[roll call] >> our next item is item b, presentation to the board of supervisors. >> as most of you know, tonight is the last of our regular school board meetings for the school year. i just wanted to take a moment to thank the board and are student delegates for doing a great job this year, being a good team to work with. also, we all know this has been a really tough year. in my 34 years in education, this is by far the toughest year in terms of the finances of the district. even though this evening we are bringing forward a balanced budget to get us through and not

allow the state or anyone to come in and take over the school district, it is not something we are really proud of. we are proud of of fulfilling our judicial rigid fiduciary responsibility, but we're not proud of the fact sometimes that comes at an expense. it is too bad we are in a state that is grossly underfunding us so that next year we will have four days shorter in the school year, 176 days of school. i want to thank a lot of people who helped us make it so that we would have a balanced budget, and all our youth and partners out there, everybody stepped up, because nobody wanted this. who wanted to do this kind of work? none of us did, especially all of us involved in education, but all of us got it done. i think it is important we move forward. despite having to cut $113 million, which is what we are working on for the next two

years, we will be okay, we will make it. i realize next year we will probably have to make more cuts, but at least the biggest cuts we have already laid out a vision and plan for the next couple years of how to manage those cuts. so my hat goes off to everybody. despite the tough cuts, i think we need to stay focused with our strategic plan and think about all of the things that have been accomplished this year. the policy the board had the courage enough to take on an realign our graduation requirements. i think it is a huge thing. it will revolutionize the school district and develop a culture of not just being a graduating and the pre through 12 system, but actually gets them into college. i think that is something everybody should be proud of. the wilson made strides serving

our english language mourners and the community. now we have a policy that requires teachers to be certified, the certificate shows they now have to teach kids who don't speak english. in this district, every classroom in the district has a few kids and some have whole class is full of kids. i think good teaching is good teaching, and that is a good skill for teachers have and we're proud of that. also, in spite of a lot of skeptics out there, we passed a new student assignment policy. i think that is huge. we spent over a year looking at all the research, looking at all the things we do well, and that was for everybody, the entire community to be engaged in that discussion and to pass something that will be implemented next year, i think it is something we ought to be proud of. last night, the board got a retreat. it was a great retreat. it gave us a chance to recommit

ourselves to the strategic plan and vision of what we are about. what the work needs to be next year, that we are really creating an instructional course that is pre-k through 16, setting common expectations throughout the system. so what is an "a" in one school is the same in another school and is not random and everybody is achieved at the same success rate. we are a district that just proficient is not the goal, that is the base, and everybody should move way beyond proficient. that is changing our culture and really believing and social justice. what we talked about and dreamed about in our strategic plan. it also this evening, tonight, we will adjourn at 6:30 and have an opportunity to start another meeting. the reason why, i have asked the board to support me in condemning the state of

arizona's senate bill 1070 and house bill 2281. the arizona department of education passed an order to all of its school districts to remove and. the teachers with accents from teaching english class's and banning ethnic studies class is to run all the districts in arizona. as an educator, i felt i cannot stand silent any more. i am asking the board to prohibit the expenditures of any district fund on travel or attendance of anybody from our school district or staff or school board to attend any and all conferences and meetings in arizona until these divisive laws are changed. as a leader of this district, i would like to reach out to all the educators and arizona and let them know we and the san francisco unified school district currently have openings for various site and central

administrative positions. we are a multi-ethnic, multilingual community, and proud of it. and we welcome anybody who offers those same things to join us in the struggle and in the great work that we work on, but leaving and social justice and its civil-rights for lot -- civil rights for all. thank you. we have such an amazing, emotional year with you guys, and we have seen you cry and laugh. she cannot be here right now, but we both have had so much fun. we have nothing to say. we have another meeting for a couple weeks, but we have a lot of great newcomers. i like to give a shout out to our new interim delegate, cheryl, who will be taking my place. we have a hard working future in the state. it will never stop, no matter what happens with the budget cuts or who gets laid off. we will keep student voices well represented. >> thank you, and we will miss you so much. >> thank you. i am sad that she is not here with the last board meetings, because this is usually when we

>> let me echo what my colleagues have said. we are appreciative of your voice, and i want to thank you. i was always a little envious of the student delegates sitting on that side because i never got to hear the back stories as they were discussing and sharing their thoughts as a group, but i get to listen to your opinions. they are off microphone, which are good, and i appreciate that, and the deliberate and are really thoughtful about what you bring. i would encourage other student delegates at other schools to consider coming forward to the board of education. i absolutely value all of the great opinions. thank you, and congratulations. and if you get bored, watch us on television.

