once you have rebuild, maintenance is relatively low. you can look towards the future then if you're subjected to the marketplace for natural gas and other kinds of nonrenewable. the real issue is how old do you collect enough money to build on those in the first place? you would have to include owning in order to stabilize. the other issue is if you have enough customers. we would need a good number of people's needs for long-term customers. you don't go out with the big built because you are getting a customer base that is somewhat

with historic lows, let's jump in to where we are with our sales. this is number four of an estimated 10 or 11 that we will half. we have issued the 37% or about $1.7 billion of our program with this sale. if i could just have the overhead projector. we have had a sale on the ninth of june, $489 million. this came out at a really great interest rate. as compared with our traditional 5%, this would result about $100 million over the next 30 years. we will be sharing this with our retail and wholesale

customer base. we're hoping to bring those savings forward. we did have three serious come of this was automated meter in in the structured or the project which was about $57 million coming in at 3.4% interest rate. this has a 35% subsidy that comes back to us in the form of a rebate check. then there is a series that had a little bit of refunding. we kit a sense if any of these can be refunded with the interest rate. we did that coming in at 1.6%

which is a great number over five years. three different series. we have had a tremendous number of bidders, they are the traditional tax-exempt bonds. there are many people in the marketplace that would like to buy them. the middle series has $418 million. this is one that we are very happy that we have had coming in at a 3.86%. wells fargo is a new player. de have been noticeably absent of late but they have stepped up to the plate.

>> he approved nine under $50 million in bonds in april. we will come up with a little bit over $500 million next month in july and that will find us through the end of the calendar year. after that, we will have our late december, early january time line. we are fortunate that this results in tremendous savings. is there any way that we can step up the sale of our bonds to

enjoy these interest rates? >> a number of these have come through our doors. we have done some analysis to look at this if we were going to issue the bonds now. the dilemma is that you need to have a rate to find that service even though we might be issuing in number of bonds. do need to have some kind of funding to pay for that service. some disproportionately hurts the rate that comes up in the next few years. we will constantly be looking at this. we have some of these sales in larger numbers than we probably would have had.

the community is giving us their advice. they have worked a long time in the past year and a half and we did not want this to end in a discussion about what they had thought. we want to hear about the kinds of thoughts that they are talking about. >> this is one of the processes that has been valuable for staff and a learning experience. i think this is a great example of how the public process can work for a very complex project. i think that we were happy to

find ways. this includes all of the minutes, all of the agendas, all of the topic work and a lot of other information. we will talk about some of the highlights of that report. 8 of the nine task force members signed off on the report. some comments were focused on the presentation of the cost. the escalation of cost was inappropriate. there is also a question about the planned use for pier 94 which was discussed that many of the meetings. either everyone agreed or we had a vote and we had lots of exciting discussions. we had to have some reserves to

make it into the report. i will bring the task force members to talk to you and the labatt and we want them to clarify the work that they did. any information was the majority and one thing i can say, everyone agrees that we have to move forward. we have to get a new facility for the southeast and the location is something that some other members will be talking about. i think that they hope that this would guide the commission to make decisions so that we can move the project forward. we will see how this goes.

this is an aerial shot. this does not meet current operational or maintenance requirements and this is very labor intensive. the foundations are structurally inadequate due to age and cracking. the commissioner came out and walked across several of the rooms with us a few weeks ago. we are really concerned about the roof. we have had one roof there already. one month ago, we had another one that began tipping.

acres. late in the game, we start talking about this and pieces and we start to talk about food waste. those did not progress enough for to improve for analysis and the task force members recommend that we would want to have another similar process as one that we held. now i want to talk about the task force members who have been a working with us for 18 months. today, we have five of the members here and each of us will be helping us during public testimony. some of the other members were not able to make the meeting. it is the group that we picked the topics at each of the meetings. they kept us on point.

these are meetings from 6:00 until 8:00. it is our job to keep everyone awake and alert. we learned a lot from each other. all of the members are active in city government. many of them are homeowners. the purpose of the task force is fair and open review so that we can get assistance for the facility and we can get input on the community concerns. the group decided to not have a moderator or a chair, instead they appointed our own stan murray to have the most difficult job at all, to

moderate the meetings, to keep people behaving. we listened and we learned a lot more. we should think sam for doing such an admirable job the city staff that kept plugging away was also at the monthly meetings and myself. we enjoyed this until it went on. we had our meetings at the plant and we talked about technology and we had experts. we have checked the topics to be current, timely, and for us to be responsive. in the report, we had all the

meetings, agendas, and information. they work with us on the site selection and we will get into that briefly. some are unable to be here because they work out on business. the process was fair and open and i think that was one of the beautiful things, we were working together with them in a collaborative effort. also, moving a project forward is the highest priority. >> during the course of our 18 months, we sat through many meetings but all of that energy was focused, many of the task force members modified their opinions. many of them modified them to be able to get information into reports. people were pretty flexible.

there were 60 issues covered in the report. we looked a lot at facility layouts. there was architectural and visual improvements and community benefits. we started out with 17 different sites that were located around the city. one of the threshold's is size. if we did not have a decent property that could be made in to the 10-15 acres. we also look that contamination, ownership locations. from 17, we screened back to 4 and we had one that was se, south side.

these were put together to make 10 acres. then we had that were just south of the creek. we were looking to have one site that was adjacent to the southeast or near the southeast plant and one that would be remote. the task force nearly narrowed to these down to two options. one would be adjacent to southeast. the second option was pier 94. let's go on to the next one.

we decided say -- side won into two options. one would have a digester on the south side and another on the central shops. now these are moving further away from home, closer to the railroad tracks and this is of paramount concern. we showed you what the two layouts look like. there is a green circle inside of the box. this is approximately 400 feet. the next one is i digester along the railroad tracks. this is the department of communications services. the row retracts are a little

bit raised up so there is a nice visual screen. we can go to the next slide. we also looked at pier 94. this is farther away from the residential zone. this would require a pipeline that would run through the committee. we have two locations where we would have treatment. we will have return lines coming back to the southeast. we have return flows going back to the plant. this is not being used for too much. there is one continuous piece

of property. we used today's dollars if we were to start constructing. some are unique and complex because of several maneuvers. you are building something, tearing something down. the project has four or five projects each pier 94 is the longest of the three alternatives. down below, you can see the dates, the project that would complete the first. this would be on the southeast and the south side. architecture was a very

interesting conversation. this was preferred by the task force, this is a condominium type style. at our lady of meetings, it was if we could back up the entire southeast plant with the architecture as this does provide a beautiful screening. additionally, landscaping, art, other things could be built. the contract was like a greek temple industrial institutional work that was preferred and the idea would be that this would screen residence on the hill from the future digesters. food waste was discussed. we did not have enough information to get deep into it. there was a lot of concerns.

we would like to conduct a similar process with other members. i think a very important page in your materials is page 18. that is where they have listed the community benefits and there are several things i will highlight and other members will highlight additional issues when they come out to speak. and mandatory goal from the impacted area. commitments and considerations. considerations on for job readiness when we are developing the project and we can determine what skill levels are required for different aspects of the job and the training that can be made available.
