so, again, this caused -- cost is going after the small business owner. it is going after the small restaurateur and bar owner and the mom-and-pop grocery store. some people are asking you to play on a bias against large corporations. this has nothing to do with large corporations. this is for small businesses. so the last question i would ask you is if the services benefit asked -- us all, if they serve us all, wire be asking the responsible alcohol drinks or beer drinker to pay for it? to me, that does not make sense when you what are we asking that? chair avalos: next speaker, please. >> good afternoon, supervisors. i am with a commission, but i am here speaking on my own behalf. i would like to start by saying that a healthy public sector starts with a healthy private sector, and what we need is a very healthy private sector.

we need help the private-sector job creation. we need a short-term strategy, in medium-term strategy, and a long-term economic strategy to increase employment and deepen and broaden, i might add, our tax base, and to believe that this proposed fee is flawed because it really does not do anything to mitigate the alcohol-related damage or harm, for alcohol, it is simply cost recovery for business as usual. someone referred to as the gold- plated situation. it is just shifting costs around within the budget. i support the services, and it also supports broadening the tax base to pay for this, and looking at the economic damage that could be done by this,

there is a multiplier effect. this shows that even the bars and restaurants, they will not bear the brunt of the money that it out of the economy. it will be borne by the local shoe store, by the bookseller, by the small newspaper, advertiser. it is actually going to come out of the economy with non alcohol- related things, and to me, that was one of the surprising findings of the study, is that it is really not quick to come out of the retailers or directly alcohol. i mean, there will be a percentage, but the larger percentage, about 80%, millions of dollars -- so we are going to lose the multiplier effect. that is three to four times the cost of this.

last item we have on the agenda, so we are adjourned. thank you for your support. i'm robert chief and i'm the park's supervisor in the parks in the sunset district. i've been working here for 3

years. we are 60-70 street below street level. the 64 acre park. the park is divided into 2 sections we are in the stern area. when you get over to pine lake meadow and pine lake, pine lake is considered a natural area. in 1847, the green family came out here, back then this was kind of an empty canyon and sand dun area. they claimed this property. in 1892. george green who's a second generation built the truckdaro club house. there was a hotel then. it was said this was the place to go if you were weary of the dirty city and the police. there were a couple of gun

fights the front door has bullet holes. i don't ever repair them. 1931 stig mond bought the property from the green family. she donated it to the city of san francisco and had a specification, i'm giving it to the city that will be used forever for the enjoyment forever of the people of the city of san francisco. it has ever since. every summer the stern grove association in san francisco rec and parks put on 10 free concerts. usually people come out at 10 in the morning it's a family affair. everybody is on the lawn with picnics and it's free. anybody can come out. it's a great way to spend a sunday. >> goes to 1-2 in the afternoon and runs until 5.

[music]. thanks to the stern grove association they renovated the concert meadow. it used to be a rolling grafsy area. put in a new stage and stage building. they put in terraces. we get from 8,000 to 12,000 people. and the meadow next to the concert meadow is full of people even though they can't see the music they hear it. i walked into the meadow several times and they don't even care. we do have literally events going on day and night. the concert association has kids days during the week. the performers come out for hundred 200 kids. now, the truckadero truck house gets rented out for weddings and

retirement. the croquet clubs and horse shoes. 2 play grounds, tennis courts. we have from 25 to a hundred dogs here. it's like bisons going across the mid west. there are so many dogs they are covering the ground cht it's a get together. all the dog walkers know each other. if you go to pine lake day camp now, you will see 50 kids there. the r directors are wonder. >> the pine lake is natural. they take of the area around the lake. they plant natives that are drought tolerant.

one that stands the dry summers here. the whole park is under going quite a bit of reconstruction. they will renovate the trails around the lake. and the big project is the capital project for pine lake meadow. they are going to returf the dog run and the meadow by the day camp. we are looking for a very busy fall. by the spring of next year should have major renovations to the mark thal make it an outstanding park. i don't ever refer to it as my park. all the parks belong to all the people. this park belongs just as much to the families in the bay view sdrishth as it does to the gentlemen that lives across the street. i'm happy and proud to be the caretaker for them. i wake up every day and thank that i have

commission, which is something we are very proud of, for his willingness to serve as a new member. london and michael are quite familiar to their commissions. they will both be here. thank you, chief. i know you are pleased to have both of them. you have already told me you are pleased to have both of them. i am enthusiastic about their commissions. it's a good thing for everybody. we will have the opportunity to give people an opportunity to give people on their respective boards the opportunity to serve as well. thank you, lily chan. she will be serving on the golden gate park concourse authority, which is interesting for so many reasons. i'm grateful that you are

willing to continue your service here and the city as well. human rights commission, reappointing cecilia, michael, and julius. you have done a great job. i appreciate your support of our director, into the good work, the human rights commission continues to do. where is sam? there you are. thank you, sam. thank you for your willingness to continue to serve on the immigrant rights commission, and your good stewardship and leadership in the committee. michael nguyen. we technically swore in michael, but it was private. i appreciate your willingness to come here are any more public setting and have the honor to swear you in.

