radner just passed out, this reflects the staff's recommendation for that site. this particular drawing is simply a graphic of the recommendation that was made. commissioner moore: when you submit a section drawing you also submit a plan. this implies that this type of configuration happens over the entire site. in architecture, you do a plan and you do a section drawing more you take a section. we were never shown that section drawing. i can see this and do not really quite understand it. commissioner antonini: without going through all materials, this really looks familiar, or like something i have seen. i am not saying it was there was not there. we have a lot of different

so moved unanimously. i do apologize. now we move on to the regular calendar. item eight a and b 4205 prince street, a request for a conditional use authorization to allow development on a lot exceeding 10,000 square feet to establish a non-residential use exceeding 3000 square feet and to establish other entertainment use and other large institution use above the first story. the also request a variance. >> i am kevin guy, with planning commission staff. the request before you is for development at the northwest corner of franklin street.

this would conduct a new three story building measuring approximately 38,600 square feet that include an auditorium, educational facilities, a ground-floor restaurant, and a loading dock. the building would be used by the sf jaguars to host performances, offer education classes, and serve as an administrative center for the organization. conditional use authorization is required for several aspects. it would allow development on and what exceeding 10,000 feet. nonresidential use would exceed 3,000 feet. it would establish and other entertainment use and other large institution use. all of these require authorization within the district. the project's sponsor is also requesting a variance to allow an architectural projection that would extend over the side of

from one street. this is intended to emphasize the corner entrance to the lobby, provide identify ability to the project, and reinforce the brutality of the building design. there is no mechanism in the planning code to allow such a feature, therefore variance is required. the area surrounding the site is buried in scale and visual character. staff and product sponsor have collaborated extensively. the uniform maps of the building relate well to the performance -- performing arts and institutional structures in the area. however, the project is smaller in scale, a transition to a greener pattern of development. in addition, the staggered upper floor utilize is deep reveals, creating depth and shadow that is reminiscent of punched windows in some of the older buildings in the area. finally, the streetscape is lined along fell and franklin

street, revealing activity within the restaurants and the lobby, where patrons will congregate. overall, the building trades the contemporary statement that reflects the scale and character of the altered element in the area. at this time i would like to distribute a number of letters in your pockets. three of these are in support of the project. one letter arrived from a representative more recently -- a representative of the more recently completed project to the north of the proposed project. this letter does not express the proposed project resistance earns about the scale of the building, the size of the mechanical level, the question of access to london's st. regis linden -- the question of access to linden street.

presentations, programs. we are the largest nonprofit presenter west of the mississippi. we are the second largest nonprofit jazz center in the country. the present over 100 concerts a year for the jazz festival, our free summer concert series, and the touring ensemble. we offer a dynamic array of artistic and educational programs to youth and adults alike. we are committed to encouraging jazz appreciation on nurturing evolving artists of all ages. creating a home for sf jazz will allow us to greatly improve our service to our community. it will create a community gathering place that serves the neighborhood and all san franciscans. we want and -- we want a building that creates an identity that reflects the opening and fluidity of jazz -- intentionally welcoming and different from the massive,

closed buildings we associate with art. the chosen site on franklin is because a large percentage of our audiences and attendees travel by public transit, and our students do as well. thank you. >> our project is in the hayes valley district. all aspects of our planning have occurred within the guidelines of the market wind. we have spent two years working with the community on this project. we have had extensive conversations and meetings with artists and musicians come up with the height valley neighborhood association, and his fellow a neighborhood association, and community members, as well as other constituents within our jazz community. the design of this project does reflect the goals and input of

the community we are seeing today. it also reflects the specific needs of our educational program and what we intend to do. we have received great support from the community and look forward to being great neighborhood citizens. i would like at this point to introduce mr. cabanero, the architect of our project. he will have some more words. >> thank you very much. and you very much. i am really honored to be here today. i appreciate the opportunity to speak briefly to the project. there we go. we see this as an extraordinary opportunity, a place which could be and should be a perfect building on the set. as kevin said, this is seen by all of us as trees -- as a transitional site transitionalhays valle -- a

