will limit parking to point 5 spaces per unit and will have 42 bike stalls to encourage modes of transportation. it will allow space for retail. it will be environmentally sensitive by integrating storm water collection capabilities and finally it will create high density housing in a transit location that has regional mass transit lines and we have support from the housing authority. we have worked very

project market went through the facts. if we could have the screen i can go through project. we were quite excited when approached by development and dge to contribute to the hayes project. we have done many projects in san francisco. when we approached the site we researched a lot about what this site was about. it has transformed over the years more into a city grid system and avoid had been created once the freeway which was implemented there and taken down, you can see the lower edges of the existing parking lot. what excited us about this project was that there is a lot of diversity in hayes valley and we can stitch together the void that was left by the freeway being removed. this is right in the heart of hayes valley and

quite critical to we believe the strength and the advantages that hayes valley offers which is one of the things that's been created there on your screen. our in tentions are quite clear. it is zoning with retail at the ground level. this shows parking and we've taken a unique approach with ivy street and hayes street we have retail which is split into two spaces. one for smaller tenant, one for larger tenant as well as access to the lobby for the residents. then we have the courtyard in the center which is how we are filling our rear use requirement. onvy

street we have a use of inverted loft units which are similar to town homes but with direct access to ivy street in the hopes that we start activating this alley. as you can see above, as we go up, we've introduced 1 and 2 bedroom units and also in keeping with the tradition of the neighborhood, bay windows which we reinterpreted into these angled forms. the geometry of this sight is very strong because of the cut made through it. we tried to respect that as what we have done as well. as you can see in the interior courtyard, it's primary use will be for the residents. we have been working with martha fry, landscape

architects and they have been also participating in the other projects that dm and dgr implement here. as you are looking down ivy street currently which features a parking lot as mentioned there is a setback requirement at the top. so there would be terraces there as well as units facing onto ivy. on hayes we have again here is the elevation of that. the building is keeping within the scale and the height requirements for the neighborhood. and with that, this is the view of what the building potentially can look like on hayes street. >> is there any further

is very supportive of this project. it includes the change of the inclusionary housing. the developer optd to do it on-site because we did have a discussion and i did outline that in the letter. it did go back and forth a little bit. i can't leave without saying it would be nice to have zero parking. we do have precedent with the one on gouf and fullerton. this is in the rules. we are happy with that. i also urge that the project sponsor and the immediate neighbor and the hair salon with the access issue continue

their dialogue. i think they are 70-80 percent there. it's important for these small businesses to have access. and across the street is an ivy project which is currently under construction and they are having problems with the street having construction logistics and things like that blocking their business. i have been getting e-mails about that. it's important to just keep that channel open but again over all we are very pleased with this project and urge you to approve it. thank you very much. >> good afternoon, commissioners, my name is rob, project manager for the housing action coalition. our project looked at this last year and we

are very excited about it. we think it's going to contribute to the plan and the hayes valley neighborhood. we are talking about replacing a parking lot for ground floor retail. it's also a terrific example of transit oriented development. there is only 20 parking spots, well above maximum allowed, there is 48 bicycle parking spots, more than is required and near bus lines and retails and jobs as well. we are excited to see they are br units on-site. there will be open space and interior courtyard and on the roof. it's a unique design and it does well for the neighborhood. this would be a great addition to the neighborhood. we hope you approve the project. thank you.

>> good afternoon commissioners, my name is michael adler. i'm the president of construction, i have been here since 1978. i'm proud that we are here to contribute in san francisco. the heights of jamestown and mission street. not many weeks ago the developer presented this to this commission and then it was brought forward for your consideration. both projects received unanimous approval. it is clear the sponsor team has a keen an affection and commitment and represents the best of and for san francisco. the project depicts the market right side for the neighborhoods. 450 hayes has been designed by

architects overlooking a structure. currently the asphalt parking lot for the distance who care about the facility. it's evidenced by these three projects to show a commitment by showing not just housing but current architecture as well. with just consideration of the hard construction cost of 450 hayes, it will generate approximately $11 million creating more than 135,000 hours of work and keeping people employed for a year. i welcome them to 450 hayes and this project. i ask you to approve this project. i have already met with the woman who operates the salon which is immediately adjacent and we've

on the green committee of the hayes valley association looking to what we can do to better our street scapes and generally improve the hayes valley neighborhood. an important aspect of this project is the contribution to ivy street. by locating residences on ivy street, we are starting to see a true living alley. there has been lots of chatter, lots of discussion, monies put towards what can living streets be, what can living alleys be. we have a workshop with your planning department just this week with the hayes valley association meeting. i think this is truly a remarkable example of what a living alley can be an and will be. i really recommend it for that, as well as the improved street scape on

impressed with the quality and integrity of what they bring. i think that hayes valley has always been in its more recent incarnation has been a place where interesting things are happening. there is a vibrancy to the street scape. there is a park in the middle of the neighborhood which is very unique and there is an opportunity here to create a building that is vibrant, exciting and really adds to the street scape rather than being a sort of an unattractive or something that just sits there. i have seen a lot of architecture in the city that this is sort of a safe kind of

you. >> fong, commissioners, my name is allen mark. i'm here to talk about the lack of inventory which i think we are all aware of, of new products in san francisco. there are over 4,000 apartments under construction today. about 1600 condominiums under construction and 15 projects. and 10 of them are only projects with 20 or so units. there is a dire need for housing and prices continue to go up because of that. the development have really proven themselves in terms of their love of design and love of this neighborhood. this is a neighborhood that has great

pride and a team that has great pride in the fabric of this neighborhood. this is the missing teeth on hayes street. the 450 building would be a great design. as the developers have worked with three different architects which is a lot more work and offers a lot more to the community which is one and to another and handle architects to this one. it is a great addition, not just to the neighborhood, but to the city and completing the retail space. i urge you to approve the project today. thank you. >> good afternoon. my name is adam lynch. i'm the owner of a business near the project.