carol kingsley, who was supported unanimously, which is pretty impressive, on the police commission. she will be serving as the newest police commissioner. i'm very enthusiastic. the board of supervisors seems to share that. well, air and good lucome and g. not the easiest of commissions, but incredibly important. we went through a lot of presiresidents. i'm appreciative of her willingness to serve. the rent board. do not screw up something that is working. we had a debate on a solution to a mysterious problem. we do not have a problem because we have a balanced rent board.

people that want to obtain a strong relationship and inappropriate one. as a consequence, i felt like i did not need to reappoint new folks. felt like i could reappoint the existing folks. they're doing a great job. thank you for your willingness to continue your service. i do not know why -- all of you were enthusiastic, too, when i called you. i thought maybe one or two of you wanted to take a vacation from the service. i am grateful that you were willing. i am also grateful the retirement board is getting a lot of attention. pensions are getting a lot of attention. some people have confused san francisco with sacramento.

it is a big difference. budgets, pensions, retirements. nonetheless, this is an important body and board. we have two great people who are willing to serve. i know he is very enthusiastic. he was very concerned that we appoint people of high integrity, high skills, that tended to be above a lot of the politics in this town. we have two great people there. i imagine he wanted to be with all of you. he wanted to be with his wife in particular. wendy paskin-jordan is here as one of the new appointees to the retirement board. she will join victor makras, who is very familiar to us. i kind of try to convince you. i was not sure victor was so

excited about this. i asked him. hi needed somebody of his character. i am very pleased. i think those are two great appointees, wendy and victor. this will continue to elevate what is already a model retirement board for the rest of the state. the two remaining divisions, the small business commission, jamie, thank you for your willingness to serve. as a small businesswoman, you know a thing or two about the challenges and reveal. lu o'brien -- how long have you serve? not even a full year. this will extend his turn. -- term. you guys ask good questions

do not, in front of you that are controversial and on the fly, you might have a point of view, and you should share that point of view. on big issues, all i ask is a heads up. only on two occasions -- frank, i imagine this has happened to you periodically. i have a call at 2:00 in the morning where one of my department heads was removed by the commission. nobody gave me a heads up. i was a little concerned about that. those are the kind of things. give me a heads up. otherwise, exercise your independence. exercise your insight. that's why you're here. i just want the opportunity to have a chance to dialogue if we are on different sides. then you use your judgement and conclude as best you could what is the right path for the people of san francisco, who do not

represent some special interest. the folks that show up here are important. folks that do not have the time to show up here are equally important. please remember there are a lot of people out there that count on you to also have a voice that cannot make it down to your committee hearing or board. that is something that is very, very important to me. that's why you are here. you are here to represent the city. that city includes those that do not have stickers or buttons, that do not show up at 6:00 p.m., that also deserve your attention and your goodwill and your stewardship. those are really two points. otherwise, i'm very happy that you're here. i'm very thankful. thank you for coming down to city hall.

a police district in a period of time. if the idea of combining the different layerce of information and stacking them on top of each other to present to the public. >> other types of gis are web based mapping systems. like google earth, yahoo maps. microsoft. those are examples of on line mapping systems that can be used to find businesses or get driving directions or check on traffic conditions. all digital maps. >> gis is used in the city of san francisco to better support what departments do. >> you imagine all the various elements of a city including parcels and the critical infrastructure where the storm drains are. the city access like the traffic lights and fire hydrants.

anything you is represent in a geo graphic space with be stored for retrieval and analysis. >> the department of public works they maintain what goes on in the right-of-way, looking to dig up the streets to put in a pipe. with the permit. with mapping you click on the map, click on the street and up will come up the nchgz that will help them make a decision. currently available is sf parcel the assessor's application. you can go to the assessor's website and bring up a map of san francisco you can search by address and get information about any place
