francisco. how exactly this happened the project was rebundled and effectively eliminatedal san francisco contractors. it's a real slap in the face to know that taxpayer dollars were put so what this and there's no san francisco contractors on that. this is millions and millions and millions of dollars. it needs to be held workoutable. i want to see local folks working on local projects. i'd like to see the pride of san francisco come thank you >> thank you. next speaker, please. >> (calling names). >> good afternoon mr. chin.
2:01 pm
>> good afternoon chairman nolan and director reiskin. stan will i president and i was here protesting and 3 months has gone by nothing has happened. i was one of the only contractor that has a chance. i submitted a price with the first year contractor and they got accepted but i was purposely pulled out and 3 months later nothing has happened. i'm reminded this is $840 million of contract that's going to be supported by the san franciscan and i can speak to the chinatown station. it's going to be generated by a
2:02 pm
lot of chinese from the community and also the moscone center and union square it's going to be generated by our community yet we don't have a participation in that. and i just want to once again bring out the contract by the tutors that they totally disregarded the construction you community. and - my firm spent all this time binged for the job and we so close to getting it but yet we don't have any participation. and many - i'm speaking not only for myself but others. they want a dream of working on this project of a project this size and with the pride and a
2:03 pm
someday we'll take part if in it and this chance has been taken away and a thank you >> thank you. >> thank you. next speaker, please. >> good afternoon director and board members. i work with stan will i and 3 months ago i was standing here and very disappointed that one of the biggest projects was taken away from us. a local small contractor. we're certified as l.b. e. and i have a family here, my kids grew up here. i ask my kids what do you want to do when you grew up they say they want to help me.
2:04 pm
i'm very disappointed we can't at that particular time in this project. once a lifetime project many companies have aspired to participate and this is taken away from us. we want to remind the board to do what is right and what is right for the people of san francisco. and like to see what can be done to rectify the problem. (calling names) >> good afternoon directors. what did you do with - your described the trachea industry you put it in the dark ages. the drivers are making half the money. this is a paper from my meter.
2:05 pm
two more hours to go i haven't filled up my gas yet only two hours to go. tom nolan you're on the wrong seat. you put the 7 million - you don't know highway to fight. you've got $300,000 to pay what's his name - mr. ford to get you here so you can do all this wrong. and wire destroyed completely. you are - you say oh, there shouldn't be allowed to - somebody slap on media in my taxi small business don't pay my fair and somebody hit me and you
2:06 pm
say i must go and pick up other folks. many taxi drivers are beat up and we're not allowed to say no. where's the common sense. if somebody get a knife in the stomach and you say no. you must pick them up. this has described the industry. we've been begging you for two years. please set up a new committee >> thank you. next speaker, please. >> (calling names) and those are the last 3 people. >> good afternoon mr. lee. >> good afternoon mr. chairman and the members. we have chinese we have a one
2:07 pm
word sale if you can get here nobody has a bore head. we have me and other people. the public if they can get enough taxi service nobody wants to pay extra money and live in unsafe vehicle. if the driver can get the medallion earlier. the cab driver they've done their job and that's the only way they can make feelings. i bring you to a suggestion like two years ago and driver tried that here and the records show you that this procedure you have to do is you have to feed the soldiers to fight. i give you're good food to the
2:08 pm
general to eat and the soldiers have no good food to eat. there's a way they can start eating pr soldiers is only for another. that's what our chinese many years ago this is the problem. you have to do 3 kind of actions quibble and after this summer a lot of drivers have done their jobs. do the affordable lease okay inform the cab driver. flat rate to the airport because this is a big part of our income this comes from 90 percent of the oh, bay already. so people can bring back the public confidence to our business. p i if you have small cancer in
2:09 pm
your eye it becomes brain cancer >> (calling names) >> good afternoon. good afternoon directors. i want to speak a moment about the 5 line. i freckle use it to go to school. so what they're really doing is kind of on expansion of their turn back service and that's useful but they haven't run it at the same time that you have stop consolidatetion. further as you look beyond their providing more service on market street besides running in the corridor but i have to look
2:10 pm
beyond that. and they're to you tell putting a lot of these things onto the center lane. we have a hope to provide more folks. i can't put many buses on market street because there's the cuing theory and i can't do the california lose anymore. i'm just as a heads up. and the other thing that happens on this line i use. if the check work they're doing on the 28th line comes to frustration there will be more people wanting to transfer to the 5 but it could happen. you have to look around. this is a pilot program but it
