already doing their best to get through the tough periods of time. when many of our customers are not able to spend as much as before are that the proposal would make it more difficult for our customers to reach us and to park nearby. the farther people have to park the less likely they're going to come. in addition to the street parking the construction that would be necessary to create the changes to the street would most surely take a very extended period of time to complete. during this period of time our customers exist to our business would be more restricted. business that just getting by as it would fail with the period of
2:31 pm
riektd access. and this is not the chance that it is a fair for the city to ask us to take. there are other concerns in the economy. polk street is narrow and just enough room for parking. a street like vine street is much wired and it is approved for bikes >> thank you, ms. smith and a >> thank you. next speaker, please. >> (calling names). >> good afternoon. i'm executive director with the san francisco bicyclist coalition. one of the other facts is that polk street is one of the latest save streets and one of the highest streets that people get
2:32 pm
hit by cars. i'm here to talk about a 24-year-old woman was hit and killed on following sum and sixth streets. this is the third fatality of people biking and all involve large trucks. i want you to know that we will be holding an action on the sixth and corner of filling so many street and to urge the city leaders to make our dagger streets including market and following sum streets safer. we're asking for our will projects that our agencies will redesign. it's been sitting on shelves and
2:33 pm
it's been slowly more for an a decade too fast track this. if you were to get out there and start over i'm guessing that you do have the power to change those streets 1928 it will take money and time and prioritization. i ask you to prioritize folsom in our open coming budget to make the changes as i'm insure you want to prioritize. i'm going to leave an open letter for the board. >> >> thank you. next speaker, please . (calling names) >> hi afternoon and chairman and fell directors. i know my scondolences.
2:34 pm
unfortunately, the notification to the stakeholders the industry i consider very poor. that when i go to the website there's not an update about what's on the agenda or what's going to be discussed and oats e-mail notifications go out late and the attention has been poor. i think it's important that at least they put up noticed o notices at the different can be companies and to send out the notices because it's important to vet those items at the town hail meeting. we can ask questions and get everything clarified and a lot
2:35 pm
of good information comes out. and it's not fair to not provided 2340r information. regarding the meters. they're putting a lot of meets by frank and golf street. and a lot of time their empty. there's not a lot of businesses that require the turnover. i'm telling you the meters are going up where they're not going to be used on a constant basis. the 9ers are going to have a lot of out of turn-on people paying a lot of money. i want to make sure we have police presence when the drivers pickup and there's proper notification to the cab companies when the games end so we can get good can be drives to
2:36 pm
the games and a (calling names) >> good afternoon directors. i want to speak a little bit more about the taxi industry and the crossroads pears to be at now. there was a young woman who faubld how she don't understand on lift. i don't believe the doom and gloom things i think there's a demand for a service. and the taxi industry as a whole has not met those services. we must become a bigger industry to keep our industry busy and intact. i mentioned earlier it's unfair that the industry drivers and companies can parking meter
2:37 pm
against others so this woman can get into a list it didn't mean that vehicle is insured or the driver is appropriate to drive and pick up folks on the street. we must take dramatic action now to become a reliable service. that means capacity. it's the number one issue. those services are in service because we haven't met the capacity for the service. where are the 1 hundred and 50 medallions. it takes time to buy vehicles and put them anti. a passenger would prefer a taxi than a car with a pink mustache. second standards. let's make sure that every color scheme and every taxi meets service they have property and
2:38 pm
orders for their drivers. we have 32 can be companies that don't provided the service for the city demands. >> thank you. next speaker, please (calling names). >> herbert whiner. now i have a real difficulty with the taxi problem. you admirally advertise that taxis should be insured and the drivers over protection to the passenger. at the same time, you advertise those banned taxi drivers under a cars. you have con specific large signs to patron them.
2:39 pm
i know that ed lee likes this. your placing them in danger by putting them into those taxis. what happens in one person is kidnapped that were i think there will be a change. this is clearly illegal and on a signs should be dated on vehicles that advertise those taxi and it's criminal behavior. so i should not sign on the them. i strongly ask you to take down the signs that advertise those illegal taxi >> >> thank you. next speaker, please. >> (calling names). >> i was going to continue on
2:40 pm
micron local issue. i want to refer to the special agreement between the disabled community. the disabled community agreed to pay for parking. they had this right but if something is free you can't have enough of that. isn't this a tremendous conflict when people coming in come here and talk about their needs. their dulsz in the room and they're going to help the system and do something good. we have changed the planning code to have people provided parking and we found that wasn't enough. so we got into permits so all the people would have parking. and so, now i think that is it a
2:41 pm
special thing. in an age when we see that certainty privileges of race and gender no longer apply they say you can park in this area because of your address and every now and then i think my abstracts to the time. this becomes a very special kind of solution for polk street. if you want to put a bike lane in and take out a few parking places what is wrong with moving it around the corner. i think if someone took to supreme court you can't park in a few areas, put a few meters around that.