transitional site, with hayes valley on one side and the major art buildings on the other. having a mixed use -- on the siren now is a mixed use building and other vacant properties. all of these buildings are eclectic material choices. it is really an opportunity and a challenge to try to pull this together. we look at the site plans. we can see on the right ffranklin. that is linden above. the staff has talked about the project serving as a transition between these areas. what does that mean? can we do something that is both fine grained to fit within the hayes valley district, but something that has the cohesiveness to be present on this franklin corridor of public

institutions? on a more specific basis, we would see that the project entirely conforms to issues surrounding the height limits and zoning uses. there is no off street parking provided. the loading functions are on the left part of our property, to the west. they are taken off the street. the main entry is at the most prominent intersection, the urban corner at franklin and fell, the lower right corner of the project. this is the ground floor plan. the staff talk about how this is unified, very compact and efficient. the public spaces are essentially and el that wrap around the bigger auditorium. the auditorium is designed to be a flexible space for a wide variety of performances and presentations. there are four different points of entry, including one at each

entry and one -- including one at each corner and why mid- block. we think the access and the glass at the street level will bring the building a warm feeling, an anti-institutional presence. we also feel the glass at the street level will have interesting programming activity behind it and will engage pedestrians fully. the key frontage is on the major streets franklin and fell. the ensemble room in the lobby are visible from franklin. the restaurant and the lobby are visible from fell. the education questrom is visible from linden. if we go to the second floor, the major lobby at the upper level is the performance auditorium. it runs the entire length of franklin. at the north and south elements of that lobby, there is a large document at each and to add depth and recess to bring the public literally off the street and help the building turned the

corner as a cohesive statement, as a public-serving institution, and to allow the public character of this space to be used permanently. along fell, there is a large book of the two transition to the church, the institutional never to the west, and to lend a public presents onfell and add scale of the public institution back into the neighborhood. if we go to the third floor plan, it contains largely the administrative offices that support the nonprofit mission. the performance hall is the big x on the upper left of the four plan. that requires 40 feet of height in order to accommodate satisfactory sightlines. we need the volume for the music. when the silence for the experience of the patrons. the son access lane for linden

has been fully utilize. that brings the glass back from the midpoint of the project to the west along linden. that brings to light into the hall, which allows this building to have blue sky and sunset. it also brings in the issue of sustainability, meaning energy conservation -- less artificial light, and a great deal of human comfort. the sunday afternoon matinee will be no. facing the light in the performance hall, which we think is a wonderful thing. we look at these two sections. the s.e.c. report are quite a bit at the performance of killing the tree falls -- the three floors of the building, but it is situated in the center and well isolated from the exterior. therefore, all the sounds from the performance space are designed to be attentive. it will be perceptible up said the building. well this auditorium is

significantly smaller than some of the larger performance spaces up the road, on franklin, in general performance spaces just require a larger volume and never acquire a bigger footprint because of the nature of sightlines and acoustics. we have done that. the building is both compact, in that we utilize every square foot for programs, but at the same time we have done the design that maximizes the volume of visible to us within height regulations. on this image, we can see a bit of our overall concept for natural ventilation. the building is designed to be highly sustainable in all ways. we know that is consistent with what the city wants. it is very consistent with what as a jazz. once. we designed to a leed gold standard. it is our understanding it will be the first of its kind anywhere in the country that does this. a lot of energy and thought has

been going into how to bring this ventilation. we do not want to bring a vibration and noise, and at the same time to not want to have so much air conditioning in the building. this results in the dry and use it on the right come up with these recesses that allow the interplay of error -- interior air going out and the exterior air circulating in. this is designed by intention. we have scaled these devices. they are married to the form of the building. it allows the building to retain its cohesiveness as the destination of a civic building, which is very much the client's intent. this is a detailed image which is not in your package. it is an enlargement of the rendering to show you the idea of this class -- this glass