2:11 pm
might not take you to the right place but you might want to go beyond it and a >> thank you. next speaker, please. >> last person is bill. good afternoon. >> good afternoon excuse me. good afternoon, commissioners and mr. russ tin i'm very, very angry you don't see the forest because of the trees. you are addressing the tack industry like it's some sort of kind of secondary service to the city. those other illegal folks are not paying any taxes. i'm paying $125,000 for medallion for the privilege of
2:12 pm
driving a taxi in san francisco. they pay nothing. why are you charging money for medallions and they pay nothing. what's the deal here. you said your short of money but the problem is you're letting those people operate free. taxi drivers are quitting in droves for driving for lift and other services to make more money driving for those services. you won't have a taxi industry here for long. there's now twice as many mustache taxis. the taxi industries is going to be defunct. you've got to see the major problem. you know, those people get away
2:13 pm
with murder. they're out there picking up people in front of me. the police do nothing. nothing. why can't you endorse the laws that are already in position (clapping) >> anyone else want to speak. seeing none. >> moving on. >> actually, the comments from the contracts struck me as reasonable request and i don't know about a monthly basis but it would be good to see i think we made a commitment to the local folks to involve them that the members might be president some kind of a report. >> i'd be happy to send you a
2:14 pm
quarter report there's the local higher business data as well. i've seen the communication between the contractor and our folks as we discuss we've provided a list of local biz businesses that could do the local work and my understanding is that some of those connections have been made and those local folks have been bracket on >> typically we get the contractor report sent to us. that for at least for a while i think there's still opportunity to do that >> okay and a item 8 citizens advisory report.
2:15 pm
>> on our august 1st presentation we had a presentation on say better market program. we is paid attention to the muni part and we have some recommendations coming out of the briefing and we'll hope you'll deal with that in terms of the math street project. i know the mta is fully involved in but it seems to be a big project and the people who are involved with it the folks don't seem to be involved in it in terms of what the role of the mta is. we asked them they say that's the number one goal here but we have some ideas here. sfmta recommends that the sfmta more expensively integrated the
2:16 pm
speed goals of t e p and the better market street project include specific metrics for transit time improvements. c ac further recommendation if the sftv better market project carefully establish the capacity of running the total metric system capacity or in response to emergencies. the c ac recommendations that the possibilities are studied for the additional bike parking as part of the better market project. thank you >> thanks. appreciate our work. members of the board questions or comments. members of the public
2:17 pm
>> this is an opportunity for the members of the public to address the issues not on the calendar (calling names). >> okay. i'm here again. i'm going to carry on where i left off. this taxi industry in this city is very, very important part of transportation in san francisco. it seems you treat us like second class citizens. i'm making less than anytime wage. i used to make 2 hundred bucks a night now under a hundred. are you going to make up my pay. i mean, i basketball a medallion and i was very grateful to own my medallion but i'm starting to
2:18 pm
regret it because i won't be able to make the payments on the car. to the credit union i'm not making enough money because of those willing car services. and their illegal. theirs not packing company insurance. if they g.e. get into an accident the passenger gets nothing. there's no regulation whatsoever and the police do nothing. why are the police doing nothing? i just noticed recently there's more and more illegal taxis from out of town that come into the city and a taking our money away. everyone in this city wants to
2:19 pm
be a taxi driver there's 18 and 19 year girls driving. they have no cameras in the cars. they have no regulations whatsoever. >> thank you. next speaker, please. >> (calling names). >> good afternoon mr. woods. >> good afternoon. i'm here to talk about the pomp street parking project. i'm a small business owner and they plan to eliminate the parking on the street it awful. the people that carry my business are handicapped. this would eliminate them as
2:20 pm
consumers. and the park let across the street losing or those 23 spots would be gone. mta has been aggressively pushing this plan but some of the presentations have been less than honest. they tell us how much parking there is but half of the street is unavailable every morning he and beneficiary bush street is inner available every morning. they count yell or white zones available for us and our consumers to use. there are many more examples in the meetings. i've been collecting signatures and the omittance consensus is we have the clearly marked bible bike lanes.