2:42 pm
you can't also serve everybody. it's almost free if you're a resident and it could help the merchants by moving a few spaces around the corner. so >> thank you. next speaker, please. >> (calling names). >> mr. tom nolan. did you remember your promise to the drivers when an issue was on the agenda and it wasn't shown up and cancelled 4 or 5 days. when the drivers are here in hundreds and you say it won't happen again and you apologize and apologize and apologize. you did it a few times. this time it was on the agenda for one month. and we prepared 7 thousand drivers to come here and start
2:43 pm
speaking. and on 15 just a few days before we see it's not on the agenda. it was on the website on the 15 and taken off. this is the way the city is being running. what do you want us to do? and today on 10 and leveling was on the agenda we were totally unaware and we couldn't prepare the drivers and we couldn't inform the drivers. this is the way the industry is run. all 5 or 6 you have where it is
2:44 pm
intelligence. they fear the drivers. the system is not working. hoover got a very simple technology and the company never have the technology. we need to have a consumer contact on the phone on a one-on-one >> thank you. next speaker, please. >> (calling names). >> thank you very much. will leveling years ago 3 billion asking price for google. oh, they don't have oversight. they lost the fat cash and this is happening about three years ago. i remember that the u about her taxi industry. so they give up and started with
2:45 pm
a limousine. so the cab driver don't fight are we're a soldier but i have no weapon. lower the price because i make $5,600 per month without the car. the driver had to maintain their own car how can they make living now they shift their contract to the hoover count. before you kind of pro rich policy. what is pro rich like egypt's they have no food. i good along with the cab driver too much. we have to service to the public. i go out to the street but i
2:46 pm
need a medallion i want to do this in the right way but you don't give the right chance. you know, how many drivers sign up in the hoover office. they give up hundreds of dollars every day of the week. they're adding hundreds of he or she and you're going to lose your entire taken service soon >> thank you. next speaker, please. >> (calling names). >> good afternoon i speak as a patient of responding. i am one of those are persons who come from the east bay and i take vague of the parking on polk street. i wanted to do now is circle everyone here to immediately
2:47 pm
stop seeing you're open technologist and go to see the doctor by bicycle or transit in any way possible. i'm here to encourage that. thank you >> thank >> thank you. next speaker, please. >> (calling names). >> good afternoon. hi. i'm here to protest the turn around that's being planned for illinois between 18th and 19th. this is something that seems like a public project just gone mad. when it was designed i'm sure it was a sound like idea but the area has changed to annoy that it almost is unresponsible. the fact there's going to be a turn around from a new park open
2:48 pm
for the public that's being planned from a preschool that's operating just up the coroner from residential that's being built outside that will have hundreds of units. it didn't make sense. i know there's an issue with the money but for the hill and a dog patch it in make sense. it should be moved to a more local location such as a 26 accounting street. and i hope this study can be done soon and something can be happening for all streets to open up transit for our parts of the city that's growing and changing everyday. this is not the by the way, to do it. this is one of the things that will go into place and it will take more money to move it at
2:49 pm
that point >> thank you. next speaker, please. >> (calling names) and that's the last person who submitted a speaker card. >> good afternoon. >> thank you for your patience. i'm madeline i founded the organization of polk to polk around the polk street light initiative to have the argument that was happening with no reason and relatively fact free. i have a background it's a relevant but besides that we have been actually promoting dialog of people who are blind to points of view. there's a denial of facts and blindness to simply measures that could be taken.
2:50 pm
we're promoting simple measures to help the visually and a hearing i don't hear anyone expressing grave results from the parking lot for some of their clients to walk on say sidewalks and some of the daggers they face. another example i spoke with a business that was litigiously in the building of the parking garage saying he needed street side parking. there's no imperfect people have to park on polk street. we're subsidizing this cheap parking and subsidizing the viewers that are happening to the tune of $28 million a year and we're further open to lawsuits to the injuries on
2:51 pm
polk street. $0.95 it's not a zero-sum are that i have the most of cycling it will be will the >> thank you. next speaker, please. >> (calling names). >> and those are the last two people who have submit speaker cards. >> ladies and gentlemen, of the audience. and commissioners good afternoon. one of the most positive things i've seen in the city in the past 10 years is the firing of the board of city college and bringing in one person to run the whole show. i'd like to see that happen here. we pay you 20 some million a year from the taxi business and
2:52 pm
we get zero in return. you change the site and the features and you navigate we don't know what you're doing and you lie about it. yeah, the taxi advisory meetings that claim we agreed to items with nothing ever happening in the meetings. we look around and see hey, your augusto red zones and we still get tickets in the red zones. how much have we paid you for that loan and that's illegal. we look around, we see
2:53 pm
commissioners and fat salaries at the mta and you can't regulate the business. i see more and more gypsy cabs in the city than in the last 44 years i've been here and you do nothing about it. you have a any questions i didn't mouse e-mail site. i thank you for your time >> (calling names) >> good afternoon. good afternoon barring with the san francisco can be drivers association. i'm here to commit on this the woman who said she relies on lift and those so-called ride share services and they're not that but they are calling
2:54 pm
themselves that and are committing insurance company fraud even if there is an excess insurance policies in place. i want to commend the mta for great comments they submitted to the cpcs decisions on this issue, however, i think the mta needs to step up to the plate and start endorsing the laws. the laws should be followed and until their changed and not the other way around. we've collected license plates of nearly a thousand cards that's more than the number of taxi vehicles and we're highly recollected. hockey the charge us with those fees when you're not out there ticketing those guys.
2:55 pm
it's not ride sharing and exempt from passenger transportation laws. and i think one of the problems here is the mta was focusing on far too much of how much money they could make on the medallio medallions. the mta couldn't sell them themselves so they held off issuing imply medallions until they could make money on it. and another seclusion we need to prior was when we had the advisory council. if you have to buy off the companies that have pay off their apps but we need our own apps and quit advertising for those illegal taxi companies
2:56 pm
>> we'll take about a 10 minute break. okay? we'll be back in about 10 minutes.
2:57 pm