it is unanimous. >> we have had a motion and the second and formal introduction of the resolution. could i have a reading by the superintendent? >> actually, i will ask our legal counsel who actually wrote this, again for the ideas and she wrote it. i would like her to read this because i know it means a lot to her. >> thank you, superintendent. whereas on april 23, 2010, arizona governor signed senate bill 1070, federal support of law enforcement and safe neighborhood act requiring all local law enforcement to investigate person's immigration status when there is reasonable suspicion the person is in this country unlawfully, regardless of whether that person is suspected of a crime, and whereas state bill 1070 does not prohibit law enforcement

officers on a line from race on ethnicity, national origin, where language to determine who to investigate, and whereas state bill 1070 encourages racial profiling for u.s. citizens, legal residents, and businesses, and where a state and federal funds cannot be used to support immigration programs that promote racial profiling and discrimination based on race, ethnicity, national origin, or any other form of discrimination, and whereas the senate bill 1070 seriously undermines the u.s. constitution which grants congress exclusive power over immigration matters, and whereas the state of arizona recently adopted house bill 2281, legislation which prohibits public schools from teaching in ethnic studies, a ban that reinforces the intolerant discriminatory and racist ideology embodied by senate bill 1070, and whereas the san francisco unified school

district is committed to providing excellent educational opportunities to all students with regard -- without regard to race, ethnicity,ñ"91 sexual orientation, or disability, and whereas on faber 23, 2010, the board of education reaffirmed its commitment@ development of ethnic studies programs and curriculum 'iwkhg schools by adopting resolution number on hundred 1-2681, which called for the implementation of an ethnic studies pilot program and express his support of efforts at recruiting and retaining teachers who have relevant experience and educational background and the study and/or teaching of ethnic studies, and whereas san francisco unified school district has articulated a commitment to social justice, and whereas sfusd does not allow policies that discriminate based on race, ethnicity, religion,

sexual orientation, or disability, and whereas on september 22, 2009, the board adopted a resolution number 992282, condemning the practice of the city and county of san francisco of reporting undocumented students to immigration and customs enforcement and encourage the city and county to cease and desist in any action that might stop access to public education, remembering the city and county is a city and county of refuge and that access to public education is a critical and important right protected by the u.s. supreme court's decision, where is the intended and unintended consequences related to the misguided passage of senate bill 1078 and house built 20 to 81 are in direct conflict with sfusd and the u.s. constitution and we agree that dr. martin luther king's cautioned that it is a threat

we met on june 15. we had a very lively discussion. during this really difficult budget cycle, we had many questions that were both general and a line item questions that were answered, and feedback questions and issues. summary was provided to the board on all the questions, which think we can make available to the public if we need to. so, we had some members of the public come to speak on the budget, and i believe we are ready to move forward. again, it's very difficult, difficult budget cycle this year. >> may we have a reading by the superintendent? deputy superintendent? >> thank you. language, or just the requested action? starting on page 1 throiguh 444? so if it is susceptible to the board, i was just read the header of the requested action. i would much rather read something akin to what the general counsel read,, which is not my case tonight. >> thank you. >> but because of practical necessity, i will do the honors here. this is the second reading of the recommended budget for adoption for fiscal year 2010- 2011. the superintendent's proposal 106-8fp1. just by way of providing a little bit of recap for the members of the public, as vice president mendoza alluded to, there was a committee of the whole meeting one week ago last

night, and that was one week after the first reading of the budget resolution two weeks ago. so we have provided to the f!bçcommissioners and copies ofs information are available for members of the public who are interested, some responses to several of the questions that were raised last week. that document includes a few different sections. it is not a lengthy document. it is just so people are aware, in the first section of the document, we have tried to respond to clarify questions or questions for additional information that commissioner's race. we in the next section articulated some of the changes that were made to the budget document based on some of the comments that the commissioners raised, and then the last section of our document

articulates some of the follow- up work that we will need to continue to pay attention to it and work on following the adoption of the budget. there was a great deal of helpful feedback from the commissioners last week, and we have tried to respond as much as we could, but some of the nature of the feedback we received is such that we need to continue to work on how to present information in a more user- friendly way or do analysis and a more comprehensive way, just building on the work that has been done so far in prior years. with that, i will probably stop with the staff presentation and entertain any questions the commissioners may have. before i do, i wanted to acknowledge the appreciation for the new agreement and the labor partners,
