matter until 2013 by a vote. good afternoon. i'm with the department staff. the item before you as john avenue said was continued to address neighbor concerns that you are is project requires c u forgive the demolition. the project is here and i'm available for any questions that you have >> project sponsor please. good afternoon, commissioners. jonas could you please hand out the changes that have long been made to the project. i'm here to present.
2:42 pm
at the last hearing the commission came back with roemgsz and questions and they asked for a list and our response to your requests. i'll go over them briefly. one of the things that was discussed is adding light wells to our western adjacent neighbor. we've chosen to provide the windows for all the property line. windows are not required to be responded to with sympathetic light roof but the applicant has decided to do this.
2:43 pm
so you can see there are two light wells adjacents here and just above where our neighbors windows are. the lower light well, is a operating window within our neighbor and the upper light well, is trontdz the two light wells that were responding to our neighbor's property. one of the requests was to provide additional parking. the city - we did require a parking variance yet the commissioners exhibited some hesitancy about this sow we have checked two garages and the
2:44 pm
intent is to rent two additional spaces so we would comply with the parking lot requirement without the variance. widespread to note if we were to add the two parking spaces it would be approximately 5 hundred square feet on our property and the commercial space is 8 hundred and 82 square feet so it would did he ludicrous the commercial space it does add parking to our building. people walk blocks after they park in a neighborhood so we feel like this is a solution and to remove mechanical equipment off the roof. the furnace had about that removed from the roof to the
2:45 pm
basement which leaves the ventilation. we're also intending to use a screening fence to soften the impact. another item of contention was window information. and so the windows that are being used are you w c aluminum window and on sheet 3.4 - we've now provided a window wall section. the windows themselves we've recessed four inches from the facade of the building.
2:46 pm
and they're a mix of opening be able and mixed. it's towards the modern but their punched windows there's some concern about adding trend or mold around the windows that's no consistent with the intent. another concern was to articulate the facade better nippi the addition worked with planning staff kind of extensively to come up with the designs we have now. what you can see is there are four prominent bays that mark go across the building.
2:47 pm
there also a corn in his at the top of the building that has a strong shadow line and if you look at the building adjacent there's the same thing. another concern was about the easement. there are two easements on say property won a sewer easement that's been abandoned it was granted a one hundred years ago and that sewer line is no longer in use the sewer is in the front so it's - we have - the applicant has to go through the process of legally banned the easement. the other easements which is the egress easement we've provided
2:48 pm
the actual easement it was in 1987. and the issues that all the commissioners had the easement is only for egress and ingress. it's not for public use. and is applicant may relocate as he chooses as long as he provides access and we've made the easement shorter to it make sense if it's march safety. also in the text it also allows for lock access so it can, locked from either side the owner has to be provided with keys. it's not for public use.
2:49 pm
and when firemen come into the building this is common. the last thing there was a question about the architect credentials and he was educated in berkley in 1962 and has been licensed in the state of california since 1985 >> opening it up for public comment and i do have some speaker cards (calling names). >> good afternoon one of hi i'm
2:50 pm
a neighbor behind it. the parking is the fact that the applicant has applied to the city garage for a space that means say the applicant gets the space in a year if it takes that long he can transfer it to anybody he wants. i don't think that's legal so the fact that he applied for a space doesn't mean anything. it's just, you know, whoever lives there has to apply for the space otherwise we're going to have a whole, you know, bunch of illegal people putting names in for no reason at all. and as you guys well xhoe knee the edward the second so it will bring in a lot more people and
2:51 pm
those at risk youth who are going to be moving into there the first thing they're to do is buy a car because that's what young people do that's what i did. we're adding more parking problems to the neighborhood. that's it >> thank you. >> thank you, commissioners aim alfred i live dribble behind the street. the first issue was the mechanics. i was concerned about the noise level from the mechanics. i got some new pictures some new photos it's still on the roof.
2:52 pm
it's been said it will be moved and i want to make sure. the second concern is the parking lot. i do except there will be a lot more cars in our area where parking is very, very tight. it's gotten to the point where findings street parking for much of the day day is enforceable on my block and i think that the fact it parking spaces are from the condos is going to make it ever more have a problem so that a lot of people will be renting because they don't buy when they found out about edward the second and they'll find the easiest way to do it is pay the city for parking and park on the street. thank you
2:53 pm
>> hi, good afternoon. i'm the president of the lumbar association. i've spoken with the projects managers and the engineers and we've had meetings in regards to that building. we fully support this project. this project goes along with making lombard street better. as you know lombard street is very bad vacancies for merchant and it's run down big time. this is one of the projects we support and we like and like to see more and more like this that's it. thank you >> hello, i'm torrey i live on
2:54 pm
the same block on the 24 hundred block. i'm in full support of the project on lombard street. you did not i don't have is big issue so adding two more spaces on the lot is not a big issue. it goes well, with the neighborhood 31 scott street looks similar and i fully support this project going forward >> thank you. any additional public comment? >> patricia marine a merchant
2:55 pm
founded in 1972. number one is great improvement. i w i w i w i was disappointment in the designs but i'm not going to want it changed. jack chang the owner of the building to the west was asking for 5 street and i was wondering if there could be a compromise for jack. they ask for a exit straight out to the street and the developer said no. the rest of this it up to you. we're in favor of housing. we've campaigned for housing
2:56 pm
ever since i can remember and it can afford some foorlt. but the big deal is about the parking lot and this city a setting hearings for conditional hearings and expectation to the rule. this department should make sure those hearings are heard at the time of the conditional uses and not when the majority of the neighbors don't know anything about it in the parking issue. that's where were we are it's up to you. thank you
2:57 pm
>> is there any additional public comment? i got faked out >> that was quite elegant. >> as a project sponsor we're given 10 minutes to describe the project. >> am i allowed to rebut. >> no unless the commissioners have questions. >> it's actually not correct. >> is there any additional comments. okay public comment is closed. >> yeah. you'll have some questions from me. my first question is those are condo mapped or they are not going to be sold >> yes. sir. >> so we have 11 units means 8
2:58 pm
parks spaces are. >> there's 9. >> oh, 9 parking spaces. >> and that leaves us would 2 spaces areas but there's going to be it is way it looks like 2 units without parking. >> yes, sir. >> so what would be the situation with the owners of those units? we would they be able to purchase the parking from the garages or would it be a long-term rental >> it's a long-term rental. i've been associated with this problem the condominium association can have two spaces
2:59 pm
assigned to the condominium association and then the owners of the condominiums can rent from the condominium association the parking space that are in the remote lots >> so their assigned. >> in the lots - and so the hoa is the renter. >> okay. that's going to have a few more questions on say thing here. you said the windows are aluminum something around the aluminum i assume. in their not just bare aluminum >> no their colored aluminum. their dual grazed and i actually have some - so their powder
3:00 pm
coded aluminum windows so their silver gray in color >> i assume the covering makes them impervious to saltwater climates. >> that's why their powder coded. >> then i i said there's going to be case windows. >> yes. >> the ones that are open will be case time and there are separation between the windows and the face of the building. >> face of the building. >> yeah, that's okay. >> relatively speaking that's a deep recess so 4 inches. >> and then the materials on the outside of the believe is that masonry facad