2:21 pm
but this is financial damaging and it's unfair for a commercial district you wouldn't san francisco do this to fillmore street or other streets do do this to us >> thank you (calling names). >> good afternoon. hi. i'm here for the pomp street project just opened a restaurant there. i'm worried about how that effects business and whether or not the customers have parking spaces. i hear that putting that towards the public transportation would be great. i'm actually a power lift yours i was hit by a car and i feel bad for the taxi drivers but
2:22 pm
it's been beneficial to open other restaurant. i feel safe and scurry know who is picking me up. i don't know how i would get around i come from longing and i feel backing bad to the economics of the cabdrivers and perhaps that would be greatly and the. i want to give up my car i'd like to see better transportation but for those who have to park to try to keep some parking >> thank you. next speaker, please. >> (calling names). >> good afternoon. good afternoon, sir thank you all for lettuce speak. i'm on the fourteen hundred
2:23 pm
blocks i'm talking about the bike lanes. i do not think the plan was properly made. i think you know the raised bike lanes exam in effect after the bake lanes and we weren't informed on that. i also stand with mark and other merchants they will really hurt ail the businesses on pomp street. pomp street is just starting to branch out and get beautiful. i feel like i'm shot in the foot. i depend upon my parking for the customers and everybody i've sfoej e spoken to including the bikers themselves oops this plan. we've collected numerous
2:24 pm
petitions for you and i thank you for your time. i know it's a tough thing but we have to work together. it's a big thing you guys are proposing and the construction would be big. kind of work with us 80 to make it happen. it's a very hastening topic we've been in this location for 10 years. i would have been more reluctant to sign my new leases >> thank you. next speaker, please (calling names). >> good afternoon, sir. >> good afternoon. i'm responding and i'm here to talk about the polk street.
2:25 pm
our family practice has been there for that 64 years and my son after congratulation is going to be higher longer. i'm here to talk about the bike lanes. because we're in the eye care business and most people over 45 inside a prescription and we serve a older population people that are in their 70s and 80s and 90s. and many people need transportation. we have many out of turn-on's from north and south to east bay. and the economics and utilizations factor of the bike lane make little sense. the removal of meters will cost
2:26 pm
money and decrease right side. only 5 percent of people travel by bikes. it also says that 46 percent traffic by cars or carpools to work. just by the numbers it that didn't make sense to create bike lanes for 5 percent of the people. it also rains 60 to 70 days per year in san francisco. 13.7 percent of the point-of-sale population of the folks are 60 years old. and if the goal of the sftv is transit first, they should be working on say safety of transit >>
2:27 pm
please. >> (calling names). >> good afternoon. i'm also one of the merchants on 14 polk street. i'm all for making it safer for bike lanes. i'm a firm supporter of san francisco being green and of the sustainable ways to maintain the environment but the rice bike lanes it takes away 50 percent of the parking on polk street is a big project and it damages the small businesses 3 right lane on parking. now the upper street is being built up and we'd be happy to share the road. i asked a lot of the sfmta engineers and they said the lanes were ash trilateral going
2:28 pm
to do that. and many of the engineers said the ideas were for the safety. looking at the collision report on your website there's only been two bike added on the corner of california. so my proposition is at minimum it shifted one block down south to polk and pine where's there's been more accidents. and so far as safety i ride a bike and a lot of the bicyclists are not fit to ride in a major metropolitan area. physically they don't look save
2:29 pm
on bikes they don't turn or signal and a lot of the hip stare bicycles can't stop because they don't have brakes. >> >> thank you. next speaker, please. >> (calling names). >> good afternoon ms. smith and a this is regarding saving the parking on the 14 hundred block of polk street. other business owner on polk street in the earlier we were discussing i would like to ask you to please consider the direction our taking. the proposals is a failure involving the businesses. many businesses including my own
2:30 pm
already doing their best to get through the tough periods of time. when many of our customers are not able to spend as much as before are that the proposal would make it more difficult for our customers to reach us and to park nearby. the farther people have to park the less likely they're going to come. in addition to the street parking the construction that would be necessary to create the changes to the street would most surely take a very extended period of time to complete. during this period of time our customers exist to our business would be more restricted. business that just getting by as it