which is recessed in and out of the wall so we get ventilation. that brings the building a rhythm and elegance. the ground floor of the building is transparent. i talk about the transparency bringing across a vibrant streetscape and revealing the activities of people dining, patrons in the lobby, or students rehearsing in the ensembles rooms. it also talks about the ground floor restaurant diversify in the options within the neighborhood and further activating the streetscape at night, even when sf jazz does not have performances. they are all good things. we think this natural ventilation approach is terrific. we think it is the cutting edge nationally for a performance space. we're trying to utilize it here at this time. to rub the building, we are utilizing sustainable technology in ways that have not been used in a project like this before. that is all part of our mission to be innovative and forward

thinking. these upper floors to see on destroying our projected out to the property line, with the ground floor recessed behind. that further defines the pedestrian experience, the street experience, and lens scale to the important ground floor that is really pivotal, i think. on this program during, which is looking down -- i will wrap this up. i am almost done. we have a lot of elements specifically tied into the market plan. the corner entries, the multiple entries on this block, the scale of the building, responding to context, and very specific responses to the market-arcadia plan -- the horizontal floors, the recessed windows, the cup, the ground floor entry. this shows the the side of the

street side, trying to maximize street light, and element all of these programs to go on at different times during the day. there would be a visible part of the neighborhood. lastly, a drawing i do not think you have seen is an interior rendering. it really relates to the staff report talking about this being a welcoming space, a place for new local talent as well as well -- as well as more well-known groups. it is about a community having a place to go in san francisco. in summary, we believe this design on this site will be both at home in a hayes valley neighborhood and a part of the institutional family which exists immediately north within the san francisco city center. we believe that is unique in the united states and want to be part of it. the you have questions for me?

president miguel: i have a number of cards on public comment. john caldwell, aaron levine. before you start, congratulations. >> same here. commissioners, i am the coordinator of the mayor's six debtholders group. i am delighted to be here today to endorse this great project, which will add to the arts and educational facilities in the city center and franklin street areas. i think this project has been well planned. as you can see from the presentation, i have been concerned about the narrowness of the sidewalks on franklin street. it becomes a problem at the

intersection after performances. the sf jazz people have told me they are planning to put a bold in front of their building to avoid that safety hazard that occurs at other corners. no we do need to deal with the franklin street area as more and more institutions come to the area and more and more people walk on the sidewalks. sf jazz wants to be a member of the community. the have indicated an interest in participating in the community benefit district for a civic center which is being planned to the mayor's office. i think this is a great step forward. it is, as we have said for many years, part of a progression of the arrival of new and expansion of existing institutions in the area, whether they're large, like the conservatory of music or large

for the international schools. and this is not going to stop. the next one that we know for sure is the rehabilitation of the veterans building with the expansion in the back that the opera is contemplating. that will take the veterans building, which has been relatively underutilized since the earthquake and make it into a much more vibrant locality. not only will there be a theater, but in the upper stories there will be facilities for more arts facilities, as well as a new and rehabilitated facility for the veterans. and there are others in the works that you may be aware of, that i may be aware of or that neither of us are aware of. but certainly there is interest in more facilities. one development that i want to note for you, which i think is particularly important to the greater civic center area, is finally an approval of the lease for the civic center -- for the civic auditorium --

french-american international school. we are located at 150 oak street, right at the corner of oak and franklin. we've been there since 1977. our school is about 940 students, and it's about half a block away from 205 franklin. and the school administration is most supportive of the project that's been described today and been described to us in communications with sfjazz. we believe it provides a significant enhancement to our neighborhood in several important ways. one, it's a beautiful facility. two, it further develops the arts and education nature of the neighborhood that's been growing certainly since we've been there in the last 10 or 15 years. and lastly, the additional foot traffic, the additional presence of people in the neighborhood, we feel really enhances sort of security, livability and good feeling of our school and the general
